MYOB Payroll v3
We have added some significant changes to this release of
MYOB Payroll. These include new feature updates plus
significant compliance changes.
Please take time to read the changes below. Failing to upgrade
will mean your PCB submission and monthly deductions will
be incorrect. Payroll forms such as CP39, CP39A, Borang A
and Borang 2 created under the older version prior to
version3, will not be accepted by LHDN and SOCSO.

Compliance changes
The following changes have been introduced for the
2013 assessment year. MYOB Payroll has been modified
to process your payroll information in accordance with
the following requirements.
- The income tax rate has been reduced by 1% for
individuals earning between RM2,500 and
RM50,000.
- The rebate for an employee who has a child over 18
years of age who is studying at university or
equivalent has been increased from RM4,000 to
RM6,000.
- The rebate for an employee who has a disabled child
studying at university or equivalent has been
increased from RM9,000 to RM11,000.
- The subscription fee for broadband internet is no
longer allowed as a deduction. It has been removed
from the optional deductions in the Monthly Tax
Deduction (MTD) calculation.
- Fees and Levy rebate information is no longer
included in the MTD calculation.
- The limit for net deposits in the National Education
Savings Scheme /Skim Simpanan Pendidikan
Nasional (SSPN) has been increased from RM3,000
to RM6,000.
Label changes in printed forms
In the following printed forms, some labels have
changed from previous versions:
- Tax form CP39 or CP39A for the 2013 tax year
- SOCSO forms Borang 8A and Borang 2.
New Features
MYOB Payroll v3 now provides added tax calculation
for employees who fall under:
- The Returning Expert Programme (REP) introduced
to facilitate the return of Malaysian professionals
from overseas.
Plus
- The Iskandar Specified Regions - the new southern
development corridor in Johor that has been
identified as one of the catalyst developments to
spur the growth of the Malaysian economy
New Monthly Tax Deduction (MTD)
calculation option
The new options have been added to the Card File
Information window to help calculate the MTD for
employees:
- who work under the Returning Expert Program
- who work at ISKANDAR specified regions.

Additional Compliance Changes
- Effective 1 January 2013, there are amendments to
the category of remuneration for the purpose of PCB
calculation as follows:
- With the above changes commissions and
allowances not paid monthly remains under
additional remuneration category.
How to process this information
in MYOB Payroll
Under Setup for Overtime please change category from
Additional Wages to Ordinary Wages. Do the same for
the other related remuneration. Please take note that
these changes will be enforced 1st July 2013 by LHDN.

Whats New in MYOB Payroll 3.1
This is a follow up to our release on the Budget 2013 changes.
With MYOB Payroll 3.1 you will receive an update on PCB 2(II)
form. There is a total change in section 2 and a new section 3
added. Please refer to diagram below for a better
understanding.

OBSELETE VERSION OF PCB FORM
UPDATED 2013 PCB 2(II) FORM
Update 1:
Section 2 LHDN requires customers to provide more details on deductions
for the current year specifically for column 2 (Amount), 3 (Receipt Number),
4(Receipt Date) of PCB 2 form. PCB and CP38 details are split and detailed
separately. See the updated PCB 2(II) form for the correct format.
Update 2:
New section 3. Valid if tax deduction for prior year earnings are processed in
this years pay run. Valid when CP39 Payment exists in the 2013 pay run.
These changes take effect for the 2013 PCB 2(II) submission. This is a
signification update to the PCB 2(II) form by LHDN. Please take note that
older versions are obsolete and will not be accepted by LHDN.
