HENDRY COUNTY GOVERNMENT STATEMENT
REGARDING PRIMATE FACILITY
November 10, 2014 – LaBelle, Fla. – In response to recent media coverage of a
primate breeding facility to be located in Hendry County, Florida.
Hendry County’s authority is only to address the proper land use, zoning, site layout,
drainage, buffering, and traffic impacts of such a facility, as well as building construction
standards. Specialty farms and animal husbandry fall under the agriculture land use and
zoning district of the property procured by Primera. As such, primate breeding and
holding is an allowable use under the land use category and zoning district where
Primera is constructing their facility. Hendry County did not violate the Sunshine Law
regarding the approval of the facility. Approval of a facility that is an allowable use within
the land use category and zoning district occurs at the staff level without a public hearing
being held. This practice of staff level review is common across jurisdictions in Florida.
Supervision for the conduct of Primera's business falls under various state and federal
agencies, not Hendry County Government. The agencies that review Primera's
operations for example are the United States Department of Agriculture, United States
Centers for Disease Control, United States Fish and Wildlife Service, and State of
Florida Department of Agriculture.
