Increase in Subsistence Allowance for officers and personnel of the AFP,

PNP and related services by 2015


Magdalo party-list lawmakers expressed confidence that, come resumption of session, the House
of Representatives will pass the proposed increase in the subsistence allowance for all officers, enlisted
personnel and related services contained in House Joint Resolution No !!
"#he House $ommittee on %ppropriations has already approved and recommended the plenary
consideration and passage of House Joint Resolution No !!,& Rep 'rancisco %shley ( %cedillo and
Rep )ary $ %le*ano revealed
HJR No !! is entitled "Joint Resolution increasing the subsistence allowance of all officers,
enlisted personnel, candidate soldiers, probationary second lieutenants, cadets and civilian active
auxiliaries +$%%, of the %rmed 'orces of the -hilippines +%'-, and all commissioned and non-
commissioned personnel of the -hilippine $oast )uard +-$),, -hilippine National -olice +-N-,, .ureau
of 'ire -rotection +.'-, .ureau of Jail Management and -enology +.JM-,, and -hilippine National
-olice %cademy +-N-%, cadets from ninety pesos +-/000, to one hundred and fifty pesos +-!1000, per
day effective July 20!3&
%cedillo and %le*ano noted that the 4enate has recently passed a similar or counterpart 4enate
Joint Resolution No 2 which the 5epartment of .udget and Management endorsed for enactment, with
the recommendation to include the uniformed personnel of the -$) and the National Mapping and
Resource 6nformation %uthority +N%MR6%,, as well as for the increase in manpower strengthen of
certain agencies as stated in the 5.M7s comments dated 4ept 2, 20!3 submitted to 4enator %ntonio
#rillanes 68 +$hairman of the 4enate $ommittee on National 5efense and 4ecurity,
#he 5.M also recommended that the increase in subsistence allowance be implemented in
January 20!1, as provided in the 4enate-approved measure, although the House Joint Resolution authored
by %cedillo and %le*ano would prefer its proposed retroactive effectivity of January 20!3
6n urging House passage of the *oint resolution, %cedillo and %le*ano stressed that "it is high time
that we recogni9e and honor the very vital roles played by our soldiers and policemen and related
personnel by looking after their welfare and providing them with decent and ade:uate compensation as
well as reasonable and substantial benefits&
#he authors stressed that the !/;< $onstitution provides= "#he %rmed 'orces of the -hilippines
+%'-, is the protector of the people and the 4tate 6ts goal is to secure the sovereignty of the 4tate and
the integrity of the national territory&> and that "#he preservation of peace and order within the regions
shall be the responsibility of the local police agencies which shall be organi9ed, maintained, supervised,
and utili9ed in accordance with applicable laws&
$learly, the authors lamented, the current subsistence allowance they receive can hardly support
the subsistence of the family of soldiers and police personnel, noting that the National 4tatistics ?ffice
officially stated that monthly cost of living for a family of five +1, should be at least -!@,20000 in order
to recoup a decent living
"6t is the prime concern of the 4tate to provide ade:uate remuneration and benefits for the
protectors of our people,& the authors declared as they appealed for the support of their colleagues for the
