STATE PROPOSAL

PROPOSAL 14-1

APPROVAL OR DISAPPROVAL OF AMENDATORY ACT TO REDUCE STATE USE TAX AND REPLACE WITH A LOCAL COMMUNITY STABILIZATION
SHARE TO MODERNIZE THE TAX SYSTEM TO HELP SMALL BUSINESSES GROW AND CREATE JOBS

The amendatory act adopted by the Legislature would:

1. Reduce the state use tax and replace with a local community stabilization share of the tax for the purpose of modernizing the tax system to help small
businesses grow and create jobs in Michigan.
2. Require Local Community Stabilization Authority to provide revenue to local governments dedicated for local purposes, including police safety, fire
protection, and ambulance emergency services.
3. Increase portion of state use tax dedicated for aid to local school districts.
4. Prohibit Authority from increasing taxes.
5. Prohibit total use tax rate from exceeding existing constitutional 6% limitation.

Should this law be approved?

OAKLAND COUNTY PUBLIC TRANSPORTATION MILLAGE RENEWAL

If approved, this proposal will renew and increase the .59 mills currently levied by the Oakland County Public Transportation Authority for the years 2012 through
2013, to 1.0 mills for the years 2014 through 2017, and will allow continued support to the Suburban Mobility Authority for Regional Transportation (SMART) for a
public transportation system serving the elderly, disabled, and general public of Oakland County.

For the purpose of providing funds for the support of a public transportation system serving the elderly, disabled and general public of the County of Oakland, as a
renewal and increase of the mills which expired with the 2013 tax levy, shall the limitation on the amount of taxes imposed on taxable property in the Oakland
County Public Transportation Authority area be renewed and increased from .59 mills (59 cents per $1,000 of taxable value) to 1.0 mills ($1.00 per $1,000 of
taxable value) for four (4) years, 2014 through 2017, inclusive? It is estimated that 1.0 mills would generate approximately $27 million when levied in 2014.

CITY OF BLOOMFIELD HILLS

Library Millage Renewal

Shall the City of Bloomfield Hills be authorized to continue to levy a library millage of .39 mils per year for a period of six (6) years commencing with the December
2014 levy to fund a library contract with the Baldwin Public Library of Birmingham, Michigan, to provide library services for the residents of the City of Bloomfield
Hills? Library services would include full library privileges to the Baldwin Library, including borrowing privileges and other services of the Baldwin Library on the
same basis as the same are available to residents of the City of Birmingham. Approval of this proposal would permit a tax limitation levy of $.39 per $1,000 of
taxable value on all taxable property in the City. The amount of revenue the City of Bloomfield Hills will collect if the millage is approved and levied by the City in
the first calendar year is estimated to be $286,331.

CITY OF CLAWSON

Park Improvement Bond Proposal
Shall the City of Clawson, Michigan, borrow the sum of not to exceed Three Million Eight Hundred Ten Thousand Dollars ($3,810,000) and issue its general
obligation unlimited tax bonds, payable in not to exceed twenty (20) years from the date of issuance, for the purpose of paying the cost of constructing, furnishing
and equipping park improvements at City Park and Grant Park, including athletic field improvements and upgrades, facility improvements, parking lot
improvements and all related site improvements, appurtenances and attachments? The estimated millage to be levied in 2015 is 0.89 mills ($0.89 per $1,000 of
taxable value) and the estimated simple average annual millage rate required to retire the bonds is 0.80 mills ($0.80 per $1,000 of taxable value).
CITY OF HAZEL PARK

Ordinance Amendment to Title 9 Public Peace, Morals and Welfare,
Chapter IV Offenses Against Public Decency

Shall the Code of Ordinances of the City of Hazel Park be amended so that nothing in the Code of Ordinances shall apply to the use, possession or transfer of less
than 1 ounce of marijuana, on private property not used by the public, or transportation of less than 1 ounce of marijuana, by a person who has attained the age of
21 years?

CITY OF NOVI

Charter Amendment Proposal 1

Shall Sections 4.4 and 4.5 of the Novi City Charter, which currently provide that the Mayor and Councilmembers are paid on a per meeting basis, be changed to
provide that a Councilperson will be paid $4,500 per year and that the Mayor will be paid $6,500 per year, effective upon adoption of this amendment, with a
corresponding deletion of the provision in Section 5.7 of the Charter stating that the salary of an elected official shall not be changed from the day the official is
elected until the end of the official’s term of office?

CITY OF OAK PARK

AMEND THE HOME RULE CHARTER OF THE CITY OF OAK PARK BY ADDING A NEW SECTION TO CHAPTER 8.

Shall Chapter 8 of the Charter of the City of Oak Park be amended to add a new Section 8.15, entitled “Marijuana,” to state that: “Nothing in the Code of
Ordinances shall apply to the use, possession or transfer of less than 1 ounce of marijuana, on private property not used by the public, or transportation of less
than 1 ounce of marijuana, by a person who has attained the age of 21 years”?

CITY OF ROCHESTER HILLS

PROPOSAL TO RE-PURPOSE EXPIRING
GREEN SPACE MILLAGE FOR LOCAL ROADS

In 2005, City of Rochester Hills voters authorized a special millage for ten (10) years of up to 0.3 mills to provide funding to permanently preserve green spaces
and natural features within the City. The Headlee Amendment has reduced the maximum rate of that millage to .2972 mills, and it is due to expire after final levy

for fiscal year 2015. It is proposed that upon expiration of the green space millage, it should be re-purposed and replaced with a tax levy of up to .2972 mills for 5
years, beginning in fiscal year 2016 and continuing through fiscal year 2020, inclusive, to be used for local roads and streets.

Shall the City of Rochester Hills re-purpose and replace the expiring green space millage of .2972 mills with a tax levy of up to .2972 mills ($0.2972 per $1,000 of
taxable value) on the taxable value of all property assessed for taxes in the City for 5 years, beginning in fiscal year 2016 and continuing through fiscal year 2020,
inclusive, to be used for maintenance, repair, rehabilitation and reconstruction of local roads and streets and to provide a source of matching funds to support
special assessment and grant programs for local roads? This will generate an estimated $914,850 in tax revenues if levied in full in the first year.

CITY OF WALLED LAKE

LIBRARY MILLAGE RENEWAL

This millage, a renewal, will enable the continued operations of the Walled Lake City Library.

Shall the City of Walled Lake be authorized to levy a tax annually upon the taxable value of all property subject to ad valorem taxation in an amount not to exceed
.9846 mills ($.9846 per $1,000 of taxable value) for a period of ten (10) years, 2015 through 2024, inclusive, which will raise in the first year of such tax levy an
estimated $172,000, for the purpose of providing funds for all library purposes permitted by law. If approved this would be a renewal of the current library millage
levy.

Should this proposal extending the current library millage be approved?

PUBLIC SAFETY MILLAGE

Shall the City tax limitation imposed on all taxable real and tangible personal property within the City of Walled Lake, Oakland County, Michigan, be increased in
an amount not to exceed 3.95 mills ($3.95 on each $1,000 of taxable value) for five (5) years, 2015 to 2020, inclusive, to provide funds to staff, equip, maintain
and operate the Public Safety Department and for any other Fire, Police, or Public Safety purposes authorized by law? The revenue the City will collect if the
millage is approved and levied in the 2015 calendar year is estimated to be $692,000. An incremental portion of this revenue may be subject to capture by the
Walled Lake Downtown Development Authority according to existing laws and regulations generally applicable to taxable property within the City of Walled Lake.

TOWNSHIP OF ADDISON

14-01 ADDISON TOWNSHIP POLICE PROTECTION MILLAGE RENEWAL

Shall the expired, renewed, and previously approved voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution in Addison
Township, of 3.4874 ($3.4874 per $1,000 of taxable value), and expired 12/2013 be renewed at 3.4874 mills ($3.4874 per $1,000 of taxable value) and remains
the only police protection millage levied for the period of 4 years, 2014 through 2017 inclusive, for Police protection and Police operations within the Township?
The millage, if approved, shall raise an estimated one million, thirty five hundred, ninety seven dollars ($1,003,597.) in the first year the millage is levied. The
millage is for the purpose of funding Police protection and Police operations.

ADDISON TOWNSHIP PROPOSAL 14-02
FIRE DEPARTMENT OPERATING AND AMBULANCE SERVICE MILLAGE RENEWAL

Shall the renewed and previously voted increase in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Addison Township of .75
mills (.75 cents per $1,000 of taxable value) and expiring in December 2014, be renewed at the previous voted level of .75 mills (.75 per $1,000 of taxable value)
and levied for the period of four (4) years, 2015 through 2018 inclusive? The millage, if approved, shall raise an estimated two hundred thirteen thousand and
eight hundred seventy eight dollars ($213,878) in the first year the millage is levied. The millage is for the purpose of funding the operating expenses of the fire
protection and ambulance services.

14-3 NORTH OAKLAND TRANSPORTATION AUTHORITY MILLAGE PROPOSAL

Shall Addison Township, consistent with Article IX, Sec. 6 of the Michigan Constitution, be authorized to levy a new millage up to .25 mills ($.25 per $1,000.00) on
the taxable value of property located in Addison Township for a period of 5 years from 2014 - 2018 both inclusive, which will raise in the first year of such levy an
estimated revenue of $70,000, and shall be disbursed to the North Oakland Transportation Authority for the purpose of supplementing the existing capital and
operating expenses of the North Oakland Transportation Authority due to the loss of state, federal and other grants.

Addi son Township Public Library New Additional Millage
Shall Addison Township Public Library impose an increase up to 1/4 of 1 mill ($0.25 on each $1,000 of taxable value) in the tax limitation imposed under Article IX,
Sec. 6 of the Michigan Constitution and levy it for a period of 10 years, 2014 through 2023 inclusive, for general library operations and maintenance, which 0.25
mills increase shall raise an estimated $71,878.00 in the first year the millage is levied.
CHARTER TOWNSHIP OF BLOOMFIELD
RENEWAL OF PUBLIC SAFETY MILLAGE – A
Shall the Charter Township of Bloomfield be authorized to continue to levy up to 1.1336 mils for a period of ten (10) years (2014-2023), to improve property for and
to staff, equip and operate the Bloomfield Police and Fire Departments? Approval of this proposal would approve a tax limitation increase of approximately
$1.1336 per $1,000.00 of taxable value on all taxable property in the Township. This proposed millage is a renewal of a previously authorized millage expiring in
2013. This millage will be subject to applicable constitutional tax limitation provisions at the time of levy and will not exceed the above-stated rate. It is estimated
that this proposal would result in the authorization to collect $3,679,494.26 in the first year if approved and levied.

RENEWAL OF PUBLIC SAFETY MILLAGE – B

Shall the Charter Township of Bloomfield be authorized to continue to levy up to 0.6941 mils for a period of ten (10) years (2016-2025), to improve property for and
to staff, equip and operate the Bloomfield Police and Fire Departments? Approval of this proposal would approve a tax limitation increase of approximately
$0.6941 per $1,000.00 of taxable value on all taxable property in the Township. This proposed millage is a renewal of a previously authorized millage expiring in
2015. This millage will be subject to applicable constitutional tax limitation provisions at the time of levy and will not exceed the above-stated rate. It is estimated
that this proposal would result in the authorization to collect $2,252,943.69 in the first year if approved and levied.

RENEWAL OF SENIOR SERVICES MILLAGE

Shall the Charter Township of Bloomfield be authorized to renew the Senior Services Millage and continue to levy up to 0.2439 mils for an additional ten (10) years
commencing with the December 2014 levy, to staff, equip and operate the Bloomfield Township Senior Center? The purpose of this millage renewal is to continue
senior services in the Township including but not limited to adult day care service, transportation service, nutrition service, management service and marketing and
outreach service including consultation projects. The original levy was approved on August 3, 2004 at a rate of 0.2500 mils and the existing millage rate is 0.2439
mils as a result of the Headlee Rollback. Approval of this proposal would permit a tax limitation levy of up to $0.2439 per $1,000 of taxable value on all taxable
property in the Township. This millage will be subject to applicable constitutional tax limitation provisions at the time of levy and will not exceed the above-stated
rate. It is estimated that this proposal would result in the authorization to collect $791,662.53 in the first year if approved and fully levied.

RENEWAL OF SAFETY PATH MILLAGE

Shall the Charter Township of Bloomfield be authorized to continue to levy the Safety Path Millage [which was previously approved on August 5, 2008 for up to
0.4839 mils for a period of five (5) years] for an additional five (5) years commencing with the December 2014 levy, to fund a safety path program, including
construction and maintenance of safety paths and the acquisition of rights-of-way for such purpose? Approval of this proposal would permit a tax limitation levy of

$0.4839 per $1,000.00 of taxable value on all taxable property in the Township. This millage will be subject to applicable statutory and constitutional tax limitation
provisions at the time of levy and will not exceed the above-stated rate. It is estimated that this proposal would result in the authorization to collect $1,570,666.26
in the first year if approved and fully levied.

CHARTER TOWNSHIP OF BRANDON

POLICE MILLAGE

“Shall the Charter Township of Brandon be authorized to levy up to 4.25 mills for a period of five (5) years, 2014 through 2018 inclusive to finance police protection
services? Approval of this proposal would permit a tax of $4.25 per $1,000.00 of taxable value on all taxable property in the township. The previous authorized
police millage and police millage increase expired December 31, 2013. It is estimated that this proposal would result in authorization to collect approximately
$1,885,209.00 the first year if approved and levied.”

CHARTER TOWNSHIP OF COMMERCE
Renewal of Charter Township of Commerce Millage for Park Improvements and Creation and Acquisition of Open Space
On November 2, 2004 the voters of the Charter Township of Commerce approved a millage increase for a period of 10 years for improvement of parks and the
acquisition of land and interests in land to create new publicly owned open space, above the non-voted tax levy limitation of 5 mills imposed by Section 27 of
Public Act 359 of 1947 (and subject to the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution), of .4 of one Mill ($0.40 cents per $1000
of taxable property value), which was reduced to .3939 of one mill ($0.3939 cents per $1000 of taxable property value) by the required rollbacks. Shall this voted
millage be renewed at up to .3939 mill (0.3939 cents per $1000 of taxable property value) and levied for an additional 10 years, 2014 through 2023 inclusive, for
the purpose of improving parks and acquiring land and interests in land to create new publicly owned open space within the township? The estimated revenue to
be collected in the first year that the millage is authorized and levied is $665,892. This millage will be disbursed to Commerce Township and its Downtown
Development authority.

CHARTER TOWNSHIP OF HIGHLAND

Renewal of Millages for Police Services

Shall the Charter Township of Highland be authorized to renew and levy both of the following taxes for the purpose of providing police services?

(1) .75 mills ($0.75 per $1,000 of taxable value) that has expired, for a period of four (4) years from 2014 to 2017, with the revenue collected in the first
year from the levy in December 2014 for the 2015 budget year estimated to be $501,423.

(2) 2.7805 mills ($2.7805 per $1,000 of taxable value) that will expire after 2014, for a period of three (3) years from 2015 to 2017, with the revenue
collected in the first year from the levy in December 2015 for the 2016 budget year estimated to be $1,889,985.

In addition to the Charter Township of Highland, a portion of the revenue from these millage renewals will be disbursed to the Highland Downtown
Development Authority. The amount disbursed to the Highland Downtown Development Authority shall be collected solely from properties within the
Highland Downtown Development Authority District.

CHARTER TOWNSHIP OF INDEPENDENCE

RENEWAL OF POLICE SERVICES OPERATING MILLAGE

Shall the Charter Township of Independence be authorized to renew the previously authorized levy of up to 2.95 mills for a period of four (4) years, starting with
the December 2014 levy, for the purpose of continuing to provide police services in the Township?

This millage will renew the voter approved 2010 millage for police services in the approximate amount of $2.95 per $1,000 of taxable value on all taxable property
in the Township. It is estimated that this proposal will result in the authorization to collect $4,036,150.00 in the first year if approved and levied. It is estimated that

99.7% of the annual millage revenue would be disbursed to the Charter Township of Independence for police services and, as required by law, 0.3% (three tenths
of one percent) will be disbursed to the Township’s Sashabaw Road Corridor Improvement Authority. The amount disbursed to the Sashabaw Road Corridor
Improvement Authority shall be collected only from properties within the Sashabaw Road Corridor Improvement Authority District.

CHARTER TOWNSHIP OF LYON

POLICE SERVICES DEDICATED MILLAGE PROPOSAL

Shall the limitation on the amount of taxes which may be levied against all property in the Charter Township of Lyon, Oakland County, Michigan, be established in
an amount of 0.8 mill ($0.80 on each $1,000 of taxable value) for a period of ten years, 2015 through 2024 inclusive, commencing December 1, 2014 for the
purpose of providing police services. If approved and levied, this millage would raise an estimated $610,919.00 in revenue in the year 2015 of which a portion will
be disbursed to the Charter Township of Lyon Downtown Development Authority.

FIRE DEPARTMENT DEDICATED MILLAGE PROPOSAL

Shall the limitation on the amount of taxes which may be levied against all property in the Charter Township of Lyon, Oakland County, Michigan, be established in
an amount up to 1.58 mill ($1.58 on each $1,000 of taxable value) for a period of ten years, 2015 through 2024 inclusive, commencing December 1, 2014 for the
purpose of providing funds to be used for the continuation of fire protection services, equipment and apparatus. If approved and levied, this millage increase would
raise an estimated $1,205,037.00 in revenue in the year 2015 of which a portion will be disbursed to the Charter Township of Lyon Downtown Development
Authority.

TOWNSHIP OF NOVI

MILLAGE

Shall the expired previous voted increases in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Novi Township, of 2.5257 mills
($2.53 per $1,000 of taxable value), reduced to 2.2555 mills ($2.26 per $1,000 of taxable value) by the required millage rollbacks, be renewed at and increased up
to the original voted 2.5257 mills ($2.53 per $1,000 of taxable value) and levied for 20 years, 2014 through 2033 inclusive, for general township operating
purposes, raising an estimated $19,888.93 in the first year the millage is levied.

CHARTER TOWNSHIP OF ORION

PROPOSED ADDITONAL FIRE OPERATION MILLAGE

Shall the Charter Township of Orion be authorized to levy an additional one (1) mill for a period of 2 years beginning December 2014 and expiring December 2015,
inclusive, to provide fire protection services to serve the Charter Township of Orion and the Village of Lake Orion, but limited to the operation and maintenance of
the Orion Township Fire Department; including, the hiring of personnel and payment of wages and benefits. Approval of this proposal would authorize the levy of
approximately $1.00 per $1,000 of taxable value on all taxable property in the Township and the Village of Lake Orion, a portion of which will be disbursed to the
Village of Lake Orion Downtown Development Authority. It is estimated that this proposal would result in authorization to collect approximately $1,312,025.39 in
the first year if approved and levied. A property with a taxable value of $50,000 would be taxed $50.00 for this millage per year.

authorize the levy of approximately $1.00 per $1,000 of taxable value on all taxable property in the Township and the Village of Lake Orion, a portion of which will

be disbursed to the Village of Lake Orion Downtown Development Authority. It is estimated that this proposal would result in authorization to collect
approximately $1,312,025.39 in the first year if approved and levied. A property with a taxable value of $50,000 would be taxed $50.00 for this millage per year.

NORTH OAKLAND TRANSPORTATION AUTHORITY MILLAGE PROPOSAL

Shall the Charter Township of Orion, consistent with Article IX, Sec. 6 of the Michigan Constitution, be authorized to levy a new millage up to .25 mills ($.25 per
$1,000.00) on the taxable value of property located in the Charter Township of Orion for a period of 5 years from 2014 - 2018 both inclusive, which will raise in
the first year of such levy an estimated revenue of $336,000 which shall be disbursed to the North Oakland Transportation Authority (and, of which, a portion will
be disbursed to the Village of Lake Orion Downtown Development Authority) for the purpose of the North Oakland Transportation Authority supplementing the
existing capital and operating expenses of the North Oakland Transportation Authority due to the loss of state, federal and other grants.

CHARTER TOWNSHIP OF OXFORD

NORTH OAKLAND TRANSPORTATION AUTHORITY MILLAGE PROPOSAL

Shall the Charter Township of Oxford, consistent with Article IX, Sec. 6 of the Michigan Constitution, be authorized to levy a new millage up to .25 mills ($.25 per
$1,000.00) on the taxable value of property located in the Charter Township of Oxford for a period of 5 years from 2014 - 2018 both inclusive, which will raise in
the first year of such levy an estimated revenue of $172,000 which shall be disbursed to the North Oakland Transportation Authority (and, of which, a portion will
be disbursed to the Village of Oxford Downtown Development Authority) for the purpose of the North Oakland Transportation Authority supplementing the
existing capital and operating expenses of the North Oakland Transportation Authority due to the loss of state, federal and other grants.

BOND PROPOSAL

Shall the Charter Township of Oxford, County of Oakland, Michigan, borrow the sum of not to exceed $20,000,000 and issue its general obligation unlimited tax
bonds therefore, payable in not to exceed twenty-five (25) years from date of issuance, for the purpose of paying all or part of the costs of constructing, furnishing
and equipping the Oxford Township Community Center, together with related site improvements? The estimated millage to be levied in 2014 is 1.60 mills ($1.60
per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds is 1.52 mills ($1.52 per $1,000 of taxable value).
MILLAGE PROPOSAL
Shall the limitation on the amount of taxes which may be imposed on taxable property in the Charter Township of Oxford, County of Oakland, Michigan, be
increased by 0.05 mills ($0.05 per thousand dollars of taxable value) for a period of five (5) years, 2014 to 2018, inclusive, for the purpose of providing funds for
operation of the Oxford Township Community Center? It is estimated that 0.05 mills would raise approximately $34,000 when first levied in 2014.

LIBRARY MILLAGE PROPOSAL

Shall the tax limitation imposed on all taxable real and tangible personal property within the Charter Township of Oxford, Oakland County, Michigan, be increased for
said Township in an amount not to exceed .4518 mill ($.4518 on each $1,000 of taxable value) for ten (10) years, 2014 to 2023 inclusive, to provide funds for supporting,
maintaining, operating, and constructing the Oxford Township Public Library and for all other library purposes authorized by law; and shall the Township levy such

new additional millage for said purposes? The estimate of the revenue the Township will collect if the millage is approved and levied in the 2014 calendar year is
approximately $311,000. A portion of the revenue collected from properties within the Village of Oxford Downtown Development Authority ("DDA") district will be required

CHARTER TOWNSHIP OF SPRINGFIELD

PARKS AND RECREATION MILLAGE RENEWAL PROPOSITION

Shall the previously voted .75 mill ($0.75 per $1,000 of taxable value) increase in the constitutional tax limitation on the amount of taxes upon all taxable property
within the Charter Township of Springfield, which last resulted in a levy of .75 mill, be renewed at .75 mill and levied for a period of ten (10) years from 2014
through 2023, inclusive, for the purpose of providing funds for developing, maintaining, and operating the parks, preserves, recreational sites, facilities, trails,
programs, and services managed and/or owned by the Township? If approved, the levy will raise in the first year approximately $420,000.00.
CHARTER TOWNSHIP OF WATERFORD

PARKS AND RECREATION MILLAGE INCREASE

Shall the Charter Township of Waterford be authorized to increase the levy of taxes by up to .5 mills ($0.50 per $1,000 of taxable value) for a period of 10 years
from 2014 to 2023 with the first levy in December 2014? The proposed millage is for the operating costs of the Township Parks and Recreation Department
programs, activities, and facilities. If this new millage is approved and levied, the estimated amount of revenue that will be collected in the first year is $952,024.90.

RENEWAL OF POLICE DEPARTMENT OPERATING EXPENSE MILLAGE #1

Shall the Charter Township of Waterford be authorized to renew and levy the previous voted millage for Police Department operating expenses of 1.50 mills ($1.50
per $1,000 of taxable value of real and tangible personal property) for a period of 10 years from 2015 to 2024? If the millage is renewed and levied, the estimated
revenue that will be collected in the first year with the first levy in December 2014 will be $ 2,856,075.00.

CHARTER TOWNSHIP OF WHITE LAKE

POLICE MILLAGE PROPOSAL

Shall the tax limitation imposed on all taxable real and tangible personal property within the Charter Township of White Lake, Oakland County, Michigan, be
increased in an amount not to exceed 4.1801 mills ($4.1801 on each $1,000 of taxable value) of which 3.6801 mills is a renewal of the millage rate that expired in
2013 and .5 mill is new additional millage, for four (4) years, 2014 to 2017 inclusive, for the purpose of operating, equipping, providing personnel, constructing and
purchasing for the police department and any other police service purpose authorized by law; and shall the Township levy such millage for said purposes? The
estimate of the revenue the Township will collect if the millage is approved and levied in the 2014 calendar year is approximately $4,037,000.

FIRE MILLAGE PROPOSAL

Shall the tax limitation imposed on all taxable real and tangible personal property within the Charter Township of White Lake, Oakland County, Michigan, be
increased in an amount not to exceed 1.9459 mills ($1.9459 on each $1,000 of taxable value) of which 1.4459 mills is a renewal of the millage rate that expired in
2013 and .5 mill is new additional millage, for four (4) years, 2014 to 2017 inclusive, for the purpose of operating, equipping, providing personnel, constructing and
purchasing for the fire department and any other fire service purpose authorized by law; and shall the Township levy such millage for said purposes? The estimate
of the revenue the Township will collect if the millage is approved and levied in the 2014 calendar year is approximately $1,880,000.

situated within the School District of the City of Hazel Park, County of Oakland, State of Michigan, be increased as provided in the Michigan Constitution, in the
amount of 18 mills ($18.00 on each $1,000 of taxable valuation), for a period of seven (7) years, from J uly 1, 2014 through J une 30, 2021, inclusive? This millage
would provide estimated revenues to the School District of the City of Hazel Park of Two Million Three Hundred Fifty Five Thousand Four Hundred Six
($2,355,406) Dollars during the 2014 calendar year, to be used for general operating purposes, if approved and levied.

HOLLY AREA SCHOOL DISTRICT

Shall the limitation on the amount of taxes which may be assessed against all property in the Holly Area School District, Oakland County, Michigan, be increased

ROCHESTER COMMUNITY SCHOOL DISTRICT

OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted
by law, required for the school district to receive its full foundation allowance per pupil under Proposal A. The remaining 1.9307 mills are only available to be
levied to restore millage lost as a result of a "Headlee" rollback and will only be levied to the extent necessary to restore that rollback.

Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other
property exempted by law, in Rochester Community School District, Oakland and Macomb Counties, Michigan, be renewed by 19.9307 mills ($19.9307 on each
$1,000 of taxable valuation) for a period of 10 years, 2015 to 2024, inclusive, to provide funds for operating purposes; the estimate of the revenue the school
district will collect if the millage is approved and 18 mills are levied in 2015 is approximately $17,008,062 (this is a renewal of millage which will expire with the
2014 tax levy)?

WAYNE COUNTY REGIONAL EDUCATIONAL SERVICE AGENCY

REGIONAL ENHANCEMENT MILLAGE PROPOSAL

Pursuant to state law, the revenue raised by the proposed enhancement millage will be collected by the Wayne County Regional Educational Service
Agency and distributed to local public school districts within the boundaries of the Wayne County Regional Educational Service Agency based on pupil
membership count.

Shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional Educational Service
Agency, Michigan, be increased by 2.00 mills ($2 per thousand dollars of taxable value) for a period of six (6) years, 2014 to 2019, inclusive, as new
additional millage to provide operating funds to enhance other state and local funding for local school district operating purposes? It is estimated that 2
mills would raise approximately $80,000,000 when first levied in 2014.

Clarkston Independence District Library

Library Millage Proposal

Shall the Clarkston Independence District Library, County of Oakland, Michigan, levy an amount not to exceed 1.25 mills ($1.25 on each $1,000 of taxable value)
against all taxable real and tangible personal property within the Clarkston Independence District Library District for a period of eight (8) years, 2014 to 2021,
inclusive, for the purpose of providing funds for all District Library purposes authorized by law; and shall the District Library levy such new additional millage for
said purpose? The estimate of the revenue the Clarkston Independence District Library will collect if the millage is approved and levied by the District Library in
the 2014 calendar year is approximately $1,757,000. A small portion (approximately 0.3%) of the revenue collected will be subject to capture by the Sashabaw
Road Corridor Improvement Authority.
