SUMMARY
The National Council of La Raza (NCLR)the largest national Hispanic civil rights and
advocacy organization in the United Statesworks to improve opportunities for Hispanic
Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR
reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia.
To achieve its mission, NCLR conducts applied research, policy analysis, and advocacy,
providing a Latino perspective in five key areasassets/investments, civil rights/immigration,
education, employment and economic status, and health. In addition, it provides capacitybuilding assistance to its Affiliates who work at the state and local level to advance opportunities
for individuals and families.
Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization
headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country. It
has state and regional offices in Chicago, Los Angeles, Miami, New York, Phoenix, and San
Antonio.
BACKGROUND
NCLRs Housing and Community Development (HCD) component is seeking a Grants and
Agreements Specialist to provide programmatic and financial administrative support to HCD
leadership, the NCLR Finance department, and affiliated organizations. The candidate must
demonstrate an understanding of federal grants requirements; strong organization, administrative,
and computer skills; and the ability to work cooperatively with NCLR staff and field offices.
The mission of HCD is to increase the wealth of Latino communities and families through
community-based programs. A primary vehicle for achieving this goal is through support of the
NCLR Homeownership Network (NHN), NCLRs largest wealth-building program. NHN
consists of more than 50 community-based organizations that receive grant funding from NCLR

to provide financial and homeownership counseling to Latino communities in 23 states across


the country. NHN organizations collaborate with financial institutions, government entities, and
other community institutions to increase Hispanic homeownership and other asset-building
opportunities.
This position reports to the Vice President for Housing and Community Development (located in
Washington, DC) and the NCLR Homeownership Network Director (located in Phoenix, AZ).
RESPONSIBILTIES

Review invoices for appropriate documentation and approval prior to request for payment to
headquarters.
Process invoices using accounting software to record, store, and analyze information.
Ensure all subgrantees invoices are collected and payments are distributed to the subgrantees
within the grant cycle.
Assemble and process shipments.
Monitor travel expenses and use of the company credit card to ensure compliance with
company policy.
Prepare requests for payment for all accounts payable, NHN subgrantee contracts, and staff
reimbursements.
Organize and maintain files for all funding and grant relationships.
Maintain the accounting system for tracking all expenditures and the production of
expenditure reports.
Perform other support duties as deemed necessary and appropriate.

QUALIFICATIONS

Effective knowledge of office procedures, methods, and operations


Working knowledge of bookkeeping, accounting, and a basic understanding of operations in
nonprofit organizations and governmental programs
Strong oral and written communication skills
Ability to develop work plans, set deadlines, work well with minimal supervision, manage
multiple tasks, and prioritize assignments
Ability to work both independently and in a team environment
Knowledge of Microsoft Word, Microsoft Access, Microsoft Outlook, Microsoft Excel, basic
HTML, QuickBooks, webinar applications, and other technologies as required; knowledge of
the HUD HCS system, Citysoft CE, and grants.gov system preferred; must have the ability to
learn new computer software quickly
Bilingual in English and Spanish a plus
Flexibility with regard to schedule, working hours, travel (approximately 10%), and work
assignments, including ability to work overtime or on weekends when necessary; reliable job
attendance essential
Strong typing skills (minimum 60 WPM); ability to produce accurate and complete (errorfree) high-quality products within allotted time

Ability to maintain confidentiality of information
