THE AIMOF THE ECITB’S INTERNATIONAL
HEALTH & SAFETY PASSPORT IS TO ENSURE
THAT ALL SITE PERSONNEL WORLDWIDE HAVE
REACHED A RECOGNISED LEVEL OF HEALTH
& SAFETY KNOWLEDGE AND AWARENESS TO
ENABLE THEMTO WORK ON SITE MORE SAFELY
WITH REDUCED RISK TO THEMSELVES AND
OTHERS.
Individuals must successfully complete a
training course and an examination. Successful
candidates will then be issued with a
photographic passport transferable worldwide.
The training courses are designed for all parts
of the engineering and construction industries
and are tailored to meet specifc requirements
associated with the different sectors.
The engineering and construction industries
includes:
• Oil & Gas.
• Electricity and Water.
• Renewable Energy.
• Nuclear Power.
• Chemical.
• Pharmaceutical.
• Food.
• Shipbuilding.
• Rail and Transportation infrastructure projects.
• All other construction projects.
The courses are interactive and can be delivered
in a choice of languages. The content can be
localised to refect the country or region where
the workforce will operate. Individuals must renew
their passports every three years to ensure their
health & safety knowledge is current.
Quality assurance of the ECITB International
Health & Safety Passport course is of paramount
importance. Only ECITB approved centres
can deliver the course and regular audits are
conducted to ensure the quality of delivery is of
the highest standard and operating procedures
are always adhered to.

THE ECITB’S ICE SCHEME IS BASED ON
ECITB’S HUGELY SUCCESSFUL ACE CARD
SCHEME. DEVELOPED SPECIFICALLY FOR
THE INTERNATIONAL MARKET THE ECITB ICE
SCHEME ALLOWS EMPLOYERS TO CHECK THE
COMPETENCE OF THEIR EMPLOYEES IN THE
SKILLS AND JOB KNOWLEDGE REQUIRED TO
WORK IN ENGINEERING CONSTRUCTION.
ICE uses a tried and tested method, where
employers can validate the skills of their
workforce. In addition, it is one of the best ways
employees can prove they have the ability to
perform the engineering construction tasks they
are charged with, to the level they are expected to
meet.
Recognising the importance of continuous training
and assessment, ICE is a system which both
validates the current skills of the workforce and
allows for continuous monitoring in a way which
causes minimal disruption.
The ECITB ICE Scheme measures the ability of
an individual to do their job in the engineering
construction industries against ECITB’s
Occupational Standards. An ICE card is only
issued after a successful knowledge and ‘on job’
assessment. The ICE framework sets the levels an
individual must meet to be awarded an ICE card.
ICE - INTERNATIONAL COMPETENCE:
ENGINEERING CONSTRUCTION
ICE LEVEL 1
Jobs that involve a range of tasks, most of which
fall into a set pattern and don’t change.
ICE LEVEL 2
Jobs that involve a range of varied activities, in a
variety of contexts. Some of the activities will be
complex, and the person will have some individual
responsibility or autonomy. The job may also
involve collaboration with others, perhaps through
membership of a work group or team.
ICE LEVEL 3
Jobs that involve a broad range of activities in a
variety of contexts, most of which are complex
and non-routine. The person will usually be
working with considerable responsibility and
autonomy, and may have control or guidance of
others.
ICE LEVEL 4
Jobs that involve a broad range of complex,
technical or professional work activities. The
person will be required to perform the tasks in a
wide variety of contexts and with a substantial
degree of personal responsibility and autonomy.
The person will often be responsible for the work
of others and for allocating resources.

INTERNATIONAL
APPRENTICESHIP PROGRAMME
THE ECITB HAS DEVELOPED A COMPREHENSIVE
APPRENTICESHIP PROGRAMME FOR THE
INTERNATIONAL MARKET. COMBINING COLLEGE
LEARNING WITH WORK EXPERIENCE, ECITB
APPRENTICESHIPS ARE THE BEST WAY TO
ATTRACT AND DEVELOP YOUNG PEOPLE TO THE
INDUSTRY.
There are two types of international
apprenticeship:
• International Foundation – one year
apprenticeship delivered in a training centre.
• International Advanced – three year
apprenticeship with the frst year delivered
in a training centre, and years two and three
delivered in the workplace.
The Foundation Apprenticeship and the frst year
of the Advanced Apprenticeship are spent ‘off
the job’ in a training centre to cover specifc skills
training. The two years ‘on job’ training for the
Advanced Apprenticeship takes place on site
with periods of time spent within a workshop to
balance the requirements of both the apprentice
and the employer. On site the apprentice will work
alongside a skilled craftsperson/supervisor to
practice the skills they have already gained in the
training centre and develop new ones.
BESPOKE APPRENTICESHIP SCHEME
The ECITB is also able to develop bespoke
apprenticeship schemes for its international
customers. These schemes are usually based
upon existing ECITB apprenticeship frameworks
with bespoke components relevant to the country
in which the apprenticeship is being delivered.
Additional units and qualifcations can be added
as required by the client and local qualifcation
authority.
The additional units normally includes:
• Other ECITB Technical Training Programmes.
• Other ECITB Technical Tests.
• Components of the ECITB International
Management programme.
• Additional relevant short courses.
These bespoke courses offer the additional
benefts of being of fexible time duration with
certifcation available for each
qualifcation/training course.
