Green Elements as one of Primary Infrastructures in
City Planning
Use green to beautify the city
Provision of green spaces and landscape should be made compulsory.
Green for aesthetic reasons is still a legitimate investment.

Use existing conditions as the basis for design


Start the design process with an inventory of what exists on the site.
Elements such as existing trees, water, topography and native plants to
inspire the design and give it a local character which fits into the
surrounding neighbourhood or environment.
The use of historical and cultural elements also adds to the character.

QUALITY MANAGEMENT

Design and management go hand in hand


From the beginning of the planning process through the choice of
landscape and plant materials, designers should take into account the
effects these have on maintenance after it is built.
There should be a balance between design and maintenance capabilities,
including budget, initiative and ability.

QUALITY MANAGEMENT

OF SABAH PUBLIC OPEN SPACES

Management is a long term commitment


A plan should be set up for all green projects in order to guarantee the
quality and functionality of the trees and other plants

A systematic multi-year management plan includes users activity


schedules

Management is an investment
Well managed quality green is more attractive, thereby raising the value
and usage of green spaces as well as the value of the surroundings.
Unmaintained and overgrown green creates negative attitudes toward
green in urban areas. Funds should be reserved for maintenance based
on a cost-benefit-analysis.

WAY FORWARD
There is an urging need for Sabah to increase public open spaces and
green landscape provision
From 73,620km square of Sabah Local Authority administration area in
total, there should be a 7,362 km square (10%) of land reserved for
the purpose of public recreation
Current

acreage of Sabah s developed public open space is at


1,994.34 acres which is crucially low
Out of 109 numbers of public open spaces developed in Sabah, only 3
are Urban parks, and there are yet a regional park in Sabah

CONCLUSION
In ensuring total urban wellbeing, landscape has a vital role to play
through developing quality open spaces and public parks.
But most importantly, the State Authority who has the total power in
projecting and planning lands in Sabah shall carry the most
important role that is to identify and gazzette suitable sites for
public open spaces and parks according to the population -- without
waiting for the submissions from developers.
The Federal Government shall assist the state in developing
seamless and well-connected open spaces.

Whilst, the Local Authority roles are to ensure the quality and access
to the public following current landscape policy available
The Local Authority and the general public to ensure the sustainable
open spaces thru effective maintenance and zero-vandalism
