The Action Plan on GNSS Applications, is also a result of MS actions to
exhort EC to prepare a plan in favour to the European satellite navigation
activities.
The Action Plan can bring an added value to the European activities: the use
of EU satellite navigation systems can have wide economic, social and
environmental impact. The promotion of EU GNSS directly supports EU
strategic priorities such as the Lisbon Agenda.
The adoption of EU GNSS signals in several application domains requires
compliance with international standards and certification (i.e. aviation
or maritime transport). Actions at EU level would avoid duplication and
waste of efforts at Member State level.
The EU actions have the objective to remove barriers and obstacles
preventing the maximisation of the benefits generated by EGNOS and
GALILEO for the citizens and the industry of the Member States of the
European Union.

Economic activities representing 6-7% of EUs GDP rely on
GNSS (800 bn):

market for third countries
Shortage of funds for EU GNSS R&D, delays technological
advances and growth of industrial capacities in Europe. 400 M
taken from FP7 planned budget to finance the infrastructure.

=> Once Europe has established its independent infrastructure,
it needs to secure its independence also in terms of
applications.

Conclusions
The Action plan activities should aim at creating better framework conditions for
the market forces to operate, increasing the capacity of existing infrastructure and
making a more efficient use of them, contributing to the reduction of congestion,
pollution and other environmental damages.
A special effort should be dedicated in integrating national initiatives into
transnational European initiatives, such as for example the transport of dangerous
goods on road and the maritime transport.
The Action Plan resources should focus initially on a limited period on 2010-2013,
being the policies time span going beyond 2020. The Action Plan should be updated
regularly, maybe at intervals of a year and the Actions should be handled by EC and the
related Agencies, with due involvement of national and regional authorities in the
Member States.
A special attention should be given to the indicators of progress to be considered,
being the main one the share of the market that GALILEO and EGNOS will be able to
win. A macro-econometric model should be made available as soon as possible, to
measure several aspects of the impact resulting from the adoption of GNSS
applications, and to track the effect of this EC policy.
