Subject: RE: Urgent: High Priority RM&E Task for FCRPS Litigation Contingency Actions
Date: Tuesday, August 04, 2009 6:15:32 PM

My impression from yesterday is that for the purposes of the documents we are preparing this week, we
will not be undertaking the exercise of trying to identify areas where additional efforts are needed in
order to conform to the scientists' recommendations WITH THE EXCEPTION OF enhancements to the
IMW and/or fish in-fish out monitoring projects.  I recall Barry saying that for the purposes of this
week's write-ups, if we covered IMWs (with potential enhancements), fish in-fish out monitoring, and
the Science Center's proposed modeling work we would be covering much of what the scientists
recommended.  So the first half of Russell's e--mail (with the writing assignments) seems correct to
me.  A thorough review of the scientists' recommendations and a crosswalk to existing or planned
R,M&E efforts should probably wait until we get this week's assignments done - perhaps until after the
August 14 court filing.

That, at least, was my takeaway from yesterday.

Subject:        Urgent: High Priority RM&E Task for FCRPS Litigation Contingency Actions

RM&E Workgroup leads and managers;

I was asked to send this on behalf of Lynne Krasnow: This is for internal AA and NOAA use.  Do not
distribute.

As part of the FCRPS Contingency actions the RM&E workgroup and a group of additional select NOAA
and AA staff have been tasked with completing products by COB Tuesday the 3rd (Tomorrow).

These products include: what additional RM&E is needed per the invited scientists,  what the AA's and
NOAA are currently doing that addresses these needs and what the AA and NOAA proposes in addition
to address the following  key issues.  We need from each lead (By COB tomorrow) a 2 pager that has
this information:
- A 2 page briefing  "Life Cycle Modeling" (Lead John Ferguson)
- A 2 page briefing  "Fish-in Fish -Out Monitoring" (Russell Scranton)
- A 2 page briefing  "IMWs" (Chris Jordan)
- A 2 page briefing  "Tributary Monitoring Needs for Climate Change"  (Lead Chris Jordan) (Note as
discuss this may be part of the IMW paper or may be a stand alone paper, and it should incorporate
work from the 2 pager from Kim Kratz and Chris Jordan)

All work group leads review the following:

The final product, which Russell Scranton is working on, is a review of the 23 comments and question

000073
the panel of scientists recommended needed to be addressed.
1.       The NWFSC and others needs to review our preliminary list drafted from Jeff Steir, John Ferguson
and Chris Jordan, to make sure the invited scientists comments and questions are properly identified.
2.       The RM&E workgroup leads need to review the list of activities already underway, or planned for
each action and identify what ongoing or additional monitoring will address these comments
3.  If the leads find gaps; please provide recommendation on how to fill those gaps.
4. (Note: If additional needs are identified in step 1., Russell Scranton will follow up with the leads to
conduct steps 2 & 3.)

Comments need to be submitted to Russell Scranton by 1pm to be fully integrated into our draft
response.
