SUMMARY
The National Council of La Raza (NCLR)the largest national Hispanic civil rights and
advocacy organization in the United Statesworks to improve opportunities for Hispanic
Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR
reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia.
To achieve its mission, NCLR conducts applied research, policy analysis, and advocacy,
providing a Latino perspective in five key areasassets/investments, civil rights/immigration,
education, employment and economic status, and health. In addition, it provides capacitybuilding assistance to its Affiliates who work at the state and local level to advance opportunities
for individuals and families.
Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization
headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country.
It has state and regional offices in Chicago, Los Angeles, Miami, New York, Phoenix, and San
Antonio.
BACKGROUND
NCLRs Housing and Community Development component seeks an Associate Director to
assume strategic and operational responsibility of the NCLR Homeownership Network (NHN).
The NCLR Homeownership Network is the largest family of community-based organizations
working together to empower Latino wealth-building through homeownership by developing
effective, efficient programs that blend research, advocacy, and direct consumer counseling. The
NHN consists of 44 community-based organizations that receive grant funding from NCLR to
provide housing and financial counseling to Latino communities in 25 states across the country.
NHN organizations collaborate with financial institutions, government entities, and other
community institutions to increase Hispanic homeownership and other asset-building
opportunities. The Associate Director of the NHN will play a vital role in the development and
execution of strategic initiatives, programs, and partnerships to improve the capacity, efficiency,
and influence of housing counseling organizations. This position reports to the Vice President,
Housing and Community Development (located in Washington, DC), and the Director of the
NCLR Homeownership Network (located in Phoenix, AZ).
RESPONSIBILTIES
Manage the daily operations of the NCLR Homeownership
Network, including a team of community development specialists located in Phoenix, AZ;
San Antonio, TX; and Washington, DC.
Institute systems, processes, and standards that incorporate
relevant databases where necessary, and ensure that the team operates at a high level of
efficiency and provides quality assistance.
Supervise and support staff in providing high-quality technical
assistance to nonprofit organizations in the NHN.
Manage existing funder relationships, fundraise, and communicate
the impact of the network to NHN partners.
Serve as the main contact with the Department of Housing and
Urban Development (HUD) Office of Housing Counseling.
Assist NHN fundraising efforts through grant writing for federal
and private sector funding, as directed by the Vice President of HCD.
Support the work of portfolio agencies by conducting program
evaluations, identifying programmatic barriers, and making recommendations.
Learn and implement NCLR programmatic guidelines, objectives,
and standards; communicate these systems to NHN grantees and contracted nonprofit
partners; and monitor grantees progress in applying the systems to their programs.
Assist in the development of strategies to educate policymakers
and other federal agencies about the importance of housing counseling funding; set up indistrict and Capitol Hill visits with NHN members, draft support letters, and develop
relationships with key policymakers.
Work with the National Housing Resource Center (NHRC),
housing counseling intermediaries, and other industry partners to promote the importance of
housing counseling and financial literacy.
Participate in external advisory groups, boards, or committees as
appropriate.
Communicate to management and other team members the status
of grantees and contracted partners within the representatives portfolio, including progress,
setbacks, or other issues.
Provide other program support activities as determined by the supervisor.
QUALIFICATIONS
Bachelors degree required; masters degree preferred
At least three years of experience managing a housing counseling program; candidates
with experience working for a housing counseling program or for a housing counseling
intermediary organization will be considered; knowledge of HUD programs preferred
Ability to develop work plans, set deadlines, work well with minimal supervision,
manage multiple tasks, and prioritize assignments
Ability to develop and implement field outreach strategies with community-based
organizations and/or advocates at the local or national levels required
Demonstrated commitment to the Latino community required; background in issues
related to housing or community development strongly preferred
Familiarity with quantitative and qualitative evaluation and research methods or
demonstrated ability to manage research consultants
Familiarity with government entities (federal, state, local) involved with developing and
implementing housing and community development programs
In-depth understanding of online technology, databases, and other computer applications
such as Adobe and Microsoft Office programs
Experience with housing counseling online data systems such as Home Counselor Online
and CounselorMax a plus
Ability to learn new computer software quickly
Experience with community-based programs, especially those involved in case
management and close contact with clients strongly preferred
Experience in customer service a plus
Demonstrated capacity to collect, analyze, interpret, and report program data
Bilingual in English and Spanish a plus
Flexible with regard to schedule, work hours, travel (approximately 30%), and work
assignments, including ability to work overtime or on weekends when necessary; reliable job
attendance essential
