The Honorable Kathy M. Sheehan
Mayor of Albany
24 Eagle Street
Albany, NY 12207

Dear Mayor Sheehan,

You have asked to be provided with all facts and reports leading to my conclusion
that residents of Ezra Prentice Homes are in immediate danger. I believe that the
dangers posed by “bomb trains” within 50 feet of children’s bedrooms is a self-
evident threat. To understand the depths of the danger posed by these bomb trains
one need only look at the carnage that these trains inflicted on the good people of
Lac-Megantic, Canada.

Please know that I have visited the residents at Ezra Prentice Homes. I have seen
the fear in their eyes. I have inhaled the oil fumes that on a daily basis engulf
children on the playground. I have heard the complaints of sick and elderly
residents and their pleas for help. So forgive me if this experience has stirred a
compulsion to act swiftly.

You say that the residents of Ezra Prentice should not be uprooted and that the
industry should “fix” the root of the problem. Unfortunately due to federal
preemption, getting the industry to address these issues has proven to be time
consuming and arduous. Safety necessitates a swifter response. Listen to Bebe
White, a resident, who rightly said “They need to get us out of here before it’s too
late.”

I am under no illusion that the process to secure the future of these residents will
be difficult and require assiduous work. But, we should not shrink from this
moment when lives are at stake. Recalcitrance is a luxury that the residents of
Ezra Prentice Homes can ill afford; and a dollar calculus cannot be the touchstone
of our actions. Justice demands that we take bold steps and I know that you share
