13 in 3: A Proposal for a Sustainable Minimum Wage Increase for Oakland

$13 in 3: The Oakland minimum wage would increase to $13/hr in three years
according to the following:
o Large organizations (over 50 FTEs): $13 by July 1, 2017, starting with $11 on
July 1, 2015
o Small organizations (50 FTEs or less): $13 by July 1, 2019 (2-year reprieve),
starting at $11 on July 1, 2017

Longer phase-in for local/small businesses and non-profits, and additional
flexibility for small local restaurants: Provide for a 2-year reprieve for our small
businesses and non-profit organizations under 50 FTEs to get to the $13 minimum, and
provide flexibility to local restaurants with directly tipped employees already making 3-5
times minimum wage with tips.

Youth and summer internships and trainee programs NOT included: Trainee
programs and youth internship programs and trainees would not be subject to the new
local minimum wage, instead following the 25% state minimum wage increase already
approved (or another yet to be approved in the future at the state or federal level).

Employees providing social services that are reimbursed by fixed state/federal
rates NOT included: Direct care social service employees whose salaries are paid by
fixed state/federal reimbursements would not be subject to the new local minimum
wage, instead following the 25% state minimum wage increase already approved (or
another yet to be approved in the future at the state or federal levels of government).

Collective bargaining agreements NOT included: Collective bargaining agreements
must NOT be included, utilizing the exact language of the existing Lift Up proposal.

No other provisions: This is about increasing the minimum wage for employees in a
sustainable way by 2020 in Oakland and across the region, and we should not be
throwing other policies into the mix.

This proposal offers a sustainable way to lift up the minimum wage for
Oakland businesses, non-profit organizations, and workers:

Phase-in critical for all business and non-profit organization
planning

Mirrors regional and statewide approaches, offering a level playing
field for businesses and non-profit organizations

Offers extra protections for small businesses, non-profits, and
local restaurants

Protects youth internships and job training programs that would
otherwise be impacted

Protects social services that would otherwise be put out of
business

Avoids costly and divisive lawsuits

Avoids costly and divisive campaigns

Bottom Line: Keep Oaklands Economy Booming!
This is a sustainable approach to increasing the minimum wage that will keep
Oaklands economy booming and ensure that the boom benefits more of
those in need.
