INTRODUCTION
ECSPP is the State Partnership Programme with Chhattisgarh
State which is based on the European Commission (EC), India
Country Strategy paper (CSP, 2002-06) and the National
Indicative Policy (NIP, 2005-06). Chhattisgarh is to receive
80million earmarked for this programme.
The Chhattisgarh SPP focuses on providing budget and
technical assistance to initiate and continue reform process in
education, health and forest-based tribal livelihoods sectors.
In the last years, the partnership has filled vital gaps in the
health systems through its complementary and consolidating
approach, which could not be or were inadequately covered
through the state government budget or support from National
Rural Health Mission.

The main objectives of this Programme are

2. Environmental protection and management
3. Improving governance

BUDGET FLOW IN ECSPP
FUNDS DETAILS
European Union State Partnership Program has
received its fund from donations of European
Union for the help of Indian Govt.
Received amount will be utilised by the various
organizations having partnership with state Govt.
For the same we are collect the budget from all the
districts and agencies for their requirement.
After that we send the proposed budget to the Directorate
of Finance for the approval of allocation of fund.
Than after we release the funds to the districts and
agencies.

UTILISATION OF FUNDS
ECSPP will released the amount to State Partners
and the same will be utilised only for the purpose
of funds allotted to them.
For expend the fund each partners shall have
followState Procurement Rule.
At the time of release of Fund ECSPP has also
issued some direction about using of the fund.
The Directions shall also be followed by the
Partners of the Programme.

SCOPE OF PROCUERMENT AUDIT
ECSPP conducted procurement audit to Verify followings:-
a) To check compliances of State Procuerment Rules.
b) To comply the steps and terms mentioned in the allotment
letter by competent authority.
c) To ensure the quality of work/services/material procured.
d) To follow the state rules and guidelines as and when
applicable.
e) To find out the proper utilisation of fund for which it was
allotted.
SCOPE OF PROCUERMENT AUDIT
Evaluation Method is as follows
a)
Technical Bid Evaluation = Score Obtained/Max Marks
Obtained x 100
b)
Financial Bid Evaluation =
(1-(Bid Price - Min Price)/(Max- Price - Min Price)) x 100
c) Total Marks = 20% of Fin Bid + 80% of Tec Bid
