1. PROJECT DESCRIPTION
The Mafraq to Al Ghweifat Highway (E11) is an existing dual two-lane
highway from Mafraq to the border post at Al Ghweifat, a distance of
approximately 327km. Each carriageway comprises two lanes of 3.65m
width and a hard shoulder and the two carriageways are separated by
a median of around 16m width including the inner shoulders.
The E11 highway has the worst safety record in the Emirate and is one
of the worst performing highways in the world. In 2010 approximately
16% of all fatalities and 27% of all serious injuries (51 and 63
respectively) in the Emirate of Abu Dhabi occurred on the E11
highway. These statistics continue to demonstrate the urgent need for
the upgrade of the highway.
The Project comprises four Highway Sections detailed designs for the
upgrading and widening of Highway Sections 1, 3 and 4 (totaling 254
kilometers) have been procured by the Department of Transport.
Highway Section 2 comprises the E11 between approximate chainages
66 and 145 kilometers. Upgrading of this section of approximately 74
kilometers is currently underway, including a 54 kilometers bypass
around the town of Ruwais and the upgrading and widening of a 20
kilometers section located at the western end of the bypass.
Construction work was commenced in August 2008 and is expected to
be completed towards the end of Q1 2012.
The Project Location Map (Figure 1.1) shows the road layout for the
Construction Sections which is the subject of this Tender, namely:
Construction Section 4B between approximate chainages 300 and 327
kilometers

Chainage 300 to 327 is from the west of the existing Himeem
interchange (E11 and E65) to the existing Mafraq interchange (E11
and E22). The highway will be uprgaded to dual 4 and includes the
construction of 3 interchanges along the route and approximately 7km
of collector-distributor road. This section has been designed by Mott
MacDonald.
The approved highway corridor for this section is 105m from the
centre line of the existing road.
