BOSNIA AND HERZEGOVINA 2014 GOALS AND OBJECTIVES OF THE CFLI The Canada Fund for Local Initiatives in Bosnia and Herzegovina supports the development of civil society, human rights and good governance across the country. Projects must apply to one or more of the following sectors: Protecting human rights and fundamental freedoms, including religious freedom and LGBT rights (example: improvement of the situation of minority groups); Preventing sexual violence and early forced marriage; Supporting democracy and expanded democratic participation, particularly by women and minority groups; Entrenching the rule of law and combatting the destabilizing impact of crime and corruption, including through civilian security sector capacity building (examples: public awareness campaign about negative effects of corruption, developing a code of conduct for public office holders, publishing a pamphlet about legal avenues for challenging decisions by officials, training for police officers in investigating economic crimes); Strengthening economic governance, including building free markets and an effective enabling environment for business (examples: promote sharing of best practices in economic governance, consult businesses to identify concrete measures for streamlining the regulatory environment). Preference will be given to projects with self-sustaining activities that continue after CFLI funding ends, as well as to projects which display concrete and tangible outcomes. Gender equality is an objective of the program. Preference will be given to projects which promote the equal participation and integration of both genders at all stages from design through execution. Projects with a direct benefit and impact on women and which enable women to gain project experience are also encouraged, as are projects promoting the protection of womens rights and the creation of better life conditions for women in Bosnia and Herzegovina. Project contributions must be used for the purposes intended. Approved projects should be unique and should not duplicate, correct, or provide simultaneous Canadian funding for projects already being funded by the Government of Canada. Funds should not represent the local input required by a recipient organization to receive funding from another group. Feasibility studies are not eligible for CFLI funding. Project funds are to be spent in-country; materials and supplies required for projects are to be procured locally on the domestic market. The program is not intended to provide for study tours, core funding or recurrent costs of an organization, or to benefit privately-owned firms or enterprises. CFLI is not to be used to fund Canadian experts, civil servants or private sector professionals who might come to the host country for short term work (seminars, teaching, technical cooperation, etc.). Funding for participation in regional conferences or local training seminars is permitted, particularly if these are Canadian-sponsored. WHO IS ELIGIBLE TO APPLY The Canada Fund for Local Initiatives is intended to strengthen and fund the development activities of local groups and institutions Eligible recipients include: local non-governmental, community and not-for-profit organizations; local academic institutions working on local projects; 1 international, intergovernmental, multilateral and regional institutions, organizations and agencies working on local development, governance and human rights activities; municipal, regional or national government institutions or agencies of the recipient country working on local projects; Canadian non-governmental and not-for-profit organizations working on local development, governance and human rights activities. The majority of CFLI funding is to be directed toward local civil society organizations (including nongovernmental organizations) and other institutions working at the local level. Other entities, such as international, intergovernmental, multilateral and regional organizations can be eligible for a contribution, provided that they are working with local partners and on local projects that are consistent with the objectives of the CFLI. Similarly, municipal, regional or national government institutions may receive CFLI funding, provided that their projects are essentially local in nature. Private sector for-profit organizations are not eligible for funding. Projects may be considered that form one component of a larger project led by another donor organization. FUNDING LIMITATIONS The contribution from the Canada Fund for Local Initiatives is limited to a minimum of CAD $10,000 and a maximum of CAD $35,000. PROJECT APPROVAL PROCESS Project proposals may be submitted in either English or French and must be complete narrative requests for one- phase projects of up to 4 months' duration, stating clearly the objectives and purpose of the project, as well as what results are expected. Qualitative and quantitative performance indicators have to be presented in order to measure the projects performance. Approval may be given for more than one project for the same recipient within the same fiscal year or in successive fiscal years, as long as these projects are distinct. Project splitting or creating a number of smaller projects is to be avoided. Project activities funded by the CFLI must start no earlier than October 15, 2014 and be completed no later than February 15, 2015. The deadline for applications within this Call for Proposals is September 5, 2014 at 15:00. Proposals received after this deadline will not be taken into consideration. Please note that technical factors which may prevent receipt of a proposal before the given deadline will NOT be taken into consideration; it is strongly recommended that applications be submitted well in advance. All applications must be accompanied by a summary sheet (Appendix I), duly completed; all fields are obligatory. All proposals should be complete and explicitly detail the performance framework or the who- why-what-how-how much-when and where of the project (Appendix II - all information and documentation requested in the appendix must be provided). Incomplete applications (i.e. applications which fail to fully address all points in Appendices I and II) will NOT be taken into consideration. Project proposals must be submitted electronically in Word format to cflibih2011@gmail.com Proposals are reviewed by the Canada Fund for Local Initiatives Committee. Successful applicants will be invited to sign a contribution agreement specifying the Government of Canada contribution (subject to funds being available). The agreement will specify the contribution amount in CAD; CFLI will not be responsible for losses incurred by fluctuation in exchange rates between CAD and the currency used for project expenditures. Subsequently, financial arrangements will be made for the transfer of funds. Upon completion of the project, the organisation must submit a detailed financial and narrative report to the Government of Canada, and return any unused funds. Expenses incurred prior to the signing of the contribution agreement are not eligible for funding.
