OFFICIALS DRESSCODE POLICY
DBOA requires that each member of the chapter represents themselves in a professional manner at all times.
Proper attire shall be worn to all games, and it is preferred that officials not wear their uniform to their
assignments. The standard to use to determine what professional/casual will be is in the DBOA dress code
policy listed below.
Professional Attire for Varsity Officials
DBOA Varsity Officials are expected to dress neatly and to exercise common sense in selecting clothing
and footwear appropriate for game sites. All hair shall be neatly groomed, shaved, and worn in a business
like style.
Appropriate Attire for Women: Personal appearance is important. The dress and general appearance of
female officials shall exhibit a professional demeanor. The policy is more clearly and explicitly defined but
not limited to the following:
1. Suits
2. Dresses
3. Skirts with blouses or sweaters
4. Tailored slacks with professional blouses
5. Jeans
6. Dress Shoes
Appropriate Attire for Men: Personal appearance is important. The dress and general appearance of men
officials should exhibit a professional demeanor. The policy is more clearly and explicitly defined but not
limited to the following:
1. Suits
2. Sports Coats
3. Collared Dress Shirts with or without a tie
4. Dress Slacks
5. Golf Shirts
6. Jeans
7. Dress Shoes
Inappropriate Attire for Women/Men: The policy is more clearly and explicitly defined but not limited to
the following:
1. Any Athletic or Active wear.
2. Flip Flops, Rubber or Plastic Beach Sandals.
3. No shorts and no casual T-shirts with inappropriate logos or language.
4. Hair color and style must be viable and avoid any extreme hairstyles such as Mohawks, large spikes,
ponytails (MEN), beards, and sideburns.
5. Facial piercing and exposed body piercing with the exception of earrings.
6. Clothing shall be free of holes, rips, and low waists, and may not be excessively tight or baggy.
7. No visible undergarments (i.e., bras, thongs, etc.) shall be shown.
8. Non-denim Capri’s may be worn, but must look professional not casual.
9. No low-cut tops, spaghetti straps or halter tops.
10. Stomachs shall not be exposed whether sitting, standing or reaching.

Professional or Casual Attire for Sub-Varsity Officials
DBOA Sub-Varsity Officials are expected to dress neatly and to exercise common sense in selecting
clothing and footwear appropriate for games sites. All hair shall be neatly groomed, shaved and worn in a
casual like style.
• Remember, casual does not mean untidy. Clothing shall be clean, pressed and\or wrinkle free with no
holes or frayed areas.
• Anyone who prefers to follow the Professional Attire for Varsity Officials may do so.
Appropriate Attire for Women/Men: Personal appearance is important. The dress and general
appearance of women and men officials shall exhibit a professional or casual demeanor. The policy is more
clearly and explicitly defined but not limited to the following:

3. Warm-up Suits or Sweats

7. Denim or non-denim Capri’s
Inappropriate Attire for Women/Men: The policy is more clearly and explicitly defined but not limited to
the following:
1. Flip Flops, Rubber or Plastic Beach Sandals.
2. No shorts and no casual T-shirts with inappropriate logos or language.

OFFICIALS UNIFORM
The DBOA Board shall establish the approved uniform for all assignments. The uniform shall meet the
standards established by UIL (University Interscholastic League) and the Texas High School Basketball
Officials Association (THSBOA). With the exception of any UIL assignments, DBOA’s approved uniform
shall be the only uniform that will be accepted for DBOA assignments.
The standards established by the National Federation shall be taken into consideration regarding any jewelry
worn by officials regardless if male or female. With the exception of wedding bands, all officials shall
make every attempt not to wear any item that would be protruding, dangling, or could possibly inflict a cut
or abrasion to anyone on the court during normal course of action.

Varsity Officials
• The approved uniform for all varsity officials shall be a gray body with black stripes, v-neck shirt with no
side inserts, solid black slacks, solid black socks, solid black shoes, black shoelaces, and a black whistle
attached to black lanyard.
• A solid black jacket with a THSBOA patch shall be worn during the warm-up period before the beginning
of all varsity UIL/THSBOA/TAPPS assignments.
• Any official that is assigned a varsity game as part of their assignment shall use the approved gray with
black stripe shirt.
• All members of a crew, regardless of level, shall be dressed in the same uniform for each assigned game.
Sub -Varsity Officials
• The approved uniform for all sub-varsity officials will be a gray body with black stripes, v-neck shirt with
no side inserts, solid black slacks, solid black socks, solid black shoes, black shoelaces, and a black whistle
attached to a black lanyard.
• A solid black jacket with a THSBOA patch shall be worn during the warm-up period before the beginning
of all sub varsity UIL/THSBOA/TAPPS assignments.
• All members of a crew, regardless of level, shall be dressed in the same uniform for each assigned game.

ARRIVAL AT GAME SITE
Each official has the responsibility and duty to be sure they are able to arrive at the assigned game site
timely. The following guidelines shall be followed for all assignments listed below:
Sub -Varsity: Each official is expected to arrive at the game site and check in with the school officials no
later than 30 minutes before tip-off. The referee (R) will conduct a pre-game conference before arriving on
the court. An official will be considered late and subject to penalties established by the DBOA Board.
Varsity, Non -UIL Assignment: Each official is expected to arrive at the game site no later than 60
minutes before tip-off. The R shall conduct a pre-game conference no later than 30 minutes before tip-off
and an official will be considered late if they are not present for that conference. Any official considered
late shall be subject to penalties established by the DBOA Board.
Tournament Games – All levels: Each official is expected to arrive at the game site no later than 30
minutes before the scheduled game time. The R shall conduct a pre-game conference before arriving on the
court. An official will be considered late to the assignment if they are not present at that conference. Any
official considered late shall be subject to penalties established by the DBOA Board.
UIL Assigned Games: Each official is expected to arrive at the game site no later than 90 minutes before
the scheduled tip-off. An official shall make every effort to check in with the game site administrator as
soon as possible after arriving at the game site. Any official that is not at the game site 60 minutes before
the scheduled tip-off will be considered late for that assignment and shall be subject to penalties established
by the DBOA Board. Any official that is late to a UIL assigned game shall be placed on probation
regarding all UIL assignments. If that official is late for another UIL assignment during the same season,
they will be removed from the DBOA play-off list.

ATTENDANCE
Considering the importance of each official being well educated, each member of DBOA is required to
attend 60 percent of the scheduled General Meetings. A member who does not complete 60 percent
attendance by the last regular scheduled meeting shall be considered a “Member not in good standing” and
will not be eligible for any post season assignments. A member who is not able to attend a General Meeting
due to an assignment from the DBOA Assignment Secretary shall receive credit for that meeting. A
member shall be able to receive a maximum of two missed General Meeting credits for assignments from
the DBOA Assignment Secretary.

Considering the importance of the duly elected Board of Directors, in having to represent the best interest of
the members of the DBOA, each elected member of the Board of Directors shall be in attendance of at least
70 percent of the scheduled or called Board Meetings. When a member of the Board has missed their fifth
unexcused meeting, they shall be placed on probation. If that member misses another Board Meeting, that
member shall then be suspended and must appear before the Board for a hearing to determine if that
member will be able to continue serving in that capacity. The action of the Board will be final. If a Board
member is being replaced, the replacement shall be conducted in accordance with Article V, Officers and
Duties, Section 6, of the DBOA Bylaws as amended.

STATUS OF MEMBERS
The dues and all paperwork required to become a member of the DBOA shall be established by the DBOA
Board. All dues and paperwork shall be received by the Treasurer of DBOA no later than April 1 to be
considered a member in good standing for the upcoming season. All local dues for DBOA are nonrefundable.
An official who is transferring from another recognized high school chapter shall present a referral letter
from their previous chapter. That letter shall provide information regarding the previous experience of the
transferring official and that the transferring official was a member in good standing with no outstanding
fines or ethics charges pending at the time of their departure. The transferring official shall be evaluated on
the floor by approved representatives of DBOA. Once the evaluation has been completed and transfer
paperwork has been confirmed, the Assignment Secretary shall be provided the level that the transferring
official will begin.
A new member is an official that has never officiated for a recognized high school basketball official’s
chapter in the State of Texas. A new member shall be required to complete a training period as directed by
the DBOA Vice President or his designee before they will be assigned to a UIL/THSBOA/TAPPS game.
Because of the need to be sure that all DBOA officials have received proper training before receiving their
first assignments, the deadline to accept a new member shall be November 1 of each season.
Any existing member of DBOA who has not paid their dues, completed their paperwork, and paid any fines
or fees from the previous season by the April 1 deadline will be a ”Member not in good standing.” The
names of those individuals will not be presented to the schools as an active member of DBOA. The
Assignment Secretary will be provided a list of active members by the DBOA Treasurer and no assignments
will be given to any member until he/she has received clearance from the DBOA Treasurer. After April 1,
any previous member of DBOA will be assessed a Late Fee to be determined by the DBOA Board which
will be required to be paid in full before the DBOA Treasurer will place their name on the active list.

If during the season, a member is assessed a fine or fee under the standards established by the DBOA
Board, that fine or fee shall be paid within 10 days of notice. If not, that member shall be designated as a”
Member not in good standing” status, no additional games shall be assigned, and that official shall not be
eligible for the DBOA play-off list.
All members (Dual), upon receiving and accepting assignments from DBOA, are required to close those
dates with any and all high school official’s chapters. Any member (Dual) who, after accepting an
assignment with DBOA, rejects the assignment to work for any other high school officials chapters shall be
referred to the Ethics Committee for possible disciplinary actions.

CAMPS and CLINICS
Our Camps and Clinics are two separate entities within DBOA. They both serve different purposes.
CAMPS: Are designed to train and teach officials the rules, positioning and philosophies of both two
person crews and three person crews. Officials are expected to attend camp each year. Attending
camp is the only process of which an official can improve his/her Proficiency Level (Skill Rank). Two
DBOA Education credits are awarded to officials for attending and completing the DBOA camp.
DBOA Education credits are not awarded for attending other camps unless approved by DBOA BOD.
DBOA members who are selected to participate as a Camp Evaluators shall be awarded two DBOA
Education credits for completing the DBOA Camp. Camp Evaluators and staff shall be paid for their
services rendered at the DBOA camp. It is the duty of the Camp Director to propose the payment
amount to be paid to the camp evaluators and staff not to exceed $350. The proposed amount must be
approved by the DBOA President prior to the event. It is also the duty of the Camp Director to propose
the payment amount of the Guest Speaker(s) participating in the DBOA camp. The proposed amount
must be approved by the DBOA President. All remaining funds from the camp(s) are turned in and
deposited in the DBOA general fund.
CLINICS: Are designed to evaluate officials and identify the possibility of recommending the official’s
Proficiency Level to increase or decrease. In order for an official’s Proficiency Level to improve, that
official must attend the DBOA camp. Official’s proficiency levels can be reduced from their participation
in a DBOA Clinic. Clinics are not guaranteed to any official. One DBOA Education credit is awarded to
officials for attending and completing the DBOA clinic. DBOA members who are selected to participate in
a DBOA Clinic as an Evaluator shall be awarded one DBOA Education credits for completing the DBOA
Clinic. Clinic Evaluators will be paid for their services rendered at the DBOA clinic. It is the duty of the
Evaluation Committee Chairman to propose the payment amount to be paid to the clinic evaluator(s) not to
exceed $350. The proposed amount must be approved by the DBOA BOD prior to the event. All
remaining funds are turned in and deposited in the DBOA general fund.

Rules Clinic at scheduled DBOA Meeting
 A member may earn an education point by attending a Rules Clinic at a designated DBOA meeting
or another approved THSBOA Rules Clinic with proper documentation. The Rules Clinic will be
listed on the meeting schedule on the DBOA website.
 Recorded attendance at the Rules Clinic is a requirement for eligibility to be assigned play-off
games.
 Receive one (1) Rules education point needed for Member in Good Standing.
Two (2) education points are required for eligibility to be assigned games.
Clinics

One (1) education point for each assignment
Limited assignments available for clinics. First preference will be given to more experienced D1 –
D4 officials.

Camp



Two (2) education points due to two days of assignments
An official should receive a more in depth of critique as a result of more than one evaluator
observing on court performance.
Officials will receive copies of notes from each session on areas of strength and areas for
improvement.
A Camp will assist with evaluating the Proficiency of officials from D5 to D1.

PLAYOFF ELIGIBILITY
All members shall meet the following requirements listed below to be considered play-off eligible:
• Be a member in good standing.
• Must have all fines and fees paid in full to the DBOA Treasurer.
• Must attend 60 percent of scheduled DBOA General Meetings.
• DBOA Members without Dual Membership status must work a minimum of 15 Varsity Assignments.
• Dual Membership Members must have DBOA as their primary chapter and a minimum of 25 Varsity
Assignments.
• Must earn two DBOA Education Credits.
• Must take Part I Rules & Mechanics, and Part II Rules (PPO) Tests by UIL, and pass both tests with a
90 percent or above.
NOTE: Members who are eligible for play-offs are not guaranteed games.

HARASSMENT
Each member of DBOA shall be professional with all members of the Chapter regardless of their race, sex,
or gender. Any form of harassment by one member against another member that makes either member feel
uncomfortable or intimidated regardless of sex could be considered harassment. Physical contact is not
required to be considered harassment. Lewd and crude language or conversations with another member
directly or indirectly is inappropriate will not be tolerated. Once the offended member has communicated

their objections, any refusal to stop the action would be considered a violation of this policy. No member of
DBOA that is in a position of authority or influence shall use their position to encourage or coerce favors
from another member of the Chapter regardless of sex, especially favors of a sexual nature.
Any alleged violation of this policy shall be considered a violation of the DBOA Ethics Code and shall be
reported to the Division Director for that member or to the At-large Division Director. If the member is not
comfortable reporting to a Division Director, then the member, for this violation only, can report the
violation directly to the President or any other elected officer of the Chapter.
Violations of the Harassment Policy will be considered a very serious offense. All conversations regarding
this violation shall be kept totally confidential.

ELECTRONIC COMMUNICATION
The DBOA Board shall approve a preferred method of communication for DBOA. At the present time, the
communication methods of DBOA are ZebraWare and DBOA.org website. The database used by
ZebraWare and DBOA.org are the property of DBOA. No misuse of either database to communicate with
members for anything except approved DBOA functions shall be allowed.
Any communication to members of DBOA by another member shall reflect that the database used for the
communication did not come from ZebraWare or DBOA.org. The author of the communication shall
inform the DBOA members that such action is not DBOA approved. The member shall provide an “opt
out” ability for all such electronic communication.
No member of DBOA shall use any public method of communication explicitly defined but not limited to
the following: Twitter, FaceBook, or IM’s to express any false or untrue opinions that are derogatory to any
member of DBOA, coach, school, school staff, or athlete. The opinions expressed by members of DBOA
shall be professional and ethical. No member of DBOA shall submit any video of any DBOA activity or
member without the expressed written permission of that organization or member to any format similar to
but not exclusive of YouTube.
Any violation of this policy shall be considered a violation of the DBOA Policy and Procedures.

OFFICIALS GAME DAY PROCEDURES
All members of DBOA, regardless of level, are expected to follow the procedures listed below and any
violation of these procedures shall be considered a violation of the DBOA Ethics Code.
• Referee shall contact each crew member no later than 24 hours before game time. Umpire(s) should
contact all members of a crew no later than day of game if not contacted by referee.
• Allow adequate time for travel and make needed adjustments to allow for traffic and road construction.
• Confirm site and time of game.
• Secure all valuables in a safe place before entering dressing area.
• Allow extra time for all officials to dress when working with a crew of both sexes.

• Referee or appointed official shall conduct a pre-game meeting with entire crew no later than 30 minutes
before scheduled tip-off.
• Police your dressing area and make every effort to leave your dressing area in same condition that it was
when you arrived.
• Referee or appointed official shall conduct a brief post game meeting with entire crew before leaving
dressing area.
• All members of crew shall make every effort to leave dressing area together after game.
• Per UIL policy, any use of tobacco or tobacco products on a school campus is prohibited.
• Referee shall complete all on-line reports required within 48 hours of completion of game. This shall
include game reports, incident reports, and late or no show report.

FINES/FEE SCHEDULE/DUES
The DBOA Board shall review and approve the Fines/Fee Schedule and Dues that will be used for the
upcoming season at the first scheduled meeting of the Board after April 1. The Fines/Fee schedule that is in
effect for all camps, clinics, and the upcoming season will be the following:
No Show Fine: If an official does not arrive at the game site for an assignment from DBOA and has not
informed the Assignment Secretary and President of the Chapter within 12 hours of the scheduled tip-off,
he/she shall be notified by the approved person and given written notice that he/she was a no-show. The
fine for the first offense will be $25.00. On the second violation, the official shall be fined $50.00 and
reported to the Ethics Committee. On the third violation, the official will have the balance of their schedule
cancelled and will have to appear before the DBOA Board to explain his/her actions. An official that has
violated three times in the same season shall not be eligible for the DBOA Play-off list.
Late to Assignment Fine: If an official violates the standards established by the DBOA Board and is late to
a game site for a DBOA assignment, that official shall be notified in writing that he/she has been reported as
being late to a DBOA assignment. The initial fine shall be $10.00. On the second violation, the member
will be fined $20.00 and the approved person will notify the official that he/she is on probation for the
balance of the current season. On a third violation, the member will be fined $30.00 and he/she will be
reported to the Ethics Committee.
Game Day Reassignment Fee: If an official has accepted an assignment from the DBOA Assignment
Secretary on the day of the game and turns the game back to the Assignment Secretary, he/she will be
assessed a fee of $25.00 for each assignment returned. A waiver of this fine can be requested by the
member for medical, family, or work related reasons that will prevent the official from officiating games.
Reassignment Fee: Once an official has accepted an assignment from the DBOA Assignment Secretary
and the official turns the assignment back he/she will be assessed a fee of $5.00 for each assignment that is
returned. A scheduled game is considered an assignment to a game site and the number of games will have
no factor in determining the amount of the assessed fee. A waiver of this fine can be requested by the
member for medical, family, or work related reasons that will prevent the official from officiating games.

Assignment Error: In the event that a member is assigned to a game and the school does not inform the
Assignment Secretary of a cancellation, change of site, or the member travels to site, the Assignment
Secretary will instruct the school to pay the member the game fee without travel expense. If the member
travels to a game site and the game has been cancelled or site changed and the Assignment Secretary had
been notified within the proper time, the Assignment Secretary shall instruct the Treasurer to reimburse the
member for his travel expense.
Reinstatement Fee: Any official, who resigns, gets suspended, or expelled from the chapter, and/or is not
in good standing shall pay a $25.00 reinstatement fee to become a member of DBOA in good standing.
Transfer Fee: Any official who transfers from another recognized high school chapter in Texas shall pay a
$50.00 transfer fee to become a member of DBOA in good standing.
Late Fee: Any member who registers on or after April 1 shall be assessed a $75.00 late fee to become a
member of DBOA in good standing.
Registration Dues: The DBOA registration dues shall be determined by the DBOA Board by the first
meeting in January before the next season.
Note: All fines and fees can be appealed through the approved process to the DBOA Board but the fine or
fee must be paid in full before the appeal will be scheduled. All fines and fees assessed to any member of
DBOA shall be paid to the Treasurer of DBOA.
DBOA Board Members shall be held at a higher standard than members of the body. As the elected and
appointed members of the organization, DBOA Board Members have a responsibility to conduct themselves
at a standard of excellence in following the Bylaws and Policies and Procedures of the organization. If a
member of the DBOA Board is in violation of the no show and/or late assignment standards set by the
board, the board member’s penalty shall be assessed at the second penalty level.

APPEAL PROCESS
All fines, fees and Ethic Committee decisions may be appealed to the DBOA Board for final ruling. In
order to appeal, the member shall present to the DBOA President and Division Director (Rep.) a written
request to have his appeal heard by the DBOA Board within 30 days of being informed of a violation.
Before an appeal can be scheduled; all fines, fees or penalties that have been assessed must be paid in full.
The Division Director (Rep.) involved in the appeal process is at said time representing the member and is
hereby governed to the Code of Ethics to not discuss or disclose any information to any third party (Board
Members) to prejudice the appeal.
Within seven days of receiving a written request for an appeal, the President shall schedule a meeting with
the DBOA Board and notify the member and Division Director (Rep.) of the date, time and location of the
appeal. The appeal shall be conducted within 14 days of the President receiving written notice of the
appeal. A quorum of the Board must be present to conduct a hearing. The appeal hearing will be conducted
in an Executive Session of the Board.
The member will appear at the location and time scheduled, unless the member has requested and been
granted an extension of the hearing. The non-appearance of the appealing member at the hearing will deem
the original fine, fee, or Ethics decision as being valid. No future appeals will be allowed. Either party can
request and receive one extension of the hearing.

The Board should have no privileged information of the charges and\or information against the accused
prior to appeal hearing. Both the Ethics Chairperson and Accused will have opportunity to disclose charges
of the accused, decision rendered by the committee, and any additional evidence received from the accused
to appeal the charges with the Board at the time of the hearing to prevent prejudice.
After all parties have provided the Board with information about the case, the Board will have an open
discussion regarding what they have heard and vote as to the disposition of the appeal. The Division
Director (Rep.) representing the accused shall not have an opinion or vote regarding the appeal hearing.
Said vote should remain unbiased to prevent prejudice of the Board.
Unless instructed by the President, no member of the Board will conduct any investigation of the case prior
to the hearing. No discussion regarding any information provided in hearing should be discussed outside
the Executive Session by any Board member present. The President will inform any Board member not
present at the hearing of the outcome of the hearing.
Within 48 hours of the hearing, the President will inform the member and Division Director (Rep.) on the
results of the hearing. This notice to the member will be in writing.

ASSIGNMENT PROCESS
The Assignment Secretary and Assistant Assignment Secretary will use the following approved guidelines
when making game assignments.
1. An official will not be assigned to a team’s games at both a home site and an away site with the same
opponent.
2. An official will not be assigned to a team more than three times in one season (excluding tournament
assignments) and no more than three times during district play. (Excluding school districts who specify a
maximum of no more than two games during district play). All Varsity officials who are assigned to a team
more than three games during district play must notify the Assignment Secretary for reassignment.
3. An official will not be assigned to a team on back to back nights regardless of site.
4. Every effort will be made to assign an official two games at the same site for tournament games to
prevent unnecessary travel. Assignments made for games in a tournament from Quarterfinal level up will be
allowed as one game assignment.
5. Each official will be assigned no less than three scrimmages. Officials are encouraged to work additional
scrimmages when possible. A scrimmage assignment is considered the same as a game assignment in
regards to no-show or late penalties.
6. Every effort will be made to mix veteran officials with officials with less experience in non-district
games. Except in extreme cases, no games should be made in non-district that matches all members of the
crew of the same experience level.
7. When District play begins, every effort will be used to use the coaches preferred list with careful
consideration to a coaches scratch list.
8. The Assignment Secretary will utilize the DBOA play-off list of members that have met the criteria and
continue to be a member in good standing of the DBOA. The Assignment Secretary will make every effort

to not assign the same official to more than two games in any Monday through Saturday week, unless
specifically requested by a coach during playoffs. Any official that has been selected to a Regional or State
UIL assignment will be considered not available for assignment for a game 72 hours before their Regional
or State assignment.

officials in writing directly to the President and cc the Assignment Secretary. The President will review and
approve all names requested by the coaches or Athletic Directors before the game can be assigned for
playoffs or UIL assignments.

ETHICS
The Dallas Basketball Officials Association adopts the Code of Ethics as defined by the National Federation
of High Schools (NFHS) and National Association of Sports Officials (NASO) and agrees that each
member in good standing will abide by the standards established in the Code.

VIOLATION OF POLICIES AND PROCEDURES
If a member feels that another member has violated any part of the DBOA Policies and Procedures or
violated the UIL Code of Ethics, that member shall notify their Division Representative in writing of the
alleged violation. The compliant shall specify the provision(s) of the DBOA Policies and Procedures that
has been allegedly violated and it must provide as much detail as possible of the alleged violation. Upon
receipt of the alleged violation, the President will review and determine if any action should be taken
including, but not limited to referral to the Ethics Committee.
The Chairman of the Ethics Committee shall present the complaint to the Ethics Committee within 14 days
for their review. After determining if there appears to be a violation, the Ethics Committee shall review the
information submitted and conduct an investigation necessary to determine the validity of the complaint.
All parties involved should be given the opportunity to address the claims made in the complaint. If the
Complainant withdraws their complaint, the Chairman of the Ethics Committee may become the
Complainant if the facts of the investigation substantiates an alleged violation of the DBOA Policies and
Procedures.
The members of the Ethics Committee shall exclusively be involved in any investigation of the charges
brought against the member. At the conclusion of an investigation of an alleged violation, the Ethics
Committee Chairman shall report to the President the results of the Ethics Committee investigation. The
President shall then notify the Complainant, Respondent and the Division Representative in writing within
48 hours of the decision of the Ethics Committee and inform the Respondent of appeal process. If the
Respondent appeals the Ethics Committee’s decision in accordance with the DBOA Policies and
Procedures, any recommendations for action against the Respondent shall be held in abeyance until the
Board has heard the appeal. Once the Board has heard the appeal, if the Ethics Committee’s finding is
upheld, any recommendations for action against the Respondent shall go into effect immediately.

COMMITTEE GUIDELINES
Article V, Section 2 of the DBOA Bylaws provide for the President to appoint committees and additional
officers necessary to carry on Chapter business. The President shall be an ex-officio member of all
committees except the Ethics and Nominating Committee. The President shall appoint a Chairman for each
committee and each Chairman may select DBOA members to serve on the committee with approval from
the President

The following is a list of standing (S) committees established by the DBOA Bylaws, or ad-hoc (A)
committees that may be established by the President, and a brief summary of the duties and responsibilities
for each committee:
• ATTENDANCE (A) - This committee shall be chaired by the Recording Secretary. The purpose of this
committee will be to establish a system to account for each member’s attendance at all meetings.
• BUDGET (A) - This committee shall be chaired by the Treasurer. The purpose of this committee will be
to provide a detailed budget for the operations of the chapter. The chairs of any committee that may require
funding shall be a member of this committee. This committee shall receive all requests funds for the next
season from the President and each committee in December. At the first scheduled Board meeting in
January, the Treasurer shall present to the Board a proposed budget that would be needed to fund the
operations of the chapter. At the January meeting, the Board shall estimate the projected membership for
the coming season and what amounts for each budget item will be given preliminary approval. At the first
scheduled Board meeting in February, the Treasurer shall present to the Board a detailed budget based on
discussions from previous Board meetings and projected membership and will propose an amount to be
collected as the local dues for DBOA. No later than March 1, the Treasurer shall announce to the
membership the proposed dues for the next season.
• ETHICS (A) – The President shall appoint the chair of this committee. The chair should be a person who
has a reputation of high integrity and would have the ability to judge another member with an open,
impartial and honest investigation of an ethics violation. The chair will need to be very well versed in the
UIL Code of Ethics and the DBOA Policies and Procedures. All members of this committee should exhibit
the same character qualities as the chair.
The Ethics Committee shall report exclusively to the President and shall not discuss any portion of their
investigation with any member of the chapter including the Board until the investigation is complete and a
written report has been submitted to the President. All information acquired during an ethics investigation
shall be kept confidential even after the investigation is complete unless both parties provide a written
release.
• Financial Review (S) – The President shall appoint the chairman of this committee with input from the
Treasurer. This committee should be comprised of members who have knowledge of normal bookkeeping
procedures. At least annually, this committee shall report the financial stability of the chapter’s finances to
the DBOA BOD.
• Program (S) – This committee shall be chaired by the Vice President. This committee shall plan the
weekly educational programs and any camps or clinics for the succeeding year. The committee shall
coordinate all aspects of education for DBOA members with THSBOA Train-the-Trainer standards, which
will include new officials training, meetings, camps and clinics, and make uniform rules interpretations. At
the Vice President’s discretion, additional sub-committees may be established with additional members to
chair the sub-committee. The Education Committee shall provide an overview of the proposed educational
program to the DBOA BOD at the Work Session of the Board but no later than August 1.
• Basketball Rules Interpreter - The President will appoint the chairman of this committee and this person
should be a very experienced official who has extensive high school game experience. This official must
have exhibited an extensive knowledge of the National Federation basketball rules and mechanics. This
Chairman could be a past member of the DBOA. The Chairman will appoint other members to the
committee that have extensive knowledge of NFHS rules and mechanics. DBOA expects each member to be
knowledgeable of the rules and mechanics for each season but the only person who will provide a DBOA
interpretation of a rule or mechanics question will be the chairman or one of the committee members of this

Committee.
• Recruiting and Retention - The President will appoint the Chairman of this committee. This committee
shall develop strategies to recruit new officials and retain officials.

ELECTION GUIDELINES
No later than the second regular scheduled General Meeting, the President will appoint at least one member
in good standing that has at least ten years of experience in the chapter to be the Chairman(s) of the
Nominating/Election Committee. The Nomination Committee shall be selected by nominations from the
floor. Each member of the Nominating Committee will serve as election judges.
The Nominating Committee chair will make a report at the Board meeting before nominations are taken
from the floor, before the night of elections, and the first scheduled meeting after the election is completed
and final. The results including ballots, tally sheets with total votes will be presented in a sealed package to
the Board for review and action. The Recording Secretary will cause the results of the election to be stored
for at least three years.
The Nominating Committee shall make every effort to present at least two candidates for each position to
the membership for election. The Nominating Committee shall give each incumbent the opportunity to run
for election if eligible. During the time that the Nominating Committee is canvassing for candidates for the
available positions, any member may submit names of potential candidates. The Nominating Committee
shall confirm that every potential candidate is willing to run for the position and are aware of the duties and
responsibilities for the position.
The Nominating Committee shall report to the membership the recommendations of the committee
regarding each position to be elected at the regular meeting prior to the scheduled election. The Chairman
shall open the floor for nominations. When the floor has been closed for nominations, any member who
decides to run for a position shall be running as a write-in candidate only. The Chairman shall make a final
determination that each of the nominated candidates has agreed to have their name placed on the ballot. No
later than 48 hours after the close of the General Meeting where nominations were made, the Chairman shall
verify the ballot to each candidate.
At the meeting scheduled for elections, each candidate on the official ballot will have an opportunity to
make a presentation to the members. Write-in candidates may be allowed to make a presentation at the
discretion of the members. The candidates for each office will speak in alphabetical order. When the Atlarge Representative is being elected, the At-Large candidates will speak in alphabetical order and will be
allowed a maximum of ten –minutes in front of the entire membership. When the Division Representatives
are being elected, they will be allowed a maximum of make a ten minutes in front of their division in
alphabetical order or in front of the membership. Members may cast ballots electronically or in the
respective Division meetings.
Voting will be by secret ballots. Members may cast ballots online or by secret ballot through members of
the Nominating Committee. The ballots will be verified by the election judge that only members in good
standing who have not voted electronically have received a ballot and voted. No votes will be accepted by
an Election Judge after the ballots have been secured in the area designated as the counting area.
The Nominating committee will establish a method of counting so that each ballot is reviewed and counted
by at least two people before the total is tallied. In all elections, a candidate must have at least 50 percent +
one of the votes to be elected to office. If a candidate does not receive at least 50 percent + one on the first
ballot, a run-off election for that office will be declared.

A run-off election shall be between the two candidates receiving the highest total votes less than 50 percent
plus one of the votes. The election judges will conduct the run-off election in the same location as first
ballot and will again verify that the members voting are in good standing and did not vote absentee. (As an
alternative-a run-off election may be held at the next scheduled meeting and all members in good standing
will have an opportunity to vote at this meeting or electronically prior to the next scheduled meeting.) Only
the offices that require a run-off election will be on the ballot. The candidate receiving 50 percent + one
vote during a run-off election will be declared the winner.
Members will be allowed to vote electronically prior to the scheduled meeting for the elections. Absentee
voting will be conducted via electronic ballot and received by the Nominating Committee by 5:00 p.m. on
the Monday before the scheduled election. A member that has voted electronically will not be allowed to
vote during the scheduled meeting. A member who voted electronically during a general election may vote
in the run-off election in the run-off election is held during the scheduled meeting for the general election or
electronically if the run-off election is scheduled at a later meeting.

BOARD RESPONSIBILITY
The following is a brief synopsis of the duties of the Board of Directors of DBOA. This description is in
conjunction with the DBOA Bylaws and is not intended to supersede any parts of the Bylaws. The intent is
to provide direction in determining what is expected of each Board member. Each member of the Board is
expected to respect their responsibility and make every effort to not exceed the boundaries of their position.
An Executive Board member should be held to a higher standard of compliance to the policies and
procedures due to the faith that its members have placed in them by electing them to their position.
PRESIDENT: Presides at all meetings, appoints appoint committees and additional officers necessary to
carry on Chapter business, calls for any special meetings, presides over and reports to the Chapter all
meetings of the Executive Board. Focus shall always be on the best outcome for the entire membership of
DBOA. The President serves as the primary contact person for clients for all complaints. The President is
responsible for being the spokesperson for Chapter or assigning someone to represent Chapter in the
absence of the President and/or Vice President. The President is also responsible for reporting any official
complaints to the Ethics Committee for possible review and consideration.
VICE PRESIDENT: Presides in the absence of the President, creates an Education Plan to ensure that all
members of DBOA have adequate knowledge of high school mechanics, rules, and game management to
ensure a level of competency when officiating games, and performs any other such duties as assigned by the
President. The Vice President serves as Camp Director and is responsible for establishing a process for
evaluating the performance of officials through camps and clinics, and during game assignments. The Vice
President makes uniform rules interpretations.
RECORDING SECRETARY: Handles all correspondence, maintains records of Board meetings, and
maintains a current and accurate data base for all paid members of DBOA. The Recording Secretary
provides notice of all Board meetings and General Membership meetings. The Recording Secretary
coordinates with the UIL office on each member's test scores and contact information and establishes a
system to maintain all minutes and election results for a minimum of three years.
TREASURER: Collects membership dues, disburses payments as authorized by the DBOA Executive
Board, prepares, submits and maintains an itemized budget, and keeps accurate financial records subject to
an annual audit by the Financial Review Committee. Accountable for all money paid into and out of
DBOA. The Treasurer reports the financial activity of the Chapter at each Board meeting and periodically
at general membership meetings. The Treasurer maintains financial records that may be subject to review

by regulatory agencies. The Treasurer, in tandem with the Recording Secretary, maintains a list of all
members in good standing and members not in good standing with the Chapter.
THSBOA REPRESENTATIVE: Represents the best interest of DBOA on the THSBOA and keeps the
DBOA BOD informed of all UIL actions. The THSBOA Representative reports at each Board meeting and
during each general membership meeting. The THSBOA Representative is the primary contact person
between the UIL, THSBOA and the DBOA Executive Board and members of Chapter.
PAST PRESIDENT: Provides advice and guidance to the Board and President based on their experience
serving as the president of the chapter.
DIVISION REPRESENTATIVES: Represents their Division in all Chapter maters. Communicates all
Board decisions to their Division and communicates all of their Division members’ concerns to the Board.
Serves as primary contact for any member of their Division regarding reports of ethics or policies
violations. Maintains continuous communication with their members so that their vote will always
represent the majority of their members.
AT–LARGE REPRESENTATIVE: Represents the concerns and needs of all DBOA members and assists
other Division Representatives when and where needed.
Each member of the Board is expected to diligently represent their members and will present objective and
professional discussions on any subject that is relative to the desires of the group he represents. All
members will maintain a high standard of protection for privacy regarding any matters discussed during
Board meetings and only relay information to members that are not on the Board that would be considered
public knowledge. Each member of the Board will make every effort to be professional in their actions
before, during and after all Board meetings. All members will agree to abide by the decisions approved by
the Board and will not make any attempt to make disparaging remarks against any member of the Board
regarding those decisions while they are members of the Board. No member of the Executive Board will
make any disparaging remarks toward any member of the Executive Board outside of the Executive Board
meeting. Violations of the DBOA Bylaws and Policies and Procedures by any member of the Executive
Board will be considered a violation of the DBOA Ethics Code and may be referred to the Ethics
Committee for review and consideration.

PROCESS TO FILL VACANCY
If a vacancy occurs during the term of an elected member of the Board other than President, , the Board will
use the following process to fill that position:
• In the event of a vacancy in the office of President, it shall be filled by the Vice President to the Office of
President for the remainder of the term.
• In case any member of the Executive Board is unable to fulfill their term, the President will appoint a
member in good standing to complete the term of that office. At the President's discretion, within 30 days
of the vacancy, the President may direct the Recording Secretary to request from the members of that
Division to submit the names of a candidate for that vacant position. All names that have been submitted
during a 14-day period, after notice has been sent to the division, will be submitted to the President. Then
the President will create a list of finalists and bring the candidates in for an interview with the Board. The
Board will select the best qualified candidate from the finalists. The same rules that apply to Elections will
apply to this vote.

The Executive Board shall consist of the Officers, Division Directors (Representatives), immediate Past
President, and the THSBOA Representative. The Assignment Secretary shall serve as an ex-officio member
of the Executive Board without voting privileges.

COMMUNICATIONS
The President has the expressed authority for communication and correspondence for matters with the
UIL, THSBOA, Athletic leagues and other entities pertaining to DBOA. Board members or chapter
members are expected to follow established policies and procedures for communication and
corresponding with the UIL, THSBOA, Athletic leagues and other entities pertaining to DBOA, and
may not act on behalf of DBOA without expressed approval from the President.
Alleged violations of DBOA Policies and Procedures may be a violation of the DBOA Code of Ethics
policy and will be referred to the Ethics Committee for review and consideration.
