Introduction:

1. Special Communications Commission (SCC ) is considering buying a
24/7 real-time TETRA service monitoring & optimization tool to be
used on its existing network with the following features:
System shall allow secure information sharing across multiple users
achieving significant cost and performance benefits on shared Public
Safety TETRA Networks.
System shall be TETRA service monitoring & optimization systems
for the enterprise and incorporates advanced heuristics and
knowledge based systems to identify, isolate and indicate the
presence of performance impacting events
System shall deliver real business benefits through cost savings and
performance enhancements, achieved through its network of
autonomous probes and client-server multi-user access architecture
System shall give users, integrators & operators of TETRA Networks
a comprehensive real-time view of coverage and performance.
The system shall be designed from the outset to facilitate automatic
information gathering, analysis and dissemination for users of shared
public safety TETRA networks. Networks of independent fully
autonomous probes gather network coverage and performance data
on a 24/7 real-time basis.
The system shall have Fixed Probes monitoring network
infrastructure whilst roaming probes fitted to operational vehicles
automatically capture geographical drive test coverage &
performance data every time the vehicle moves.

1. Special conditions and terms

a) The proposed system must be 100% brand new.

b) The origin of the equipment shall be from one or more of these
countries: USA, CANADA, WESTERN EUROPE countries.

c) All software and hardware of the proposed equipment shall be of
proven industrial quality and workmanship according to relevant
international standards.

d) The proposed equipment shall be fully supported by the bidder in
case of spare parts requirements for at least 10 years with normal
prices.

e) The bidder shall fulfill the following:

Indicate number of years of experience in this field, a listing of his
clients and the location and date of project installations.

Quote for the equipment in an itemized manner.

Propose only one solution; any other solutions will be totally
ignored.

The bidder shall be ready to give full support and supervision when
needed free of charge.

Provide the necessary documentation (manuals, data sheets and in
soft & hard copy versions in English) and accessories needed for
the installation.

Present original catalogues, and software releases by the mother
company.

f) SCC shall disregard the followings:

Ambiguous or incorrect quotations.

Incomplete offers.

Offer not accompanied by original catalogues or does not match
the related items in the annexed documents.

Offer that does not satisfy all the requirements defined in the
annex.

g) Bidder shall guarantee the compatibility of all sections with each
other, (i.e.) it is the responsibility of the bidder to provide SCC
with a complete functioning system.


h) The bidder shall make point- by- point compliance statement to all
items of the present specification according to provided compliance
list.

i) The bidder shall provide all licenses, accessories and cables needed.

j) The system shall work with one of the SCC approved Tetra terminal
units namely SEPURA and MOTOROLLA.

k) System shall seamlessly be capable of working with a remote server
or a local server when purchased or utilized by SCC.

L) The bidder shall arrange for a demonstration of the proposed system
on SCC TETRA network within five weeks from the date of being
notified; otherwise the offer will be disqualified.

2. Acceptance:
Final acceptance in Jordan by SCC engineers for the whole equipment
will be carried out after the execution of the project installation to ensure
that the system performance is according to technical specifications.


3. Shipment and delivery:

3.1 All prices shall be CPT QAIA Amman-Jordan, excluding custom
duties, sales tax and any other governmental fees. (Freight cost
included).

3.2 Fixed delivery date shall be stated.

4. Warranty:

4.1 Warranty period shall be at least 24 months from in country final
acceptance.
4.2 Warranty shall cover all equipment including software.
4.3 All software updates during warranty period shall be provided to
SCC free of charge.
4.4 During the warranty period, defective units or modules shall be
immediately and free of charge be replaced by the contractor
within one week after notification.
4.5 The faulty unit or module will be returned to manufacturer by the
contractor.
4.6 The manufacturer is required to provide the Repair and Return
(R&R) policy after warranty period.
4.7 R&R policy shall include both equipment and software bugs.

5. TRAINING:.

Two local Network Optimization training courses for 5 working days
each, for five persons each course.

6.TETRA Network Monitoring and Optimizing System

6.1. Technical description
The system shall satisfy or exceed the following specifications
6.1.1 The system shall consist of a mobile probe installed in a vehicle,
and a server to analyze the data which come from the probe, and gives
a report
6.1.2 Tetra band: 380 -400 MHz
6.1.3 Power supply for probe should be 12VDC with all necessary
cables and adaptor to be connected to car lighter.
6.1.4 Operating temperature 0 to +45 degrees C.
6.1.5 Probe weight should not exceed 40 kg
6.1.6 All necessary licences ,software, cables and accessories should
be included and quoted in the system
6.1.7 Integrated solution, so all probes, even software ones for use
with walk tests, and field survey system which can be used standalone
can or do all export their data to a common server/database
6.1.8 Unique test IDs for each test on each probe
6.1.9 Call generator function
6.1.10 Multi Level, Multi-User access to Server Data via consoles and
reports, and it must be windows based.
6.1.11 Live Reporting and Viewing of data from probes with RSSI
reports every 5 sec, GPS every 1 sec and other events as they occur
6.1.12 Ability to Geographically align Console/Reports Map data with
Google Earth Cartographic Projection
6.1.13 Ability to export coverage and performance maps to Google
earth with embedded Map Data overlays

6.1.14 Ability to view cell reselection and cell affiliation activity and
processes in real-time
6.1.15 Ability to use a passive PESQ mode which allows probe to be
connected to operational radio and for all received audio to be
recorded as speech files and transferred to server database
6.1.16 Ability for PESQ recorded files to have hyperlink in map data
to allow playback of PESQ audio from Reports
6.1.17 Equipment must be CE approved
6.1.18 References from two or more deployed systems
6.1.19 Reports to be exportable in PDF, CSV Excel formats
6.1.20Guaranteed delivery of Probe Data to Server Database
6.1.21 Buffering of data at probe when no connection present for at
least 90 days
6.1.22Automatic transfer of buffered data to Server whenever ANY IP
network connection present
6.1.23 Ability to run probes offline or online using Wired or Wireless
IP connections
6.1.24 Ability to import site data for automatic cross-checks of
expected vs. actual broadcast cell parameters and neighbour lists
including MIN RX ACCESS LEV, MAX TX POWER IN CELL,
SRT, FRT, SRH, FRH, Subscriber Access Levels, Base Station
Services
6.1.25 Ability to run multiple live consoles
6.1.26 Ability for probes to export data concurrently to more than 1
server database
6.1.27 Ability for multiple logins at console/reports to different
accounts/servers
6.1.28 Multiple Report Types:
a. Call Performance including Call setup times and
Setup/completion success rates
b. Mismatched Parameters

The system will have the following items with the specified features:
6.2. monitoring probes specs:
The probe should be capable of these options using industry standard
TETRA mobile terminals for data acquisition:
mobile : to be permanently built into a serving vehicle,
fixed :capable of simultaneous monitoring multiple sites, and
portable :that can be used both as fixed or mobile
The probe should be capable of reporting the following terminal data:
6.2.1 Layer 2/3 signalling logs
6.2.2 RSSI, LAC, C1, C2, MCCH/TCH Frequency for serving and
neighbour cells
6.2.3 Cell Reselection Parameters, SRT, FRT, SRH, FRH,
MinRXAccessLev, MaxTXPwrCell
6.2.4 Full Cell Handover events, Break from Cell, Channel
Acquisition, Registration, Authentication, Call Restoration,
Scanning
6.2.5 Uplink / Downlink Path Quality Measurements
6.2.7 Ready to upgrade for Perceptual Evaluation of Speech Quality
to ITU.862 Standards capability (PESQ) if and when required
6.2.8 Co-Channel Interference Issues
6.2.9 Control Channel Congestion Issues
6.2.10 broadcast Parameter Checks

6.3. Server
Server should be powered with live databases and reporting systems that
provide real-time 24/7 monitoring and optimization of TETRA networks
as well as historical logging of all monitored data for later forensic
replay and analysis. Minimum requirements for the above systems are:

6.3.3 Long-Term Trend & Failure Pattern Analysis
6.3.4 Automatic Coverage & Performance Measurements
