A BILL
To establish a pilot program to assist in expanding and diversifying the business of small business concerns that rely on amounts awarded for Federal contracts and sub-contracts.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘American Diversifica-
4
tion and Progress in Trade Act of 2014’’ or the ‘‘ADAPT
5
 Act’’.

SEC. 2. DEFINITIONS.

In this Act—

(1) the terms ‘‘Administration’’ and ‘‘Adminis-
1
trator’’ mean the Small Business Administration
2
and the Administrator thereof, respectively;
3
(2) the term ‘‘covered small business concern’’
4
means a small business concern for which the major-
5
ity of the business of the small business concern con-
6
sists of amounts awarded under Federal contracts
7
and subcontracts;
8
(3) the term ‘‘pilot program’’ means the pilot
9
program established under section 3(a);
10
(4) the terms ‘‘small business concern’’, ‘‘small
11
 business concern owned and controlled by service-
12
disabled veterans’’, ‘‘small business concern owned
13
and controlled by women’’, and ‘‘small business de-
14
 velopment center’’ have the meanings given those
15
terms under section 3 of the Small Business Act (15
16
U.S.C. 632);
17
(5) the term ‘‘socially and economically dis-
18
advantaged small business concern’’ has the mean-
19
ing given that term under section 8(a)(4)(A) of the
20
Small Business Act (15 U.S.C. 637(a)(4)(A)); and
21
(6) the term ‘‘women’s business center’’ means
22
a women’s business center described in section 29 of
23
the Small Business Act (15 U.S.C. 656).

SEC. 3. PILOT PROGRAM.

(a) E
STABLISHMENT
.—Not later than 1 year after
2
the date of enactment of this Act, the Administrator shall
3
establish a pilot program to assist in expanding and diver-
4
sifying the business of covered small business concerns,
5
particularly in geographic areas, including rural areas,
6
 where amounts awarded for Federal contracts and sub-
7
contracts are a significant driver of the economy in that
8
area.

(b) R
EQUIREMENTS
.—In carrying out the pilot pro-
10
gram, the Administrator shall—
11
(1) create services and materials that provide
12
 best practices, strategies, and other information on
13
expanding and diversifying the customer base of a
14
covered small business concern;
15
(2) make available on a regular basis and
16
throughout the United States the services provided
17
 under the American Supplier Initiative of the Ad-
18
ministration, including at small business develop-
19
ment centers and women’s business centers; and
20
(3) create a website for businesses that contract
21
 with the Federal Government, including covered
22
small business concerns and medium-sized busi-
23
nesses, to easily access information on expanding
24
and diversifying the customer base of the business.
