1-Billion fund to tackle


climate change concerns
The Climate Change Commission (CCC) is now
raising the capacity of local government units (LGUs) in
the country to implement climate change action plans
next year that will be financed through the P1 billion
Peoples Survival Fund (PSF).
CCC Secretary Lucille Sering said that the Department of Budget and Management, Department of the
Interior and Local Government (DILG) and her office
recently signed a joint memorandum circular to track
climate change expenditure in the local budget.
The signing boosted CCCs effort to disseminate information about climate change programs and activities
to vulnerable LGUs.
By next year, we are looking that 50% of vulnerable
towns and cities will comply with the policy directive,
Sering told reporters at the sidelines of climate change
workshop for Visayas journalists held this city on October 13.

UNHCR delivers fresh batch of


non-food items in areas in Eastern
Visayas hit by Yolanda
TACLOBAN CITY- The United Nations High Commissioner for Refugees (UNHCR) started distributing on
October 13 thousands of core relief items to priority areas
in this city as part of its on-going recovery assistance.
The UN refugee agency began its distribution of 4,000
hygiene kits comprised of toiletries, wrap-around clothing and undergarments in four transitional shelters in the
north of the city where 372 displaced families from the
hardest-hit communities of the San Jose district are temporarily relocated.
The hygiene kits will be apportioned across the agencys
sub-offices in Ormoc City in Leyte and Guiuan, Eastern
Samar for subsequent distribution in the coming days.
The delivery of these core relief items from the UNHCR
is primarily linked to their global protection mandate in
situations of displacement resulting from conflict and natural disasters.
These hygiene kits help improve the water and sanitation conditions for displaced families in their new and
temporary relocation sites by mitigating risks of certain
diseases, said Eilish Hurley, UNHCR associate protection
officer in Tacloban.

Earlier this year, the UNHCR completed its distribution


of emergency core relief items such as tents, plastic sheets,
blankets, jerry cans, kitchen sets, solar lanterns and other
essential non-food items across three regions in the central
Philippines.
To date, and since November last year, we have delivered core relief items to more than 700,000 of the most
vulnerable of the affected populations including those in
far-flung areas, Hurley added.
Meanwhile, the International Organisation for Migration (IOM) coordinated with UNHCRs protection team to
bring their energy-efficient charcoal-fueled stoves to these
priority areas.
The UNHCR is also set to distribute another batch of
solar-powered lanterns later this year. Solar lanterns are
regarded as one of the most innovative relief items in the
agencys operations, lighting up communities to help the
safety and security of families.
UNHCRs emergency and recovery efforts are part of an
inter-agency humanitarian response to typhoon Haiyan in
coordination with government authorities and local communities. (PR)

DOLE intensifies
campaign on child
labor in E.Samar

TACLOBAN CITY-The Department of Labor and Employment (DOLE) is strengthening on the implementation
of laws on child labor, particularly in Eastern Samar, alarm
on the increasing number of children forced to work at
their young age.
According to Exequiel Ronie Guzman, assistant regional director of the DOLE-8, Eastern Samar appeared to have
the highest number of child labor cases.
Based on their data covering the period of February
to April, 2013, there were 1,389 children who are working

TACLOBAN CITY- Extending until 30 years
of age for one to be considered as eligible as an
SK (Sangguniang Kabataan) would entail a long
legal process.
Thus said lawyer Jose Nick Mendros, regional director of the Commission on Elections
(Comelec), when asked on his stand on the proposal to widen the age requirements for one to
be considered as an SK.
Senator Ferdinand Bongbong Marcos filed
a resolution extending the age requirements for
the SK up to 30 years old from the present 15 to
17 years old.
According to Mendros, if the proposal of Sen.
Marcos will be considered, this will take a long
process as Congress has to amend the law on age
requirement for the SK.
On top of this, the age requirement for one to
run for a local post like mayor or even governor
has also to be amended considering that even a
22 year old could run for a local post, Mendros
said.

The Comelec regional director, however, said


that he personally believes that for one to be eligible as an SK, the age requirement must be from
15 to 25 years old.
Increasing the age requirements for SK members to 25 years old would result to wider range
of choices for youth leaders, Mendros explained.
If we want to increase the age of SK to 30
years old therefore we need to amend the law
that allows for a person to run for elective position like on local chief executive position by
also increasing their age to above 30 years old,
he added.
Leyte Vice Governor Carlo Loreto, meantime,
said that while their council continue to function
even without a representative from the SK, he
still want to see one saying that they are better
situated to really know the needs and concerns of
the young sector they represents.

are now 220,416 eligible voters for the youth

DOLE restarts inspections among business


establishments in EV to check labor law compliance
TACLOBAN CITY The Department of Labor and Employment (DOLE) has resumed its
first post-Yolanda routine inspection of establishments in the region to come up with updates of
destroyed establishments and check their compliance to labor laws.
The DOLE regional office targets 1,120 establishment for this years inspection launched two
months ago and will be completed on October 31.
We are supposed to start the routine inspection early this year but we were preoccupied with
emergency jobs and livelihood programs, said
DOLE regional mediator-arbiter Roy Buenafe.
The official said that aside from tracking the
establishments compliance to more than 70 labor
laws, they will also assess the status of establishments in Leyte, Samar, and Eastern Samar after
the super typhoon.
After the rapid assessment last year, we dont
have any survey of typhoon-related impacts to establishments. We need to know of their situation
and find ways to assist them, Buenafe said.
He even raised doubts that the region will be
able to meet the target of 1,120 firms since have
not yet resumed their operation after November
8, 2013.
As of end of September, 711 establishments
have been inspected by nine labor laws compliance officers, accounting 63% of the target.
This years inspection applies the rules on labor laws compliance system under Department
Order 131 issued July of last year.

Commerce and Industry, said the national government should focus on assisting business own-

ers instead of checking whether some standards


are not followed.
Its hard to follow all the standard given our
situation after Yolanda. The national government
is very slow in assisting us so we just have work
whatever is left in our business, said Cua, who
owns the Tacloban Ultrasteel Corp.
Of the three branches that he owns, only one
has resumed its operation.
Buenafe, however, said that the new routine
inspection is not just design to detect violations
but to encourage compliance.
The old inspection aims to compel owners
to comply but the new one is developmental approach. If there are deficiencies, we will guide
employers how to comply instead of punishing
them, he added.
In the priority list are establishments with
more than 10 workers, contractors, engaged in
hazardous word, employing child workers, registered sea vessels engaged in domestic shipping
and bus companies.
Others are also covered in the inspection
but they are not the priority establishment. For
smaller businesses, our intervention is training
and advisory visit where we inform them of other options so they could be exempted, Buenafe
explained.
The DOLE earlier reported that 2,290 business establishments have been destroyed by
strong winds and storm surges here in the region
due to the onslaught of Yolanda.

The labor official said that poverty remains to be the
main reason why cases of child labor exists in Eastern Samar, considered to be one of the most depressed provinces

The P1 billion fund will focus on providing technical assistance to 4th to 6th class towns
where local resources are not
enough to hire experts to support less competent planning
officers.
Capacity building is twice

than putting up hard infrastructure in mitigating the impacts of
climate change. It requires political will especially if it would affect their development agenda,
Sering added.
The assistance will concentrate on local governments harmonization of climate change
mitigation, disaster response
and development plans.

provides the long-term finance
streams to enable the government
to effectively address the impacts of
climate change.
The fund can be used to implement local climate change action
plans and make communities more
resilient to climate-induced disasters, according to the CCC.
Adaptation activities are related
to water resources management,
land management, agriculture and
fisheries, health, infrastructure development, natural ecosystems and
capacity building.
In 2009, the government enacted the Philippine Climate Change
Act (CCA). After a year, the Philippine Disaster Risk Reduction and
Management Act was passed, complementing the CCA.
Planning took place in 2011 and
it was followed with a climate tagging in 2012. This year is the issuance of supplemental guideline for
CCA implementation.
We really work hard on this
because we have a timeline, but we
can only have this implemented
in 2015. We will start the compliance monitoring early next year.
We might be surprised that a lot of
them have complied already, Sering added.

DOLE strongly calls for the barangay and the local


government units officials on the rampant cases of child
labor in the region.
We also work together with the DSWD (Department
of Social Welfare and Development) to reduce cases of
child labor by providing livelihood assistance to prioritized parents who have minor children and is vulnerable
to child labor, Guzman added.
Apart from the livelihood programs, DSWD also
conducted parents counselling for them to be informed

Two earthquakes

TWO items grabbed my attention these past days.


Both commanded intense prayersof thanksgiving, expiation and petition. One was the first anniversary of the 7.2
tremor that hit my beloved province of Bohol, and Cebu
where Im now assigned.
The other was the Synod of Bishops on Family now going on in the Vatican, which some observers also considered as a kind earthquake. Its mid-Synod report generated
quite a heat among many who certainly are seeing things
from different angles.
The Bohol earthquake destroyed a lot of churches, but
it strengthened also the faith of many. It also brought out
the resilient character of the people. Its a good reason to
be happy and thankful, and to still hope that things, and
the people especially, continue improving.
Its different with respect to the Synod. The cracks, potential destruction and havoc it is producing are so very
subtle that many do not even notice them. Thats why, that
gathering to the eyes of many has become more disturbing.
But there is always hope, and so lets pray that with the
open, candid but respectful discussion the Pope is promoting in this Synod, the issues would be resolved properly, with every voice and observation given due attention
and blended, hopefully seamlessly, in one organic, living
piece, with the divine spirit animating it.
Its not an easy task, of course. And so we really have
to implore the help of the Holy Spirit to guide our Church
leaders to come out with a document that would make
everybody happy. That may sound impossible, or at least
improbable, but hope always springs eternal. We just have
to try to be most receptive to the Spirits promptings.
The main issue, to my mind, is how to fuse together the
exclusivity of truth and the inclusivity of charity. In this regard, it may be useful to keep in mind all possible leanings
and biases people can have and try to craft a document
that would be kind of politically or pastorally correct for
everyone, not favouring one over the other.
We have to presume that everyone is for God, that
everyone is for the truth, charity, justice and mercy, that
everyone is a sinner called to become a saint, etc. But we
have to get real on how each one is in his concrete condition.
Some can be described as conservatives, others liberal,
some saintly and pious, others openly sinful, some are of
the intellectual and theoretical type, others are more of the
pragmatic kind, some steeped more in tradition, mould,
keen in innovations, etc. We also have straight and gay
people.
This is not to mention that people are classified according to age, sex, profession, social, economic and health
condition, talents, charisms and other endowments. Some
are healthy, others not, others may even be in the ICU. Everyone has to be respected, loved and cared for.
Yes, we have to give more attention and care to the
needy, confused and lost but not at the expense of sacrificing those who are well-off, clear-minded and very much in
the mainstream of orthodoxy.
A way has to be found to make everyone care for one
another, with the better-off giving more to those who are
more in need who actually can also give something precious, if intangible, to the better off.
Whatever document or comment or initiative our
Church leaders make about his pastoral ministry should
be tactful, avoiding anything that can disparage, much
less, alienate in any way certain sectors. They have to learn
to be most prudent, discreet and delicate especially in
their words.
Of course, man will always be man, still haunted by his
weaknesses, mistakes and all that, but Christ has already
come and redeemed us with his death and resurrection,
and all we need to cure what is sick, right what is wrong,
heal what is wounded is already given to us, entrusting the
Church with the power to dispense those means.
Its right that Christs redemptive work, while already
perfect and made available to us, still remains a mystery
that can spring surprises to us. But these surprises will
never be a denial of what is already known and lived by
us as authoritatively taught by the Church, but rather a

At the height of the media blitz on the coming of Pope Francis to the Philippines from
Jan 15-20 next year, news relative to this
much-awaited event unceasingly grab the
headlines, good or not quite so. This is perfectly normal and even appreciated because
the people are becoming more aware of the
details about this rare visit of the Vicar of
Christ. What is devastating is that there are
people whose motive could be just like that
of pranksters, who ride over a hype to sow
deceit, confusion and division.
Very recently, one article popped in the Internet purporting to be an independent news
provider masquerading as depository of
truth but ultimately turned out to be a hoax.
This pertains to the alleged strongly-worded
letter sent by His Holiness Pope Francis who
is the biggest guest of Tacloban City and Palo
town in Leyte province reportedly on January 17. And this hoax has got to do as well
with the sensational move of the municipal
government of Palo in finally transferring the
Typhoon Yolanda victims from their makeshift
bunkhouses in Brgy. Candahug to a distant
Brgy. Tacuranga.
The untruthful news wanted the people to
believe that the Pope, who is exemplifying the
virtues of kindness and amity, being the Vicar
of Christ, was infuriated by the resolve of the
mayor of Palo to remove the displaced vicdeepening of those.
We have to revisit the doctrine on graduality and conversion as articulated in Familiaris consotio and see to
it that it does not degenerate into relativism, which is to
make God according to our designs. Everyone needs continuing conversion, you, me, priests, bishops and even the
Pope. Lets help one another instead of quarreling.

too, to hide the truth that until now these displaced victims have nowhere to go and are
not well served with their survival needs by

The archdiocese of Palo also claimed this
news on the Papal letter is untrue. However,
there is no official statement from the Bishops Residence obtained so far by LSDE on

forests following reports of

eagle, whose specie is on
the brink of extinction, at
the Samar Island National
Park (SINP).
DENR-8 Regional Director Leonardo Sibbaluca
said that he is urging and
soliciting support from the
local government units,
stakeholders, private groups
and the public for the preservation of the remaining
forests in the
Island of
Samar serving as the habitat of the Philippine Eagle
(Pithecophaga jefferyi).
He pointed out that the
participation of the public
and other stakeholders is
crucial in the preservation
of the Samars forests and

NOTICE is hereby given that this
application will be heard by this Board on
OCTOBER 30, 2014 at 9:00 a.m. at its
office of the above address.
At least TEN (10) days prior to the
above date, applicant/s shall publish this
Notice of Hearing in a newspaper of local
circulation.
This application will be acted upon by
this Board on the basis of its records and
documentary evidence submitted by the
parties, unless the Board deems it necessary
to receive additional documentary and/or
oral evidence.

the route: TACLOBAN CITY - KASSEL ABUCAY & VICE VERSA with the use of

and subsisting up to June 17, 2017.
In the present application, applicant
request authority for reconstitution of
records of the said certificate for the same
route and number of unit/s.
