I am very excited to see many of the renaissance efforts in North Beach
coming to fruition. The restoration of our iconic Normandy Fountain, a
new trolley circulator, and O Cinema taking shop at the Byron Carlyle
are just a few examples of what is to come.
I invite you to learn about the latest Miami Beach happenings in this
newly designed publication, which is filled with more interactive stories
than ever before.

Miles for Smiles


Miami Beach Police Detective Traci Sierra
is dedicated to bringing smiles to children
who have been diagnosed with debilitating
diseases. On her own time and dime,
Sierra organizes group visits to Miami
Childrens Hospital where she and fellow
police colleagues create art with terminally
ill children. The childrens artwork displays
at Miami Beach Police stations lobby and
community room. Sierra also participates in
marathons across the nation to donate her
medals to sick children. Funds raised from
her participation in these races are donated
to St. Jude Childrens Hospital.

Millas por sonrisas
La detective de la Polica de Miami Beach
Traci Sierra se dedica a traer sonrisas a
nios que han sido diagnosticados con
enfermedades debilitantes. En su tiempo
personal y con sus propios medios,
Sierra organiza visitas en grupo al Miami

his past June, the city swore


in Daniel Oates a law
enforcement professional with a
proven track record and experience
leading men and women in blue for
some of our nations largest cities. A
former Eagle Scout and newspaper
reporter, Chief Oates graduated from
Bucknell University and joined the
New York City Police Department
in 1980 where he worked for 21 years. During his
reign in New York, he became head of the intelligence
division, all while picking up a masters degree and
law degree along the way. In 2001, Oates was named
Chief of Police and Safety Services Administrator
for the Ann Arbor Police Department in Michigan. In
2005, he became Chief of Police for the Aurora Police
Department in Colorado, where he served during the
citys tragic movie theater massacre. Chief Oates,
now a resident of Miami Beach, is married and has
two daughters.
Proudest Moment
I dont like to talk about it, but probably the response
of my officers in connection with the July 20, 2012
Century 16 multiplex theatre shooting in Aurora,
Colorado. Ive also had the privilege to lead two police
departments as chief. In each of those two cities, the
men and women in those departments were successful in
very significant crime reductions during my tenure in
the neighborhood of 25 to 30 percent.
Making Miami Beach A Better Place
We have some very successful community policing type
programs, like our neighborhood resource officer. I
think theres room to improve that and add some more
police officers to perform that function. The bottom line
is that one of the key things a police department has to
do is provide service. So all of my work at looking at
how we do business will be geared towards figuring out
what are the best things to do with regards to
customer service.
Miami Beach Favorite
My favorite thing about Miami Beach is how alive it
is and how diverse the community and activity is. Just
about everything you would want to do can be found
here. Its absolutely a vibrant place. This is more like
when I started out as a beat cop in Manhattan. This
town has a Manhattan-type night life and intensity about
it, so it kind of feels a little bit like going home. The
vibrancy and intensity makes it a fun policing job.

Momento de enorme orgullo
No me gusta hablar de ello, pero probablemente
fue la respuesta de mis funcionarios en relacin con
el tiroteo del cine Century 16 ocurrido el 20 de julio
de 2012 en Aurora, Colorado. Tambin he tenido el
privilegio de dirigir dos departamentos de polica en
el cargo de jefe. En cada una de esas dos ciudades,
los hombres y las mujeres de esos departamentos
lograron reducir con xito en grado muy significativo la
criminalidad durante mi mandato, en aproximadamente
un 25 a un 30 porciento.
Hacer de Miami Beach un lugar mejor
Contamos con algunos programas de polica
comunitaria muy exitosos, como es nuestro funcionario
de recursos para el vecindario. Creo que hay margen
para mejorarlos y agregar ms funcionarios de polica
para desempear esa funcin. Lo esencial es que una
de las cosas fundamentales que tiene que hacer un
departamento de polica es prestar servicio. Por lo
tanto toda mi labor analizando cmo desempeamos
nuestras funciones apuntar a descifrar cules son las
mejores cosas que podemos hacer en lo concerniente al
servicio al cliente.
Cosa favorita de Miami Beach
Mi cosa favorita de Miami Beach es lo viva que se
siente y lo diversa que es la comunidad y la actividad.
Prcticamente todo lo que cualquier persona deseara
hacer puede encontrarlo aqu. Es indudablemente un
lugar vibrante. Esto se parece ms a lo que encontr
cuando empec como polica patrullero en Manhattan.
Esta ciudad tiene una vida nocturna semejante a la
de Manhattan y gran intensidad al respecto, de modo
que se siente en parte como si estuviera en casa. La
vitalidad y la intensidad imprimen diversin al trabajo
de polica.

The Miami Beach SoundScape Cinema Series presented by Citi is back this fall with a chockfull season of
films. Returning for a fifth consecutive year, this Arts in the Parks event features free weekly movies nearly every
Wednesday and some Thursdays too, commencing at 8 p.m.

A beach chair or towel is all moviegoers will need to enjoy cinema under the stars on the beautifully manicured
grounds of SoundScape. The films are projected onto the 7,000 square foot wall of the New World Center
through a freestanding state-of-the art visual and audio system. SoundScape is located at the southwest corner of

osquitoes can leave behind an itchy bump when they bite,


but they can also transmit diseases such as West Nile
and chikungunya. Though rarely life-threatening, these
particular infections can leave you feeling ill with body aches, joint
pains and a high fever.
Mosquitoes go from egg, larvae, pupae to adults in as little as a
few days, and the first three stages require water.

DEMYSTIFYING THE MOSQUITO


Did you know that female
mosquitoes are the only ones who
bite? Females feed off the blood
of humans and other animals to
receive nutrients and develop
their eggs.

Therefore, the most significant thing to mosquito control is reducing


their harborage. Bird baths, plant pots, recycling bins, clogged
gutters or anything in the yard or patio that collects water is where
mosquitoes love to make a home for themselves. It is important to
empty any stagnant water within a couple of days of their filling to
prevent any larvae from hatching into bloodsuckers.
A simple and easy way to prevent mosquito-borne illnesses is
to follow the Drain and Cover method, said Dr. Celeste Philip,
Florida Deputy Secretary for Health and Deputy State Health
Officer for Childrens Medical Services. Drain water from any
containers around your home, cover your skin with clothing and
mosquito repellent and cover doors and windows with screens to
keep mosquitoes out of your home or business.
As a secondary measure, residents can also fight back against the
bites by using repellents in their yards.
It is also recommended to avoid the outdoors when mosquitoes are
most active during dusk and dawn hours. Spray on repellants
should contain DEET (with concentrations up to 30%) or other
repellents containing picaridin or oil of lemon eucalyptus. And,
always follow the manufacturers directions.

broad and attractive expansion of South Pointe Park,
said Miami Beach resident Michael De Filippi.

El muelle, inaugurado por primera vez a finales de


1970, fue por varias dcadas un lugar de recreacin
favorito en South Beach. Lleg al final de su vida til
en 2004 y desde entonces cerr sus operaciones al

First inaugurated in the late 1970s, the pier was a


popular South Beach leisure destination for decades.
It reached the end of its service life in 2004 and was
since closed to the public leaving a gap in the
hearts of many Miami Beach locals.
After the arduous process of obtaining permissions and
permits from various regulatory agencies to rebuild the
structure, crews went to work in early 2013.
Specialty teams performed the delicate work of
relocating precious corals and removing old pilings.
New pilings were installed, along with a new deck
with railings, turtle-sensitive lighting, a fish and bait
cleaning station and a caddy to safely dispose of lines.
Artfully engineered to blend with the natural beauty of
South Beach, the pier provides a unique opportunity to
view the cruise ships passing through a major entrance
to Biscayne Bay, and serves as a prime recreational
spot for residents and tourists alike.
A spacious pedestrian plaza lies at the entrance, with
an architecturally stunning entry gate by renowned
artist Tobias Rehberger.
The piers deck extends 450 feet from the entrance in
a honeycomb-patterned platform. It has designated
areas for fishing and additional areas for those who
want to enjoy the view away from the rods and
reels. The aesthetically considered shade structures and
fish cleaning stations are among the areas that have
received much fanfare.
We are excited that our families and friends will
once again be able to enjoy this historic Miami Beach
attraction to relax, fish and play at the pier, added
Miami Beach City Manager Jimmy L. Morales.

Anglers and ocean-lovers can finally delight with the


opening of the reconstructed South Pointe Park Pier
the last remaining pier on the Atlantic Ocean, south of
the Haulover Inlet. This sought-after destination, which
opened in August, has received a tremendous positive
response from residents and visitors alike.

PLANNED PROGRESS
This City of Miami Beach Art in Public Places
pier gate, entitled eloquent south pointe park
pier gate, was created by world-renowned
German artist Tobias Rehberger. Rehberger
is also the artist of the South Pointe Park
obstinate lighthouse art piece.

But spend a little time with Miami Beach Police Officer


David Price, one of the departments leading traffic
homicide investigators, and you will quickly have a
new and more compassionate appreciation for why
you may be sitting in traffic for what feels
like f-o-r-e-v-e-r.
Anytime there is a crash that involves serious bodily
injury that could lead to a fatality or anytime there is a
fatality as a result of a traffic crash, we are called out
to investigate, explains Officer Price.
There is a specific science behind investigating
traffic accidents. Officer Price says once an accident
is reported and police and rescue crews arrive on
scene, the area is roped off, investigators begin
photographing the elements and gathering statements
from witnesses.
Sometimes a representative from the State Attorneys
Office and the medical examiner are called; all of
which takes time. While motorists are waiting, traffic is
re-routed as quickly as possible and when possible.
In a normal crash, we can tow the cars and clear the
crash and get them out, says Officer Price. But were
not always able to move the cars; its policy and the
only way we can properly conduct the investigation.
During an investigation, officers make note of and
measure distance and placement of debris, and try
to answer these questions: How did the windshield
shatter? What are the angles of the crumpled metal?
Which direction and where did vehicle content and
sometimes even bodies come to rest? These details can
be crucial for the investigation.
Computer generated models use information gathered
to reconstruct the crash to assist investigators and
perhaps provide answers to victims families.
And, although motorists may be delayed and
frustrated, Officer Price offers this advice as a guide to
keep your calm and patience should you find yourself
trapped in snarled traffic:
If this were a family member of yours, you would
want us to take the same time and be as cautious
as we are at that time with your family members.
Remember, its a fatality; there is a loss of life and we
have to be a microscopic as we can while we are
here and have the scene, because while we are on the
scene its a diamond to us. We have to cherish it and
do everything we can with it while we have it because
once its gone, its gone.

too, said Tamar Oppenheimer, community school volunteer.
The City of Miami Beach, in support of the Education Compact
outcome to increase academic support and achievement, is
encouraging the community to get more involved in public schools.
As a volunteer, you can contribute your unique skills, experiences
and perspectives to help improve the lives of our youth.
Miami Beach community volunteers organize projects in all of
the citys public schools, offering a plethora of opportunities to
volunteer throughout the school year. Whatever your skill and
wherever your neighborhood, there is a school in Miami Beach

before school, after school and on weekends, volunteers assist

isks take many forms, but the way a city prepares for and deals with
varied threats are increasingly being handled holistically through
what is known as the whole community approach. Miami Beachs
Department of Emergency Management (MBDEM) is focused on five core
areas: prevention, preparedness, mitigation, response and recovery.

MBDEM reviews the preparedness plans for all city departments and helps
develop and improve methods of communicating risks, assessing potential
hazards and ensuring that staff are safe, said Director Charles Tear, Miami
Beach Emergency Management.
Just as each city employee has a plan, so should each resident. Be aware
of potential emergencies and have an emergency kit in your home and
go-kits for each member of your family in the event of an evacuation.
Know in advance where you would go should an evacuation order be
given. Plans should also include a thought-out communications component
to ensure you let family and friends outside of the affected area know where
you will be and how each of you can contact one another.
I was first made aware of hurricane preparedness when Hurricane David
threatened the area in 1980, said Miami Beach resident Jeff Gordon,
whose family has lived in Miami Beach for several generations. Like many
locals, my family was ill prepared and that [experience] left an impression.
Everyone needs to be responsible for themselves, their property and their
community in dealing with these events.
The business community and local organizations such as faith-based groups
also have roles and responsibilities in making sure Miami Beach bounces
back after a storm or other major event.
In reality, we are all in this together, added Tear. We all have a part to
play in preparedness.
Public-private partnerships enhance all aspects of emergency management.
This is accomplished through information-sharing, emergency planning,
emergency communications and resource sharing. As new initiatives are
being developed that incorporate the private sector as partners, there may
be a role for you or your organization. With all hands on deck we are
more resilient.

Log on to the citys website to download the 2014 Miami Beach Hurricane Guide. It provides
valuable information on how to prepare for storms and other hazards, including a checklist of
items that should go in emergency kits. FEMAs preparedness site, Ready.gov, also has links to
numerous resources to help you prepare, including a handy Family Emergency Plan form, where
you can fill in important contact information as part of your emergency communications plan. The
more prepared you are, the less stressful it will be when the time comes to react to an emergency.

FIRE EXTINGUISHERS:

SILENT
HEROES

While cooking is the leading


cause of home fires and injuries,
according to the National Fire
Protection Association, only
an estimated 25 percent of U.S.
households have a kitchen fire
extinguisher on hand to help contain
or extinguish a small fire.
The prompt use of a home extinguisher
can smother a small fire before it spreads
or suppress the flames while you escape,
said Miami Beach Fire Chief Virgil
Fernandez. It can be a life saver.
All household extinguishers are classified
A, B, or C (or a combination of these) on the
label to specify which types of fires ordinary
combustibles, flammable liquids, or electrical
the extinguisher is effective against. Many of the
ones sold for home use are classified A:B:C and
fight all three types of fires.

The main distinction among home extinguishers is size. In the


case of extinguishers, bigger is usually better. However, when
purchasing an extinguisher, buyers should only purchase the largest
extinguisher you can comfortably handle and maneuver.
There is also a difference between rechargeable extinguishers
with metal valves, and disposable ones that have plastic valves.
A rechargeable one will usually cost more, but refilling it once the
pressure gauge shows that use or time has depleted the contents
may still be less expensive than buying a new
disposable extinguisher.
The National Fire Protection Association recommends placing an
extinguisher on each of your floors, and in an easy-to-grab spot
near an exit where theres a clear path to get out.
Extinguishers should be recharged or replaced after each use. They
can also lose pressure over time making them useless when you
need it. It is wise to periodically peek at your extinguishers gauge.
No matter how many fire extinguishers you have in your home,
they cannot substitute the most important safety tool: a fire plan,
added Fernandez. Make sure everyone in the family knows how to
evacuate, where to meet outside and how to call 911.

Keeping a fire crew healthy, well-fed and prepped


24/7 for emergencies is serious business for the
station chef. When sirens were not wailing, the MB
crew had a chance to go to Fire Station One where
Firefighter Miguel Hernandez gave fire extinguisher
tips and agreed to share his famous vaca frita recipe
with Miami Beach residents.

1 yellow and red bell pepper, cored and sliced
2 large vidalia onions, 1 halved, 1 thinly sliced

Before an emergency arises, it is vital to


know how to operate an extinguisher.
An easy way to remember is using the
acronym PASS. Pull the extinguishers
safety pin; Aim at the base of the fire;
Squeeze the trigger and hold it; and
Sweep side to side until the extinguisher
runs dry.

In a large pot, combine the London broil or flank


meat that has been sprinkled with salt, pepper and
oregano with one halved green bell pepper, halved
onion and bay leaves. Add enough water to cover
and bring to a boil. Simmer over moderate heat for
40 minutes or when tender. Transfer the meat to a
work surface and let cool.

ts another major event weekend and the roads in our urban, historic
tropical island are gridlocked. Given the increasing number people that
live, work, visit and play in Miami Beach, Miami Beach officials are
considering new and innovative ways to get you from point A to point B
with less hassles.
Our goal is to further improve connectivity with mass transit, alleviate
congestion, and improve the Miami Beach bicycle and pedestrian
experience, said Miami Beach Transportation Director Jose Gonzalez.
With a lot of moving pieces, Miami Beachs transportation plan is rapidly
evolving to improve traffic flow and travel times with a series of free
trolley systems, a real-time traffic monitoring system, an updated bicycle/
pedestrian master plan and much more.
The Alton-West Loop trolley service, which was implemented as a tool to
mitigate impacts of construction and parking loss throughout the Alton
Road and West Avenue corridors, has been extremely well-received with
an average daily ridership of 1,092 passengers.
Im so impressed with the trolley, said Miami Beach resident Ramiro
Norma. It has really eased commuting around the construction to get my
groceries and errands done.
In October, getting around in North Beach will be much easier. Having
received approval by Miami-Dade Transit to operate a municipal circulator
service in North Beach, the city will launch a free, North Beach Trolley.
This new service will provide a reliable and frequent connection with 31
stops, which includes Publix on 69 Street, North Shore Open Space Park,
North Shore Branch Library, North Shore Youth Center, Normandy Isle
Park and Pool, Walgreens on Biarritz Drive, and other destinations.
I am super excited to hear that this area will be getting its own trolley,
said North Beach resident Joseph Hester. North Beach has everything you
need in a 20 plus block radiusand now I wont even need to take out my
car to access our great restaurants, library, grocery store nor pharmacy.
Like the Alton-West Loop, Miami Beachs North Beach trolleys will have
free Wi-Fi on board, real-time tracking and next bus information through
the citys free Miami Beach e-Gov app.
To evaluate the performance of trolleys and Miami-Dade Countys South
Beach Local, the city will launch a mystery rider program to assess the
service in four basic areas: on-time performance, cleanliness, customer
service and safety. Reports will be created on a quarterly basis and efforts
will be closely coordinated with Miami-Dade County and the citys trolley
operator in order to provide the best service possible to all transit users.
During the 2013 Art Basel show, the city implemented a pilot program
to perform traffic monitoring and management by having engineers
proactively make changes to the signal timing at critical intersections
to avert heavy congestion and keep traffic flowing along our roadway
network. The results were overwhelmingly positive in helping to
alleviate congestion.

Our goal is to implement technologies


capable of adapting to real-time
demand, noted Gonzalez.
Travel times were reduced up to 230 percent in comparison to a baseline
event when no traffic monitoring or management was employed.
This traffic monitoring system was also used during this years Miami
International Boat Show, Winter Party Week, Winter Music Conference,
Ultra Music Festival and Memorial Day weekend.
Consequently, the city has allocated approximately $4.5 million for the
implementation of Intelligent Transportation System (ITS) devices that
consist of Adaptive Signal Control Technology (ASCT), Pan-Tilt-Zoom
(PTZ) cameras for traffic monitoring, Bluetooth/Wi-Fi readers for real-time
travel time estimation and Parking Management Systems (PMS) devices on
selected cooridors on Miami Beach.

grant for the North Beach
Trolley, which will fund the
service in the amount of
$400,00 per year, for a three
year period beginning
next July.

The funds are divided between
capital funds and transit
funds. Capital funds are
used in various projects, such
as crosswalks, right-of-way
improvements, pedestrian
crossing improvements,
pedestrian countdown signals
and many others. The transit
funds are utilized to subsidize
the South Beach Local.

Advanced Intelligent Transportation Systems can provide higher savings


in travel time, fuel savings, emission reductions, vehicle miles travelled
reductions, safety improvements, vehicle operation costs savings, and other
aspects related to an improvement on traffic flow, explained Gonzalez.
Exploring another angle to keep traffic flowing in Miami Beach, new
rules for freight loading were approved this past May. Freight loading is
allowed during certain posted hours (look for signs) of the day. Deliveries
on Washington Avenue is limited to early to mid-afternoon and side
streets between Ocean Drive and Washington Avenue, from Fifth Street
to 17 Street, have extended hours. The amount of time it takes to perform
deliveries is also restricted and posted.
To facilitate compliance, the city has expanded both size and quantities of
loading areas where trucks can park and established a permitting process
for delivery vehicles. Effective October 1, rule breakers will face ticketing,
towing and moving violations for double parking, all in an effort to keep
traffic moving.
Also underway is the Miami Beach bicycle/pedestrian masterplan update.
Currently in phase two, this plan is developing alternatives for improving
the connectivity deficiencies along the current bicycle network and creating
guidelines for designing livable and complete streets that are safe for all
users and modes of transportation.
In order to fill in these connectivity gaps, current best practices, city
policies, right-of-way characteristics and corridor geometrics are being
explored. In addition, the plan will establish a set of guidelines that will
be used by the city to design bicycle/pedestrian facilities depending on
corridor geometrics and existing right-of-way widths. These guidelines will
be used to ensure that the most appropriate bicycle/pedestrian facilities
are incorporated into future projects.
Another integral part of this master plan will be a bicycle parking plan.
While bikeways are the most visible element within a bicycle network,
cyclists must also have safe and convenient places to store their bicycles
for both short-term and long-term periods.
Bicycle parking facilities are currently located at schools, civic buildings,
and some commercial shopping areas. However, the quality of these
end-of-trip facilities varies greatly, and the quantity provided often
needs calibration.
This plan will include long-term parking facility types, such as a signature
bicycle station facility, and in-street bicycle corrals that can be used to
provide bicycle parking in high-demand locations without taking up limited
and valuable sidewalk space.
By land and by sea, transportation options will soon expand. A public
waterborne transportation service concession, better known as water taxis,
is being aggressively sought. The Mayor and Commission are set to award
a contract with an operator this fall.
Water taxis will be a privately operated service at no cost to the city, but
with a great benefit to locals, noted Gonzalez. With this, we hope to
provide a viable alternative to avoid using the MacArthur or Julia Tuttle
causeways via automobiles or public transit.
Miami Beach will facilitate its waterway right-of-ways in hopes of
connecting residents and visitors to downtown Miami.
We will continue to invest and enhance all modes of transportation,
added Gonzalez. It is imperative to our growth and
economic development.

Beach est evolucionando rpidamente para mejorar el trfico lento y los
tiempos de desplazamiento con una serie de sistema de tranva gratuito,
un sistema de monitoreo del trfico en tiempo real, un plan maestro
actualizado para ciclistas y peatones y mucho ms.
El servicio de tranva de Alton-West Loop, que se implement como una
herramienta para mitigar los impactos de la construccin y prdida de

Este sistema de monitoreo de trfico tambin se us este ao durante


varios eventos, como el Miami International Boat Show, Winter Party
Week, Winter Music Conference, Ultra Music Festival y el fin de semana
de Memorial Day.
En consecuencia, la Ciudad a presupuestado $4.5 millones para la
implementacin permanente de dispositivos de un sistema de transporte
inteligente (Intelligent Transportation System, o ITS) que funcionan con
tecnologa de control adaptativo de semforos (Adaptive Signal Control
Technology, o ASCT), cmaras direccionales PTZ (Pan-Tilt-Zoom, o PTZ)
para monitoreo del trfico, lectores Bluetooth/Wi-Fi para calcular el
tiempo de desplazamiento en tiempo real y dispositivos de sistemas de
control de estacionamiento (Parking Management Systems, o PMS) para
algunas zonas de Miami Beach.

el diseo de calles completas y habitables que sean seguras para todos
los usuarios y modos de transporte.
A fin de zanjar estas brechas en la conectividad, se estn estudiando las
mejores prcticas actuales, las polticas municipales, las caractersticas
de los derechos de va y la configuracin geomtrica de los corredores
viales. Por otra parte, el plan establecer un conjunto de parmetros que
usar la Ciudad para disear instalaciones para ciclistas/peatones, segn
la configuracin geomtrica del corredor vial y el ancho del derecho de
va existente. Estos parmetros se usarn para garantizar que la mayora
de las instalaciones para ciclistas/peatones se incorporen en proyectos
futuros.
Otra parte integral de este plan maestro ser un plan de estacionamiento
para bicicletas. Si bien las ciclovas son el elemento ms visible dentro de
una red de bicicletas, los ciclistas tambin deben estar protegidos y contar
con sitios apropiados para guardar sus bicicletas por perodos cortos y
largos.

Los estacionamientos para bicicletas se ubican actualmente en escuelas,


edificios cvicos y ciertas reas comerciales de tiendas. Sin embargo,
la calidad de estas instalaciones para final de recorridos vara
considerablemente y la cantidad ofrecida a menudo necesita calibracin.
Este plan incluir tipos de estacionamiento de larga duracin, como una
estacin para bicicletas de firma comercial y corrales para bicicletas en

id you know that in another 100 years, remnants of todays


Styrofoam products might still pose risks to our
communitys environment?

Taking action today for a cleaner tomorrow, Miami Beachs latest


environmentally conscious endeavor includes banning expanded
polystyrene, commonly known as Styrofoam, in public areas.
Our oceans are literally becoming a toxic, plastic soup, said
Scott Stripling, Chair to the Miami Chapter Surfrider Foundation.
We should all be concerned with the accumulation of decades
of discarded plastics that now covers as much as 88 percent of
the surface of our oceans, according to a recent report by the
National Academy of Sciences.
In 2012, polystyrene was banned from the beaches. In July,
the Miami Beach Commission unanimously voted to expand the
original ban to include parks, city-owned facilities, sidewalk cafes
and special events. Miami Beach is the first municipality in Florida
to ban polystyrene in public areas setting the example for other
communities to follow.
Polystyrene is a petroleum-based plastic product that is nonbiodegradable and it is not readily recyclable. Due to its
lightweight and buoyant properties, expanded polystyrene easily
travels through Miami Beachs storm water system, ending up in
our waterways.
It also breaks up into smaller and smaller pieces that are difficult
to cleanup and remain in the environment for centuries. If
accidentally ingested, these small pieces of plastic harm and kill
marine animals and other Miami Beach wildlife.
Birds, filter-feeding organisms and fish
often mistake these small particles
for food, and we have many
instances of seabirds, for
example, dying of starvation
with their bellies full of tiny
plastic pieces, said Rachel
Silverstein, executive director,
Biscayne Bay Water Keeper.
Polystyrene also poses a threat
to our health. Two toxic substances
present in polystyrene are styrene and

benzene, which are suspected carcinogens and neurotoxins.


When expanded polystyrene comes into contact with warm foods
or drinks, it percolates these hazardous toxins into your meal
and eventually your body. The risks associated with the use of
this product have convinced many restaurants and businesses to
voluntarily phase out food containers made of Styrofoam.
While the removal of polystyrene from certain sections of the city
is a small step, the City of Miami Beach will continue to work
on protecting the environment for its many residents and visitors.
Everyone can also do their part to keep the city as sustainably
vibrant as possible by keeping polystyrene off the beach, parks
and streets.

This fall, we anticipate king (extreme) high tides to be three


feet and nine inches above mean high water, which is almost
three inches higher than experienced last year according to the
National Oceanic and Atmospheric Administration. Potential
flooding may worsen with heavy rainfall.
In anticipation of these tides, six newly installed storm water
pump stations are now at the entrance of South Pointe Park, 10
and 14 streets in the West Avenue neighborhood, 20 Street and
West Avenue, Lake Pancoast and Biscayne Pointe at 86 Street
and Hawthorne Avenue to address flooding caused by tidal
fluctuations. In addition, the two existing pump stations in Gibb
Park were also upgraded with new pumps and the addition of
outfalls to Biscayne Bay to improve their capacity. The City plans
to install 58 new pump stations throughout the city in the next
five years.
Tidal floods are composed of seawater, storm water and
chemical run-off from the street. The stagnant water usually has
a foul odor because it makes its way up to the street through
the warm, underground storm water system. Please note that
wastewater (sewer) or drinking water systems are not affected by
tidal flooding.
High tide occurs twice a day and fluctuates with the moon.
Avoid low-lying areas that are prone to flooding during
high-tide periods.
Rinse with fresh water any exposure to tidal floodwater.

exempting therefrom City agreements with Federal, State or
Local governmental entities?

Explanation In 1997, Miami Beach voters

approved an amendment to the City Charter Section 1.03,


requiring public vote approval prior to increases in zoning
density along waterfront property. Since that time, the voters
have approved 6 additional amendments to the Section 1.03
restricting the Citys ability to increase zoning density within
the City and/or to dispose of City-owned property.
The ballot question above seeks further limitation on the
Citys ability to dispose of public property by imposing an
increased approval requirement prior to the City entering into
certain contracts for the management, operation, and/or use
of City-owned property (including the Citys beaches) or of a
City-owned facility. Whereas currently, the City Commission
may approve Management or Concession Agreements by
a simple majority vote, the proposed Charter amendment
requires instead the 4/7 vote of all Planning Board members
and 6/7 vote of the City Commission prior to the Citys
entrance into a Management or Concession Agreement with
private parties for terms of ten years or longer (including
option periods).

Explicacin
En 1997, los electores de Miami Beach aprobaron una
enmienda de la Seccin 1.03 de la Carta Constitucional que
estipula la aprobacin mediante voto pblico previo de todo
aumento de la densidad de zonificacin en las propiedades
ubicadas en la playa. Desde entonces, los electores han
aprobado 6 enmiendas adicionales de la Seccin 1.03
que restringen la facultad de la Ciudad para aumentar la
densidad de zonificacin dentro de la Ciudad y/o disponer
de bienes que sean propiedad de la Ciudad.
La pregunta de la papeleta antes mencionada busca mayor
limitacin en la facultad de la Ciudad de disponer de bienes
pblicos mediante la imposicin de un requisito adicional de
aprobacin a la Ciudad al subscribir ciertos contratos para
la administracin, operacin y/o uso de bienes propiedad
de la Ciudad (incluidas playas pblicas) o instalaciones
propiedad de la Ciudad. Si bien actualmente la Comisin
de la Ciudad puede aprobar Contratos de Administracin
o Concesin mediante votacin por mayora simple, la
propuesta de enmienda de la Carta Constitucional exige una
aprobacin de 4/7 de todos los miembros de la Junta de
Planificacin y una aprobacin de 6/7 de la Comisin de la
Ciudad antes de que la Ciudad subscriba cualquier Contrato
de Administracin o Concesin con un particular por 10

S&P Elevates Miami Beach

This past July, Standard & Poors (S&P) Ratings Services raised
its rating on Miami Beachs general obligation (GO) debt two
notches to AA+, one level beneath AAA rating.
The rating reflects Miami Beachs very strong local economy with
projected per capita effective buying income at 151 percent of
the national average. Additional factors included strong overall
budgetary performance and very strong budget flexibility and
liquidity with significant reserves. Based on past debt issuances,
S&P believes that the City has exceptional access to capital
markets to provide liquidity needs if necessary.

North Beach has seen more
attention and progress in the
last eight months from our
mayor, commission and city
administration than we have in
the last eight years.

iami Beachs office of economic development recently released a


comprehensive development and revitalization plan for the area.
The foundation of these new initiatives was largely provided by
public input.

Previous efforts designed to stimulate the North Beach neighborhood were


hindered by the economic downturn, however these new revitalization efforts
have already begun to see movement.
In the series of well-attended public meetings held this year, city officials
received feedback on what the community loved about North Beach and
its needed improvements. The identified assets were a relaxed atmosphere,
uncrowded beaches, Miami Modernism (MiMo) architecture, familyfriendliness, and a diversity of restaurants.
Areas for improvement included a functioning Normandy Fountain, circulator
bus, enhanced appearances, better lighting, more diversity of events at the
Bandshell, among others.
After years of neglect, the historic Normandy Fountain, one of the most
symbolic and historic landmarks in North Beach is in the process of being
refurbished. The tile was restored to its historical accuracy of the 1920s, and
water will finally flow this fall a feat that has not been seen since anyone
can remember or any historical photos can document.
In October, the North Beach neighborhood will also have its own free,
dedicated trolley system that will connect to various locations along Collins
Avenue, Normandy and Indian Creek drives. The North Beach trolley will
operate seven days a week from 8 a.m. to midnight. (Go to page 26 for
more details).
In an effort to improve the aesthetic look of the business districts, the city
provided $120,000 in Housing and Urban Development (HUD) grants for
faade improvements.
A welcoming, vibrant business district broadcasts a powerful, positive
message, just as a poorly maintained or vacant rows of storefront expresses
negative impressions of slum and blight, said Jeff Oris, director of Economic
Development, City of Miami Beach.
This year, the program has improved 12 storefronts on Collins Avenue
between 73 and 75 streets. Upgrades ranged from complete storefront
replacements to adding impact windows, awnings, and new paint
and stucco.
The grant was a great initiative that we vastly benefited from, said Orit
Mimoun, a HUD grant recipient with Elysee Investments. The process with
the city was unbelievably smooth and they were super responsive. North
Beach is definitely moving forward in the right direction.

During the period of transitioning in new retail tenants, many business


property owners are participating in the citys voluntary and complimentary
window wrap program, reducing the eyesores of empty storefronts and
increasing the marketability of the business district.
Attractive storefronts not only improve residents and visitors perceptions of
the North Beach area, but attract more customers, and stimulates economic
development and investment, noted Oris.
For fiscal year 2015, the city hopes to acquire another $120,000 from HUD
to pass along to the North Beach business community.
Many city sponsored events are also being held in North Beach, including
the ongoing Food Truck and Music Fest on the fourth Wednesday of every
month and free yoga in the park twice a week at the North Shore Bandshell.
With great success, the City of Miami Beachs Independence Day festivities
were also moved from South Beach to North Beach this past July.
In November, the first 5k PARK Fest, which encourages those who participate
to perform acts of random kindness, will take place for the first time in
North Beach.

along the coast. The Biscayne
House of Refuge was damaged
by the 1926 Miami hurricane.
Today, the site is marked by a
large, bronze memorial plaque
between 72 and 73 streets.

I have been working in PARKnership with the


City of Miami Beach for about a year to bring
our award-winning event to North Beach, to help
revitalize and brand the area as a healthy and
active lifestyle community, said Marly Quionoces,
PARK project founder and chief events officer.
This is much more than just another 5k running event, its a one-of-a-kind
community-building event and fundraising vehicle for non-profit organizations,
schools and companies to effectively raise funds for their favorite cause.
A management company is also being aggressively pursued to provide
programming at the North Shore Bandshell that will bring varied acts to the
stage. To minimize any noise stemming from performances, a state of the art
house sound system will be installed that will allow the city to better control
sound quality and noise levels to avoid disturb neighboring properties.
O Cinema, an independent cinema company that showcases first-run
independent, foreign, art and family films, will soon operate at the Byron
Carlyle Theater. The company intends to provide programming at the theater
seven days a week, year-round.
Reenergizing Altos Del Mar Park located on Collins Avenue between
76 and 77 streets was another top priority expressed by North Beach
residents. As such, the citys Parks and Recreation Department created a
master plan for the park with the assistance and input of planners, community
residents and other key stakeholders.

Proposed improvements to the park include adding more pedestrian


crosswalks; a beach side botanical garden; outdoor showers;
interactive water features; two sand volleyball courts and a bocce court
with shaded sitting areas for game viewing; landscaping and
furnishing features.
The approved budget is anticipated to include funds to begin phase one
of the park construction this fiscal year.
We have made a lot of great progress in North Beach already,
added Oris. And, the exciting part is that there is much more
to come.

Crack Down on Nuisances


By actively identifying and addressing unsafe structures, the Miami
Beach Building Department is also doing their part in North Beachs
revitalization. This year alone, the city has identified 10 unsafe
buildings in North Beach. All of these cases were taken to the MiamiDade County Unsafe Structures Board for corrective action.
This administration will not tolerate decrepit buildings that pose a
public safety hazard, asserted Miami Beach City Manager Jimmy
L. Morales. We will no longer saddle law-abiding residents with
neighboring properties that are unsafe.

Why are most streets on Normandy


Isle named after French cities and
architectural landmarks?
Henri Levy, a native of Alsace, France moved to Miami Beach in
1922. Four years later, he began working around the clock for two
years straight, dredging the natural swampy land mass in Biscayne
Bay west of 71 Street. The streets of Normandy Isle were then named
after French cities and landmarks.
In the National Register of Historic Places, the largest concentration of
Miami Modernism architecture can be found in the North Shore and
Normandy Isles districts.
Guided MiMo walking tours are available on the first Saturday of
each month at 9:30 a.m., starting from the North Beach Bandshell
jointly sponsored by the Miami Design Preservation League and the
North Beach Development Corporation.

potentially destructive storm, it is important that pet owners have
a plan that includes the safety of their furry friends.

When disaster strikes, preparation makes all the difference, said


Director Charles Tear, Miami Beach Emergency Management. If it is
not safe for you, its certainly not safe for your pets.
Miami-Dade County currently offers two pet-friendly evacuation
centers for families to go along with their animals, up to three per
family. Evacuation centers, however, are shelters of last resort, and
are subject to certain restrictions.
These shelters accept more than just cats and dogs. They also admit
birds, ferrets, gerbils, guinea pigs, hamsters, mice, rats and rabbits
(small-sized, under 10 pounds, such as California or Dutch breeds).
If you opt to shelter at one of these facilities, you must bring proof of
updated vaccination and medical history records. Updating your pets
vaccines during an emergency could prove challenging, so make sure
to plan ahead.
When faced with an evacuation, I always ride out storms at
an inland pet-friendly hotel, said Felix Groisman, Miami Beach
resident. It would be prudent to identify ones before the storm frenzy
countdown begins.
While away from your home, it is important to keep your pets as
comfortable as possible. The stress of being in a very different place
may cause behavioral problems, so ensuring you have all of the
essentials, food, water, favorite toy, medicines, will be key in getting
your pet to better adjust to the circumstances.

neighborhoods, increase the value of properties, improve air
quality, and an often understated benefit, reduce flooding.

A trees canopy has the ability to hold and slow down the flow of
water to the ground, resulting in stormwater cost savings, erosion
reduction and pollution control, said Director Eric Carpenter, Miami
Beach Public Works.
Studies conducted on the temporary retention of rainfall by a trees
canopy demonstrate how a mature evergreen has the capability to
intercept over 4,000 gallons of rainfall per year. When you multiply
that amount by the 25,000 plus trees in Miami Beachs urban forest,
the number can be truly staggering.
Trees release water back into the atmosphere through a process
known as transpiration. This can also potentially save money by

reducing the costs associated with installation and maintenance of


large storm water retention facilities that would otherwise be required.
Additionally, a trees canopy has the ability to reduce the size of rain
drops hitting the ground helping to reduce and or prevent soil
runoff and erosion. This is especially important when you consider the
negative effects a washed out right-of-way swale can cause, including
safety and appearance related concerns.
Trees also temporarily store rainfall and slow the release into the
ground, capturing harmful pollutants that would otherwise freely
flow into our existing storm water system to be released into the
environment.
It remains in our best interests to do what we can to sustain, improve
and ultimately protect our trees one of our citys most important
resources, added Carpenter.

Getting Some Green

Miami Beachs Pine Tree Community Garden will benefit from a


$20,000 grant from the Lowes/Keep America Beautiful Partnership.
This organization will recruit over 75 volunteers to complete an ADA
accessible garden. The large scale project will build raised garden beds
and planters at the Pine Tree Community Garden.

Expanding the Lummus Park Palmscape

The 1980s brought about a renaissance for South Beach and in 1988 Lummus Park was listed in the United States national register as a historic
landmark. The city continued to grow and thrive through the 1990s, and with funding from a bond issue, reforestation efforts commenced at
Lummus Park. Working with local activists, approximately 500 small palms in the park were planted to replace those lost in previous years and to
start the next generation of palms in the park.

Is the new Miami Beach Convention Center
moving forward?
Yes, it is absolutely moving forward and at warp speed. On July 30, the Miami
Beach Commission opened up the bid process for companies interested in
redesigning the citys convention center. It is expected that the City Commission
will approve a firm this December, which will complete design documents and
construct a state of the art convention center with a $500 million renovation
cost by December 2017. A 6.5 acre park is also part of the scope, and this is
projected to be completed by mid-2018. Groundbreaking for the convention
center is estimated for early next fall.

travel to frequently. This would be a great
transportation option for residents and visitors.
If it were up to the City of Miami Beach, Uber and Lyft would already be
serving our residents and visitors. Miami-Dade County has jurisdiction over
passenger (for-hire) transportation licensing. However, in the interest of fair
competition and consumer protection, the Mayor and City Commission has
formally reached out to the Federal Trade Commission to comment on proposed
county legislation that would allow companies such as Uber and Lyft to do
business in Miami-Dade County.

Yoga in the park has been a huge success, said


Director John Rebar, Miami Beach Parks & Recreation.
We partnered with the Green Monkey studio and our
residents have been really embracing the classes.
According to the National Institute of Health, recent
studies suggest that yoga can have a variety of health
benefits, including reducing blood pressure and heart
rate, alleviating chronic back pain, migraines, insomnia,
anxiety and depression. Over time, yoga also
leads to improved flexibility, balance and
building up muscle mass.
In the U.S., this ancient practice
has become a multi-billion
dollar industry with classes,
retreats and form-fitting
clothes springing up around
yoga in recent years.
However, at its core, the
practice of yoga requires very
little bells and whistles.
You simply need a mat and a
good instructor that will guide you
through the poses and breathing, noted
Chey Mina, Miami Beach resident and Green
Monkey Yoga enthusiast. A hands-on instructor can
properly align you for a deeper stretch and better
yogic benefits.
There are many different kinds of yoga, but classes that
have gained popularity in the U.S. and the ones that
are taught at yoga in the park are based on hatha
yoga, a physical discipline which focuses mainly on
asanas (postures) and breathing exercises in order to
prepare the body for spiritual pursuits.
Im incredibly excited to be partaking in these free
yoga classes, added Miami Beach resident Lauren
Cohen. I applaud the city for putting this healthy
initiative together. It has done wonders on relieving my
lower back pain.

Keeping Your
Golden Years Bright

housands of baby boomers across the nation are reaching 65 every


day. The conjured up images of sunbathing as a care-free retiree,
traveling across the globe and playing golf on the weekdays may
not automatically be waiting at the end of a career.
As you grow older, you may often face significant life changes that
can put you at risk of depression. Economic impoverishment, illness,
disability, isolation, relocation, caregiving and bereavement contributes
to physiological changes, further increasing susceptibility to depression
or triggering depression in already vulnerable elderly individuals.
The City of Miami Beachs Office of Community Services serves as an
information and advocacy conduit for the communitys elder residents
to alleviate those risk factors associated with depression. The referral
process connects elder residents with a variety of community-based
services including: housing, rent and utility assistance, independent
living supports, entitlement access, food and transportation and a senior
community service employment program.
Feeling distraught, 76-year-old Danuta Karczewski recently came to city
for direction on being displaced from her apartment due to construction.
The Office of Community Services was able to guide Karczewski
through the process for affordable low-income housing.
Community Services always helps me understand my resources better,
and [they] are so patient with me, said Karczewsk.
The symptoms of depression affect every aspect of ones life, including
energy, appetite, sleep, and interest in work, hobbies and relationships.
Coping with depression often involves finding new things you enjoy,
learning to adapt to change, staying physically and socially active,
and feeling connected to your community and loved ones. Isolation
and inactivity only make depression worse. The more active you are
physically, mentally, and socially the better you will feel.
The Miami Beach Parks and Recreation Department hosts a variety of
programs year-round for seniors, including: chair and water aerobics,
computer classes, dominoes, board games and cards, fine arts painting,
dance fusion, yoga, tai chi and more.
In addition, free quarterly events are held for senior citizens in
partnership with the Miami Beach Convention Center, managed by
Global Spectrum.

TO HELP FIGHT OBESITY IN KIDS

aking a pro-active stance on helping to keep kids


moving, active and healthy, the Miami Beach Parks
and Recreation Department is ramping up youth
activities, as they know first-hand why keeping our kids
fit and healthy is crucial.
Childhood obesity is worse in America than it has ever
been before. The U.S. Department of Health and Human
Services reports that one in three children in the U.S.
is overweight or obese, putting them at risk for many
immediate and long-term health problems.

As part of the childhood obesity awareness, recreation


facilities have come together to combat obesity. At
the Scott Rakow Youth Center, youngsters recently took
part in a fitness and nutrition program and learned the
importance of making healthy choices. Throughout the
month of September, Flamingo Park engaged in weekly
activities that incorporated fun with food, nutrition and
exercise. North Shore Park Youth Center offered two
hands-on nutritional workshops using a simple approach
to explain the positive benefits to healthy eating habits
through a display of fruits and vegetables.
In addition, Miami Beach Teen Club participants were
pushing through the Insanity Challenge, a fun, highenergy muscle conditioning workout. All three teen
club sites received a healthy lifestyle training on fitness
and food. Teens pledged their commitment to maintain
a healthier way of life and committed themselves to a
week-long fitness challenge.

during the National Anthem.
Based on the completion of the fitness challenge and
commitment to the program, three winners were selected,
Idalberto Valdes, Kelsey Torres and DeCarlo Carr were
chosen to throw the first pitch, walk on the field and be
the bat boy at start of the game. All three teens were
given a Fitness Gold Medal from the Mayor.

I had a great time at the game. It was


an experience I will never forget, said
Decarlo Carr, Teen Club participant.
Additionally, Whole Foods provided the teens with a
nutritional seminar and a boxed healthy dinner.
But even without rewards, health experts say children
must be kept active and taught the value of health and
fitness.

Collaborative efforts between the City of Miami Beach Parks &


Recreation Department and Miami-Dade County Public Schools provides
a new home for teens. The Miami Beach Teen Club expanded its afterschool program to Nautilus Middle School. The club opened its doors
the first day of the 2014-15 school year and to date, has grown from
100 registered teens to over 250 participants. The program is exclusive
to Nautilus students, free of charge and is held on weekdays from school
dismissal untill 7 p.m.

This expansion represents the Citys broader


vision to reach out to teens that can benefit
from our programs, said Teen Club Supervisor
Willy Priegues, City of Miami Beach.
Program highlights include drama, social skills classes, homework
assistance, computer access, art classes, drug prevention courses,
hip-hop dance and athletics. The program fosters personal growth
and encourages teens to become well-rounded individuals through its
curriculum consisting of community service, education and recreational
outings. These components engage and capture the interest of teens and
provide a positive interaction beyond parents and teachers, which has
proven to benefit youth in this age group.
The Miami Beach Teen Club has received accolades for the endless hours
spent volunteering for Miami-Dade community cleanups, assisting special
needs athletes in the Olympics, serving seniors at special events and
feeding the needy. The Miami Beach Teen Clubs success is based on the
belief that our youth is the key to our future.

programa y la orientacin y mantener a los estudiantes en un ambiente
positivo.
El club ha recibido elogios por las interminables horas voluntarias
dedicadas a la limpieza de la comunidad en el condado de Miami, ayuda
a los atletas con necesidades especiales en las olimpiadas, servicio a
personas de la tercera edad en los eventos especiales y la alimentacin a
personas necesitadas. El xito de Teen Club Miami Beach se basa en la

behaviors during after school hours. The Miami Beach Teen Club began
six years ago with the goal to prevent and/or reduce negative behaviors
through programming and guidance by keeping participants in a positive
environment.
