CARTA DEL ADMINISTRADOR
It is hard to believe that one year has
passed since I started as your City Manager.
Undoubtedly, its been the most rewarding
professional year of my life. We have worked
hard and made some tough decisions, but I
strongly believe we have this administration

pointed in the right direction in making Miami
Beach an even better place to live, work, play and learn.
I am excited to share that we have recently launched a variety of apps
that will improve resident and visitor satisfaction, including making
parking on Miami Beach more convenient and opening another
channel of communication to easily report problems for the city to
address. Information on all of these free city apps can be found in the
pages that follow.
We had the honor to recently host a rare Senate Field Hearing at
City Hall. With this, United States Senator Bill Nelson drew national
attention to the dangers posed by climate change and sea level rise.
We continue to take aggressive and expedited action in installing
stormwater pump stations and revising design standards to ensure our
infrastructure is solid for many years to come.
The convention center continues to be a top priority. Previous plans,
which called for approximately four years of construction, have been
reduced significantly to 36 months. We will inevitably need to limit
the number and types of shows that can take place during this $500
million construction project. However, we will still be hosting many
shows that can use two halls of the convention center, including
Art Basel.
I would like to offer a warm welcome to our citys new chiefsPolice
Chief Dan Oates and Fire Chief Virgil Fernandez. Both of these
gentlemen bring with them extensive experience and impeccable
credentials. We are fortunate to have them steering our Miami Beach
police and fire departments. To give you a more in-depth look at newhires, MB has introduced a new columnMeet Your Team. I invite you
to read more about Fire Chief Fernandez on page 7.

our spectacular beaches.
Es casi increble que haya pasado un ao desde que comenc a

desempear la funcin y responsabilidades como administrador de
esta bella ciudad. Indudablemente este ao ha estado repleto de logros
y recompensas profesionales, la cual me da nimo para continuar en
servicio de nuestra comunidad. Durante este ao nuestra administracin
ha avanzado proyectos significantes que han resultado en mejoras a
los servicios proporcionados a nuestros residentes y hemos comenzado
otras iniciativas con el fin de convertir a Miami Beach en la prenda del
sur de la Florida.
Me da gusto de informarles que hemos lanzado varias aplicaciones
electrnicas para facilitar informacin a nuestros residentes y visitantes

This occasional column will introduce key team members
that are focused on making Miami Beach a better place.
El febrero pasado, Virgil Fernandez fue

nombrado jefe de bomberos de Miami
Beach. Ms recientemente sirviendo como
jefe de bomberos de Hollywood durante
casi nueve aos, Fernndez comenz su
carrera en la ciudad de Miami dentro del
Departamento de Bomberos, donde estuvo
durante 23 aos. En Miami ascendi para
servir como asistente de jefe de bomberos/
mariscal. l tambin fue el lder del Equipo
de Trabajo para la Florida Urban Search
y Rescue Team Task Force 2. Dirigi el
grupo de trabajo que respondi a los
ataques terroristas en Nueva York del 11 de
septiembre de 2001. l tiene una licenciatura
de la Universidad Barry y una Maestra
de la Universidad St. Thomas. Fernndez,
originario de Miami, est casado y tiene una
hija y un hijo.

Conozca Su Equipo
This past February, Virgil Fernandez was

sworn into office as the Miami Beach fire
chief. Most recently serving as Hollywoods
fire chief for almost nine years, Fernandez
started his career with the City of Miami Fire
Department where he served for 23 years. In
Miami he rose through the ranks to assistant
chief/fire marshal. He was also the task
force leader for Florida Urban Search and
Rescue Team Task Force 2. He led the task
force that responded to the terrorist attacks in
New York on September 11, 2001. He has a
Bachelors Degree from Barry University and
a Masters Degree from St. Thomas University.
Fernandez, a Miami native, is married and
has a daughter and a son.
Proudest Moment
Leading Task Force 2 in the aftermath of
the 9/11 attacks. During this deployment, I
served along firefighters that performed some
of the most selfless and heroic acts that I have
witnessed in my career.
Making Miami Beach a Better Place
When we have employees that fall short
of our expectations, I believe it should be
immediately addressed and make sure we
take corrective action that reinforces the
departments expectation of excellent
customer service.
Miami Beach Favorite
Personally, the most significant
spot for me is old Fire Station
No. 2 (currently the fire
department administrative
office). When I was in high
school, I rode Rescue 2 with
one of the doctorsthats
when I knew I wanted to
become a firefighter.

Recently, Miami Beach Fire gave Scarletta three-yearold undergoing chemotherapy to battle bone cancer
her wish enhancement to visit a fire station. Scarlett,
thanks to Make-a-Wish Southern Florida, spent an
afternoon alongside Miami Beach firefighters were she
was given a chance to sit in a fire truck, fight a fire with
a water hose and awarded a badge by the Fire Chief.

Recientemente, el Departamento de Bomberos de Miami

Beach le concedi a Scarlett, una nia de tres aos

Its no secret that one of

the most attractive parts of
living or visiting Miami Beach is
the beach itself. According to the
latest annual report published by
the Greater Miami Convention and
Visitors Bureau, the beach became
the most highly visited place among
international visitors. And with
the start of summer, local residents
head to the warmer sand and surf.
The public has access to the beach
for the entire stretch of the city,
easily accessible from South Pointe
Park to the North Shore Open
Space Park.
For convenience, the city operates
several beachfront public restroom
facilities, which remain open during
beach hourssunset to midnight.
With the completion of the newest
locations at Sixth Street and 53
Street, all of the public restrooms
are ADA accessible.
For those who prefer to enjoy the

ocean view from off the sand, they
can do so on the ever expanding
beachwalk. This promenade is
part of the Atlantic Greenway
Network, a series of pathways
intended for bicycles and
pedestrians that will eventually
result in a contiguous walkway that
will span the entire Miami Beach
shoreline. Construction work was
recently completed on the stretch of
pathway from South Pointe to Fifth
Street. Other completed sections of
the beachwalk include the area from
14 to 21 streets and from 64 to
79 streets.
Miami Beach also provides
various ways for beachgoers with
disabilities to access the water.
Several beach entry locations are
equipped with mobi-mats, special
smooth surfaces that make it easier
for most wheelchairs to reach the
sand. Additionally, the city has

free beach wheelchairs available to
further enhance the experience of
those visitors who have mobility
issues. These are available on a
first-come, first-serve basis and
can be picked up at 1001 Ocean
Drive or inside South Pointe Park
at One Washington Avenue. The
city maintains an inventory of two
manual beach wheelchairs and four
motorized wheelchairs.
Individuals with mobility issues
or those who are not confident
swimmers, can utilize the cityprovided swim rope lines that are
located near the lifeguard towers
along the beach. These ropes lines
extend into shallow waters and
allow those who need swimming
assistance to hold on.
Despite your level of confidence as
a swimmer, it is always safer and
encouraged to swim near the Ocean
Rescue lifeguards. Cautionary flags

on the lifeguard towers, indicating
hazards such as rip currents or
man-o-wars, should also be heeded
by everyone before taking a plunge.

South Pointe Park, pavilion west of the dunes
Through September, the city is undergoing a pilot project of

contracting one dedicated beachfront restroom porter to help
maintain cleaner restrooms at 3, 10, 14 and 21 Streets from
7 a.m. to midnight. City administration will evaluate the
program and make a recommendation for the next fiscal
year, whether to continue as is, further expand or
reduce the program.

issue of persistent flooding
on our roadways, swales are an
important part of the equation.
Swales are the grassy areas
located adjacent to the roadway
and in front of a property.
In some cases, the swale is
specifically the area between
the road and the sidewalk,
and in all casesit is part of
the citys right of way and
property owners by law are
responsible for the maintenance
of these areas.
Beyond aesthetics and the
convenience of parking your
car on these parcels of land,
swales play a vital role in our
stormwater drainage system.
Properly maintained swales

are a key drainage component,
and part of the citys overall
stormwater management
solution, said Eric Carpenter,
director, Public Works, City of
Miami Beach.
Grassy swales are essential
in allowing rain water to seep
into the ground. Grass and soil
act as natural filters for the water
that makes its way to the water
tablethe natural accumulated
water several feet below
the surface.
The new stormwater master plan
for the City of Miami Beach,
which addresses sea-level rise
and persistent flooding, includes
calculations for the use of swales
in water retention.
In other parts of the State of

Florida, swales are concave
areas that look like grassy
ditches in front of properties.
Driveway approaches are
sometimes built as bridge-like
structures so vehicles can get
across the concave ravines.
Over time, due to excessive
landscaping or using swales as
parking spots, the ground stops
being pervious and the water
that accumulates in the street
has nowhere to goespecially
if there are no drains or valley
gutters to direct it.
Some property owners illegally
built up swales as mounds or
created curbs, which result in
an unintended swimming pool
effect with water pooling at

the swale, in many cases, with
nowhere to go. This stagnant
water can become a breeding
ground for mosquitos.
If you want to plant, remove
trees or make any modifications
to the swale in front of your

its imperative for residents to
do their part in keeping swale
areas clear, preferably grassy,
and with minimal impedance to
proper water drainage, added

The Human Rights Campaign announced that Miami Beach

scored 100 in their Municipal Equality Index (MEI), making it
the highest in the State of Florida and second highest in the country.
This score establishes that we are a model of progressive politics
and can be held up as the standard for other cities around the
state and the country. The citys score also lets gay, lesbian and
transgendered people from all over the world know that Miami
Beach is still the best place for them to live, work, and play,
said Thomas Barker, chairperson, Miami Beach GLBT Business
Enhancement Committee.
The Miami Beach GLBT Business Enhancement Committee advises
the mayor and commission on policies and legislation to ensure
equality; as such, enacted policies and legislation have secured
Miami Beach a perfect 100 on the MEI. The city commission
unanimously passed a human rights ordinance that protects gay,
lesbian, transgender and intersex people from discrimination and
establishes a domestic partner registry and employee benefits;
an Equal Benefits ordinance mandating nondiscrimination for city
contactors; and a Grossing Up Ordinance that reimburses city
employees who pay higher federal income taxes because the
government does not recognize their relationships.
The Miami Beach Police Department also appointed a police liaison
to the LGBT community; enacted one of the first policies in the country
detailing proper police interaction with transgender people; and
prioritized hate crimes prosecution.
This past June, the city commission approved providing city
employees with transgender healthcare insurance, making Miami
Beach one of only five percent of all U.S. cities and municipalities
to offer the benefit and the first in Florida. Beginning in October,
transgender City of Miami Beach employees will be insured for
treatments including gender-reassignment surgery, hormone and
psychological therapy.

Shore Open Space Park Beach between 80 and 81 streets on Collins
Avenue, open on Fridays, Saturday and Sundays between 3 p.m. and
7 p.m. A pass is required. Daily passes can be purchased on-site at
the dog beach, cash only and daily/yearly passes can be obtained
at Flamingo Park Pool or Normandy Isle Park Pool during regular
business hours, 8 a.m. to 7 p.m.
Resident daily pass rates for the dog beach is $5 and the trial annual
rate until September 2014 is $20. The non-resident daily rate is $25
(cash only, on-site) Dogs must have a current rabies tag, collar and
name tag to enter Bark Beach. There is a two dog limit per owner.

illness, Marie Saint Aime
was separated 25 years ago
from her three, young children
in Boston, Massachusetts.
Years later, having heard her
family moved to Miami, Saint
Aime made her way down to
South Florida to live on the
streets. Records indicate that
she was placed on the citys
homeless radar in 2006, and
has since received a variety of
outreach services.
Marie Saint Aime reunites with her son.
This past February, Saint Aime

met with city caseworker
Sadia Joseph, who she came
to know over the years, and
during a lucid moment in
their conversation, reminisced
on her children and shared
their full names for the first
time. After research, Joseph
reunited Saint Aime with her
two children that still lived in
Floridaand who were five
and seven years old when they
had last seen their mother.

lead agency coordinating homeless
services countywide. Miami Beach
receives about $63,000 in funding
from the Homeless Trust to subsidize
the street outreach efforts.

Since adopting the
new asset based
assessment and
engagement model,
HOT has made 38
case rate referrals
of which 11 have
resulted in permanent
housing, 15 have
been approved and
are in the process of
receiving housing,
and 12 are pending
further evaluation.
In the past, each outreach team in

the county would assemble once
per month to present its cases to the
Trust to be approved for Case Rate,
an expedited housing placement
program with wraparound services
to best serve homeless clients.
The City of Miami Beach has
taken these case presentations
to a new level. Rather than just
presenting, HOT staff provides a full
documented referral that includes
a clients picture (as the countys
outreach team now has to locate
the individual); a summary of the
encounters with HOT and MBPD;
a history of services provided
and refusals of service; medical
diagnoses and medications known
to be used; and areas known to
be frequented.
Instead of providing an oral report,
which takes time to be summarized and
forwarded, HOTs detailed referral allows
the next person in the chain to act quickly
in tracking down the homeless client.
Everything they need to know about
the client has been provided, so county
staff can spend more time engaging and
serving, and less time getting ready

to serve, said Maria Ruiz, director,
Housing and Community Services, City
of Miami Beach.
The U.S. Department

of Housing and Urban
Development (HUD)
has asked that all
communities in the
nation end chronic
homelessness by
2015. While there
are no new funds
to achieve this,
several collaborative
initiatives, including those targeting
homeless veterans, have been prioritized
by the Homeless Trust utilizing
existing resources.
The City of Miami Beach will typically

refer seven to 11 clients per month, which
translates into identifying, screening and
documenting eligibility of the homeless for
these enhanced services. For comparisons,
Miami Beach made seven case rate
referrals in February, whereas the City of

with ParkMe and Parkmobile, a
world-wide leader in the payby-phone industry, to offer an
integrated service to both find and
pay for parking.
The free parking app, ParkMe
Miami Beach, shows available
parking and rates for municipal
lots and garages, including realtime occupancy information
for certain facilities. There are
private companies that also
provide parking services to
the public; however, municipal
programs and services are
regulated.
The Miami Beach Parking
Department is the single
largest parking provider
in the cityserving
resident, commercial and
visitor parking needs.

Beach app saves me time and
money by allowing me to find the
closest parking spots and compare
garage prices, said Miami Beach
resident Martha Gonzalez.
Visiting parking stations are also
a thing of the past. With the use
of the Parkmobile application,
residents and visitors can now
initiate a parking session on
their smartphone from the
comfort of their vehicle. In
May, the Parkmobile application
was activated citywide. Parking
payments with this app, which can
also be accessed through ParkMe
Miami Beach, are easily made by
your choice of a phone call, text or
by simply entering information via
your mobile device.
An added bonus to the Parkmobile
app is text message reminders
when more funds are required,
a great feature to avoid parking
fines. The ability to add more time

Cul es la Mejor Parte de Miami Beach?

Generation Genius Family Meet-Ups To improve youth literacy, Miami Beach

supports the MDC Generation Genius Reads Book Club. Thousands of books are given away
quarterly to children in pre-k, kindergarten and first grade. Registration for the program is free
and available to parents of students in the aforementioned grades. Specially selected childrens
books will be mailed quarterly to registered parents, along with an activity guide to supplement
their reading. Book Club family meet-ups will feature storytelling and art-making activities that
reinforce literacy skills at the following Miami Beach date and location from noon to 1 p.m. For
