Activity 2: Read the following text carefully
Uruguay plans to sell marijuana cigarettes and stop black
market drugs trade
1. Under a new plan announced by the government, marijuana smokers in Uruguay will be able to
buy cigarettes from the state. The objective of this radical measure is to limit organised crime.

2. Marijuana smokers will have a card with a bar code which will allow them to buy up to 40g per
month - enough for 20 cigarettes. The cigarettes will have the market price.

3. President Mujica said: We are losing the battle against drugs and crime in South America.
Somebody has to be the first. He has also announced plans to grow up to 150 hectares of cannabis
for sale to users.

4. Presenting the project to fellow senators, Senator Roberto Conde said it was an unavoidable
response to reality.

5. Julio Calzada, director of the National Drug Council, said the drugs sold at licensed stores will
have a strict quality control.

6. Interior Minister Eduardo Bonomi said recently: The negative effects of consuming marijuana are
less harmful than the violence associated with the black market.

7. However, public opinion surveys suggest that around 60 per cent of Uruguayans are against the
sale of cannabis.

8. Former President Tabar Vzquez said: People should not consume marijuana; it's as simple as
that.

9. Opposition member Alfredo Solari said: Since we dont know what the consequences will be, this
project proposes a social experiment and it doesnt respect any of the ethical guarantees of
experimentation on human beings. The country should not become a guinea-pig for Mujicas
experiment.

10. Opposition senator Pedro Bordaberry told the BBC that his country used to be known for their
meat and football, but that now the world is watching them for their marijuana.

11. And economist Carlos Casacuberta said the plan wont eliminate the black market in the drug. He
said: 'The drug traffickers will react like any other business - they will find ways to compete with
the government's marijuana and find their niche. And there will be two models of marijuana, the
legal and the illegal.

12. The Uruguayan government estimates there are around 18,500 people who use cannabis every
day in the country.

13. This historic approval comes at a moment when there is a growing debate over drug legislation in
Latin America. A group of influential social figures, including former presidents, like Brazils
Fernando Cardozo and Mexicos Ernesto Zedillo, have asked for marijuana to be legalized and
regulated.

14. But President Mujica recently asked during an interview why the former leaders only spoke about
the legalization of marijuana after they left their posts.
