(Modernization and Efficiency of Government Center through
Architectural Design and Technology based on E-government system)
CHAPTER 1
INTRODUCTION
Abstract
For the next 5 years, San Jose city is the newly urbanized city, just
like other progressive city the main problem of their development is a
government efficiency. Through architecture the design of City
Government Complexes and City Governance corresponds in a way of
designing and planning of complex relatively affects the government
efficiency because of the degree of conduciveness of place is very
important on the proficiency of work the users produce. The government
defines our society in the same manner that architecture shapes the
society through the design of the built environment. As this research
paper is not a public administration thesis but an architectural thesis,
the proponent will focus on the architectural strategies and solutions in
attaining the citys visions.
Like most government offices the design of buildings are massive
and classical designs. The design of this government center has a unique

architectural concept to accommodate the complex buildings and users
needs in an efficient way and flexible design. This project has been
design as for the high standards of sustainability, safety and sensitivity
to local needs that we embodied in our approach.
Government Center will be one of the iconic buildings in Antique,
become the symbol of the Government itself and to create a unique
public open spaces for antiqueos. s

Background of the Study
San Jose city is the center of the business development in Antique,
San Jose Citys remarkable growth and continuing progress shows that
their vision is to become Philippines Premier City. To achieve the city
vision there is need for the government to step forward arises to serve the
current needs of their people.
The current situation of the San Jose City government is divided
and corrupt. The government facilities (local and national agencies) are
inaccessible. This project aims to provide Antiqueos a one kind
Government Center as well as a significant iconic landmark. Designing
a seat of government is a very special responsibility. The project will be

one of the most modern and high quality office, a turning point of
modern office where in the development will support the evolution of
government management system through modern facilities. By uniting
the government offices and connecting the city government to the
community that will strengthen the bond between the community and
city government as well as to enhance the efficiency of city government
and civic facilities. The design is creates a sense of openness to new
ideas and cultures, fostering physical and symbolic connectivity. It is a
lush people-friendly area with a variety of open green spaces. This
public green spaces has become a city-wide destination. It has
accommodated events ranging from intimate gatherings beneath the
shaded trees framing the space to large events like Binirayan Festival
that animate the entire lawn.

Statement of the Problem
San Jose city government decided to build a Government complex
that will house the A City Hall, National Government Agencies (satellite
office), Protective Building (police and fire station), Convention Hall
(forum, seminar, conferences), commercial areas, park and open spaces,

Luxury hotels, Amphitheaters and with the participation of Provincial
government (Provincial Capitol) in one place.
This complex buildings is like a one-stop-shop concept its offers
users needs in a one place, in this case all government transaction local,
provincial and national government agencies found in one complex.
Along with modernization the government complex will incorporate
electronic government (E-Government) system where in the information
and communication technology (ICT) and other web-based technologies
is used to enhanced access of information and of service to public. An E-
government system allow the citizens to easily access of information and
services anytime and anywhere as well as creates transparency and
accountability in government operations, the use of technology to
enhance the access to and delivery of government services to benefit
citizens, business partners and employees.

Objectives:
- This project aims to provide antiqueos a design of a city
government complex that will strengthen the bond between
community and government

and civic facilities which in turn would result to good governance
