The WVA has been very active during this
mid-term and attended some important
events to better promote the veterinary
profession in these countries and
strengthen the links and close
collaboration with its members.

The WVA completed the proposed
changes and amendments of the WVA
Constitution and By-laws, and the draft
revised Constitution and By-laws were
sent to all the WVA members and to the
past presidents for comments before their
review and voting at the Prague
Presidents Assembly in due time in order
to keep the need of a cohesion into our
profession.

As promised during the Cape Town
Presidents assembly, the EXCOM and
Council are in the process of amending the
statutes to open up its membership to a
wide range of veterinary professional
organisations.

The WVA vision for the future is to be the
voice of the global veterinary profession
and all countries in the world shall have
well functioning veterinary services that
shall meet the needs of society and that are
valued by society.

Also there shall exist a strong united
global veterinary community, ensuring that
veterinary services have sufficient
resources that are staffed with
veterinarians, who are properly educated
and licensed by the legal authority to
practice veterinary medicine.

Last week the WVA attended the 81
st
OIE
General session in Paris and made a
presentation within the most important
international organizations. I announced
with the OIE Director General the result of
the winner of the 2013 World veterinary
day award.

Applications have been received from
more than 30 countries and the selection
was very difficult and finally South Africa
was declared as the 2013 WVD award
winner.



I took the opportunity to address the 700
participants from 178 countries members
of the OIE and promoted the 31
st
World
veterinary congress and the 2
nd
World
veterinary Summit and international
animal welfare seminar to be held in
Prague from 17
th
to 20
th
September, 2013.

Its my pleasure to remind all of you to
save the date and to attend our 150
th

anniversary of the WVA in the beautiful
and historical city of Prague.

You are the most welcome to the
celebration of these world events.

World Veterinary Congress in Prague is an enormous privilege
for us.

Dear colleagues,

sound preparatory work on top class scientific and professional event takes

WVC 2013 Sightseeing Tours
Come to Prague and enjoy excellent trips and tours!
Participants and accompanying persons are cordially invited for tours that are arranged specially for
delegates of the World Veterinary Congress 2013.
Visit some nice places in Prague as well as interesting castles and monuments in other cities close to
the capital. Some of the famous sites are listed below:
Prague Castle
The seat of Czech President, includes the Royal
Palace, the residence of the kings of Bohemia with its
famous Vladislav Hall, St Vitus Cathedral from the

century, St Georges Basilica with its treasure of
old Czech art, baroque paintings and sculpture, and
Golden Lane, once inhabited also by the famous
writer Franz Kafka. You may get the opportunity to
admire a variety of architectural styles, showing the
progress of European architecture throughout the
centuries.

Pragues Jewish Ghetto
The ancient heart of the city the Old Town was settled more than
1000 years ago. This area includes Powder Gate, the Old Town
Square with its beautiful houses, palaces and churches of various
architectural styles, and with the famous astronomical clock. Jewish
Quarter is the home of Pragues Jewish ghetto in the Middle Ages
with the impressive Old Jewish Cemetery, Europes oldest
synagogue the Gothic-style Old New Synagogue, the High
Synagogue, the Town Hall, the Pinkas Synagogue and the
Ceremonial Hall with its collection of childrens art from the
Terezin concentration camp.




Art Nouveau Prague
Acquaint yourself with the works of the great Czech artist Alfons
Mucha (1860 1939). The exhibition is located in Kaunitz Palace, in
the very heart of Prague. The Municipal House Pragues most
prominent Art Nouveau building stands on the site of the former Royal
Court Palace, the residence of Czech kings between 1383 and 1485. The
interior of the building was decorated by leading Czech artists of the
last decade of the 19
th
century, including Alfons Mucha.

There are numerous smaller halls, as well as cafs and restaurants,
where visitors can relax and appreciate the centres flamboyant Art
Nouveau decorations.

the typical Karlsbad souvenirs, such as special wafers,
Moser porcelain and glass, or the Becherovka liqueur, also
known as the thirteenth curative spring of Karlsbad. The
Karlsbad spa is well known for its successful treatment of
gastrointestinal diseases and metabolic and endocrinal
disorders. The tour includes city sightseeing and a visit to the Becherovka factory, where all
participants can taste this fine liqueur.

Karlstejn Castle and Konopiste Chateau
The romantic Konopiste chateau was built in the late 13
century in the French-fortress style. Its last owner was
Archduke Franz Ferdinand dEste, successor to the Austrian
throne assassinated in Sarajevo in 1914. The chateau is situated
in a lovely park and houses extensive collections of historical
weapons, furnishings, late-Gothic sculptures, paintings, rare
tapestries and innumerable hunting trophies.

May, 2013, the OIE
DG, Dr Bernard Vallat, announced that the
application received from South Africa,
Gauteng Department of Agriculture and
Rural Development together with the
South African Veterinary Association
(SAVA) was selected by OIE and WVA as
the winner of the World Veterinary Day
(WVD) 2013 Award.

The SAVA representative will be invited
to attend the World Veterinary Congress

20
th
September in Prague, Czech
Republic in order to receive the WVD
award price of 1000 US$.


The high number of events celebrating the
veterinary profession shows the
importance and the involvement of the
National Veterinary Associations to
promote the veterinary profession on both,
national and international levels.

The WVA highly recognizes and
appreciates the huge effort and preparation
done by each one of the National
Veterinary Associations and encourages

General Session of the World Assembly of Delegates of the World

May 2013, the OIE had the honour of
welcoming Her Royal Highness Princess
Haya, OIE Goodwill Ambassador. Numerous
Ministers of OIE Member Countries also
honoured the Assembly with their presence at
the Opening Ceremony.

Over 700 participants, representing Member
Countries of the World Organisation for
Animal Health (OIE) and numerous
international, intergovernmental, regional and
national organisations (Food and Agriculture
Organization of the United Nations, World
Health Organization, World Bank, World
Trade Organization, European Commission
etc.) took part in the event.

The Representative of the Bill and Melinda
Gates Foundation announced an important
contribution to support the strengthening of
Veterinary Services worldwide.

HRH Princess Haya was appointed to serve as
the World Organisation for Animal Healths
first Goodwill Ambassador last September, to
help raise worldwide awareness of its missions
and activities.

After the inaugural address by OIE President,
Dr Karin Schwabenbauer, HRH Princess Haya
took the stand in a packed auditorium at the
Marriott Rive Gauche Hotel and focussed on
the importance of taking innovative action and
finding sustainable solutions to human and
animal health issues.

As a population, we need to be able to
harness the products of the land and sea, but
we need to be able to trade these products
too, explained HRH Princess Haya. In doing
so, we must ensure that we are protected from
the ravages of disease in both the human and
animal populations.

Whatever action is taken to feed our
populations, and to keep them safe, must be
sustainable - and that action must be taken
together.

Sustainability does not mean introducing an
approach that is replicated again and again
without further improvement. Sustainability is
most powerful when it creates a mindset, a
mindset that involves exploring problems from
every angle and seeking new approaches to
resolving them - instead of simply relying on
old habits. Working together sustainably
means forming successful partnerships with
aims that are clear to everyone.

HRH Princess Haya used the example of the
public-private partnership recently established
between the OIE and the FEI as a model of a
new and innovative approach.

Rinderpest
A new chapter on rinderpest was adopted that
confirms its global eradication in animals and
enacts measures to be taken in the event of any
accidental or deliberate release from
laboratories still holding the virus.

The OIE launched a digital media campaign
warning against the risks of accidental or
deliberate release of the rinderpest virus. As
part of the campaign, supported by the United
Kingdom as chair of the G8 Global
partnership, a video has been produced which
calls all OIE Member Countries to respect
their commitment to OIE and either destroy
the virus, or safely store it in a minimum

number of facilities approved by OIE and
FAO.

Rinderpest was officially declared eradicated
by the OIE and the Food and Agriculture
Organization of the United Nations (FAO) in a
historic moment in 2011. Rinderpest also
called cattle plaque, did not affect humans but
left millions of dead animals in its wake,
causing major economic and social disruption.
While the virus no longer circulates in
animals, dozens of laboratories still hold
stocks of the virus, posing a risk to global
security.

Antimicrobial resistance
The OIE Delegates continued their work in the
field of antimicrobial resistance by updating
an important chapter of the OIE Code on
responsible and prudent use of antimicrobial
agents in veterinary medicine in the 178 OIE
Member Countries.

Recognition of official animal health status
This year, the Assembly has added peste des
petits ruminants (PPR) and classical swine
fever (CSF) to the list of diseases for which
Member Countries can apply for official
recognition of their disease free status.

Bovine spongiform encephalopathy (BSE)
The World Assembly of national Delegates
recognised Bulgaria and Costa Rica as having
'controlled risk' status with regard to bovine
spongiform encephalopathy (BSE); Israel,
Italy, Japan, The Netherlands, Slovenia and
the United States of America were recognised
as having a 'negligible BSE risk'. The official
status of all the countries that already had an
officially recognised status remains
unchanged.

Foot and mouth disease
New zones were recognised as officially free
from foot and mouth disease (FMD), in
Argentina, Bolivia and Peru. The OIE
endorsed the national control programme for
FMD submitted by Bolivia.

African horse sickness (AHS)
In 2012, OIE Members validated the
application of an official procedure for official
recognition of countries' AHS status. This
year, the Assembly recognised, for the first
time, 59 countries as being free from the
disease.

Influenza A (H7N9) virus
The Assembly gave special attention to the
exceptional nature of the influenza A(H7N9)
episode in the People's Republic of China in
April 2013. The latest available information,
delivered to the Assembly by the Delegate of
China, and the results of the recent OIE expert
mission to China, were presented to Member
Countries with a view to preparing measures
to try to prevent any worldwide spread of the
virus in animals.

Scientific network
This year, the Delegates accredited five new
Collaborating Centres and six Reference
Laboratories, bringing the number of official
centres of scientific excellence within the OIE
worldwide network to 284.

Animal welfare

The World Assembly of OIE Delegates
adopted a new chapter on broiler chickens,
which includes criteria and measurables for
animal welfare in broiler production systems.

"This new chapter is the culmination of a long-
term undertaking and it has taken OIE
Member Countries several years to reach a
consensus. It also goes to show that our
Organisation's international standards-setting
process, based on scientific excellence and
democratically adopted standards one
country, one vote achieves results of
worldwide importance" declared Dr Bernard
Vallat, Director General of the OIE.

UN grants WSPA General Consultative Status


The United Nations has upgraded the
status of the World Society for the
Protection of Animals to General
Consultative status making WSPA the first
International animal welfare organisation
to hold this prestigious position.



Mike Baker, Chief Executive of the World
Society for the Protection of Animals said:
"We are pleased that the Committee on
Non-Governmental Organization has
recommended that WSPA be granted a
new, higher-level consultative status at the
United Nations. It reflects a growing
consensus that animal welfare matters and
should have a place of importance on the
global agenda."

Master of Veterinary Medicine (MVM) distance study at Massey University

The Master of Veterinary Medicine (MVM) is a distance learning Master-level programme
offered internationally. It is known for the excellence of its lecturers and the in-depth nature of
the courses offered. Veterinarians who have a veterinary degree equivalent to Massey
Universitys Bachelor of Veterinary Science (BVSc) (see list on MVM website) can study in
the programme.

Massey Universitys veterinary school is AVMA accredited and has over 50 years of
experience in distance learning. This year Massey University celebrates 50 years of providing
veterinary education.

The MVMs innovative online learning systems make it possible for you to study anywhere in
the world.

The MVM programme offers flexible high-quality education with:
distance learning within a supportive environment
flexibility to study single subjects in a topic of interest
opportunity to complete a full Masters or another of Masseys well-respected
qualifications
in-depth cover of an aspect of veterinary medicine (eg Canine and Feline Neurology).
opportunity to become part of a community with your international colleagues.

Each in-depth course offers a different type of learning experience depending on the lecturer,
the group of students and the course structure.

All subjects are formally assessed at the end and also have case-based discussion and
assessments during the course. The student workload for each taught subject, including
assessment, is 150 hours and most subjects are spread over eight months of the year.

The timeframe for completion of the full MVM or one of the other qualifications varies and
this is one of the features of the MVM programme students can fit study around their work
and other commitments. Some students complete the full MVM in 3-4 years and others take
longer.
Class sizes are limited to 30 students to maximise the learning experience for students. A
special feature of each course is a 3-4 day contact course or workshop which is held at Massey
University during the course. Attendance at the workshop is optional but highly recommended.
If a student cannot attend we offer the option to join some (non-practical) sessions live via the
internet. Attendance is not compulsory to pass the course.

Postgraduate Distance Learning Scholarships for Sri Lanka
MSc in Veterinary Epidemiology and Public Health

This programme will provide animal health
specialists, epidemiologists and public health
specialists with an understanding of the
conceptual basis of veterinary epidemiology and
public health. Please note: a related programme
in Livestock Health and Production is also
available.

Commonwealth scholarships
Applications are invited for Postgraduate
Scholarships in the MSc Veterinary
Epidemiology and Public Health by distance
learning. The scholarships are funded by the
Commonwealth Scholarship Commission and
academic direction is provided by the Royal
Veterinary College (RVC), a constituent College
of the University of London. The RVC is
partnered by the University of Peradeniya, Sri
Lanka, in the delivery of this programme.

The scholarships are available to nationals of
Sri Lanka only, with the deadline for
application on Friday, 17 May 2013. Applicants
must be living and working in Sri Lanka.
