1.0 INTRODUCTION
1.1 General
Vietsovpetro (VSP) was established on 19th June 1981, the Company is owned and capitalized by
two States of Vietnam and Russian (The Joint Venture Vietsovpetro (VSP) has changed to
VIETSOVPETRO in June 2011). Two and half years later, the company discovered oil in the White
Tiger Field (The Bach Ho Field) about 120 kilometres south east of Vung Tau city. On 28th June
1986, the first tone of crude oil was produced in the White Tiger Field, which was also the first
tone of crude oil exploited on the Continental Shelf of South Vietnam. Beside the White Tiger
Field, Vietsovpetro discovered the Dragon Field (The Rong Field) and all of them are now in
production. Today VSP are the operators 5 SBM (Single Buoy Mooring), 5 FSO (Floating Storage
and Offloading), 41 offshore installations and associated pipelines, 4 Jack-up, in the White Tiger
field, Dragon field in the south sea of Vietnam.
Lloyd's Register of Shipping, Det Norske Veritas (DNV), Germanischer Lloyd's Register (GL) and
Vietnam Register (VR) are the Certifying authority for the VSP's offshore installations.
The BK-1 satellite platform comprises of one, four-legged steel jacket that was installed offshore
by the VSP in June 1990. The in-air inspection was initially held in 1993 and subsequently in June
1996 ... July 2010. The underwater survey was initially held in 1993 and subsequently in
September 1998 ... May 2007. In 2007, Satellite platform BK-10 was installed beside Platform BK1
and connected with BK-1 by bridge.
The 2013 In - Air 2-ND Annual Structural Inspection of BK-1 was carried out from 07 May to 21
May 2013 over a period of 15 days
1.2 Personnel and Management
Mr. Le Dinh Tam and Mr. Dao An Tuan, the Engineer - Inspectors of 010 had carried out the
2013 In-Air 2-ND Annual Structural Inspection of BK-1 with the assistance of 06 personnel
(Please see List of Key Personnel).
Before the 2013 In-Air 2-ND Annual Structural Inspection of BK-1, OCD had communicate and
sent the invitation letter NO.12-91 O/XNXL dated 06 May 2013 to VR and Lloyd's register.
The VR's and Lloyd's Register Representative were not present to assist and witness this
inspection
1.3 Aims of 2013 BK-1 In-Air 2-ND Annual Structural Inspection
The Aims of the above inspection was:
I.

To carry out the 2013 In-Air 2-ND Annual Structural Inspection scope of work No. BK1-IC-IA2013 PR which was agreed by Lloyd's Register, dated 29 January 2013 and approved by VSP,
dated 01 February 2013. This scope of work is an extract of the 5-year Certification plan.
II. To carry out the in-air inspection scope of work No. IC-WP-RI-00-06.2000 for all Risers.
III. To meet the requirement of Lloyd's Register Letter of Qualification NO.1 dated 06 December
2011 in the report number VTU 1220045
IV. To meet the requirement of OGPD Letter No. 3450/2/6.
V. To report on the condition of the installation at the time of inspection, which are based on the
previous results in 2012.
VI. To monitor known defects.
VII. To carry out any additional work that may be required by VSP.

2.0 RESULTS OF 2013 BK-1 IN-AIR 2-ND ANNUAL STRUCTURAL INSPECTION
This final report contains all of the data collated from during the inspection, the result of which had
been compiled into a 219 pages document in English format.
2.1 Summary results of Jacket structure inspection
a. Coating damage - Appendix III, V
The paint coating of almost members of Jacket were failed from Re4 to Re5, except paint coating
of four main legs had been heavily failed 10% Re9 at EL. +3.50m caused by heavy corrosion and
all members of plan 08 had been heavily failed 20% Re9 at 120/c position.

The average paint coating thickness readings were taken on some places of four main legs from
zones A, B, C of jacket:

The Max. painting thickness (1288~m) was taken on the main leg: ML87-52, Zone C,
EL.+4.00m, MSL(EL.O.OOm) was used as base plan.
The Min. painting thickness (489~m) was taken on the main leg: ML79-47, Zone A, at plan 08,
EL.+16.20m.

b. Physical damage - Appendix III, V
The physical damages were found during the Inspection.
.. There were many incomplete welds (not fully) since fabrication on the members and
conductor guide frames on Plans 06, 07, 08.

c. Corrosion damage - Appendix VI
The detailed wall thickness measurements were taken on 4 main legs and in-air brace members
and all members of plans 06 & 07 of jacket and local corrosion on the members.
Many of these measurements were found to be less than 85% of the design wall thickness caused
by general & local corrosion (on 4 main legs and 50 members) as the following:

Local corrosion and holes on the members: 67-57M, 621-62Z, 54-58M, 62G-62Q M,
56A-56E M, 56A-56B M.

Crack on the member: 56A-56E M.

The wall thickness of 4 main legs and 51 members from EL.O.OOm to EL.+16.20m are
corroded with WT readings are less than 85% design WT :

Local corrosion at the butt weld's HAZ on the diagonal members (Frames P1, P2, P3, P4) and
on the horizontal members (Plan 06).

2.2

Detailed Visual Inspection of Conductor - Appendix III, VIII

The total of 06 Conductors on BK-1 were inspected.

The paint coating of 6 Conductors (No.1 -;- No.6) was failed 10%Re5.

Attachment of all Conductors at plans 06, 07 & 08 were in normal condition (secured).

2.3

Inspection of Risers - Appendix VI

During 2013 In-Air 2-ND Annual structural inspection, total of 06 Risers on BK-1 were inspected
and all of risers are in normal working condition.

The Paint coating & Protective fenders of Risers No.1, No.3, No.5 No.6, from EL.O.OOm to
SDV were failed from Re4 to Re7.

+

Riser No.2 was repaired and restore by replacing a part and It was covered rubber protective
fender from EL.+7.30m to EL.O.OOm. For more information please refer to photo report No.:
PH/034

+

Riser No.4 was repaired and restore by replacing a part and It was covered rubber protective
fender from EL.+6.50m to EL.O.OOm. For more information please refer to photo report No.:
PH/035.

+

The structure of all risers' clamps at plans 06, 07 and 08 are in normal condition (secured),
except paint coating of all clamps were failed from Re4 to Re7.

+

Riser Impacting Prevention
20% Re5, secured.

There were some positions of the wall thickness are being corroded less than 85% of the WT
design as the following:

Serious physical and corrosion damages were found during this riser inspection such as:

Heavy corrosion on Riser No.1 at the bottom of clamp between Riser and Support of node
67/P1 (L=600mm), EL. +12.62m, position go/c, not access to measure; so that Riser No.1 was
in dangerous status because riser is used for water injection and working under high pressure.

Results of the actual position of Risers, detailed WT Measurements, clamp's details, Paint coating
condition and Defects were taken and showed in Appendix VI.

2.4 Inspection of Boat landing - Appendix IX
During 2013 In-Air 2-ND annual structural inspection, there was only one (1) boat landing on
splash zone of jacket was inspected:
v'

Boat landing No.1 was fully lost (All Clamps and Supports).

v'

Some grating plates of Boat landing No.2 was broken & lost.

v'

The some members of boat landing No.2 were holes.

The attachments, support plates of BL No.2 to jacket are in normal condition.

Results of the actual position survey of boat landings were taken and showed In Reports No.
BL/001, BL/002 & PH/043 in Appendix IX, XI. For further information please refer to Appendix III.
2.5 Inspection of Debris - Appendix III, V

01 item of debris were found in progress inspection.
.. Debris on the main leg ML65-45 I Frame P4 at EL.+5.00m & EL.+6.20m, position 120/c.
2.6 Photography - Appendix XI

A total of 05 film's rolls had been taken and 44 photographs were selected and printed for this final
report.

During 2013 In-air 2-ND Annual Structural Inspection, although protective paint coating of
jacket had been lightly failed from Re4 to Re5, except paint coating of four main legs had
been failed 10% Reg at EL. +3.50m covered by clamps of BL NO.2 and all members of plan
08 had been failed 20% Reg at 120/c position.
There were still many physical damage such as incomplete welds (not fully) since fabrication
on the members and conductor guide frames on Plans 06, 07, 08.
Not only heavy corrosion but also holes on the members: 67-57M, 621-62Z, 54-58M,
62G-62Q M, 56A-56E M, 56A-56B M.
Crack on member: 56A-56E M.
Local corrosion at the butt weld's HAZ on the diagonal members of frames P1, P2, P3, P4
and on the horizontal members of plan 06.
The wall thickness of 4 main legs and 51 members from EL.O.OOm to EL.+16.20m are being
less than 85% design WT.
The protective paint coating of all Risers, Protective fenders and Clamps from EL.O.OOm to
MSF and structure of all risers' clamps at plans 06, 07 and 08 had been lightly failed from
Re4 to Re7.
Protective fender of Riser NO.6 and Risers No.1, 2, 3, 4, 6 on the Riser system were found
WT is less than 85% design WT.
Debris on the main leg ML65-45 of Frame P4.
Heavy corrosion & holes on some members of boat landing NO.2.
Some grating plates of Boat landing NO.2 was broken & lost.
Serious physical & corrosion damages were found and detailed of which are showed in the
list of anomalies.

The general and local corrosion should be monitored and the condition of the paint coating should
not be allowed to deteriorate to a point where no protection is offered from the elements.
4.0 RECOMMENDATIONS
