1% $eneral re&ulation'%
1.1. This standard is applied to design and newly construct petrol supply and
delivering stations for vehicles (hereafter called as stations) for reference of
rehabilitation and expansion of the existing stations.
Annotate: During the design and construction of stations belonging to
organizations far!ing and forestry areas or !ining wor"s it is necessary to refer
to this standard.
1.#. This standard is not applied to design and newly construct or rehabilitate
stations belonging to !ilitary areas or production industrial enterprises or that
have characters of fire or explosion and te!porary wor"s that are less $ years.
1.% &asing on nu!ber of ti!es of charging the fuels per vehicle per day and night
the stations are categorized into % types as per table 1.

Type 1, stations are constructed on the !ain traffic and transport routes and axial or
at i!portant traffic places entering the urban areas and cities.
1.#. -eneral capacity of the whole station !ust be not less than %)) !% for
bright oils and 1#!% for lubrication oils !achine greases.
1.%. .n type 1,station there will be vehicle washing e/uip!ents and lubrication
chargers. 0ehicle washing e/uip!ents and lubrication chargers can be
arranged in the sa!e place or in a separate !anner which is depends on the
location of the stations.

1.1. Distance between type,1 stations should be ta"en as $) "! per station if
they are co!bined to enter a town city or an industrial zone that are located
on !ain traffic roads the above !entioned distance should be increased or
reduced fro! 1) to 1$ "!.
1.$. All type,1 stations !ust be not located within the inner areas of the cities.
.n case of a need of locating type,1 stations within the inner areas of the cities and
urban areas it is a !ust of obtaining the approval of the approving agencies on
techni/ue and econo!y as well as having the agree!ent of the fire fighting
organization.
1.(. 2tations of type # and type % will be arranged in the towns and cities urban
areas and along with the traffic roads that have nu!ber of charging fuels if
!ore than ()) ti!es per day and night.
1.3. .n stations of type # and % there should not be the vehicle washing
e/uip!ents and lubrication charging devices. .n case of a need of e/uipping
these devices it is necessary to have a technical and econo!ic effectiveness
analysis. 4hich should be approved by the approval agency on the
techni/ue and econo!y as well as they !ust be arranged in accordance with
the regulations as specified in tables $ and ( of this standard.
1.5. -eneral capacity of the whole station !ust be not !ore than the following
regulations:
a. *or type # 6 stations: 1$) !%.
b. *or type % 6 stations: 1)) !%.
1.7. 'axi!u! distance between type # 6stations and type %, stations located on
the !ain traffic roads should be 5) "! in !axi!u! level per station if
there are co!binations of locating the stations in towns and urban areas and
cities or industrial zones the above !entioned distance should be increased
or reduced fro! 1) to 1$ "!.
.n case of within the inner areas of the cities and urban areas it is necessary to base
on the nu!ber of ti!e of charging fuels per vehicle per day and night to release
nu!ber of stations of type # and that of type % it is a !ust of obtaining the
approval of the approving agencies on techni/ue and econo!y as well as having

the agree!ent of the fire fighting organization relating to the location of the
stations.

1.1$ . ;ach gasoline and oil delivering colu!n will be pu!ped with a lot of type of

1.1%. 2upply of the gasoline and oils for stations !y be i!ple!ented by pipeline
syste! lin"ed to the nearest supply warehouse or i!ported with self,
charging tan" vehicles of i!porting throats. <u!ber of i!porting throats are
dependant on group of the gasoline and oils but they !ust be not !ore than
1 ones for stations of types 1 and # for stations of type # and type %.

1.11. =ipe section fro! the i!porting throats to reservoirs it is necessary to e/uip
with filtering valves and stop valves. ;nd of the i!porting pipes will be
placed in a distance of ).# ! fro! the reservoir botto!.
1.1$. 8n the cap of the reservoir there !ust be the following e/uip!ents such as
breath valves oil !easuring holes and exit>enter pipes.
Tan"s for lubrication and oils there should not be breath valves that are substituted
with ventilation pipes.
1.1(. *or special oils and greases such as bra"e oils gearbox oils etc?.that are
contained in s!all containers such as can tan"s etc?and stored in
warehouses of the station for entering and exit.
1.13. 4ith stations that are e/uipped with vehicle washing e/uip!ents and
chargers of the lubrications and oils they should be e/uipped with
co!pressed air !achines water pu!ping !achines grease and lubricant
chargers as well as other necessary tools for repair and !aintenance.

but they !ust be in accordance with the general architecture co!plex of the
construction area.

%.1. .n the station there !ust be any construction of store of the oil and gasoline
tan"s in separated !anner but they !ust be arranged in a bul" in line with the oil and
gasoline delivering colu!ns or oil and lubricant charging houses for type 6 1 stations.
.n bul" with receiving and delivering houses for type # and type % stations but it is
necessary to have a separate door and entrance sides that face with other roo!s it is
necessary to build fire separation walls which have a fire,proof level of $.$ hours.
Total of the capacity !ust not exceed that is regulated in the article 1.$ and 1.11. of
this standard.
%.$. Eard road in the station should be constructed with concretes in case of
insufficient conditions the par"ing area for oils and gasoline delivering !ust be built of
concretes.
According to type of the stations structure of the yard roads will be classified as
specified in table 5.

with regulations and rules in design for existing oil and gasoline stores.

infla!!able !aterials. Di!ension of the holes !ust be convenient for operation and
!aintenance procedures.
%.1). Technological pipes in station will be steel pipes without welding and hot,
!illing or galvanized pipelines being connected with welding !ethod or connected
with threads (with the galvanized pipes).
%.11. Technological pipes !ay be located in floating !anner (on the ground) or
located in underground !anner (directly buried in soil) having slope toward tan"s of
the white oils and gasoline . G ).))# with lubricant . G ).))1.
=ipes being placed in floating !anner will be painted with anti,rust (excepting for
galvanized pipes) and being placed on the underground,placed pipes it is necessary to
have !easures for anti,rust pipes.
=ainting and coating of pipes will be in accordance with the regulations and rules
included in the design standard of the oil and gasoline production in current ti!e.
%.1#. =ipes passing crossing the vehicle roads and par"ing areas !ust be placed in
rac" and pipes covers upper side of the rac"ed pipes will be distant fro! the road
surface or yard surface with a !ini!u! distance of # !eters. .nner dia!eter of the
rac"ed pipes !ust be bigger than outer dia!eter of technological pipes with a
!ini!u! level of ).1 !eter.

1.%. .n these stations it is necessary to design the water drainage syste!s for
concentration and cleaning waste water sources before discharging in outside area
so that they will be suitable with the sanitation re/uire!ents.

1.1. 4aste water sources fro! the stations includes as follows: water containing
oils and gasoline water for washing the house floors water for washing vehicles
and truc"s !eans used for delivering and receiving the oil and gasoline.
4aste water a!ount is allowed to ta"e is e/ual to standard for water supply for
each ite! as !entioned in table 7.
4aste water not included oils and gasoline is consist of the followings: rain waters
fire fighting waters waste waters discharged fro! hygiene areas.
1.$. 4aste waters fro! sources relating to oil and gasoline sources !ust be
concentrated and cleaned to an allowable concentration level before being
discharged into surrounding areas.
<ote: Allowable li!ited concentration and sanitation principle when discharging
the waste waters into surface water source !ust be in accordance with regulations
and standards on water drainage in urban areas TH9D $1: 173#.
1.(. .n case of waste waters of the station is discharged into water drainage networ"
or sanitation water wor"s of the cities or residential areas it is necessary to
concentrate the waste water sources that are !ixed with oils and gasoline to locally
clean and being in accordance with the standards and re/uire!ent on receiving the
currents and flows. .t is necessary to !a"e a sealing before places of connection to
the co!!on syste!s.
1.3. 4aste waters fro! hygiene areas of the station will be per!itted to directly
discharged into water drainage networ"s or cleaning wor"s of the cities or
residential area in surrounding areas.
.t is only per!itted to connect the water drainage syste! fro! hygiene areas to
water drainage syste! !ixed with oils and gasoline after the wor"s of locally
cleaning the oil and gasoline. .t is necessary to !a"e a sealing before places of
connection to the co!!on syste!s.
1.5. 4ater drainage syste! in the station !ust be built in open style and type.
'aterials used in water drainage syste! !ust be fire,proof !aterials.

$.1. =ower source supplied for sub,loadings in the station will be a power networ"
of the govern!ent or through a self,generated power source. 9apacity of the

supplied power !ust !eet all re/uire!ents and conditions on the operation and
!aintenance of the technological e/uip!ents and lighting e/uip!ents.
$.#. ;lectrical e/uip!ents being installed in the roo! and houses of the station will
be selected that !ust be suitable with those roo!s and areas in ter! of the fire and
explosion.
$.%. 4hen preparing the principle on the supply of the power and selection of the
electrical e/uip!ents it is necessary to !eet all re/uire!ents and conditions so
that the sub,loadings will be operated in a safe and independent !anner.
$.1. 2election of the conductors and wires and electrical cables being provided for
the sub,loadings !ust !eet all re/uire!ents and conditions on voltage loss at a
!ini!u! level securing that the allowed currents will run in long ter! !anner in
the conduction wires and trans!ission cables so that there will be sufficient
conditions for starting the dyna!ic e/uip!ents.

circuit brea"er unit (auto!ation unit or closed box,switch or fuse).
$.3. All distribution e/uip!ents and starting ones that are !ounted on non,fire
wall of the roo! that do not contain the gasoline and oils in places where do
not have danger of fire and explosions it is necessary to have a generous space

and areas having enough at!osphere and ventilations so that the operation and
!aintenance will be secured.
$.5. cables crossing and passing the vehicle roads to connection boxes of the
dyna!ic e/uip!ents !ust be protected in steel pipes.
$.7. 0oltage of the lighting power networ" in the station will be not !ore than

9onductor and wires being located in floating roo!s !ust be inserted in steel
pipes that are tightened with lights. 9onnecting the conductors is conducted in
the special boxes. Tight cha!bers of the conduction wires in steel pipes will be
i!ple!ented with plastic !aterials of anti,hu!idity.

$.1#. 8verhead electrical trans!ission wires and lines !ust be placed in a far
distance fro! sensitive,fire and explosion places with a !easure!ent of 1.$ of

$.1%. .t is necessary to weld and connect all technological pipes and oil and
gasoline tan"s to ground and earth devices. This earth syste! is used for
connecting all !eans of the delivering and receiving the oil and gasoline via a
ground wires !ade of soft coppers or !any fibre having a section of ( !!#.
Cubber,!ade hoses will be coated with !etal wires in outside side or inside
side for ground.
$.11. +nderground 6arranged tan"s will not need to build the e/uip!ent for
preventing fro! straight lightning. 4hen breath valves are placed in high
position but they are not in the areas of preventing fro! straight lighting of high
construction wor"s in vicinity areas it is necessary to build a syste! of
preventing fro! straight lighting for these breath valves with independent
lighting arrestors piles or with lightning arresting piles that are directly placed
on the wor"s but tips of the lightning arrestors !ust be placed fro! the breath
valve with a !ini!u! distance of $ !eters.

<ote: .n condition of a narrow area that does not per!it to obtain an above,
!entioned distance it is necessary to !a"e a !ediate connection between the
tan" walls and lightning arrestors.
$.1(. 2yste! of the ground piles of an independent lightning arrestors !ust be

fro! the underground,buried power trans!ission cable line with a !ini!u!
