I am proud to share that Miami Beach property tax rates are reduced
for a fourth consecutive year. The millage rate decrease of .0926 mills
will account for a reduction in property taxes to average property
owners that qualify for homestead exemptions and the Save our

Yet, while the tax rate has been decreasing, city services have
been increasing. With direction by our Mayor and Commission,
enhancements for the fiscal year focus on keeping our streets dry,

administrative operations that are critical to our service delivery.
In providing greater accountability and safety, Miami Beach joins a
number of major U.S. cities that will use high-tech body cameras for
their law enforcement. We are taking it one step further by outfitting
cameras on other regulatory municipal workers such as code and
parking enforcement and building and fire inspectors.
I am very excited to see many of the renaissance efforts in North Beach
coming to fruition. The restoration of our iconic Normandy Fountain, a
new trolley circulator, and O Cinema taking shop at the Byron Carlyle
are just a few examples of what is to come.

The Miami Beach SoundScape Cinema Series presented by Citi is back this fall with a chockfull season of
films. Returning for a fifth consecutive year, this Arts in the Parks event features free weekly movies nearly every
Wednesday and some Thursdays too, commencing at 8 p.m.
A beach chair or towel is all moviegoers will need to enjoy cinema under the stars on the beautifully manicured
grounds of SoundScape. The films are projected onto the 7,000 square foot wall of the New World Center
through a freestanding state-of-the art visual and audio system. SoundScape is located at the southwest corner of

isks take many forms, but the way a city prepares for and deals with
varied threats are increasingly being handled holistically through
what is known as the whole community approach. Miami Beachs
Department of Emergency Management (MBDEM) is focused on five core
areas: prevention, preparedness, mitigation, response and recovery.
MBDEM reviews the preparedness plans for all city departments and helps
develop and improve methods of communicating risks, assessing potential
hazards and ensuring that staff are safe, said Director Charles Tear, Miami
Beach Emergency Management.
Just as each city employee has a plan, so should each resident. Be aware
of potential emergencies and have an emergency kit in your home and
go-kits for each member of your family in the event of an evacuation.
Know in advance where you would go should an evacuation order be
given. Plans should also include a thought-out communications component
to ensure you let family and friends outside of the affected area know where
you will be and how each of you can contact one another.
I was first made aware of hurricane preparedness when Hurricane David
threatened the area in 1980, said Miami Beach resident Jeff Gordon,
whose family has lived in Miami Beach for several generations. Like many
locals, my family was ill prepared and that [experience] left an impression.
Everyone needs to be responsible for themselves, their property and their
community in dealing with these events.
The business community and local organizations such as faith-based groups
also have roles and responsibilities in making sure Miami Beach bounces
back after a storm or other major event.
In reality, we are all in this together, added Tear. We all have a part to
play in preparedness.
Public-private partnerships enhance all aspects of emergency management.
This is accomplished through information-sharing, emergency planning,
emergency communications and resource sharing. As new initiatives are
being developed that incorporate the private sector as partners, there may
be a role for you or your organization. With all hands on deck we are
more resilient.

ts another major event weekend and the roads in our urban, historic
tropical island are gridlocked. Given the increasing number people that
live, work, visit and play in Miami Beach, Miami Beach officials are
considering new and innovative ways to get you from point A to point B
with less hassles.
Our goal is to further improve connectivity with mass transit, alleviate
congestion, and improve the Miami Beach bicycle and pedestrian
experience, said Miami Beach Transportation Director Jose Gonzalez.
With a lot of moving pieces, Miami Beachs transportation plan is rapidly
evolving to improve traffic flow and travel times with a series of free
trolley systems, a real-time traffic monitoring system, an updated bicycle/
pedestrian master plan and much more.
The Alton-West Loop trolley service, which was implemented as a tool to
mitigate impacts of construction and parking loss throughout the Alton
Road and West Avenue corridors, has been extremely well-received with
an average daily ridership of 1,092 passengers.
Im so impressed with the trolley, said Miami Beach resident Ramiro
Norma. It has really eased commuting around the construction to get my
groceries and errands done.
In October, getting around in North Beach will be much easier. Having
received approval by Miami-Dade Transit to operate a municipal circulator
service in North Beach, the city will launch a free, North Beach Trolley.
This new service will provide a reliable and frequent connection with 31
stops, which includes Publix on 69 Street, North Shore Open Space Park,
North Shore Branch Library, North Shore Youth Center, Normandy Isle
Park and Pool, Walgreens on Biarritz Drive, and other destinations.
I am super excited to hear that this area will be getting its own trolley,
said North Beach resident Joseph Hester. North Beach has everything you
need in a 20 plus block radiusand now I wont even need to take out my
car to access our great restaurants, library, grocery store nor pharmacy.
Like the Alton-West Loop, Miami Beachs North Beach trolleys will have
free Wi-Fi on board, real-time tracking and next bus information through
the citys free Miami Beach e-Gov app.
To evaluate the performance of trolleys and Miami-Dade Countys South
Beach Local, the city will launch a mystery rider program to assess the
service in four basic areas: on-time performance, cleanliness, customer
service and safety. Reports will be created on a quarterly basis and efforts
will be closely coordinated with Miami-Dade County and the citys trolley
operator in order to provide the best service possible to all transit users.
During the 2013 Art Basel show, the city implemented a pilot program
to perform traffic monitoring and management by having engineers
proactively make changes to the signal timing at critical intersections
to avert heavy congestion and keep traffic flowing along our roadway
network. The results were overwhelmingly positive in helping to
alleviate congestion.

S&P Elevates Miami Beach
This past July, Standard & Poors (S&P) Ratings Services raised
its rating on Miami Beachs general obligation (GO) debt two
notches to AA+, one level beneath AAA rating.
The rating reflects Miami Beachs very strong local economy with
projected per capita effective buying income at 151 percent of
the national average. Additional factors included strong overall
budgetary performance and very strong budget flexibility and
liquidity with significant reserves. Based on past debt issuances,
S&P believes that the City has exceptional access to capital
markets to provide liquidity needs if necessary.

Storm Water Management
A trees canopy has the ability to hold and slow down the flow of
water to the ground, resulting in stormwater cost savings, erosion
reduction and pollution control, said Director Eric Carpenter, Miami
Beach Public Works.
Studies conducted on the temporary retention of rainfall by a trees
canopy demonstrate how a mature evergreen has the capability to
intercept over 4,000 gallons of rainfall per year. When you multiply
that amount by the 25,000 plus trees in Miami Beachs urban forest,
the number can be truly staggering.
Trees release water back into the atmosphere through a process
known as transpiration. This can also potentially save money by

The 1980s brought about a renaissance for South Beach and in 1988 Lummus Park was listed in the United States national register as a historic
landmark. The city continued to grow and thrive through the 1990s, and with funding from a bond issue, reforestation efforts commenced at
Lummus Park. Working with local activists, approximately 500 small palms in the park were planted to replace those lost in previous years and to
start the next generation of palms in the park.

Is the new Miami Beach Convention Center
moving forward?
Yes, it is absolutely moving forward and at warp speed. On July 30, the Miami
Beach Commission opened up the bid process for companies interested in
redesigning the citys convention center. It is expected that the City Commission
will approve a firm this December, which will complete design documents and
construct a state of the art convention center with a $500 million renovation
cost by December 2017. A 6.5 acre park is also part of the scope, and this is
projected to be completed by mid-2018. Groundbreaking for the convention
center is estimated for early next fall.

uring middle school years, teens are faced with physical, social
and emotional changes. Teenagers often feel too old for child
care, yet studies show that they are more likely to engage in risk
behaviors during after school hours. The Miami Beach Teen Club began
six years ago with the goal to prevent and/or reduce negative behaviors
through programming and guidance by keeping participants in a positive
environment.
