Dear Mr. Peterson:
In answer to your email below, I have the following comments;
1. In your second paragraph you state: "your latest suggestion regarding the elimination of third party testing of
students in North Dakota (suggested via email to me and the entire legislative body on December 22, 2014"), just
plain doesn't exist. I have never suggested in any email to anyone or in any discussion that North Dakota eliminate
testing of our students. What I have said is that North Dakota needs to control our own standards and tests--not
dictated by SBAC and/or Common Core. North Dakota students took the SAT and ACT before Common Core and
they will take the SAT and ACT tests after Common Core. I totally support that.
2. Your concerns and observations in your 3rd and 4th paragraphs are just as ridiculous as your 2nd paragraph. My
bill---when it is in final form--will allow for our North Dakota students to continue to take ACT and SAT tests. They just
will not be administered by the SBAC through Common Core. Ask yourself how did the North Dakota education
system survive before SBAC and Common Core. The answer is we had a system that allowed for all of these actions
and simply because we withdraw from SBAC and Common Core will not cause any opportunities for our students to
disappear.
3. Your 6th paragraph stating ND Chamber has full faith in the ND Superintendent of Public Instruction and our locally
elected school boards, our teachers and administrators is exactly why North Dakota needs to withdraw from SBAC
and Common Core. If you would do your research you would conclude that by North Dakota staying in SBAC we
LOSE CONTROL of our education decisions in North Dakota.
4. Your point in your last paragraph: "We appreciate your joint interest in focusing the debate on the issue itself
rather than personal politics" is actually amusing. if you feel that by disagreeing with you and your group, I am
playing "personal politics" I actually feel sorry for you. Politics is about agreements and disagreements. My positions
and points I make have not been directed at any person, but rather at debating the issues.

Lastly and a very important point for you and everyone to keep in mind is that the First draft of my bill is gone. It was
the first draft and is being totally re-drafted. The re-draft will be very much different than the first draft, so I encourage
you to not pay anymore attention to that First draft, because frankly it was a poor draft.
One last point. Your innuendo about who does and does not support my bill is really not the issue. I have broad
support from many Legislators and many North Dakota citizens. There are numerous legislators in numerous states
who are drafting legislation for 2015 to get their respective states out of Common Core. A number of states have
already withdrawn.
I was on the phone today with a West Virginia Legislator who is drafting legislation for their upcoming session
for West Virginia to withdraw. Yesterday I visited with an Oklahoma Legislative assistant about their withdrawal from
Common Core. Many additional states are working on withdrawal, so North Dakota in not alone. You might ask
yourself why this is happening.
The truth will continue to come out. it always does.

Dear Representative Kasper

Emails, phone calls, and social media confirm a great deal of contention around the issue of
education and college and career readiness in North Dakota. We think it best to move beyond the
personal politics and get on with debating the issues and bill itself. Should you file your proposed
bill, we are committed to encouraging robust public debate and will respectfully work to defeat it all
costs.
Your latest suggestion regarding the elimination of third party testing of students in North Dakota
(suggested via email to me and the entire legislative body on December 22, 2014) contradicts the
ideals of the Greater North Dakota Chambers stance on education and workforce so much that
we find it costly to the tax payers and simply preposterous.
A law of this nature would also eliminate the SAT/ACT testing, ASVAB assessments (military
entrance exams), and most likely the more common reading, speech/language, autism, dyslexia,
hearing, and vision assessments that are currently administered within the school systems. All of
these assessments, to name a few, use third party testing organizations.
The most immediate and egregious setback would be that North Dakota high school graduates
would find entrance into a college or university of their choice almost impossible. Moreover,
entrance into our nation's military ranks or schools would also be beyond reach. This is untenable
to students, their parents, and the North Dakota business community. (It should be noted that
students whose parents object to the SAT/ACT or the AVFAB already have the right to opt out of
those assessments.)
The Greater North Dakota Chamber of Commerce, an organization ninety years strong, also
disagrees with your proposed bill that effectively amends North Dakota Century Code Section
15.1-02-04. As we know this bill, if forwarded to the assembly, it will remove North Dakota from the
Common Core Educational Standards and from any assessments that might compare North
Dakota's aggregate student progress against aggregate student progress in other states. A matter
of discussion at our most recent meeting, the GNDCs board of directors, made up from
businesses across North Dakota, is unanimous in their opposition of the bill.
We also understand that your proposed bill is supported by the American Principles Project which
is based in Washington DC and that its intentions and financial underwriting are somewhat
opaque. As for our stance, it is important to understand we have full faith that our duly elected
Superintendent of Public Instruction, locally elected school boards, and our competent teachers are
the real experts regarding education. As such, they are best suited to guide our students to
success.
If you are successful in passing this into law, we believe North Dakota will fall behind neighboring
states in college and work readiness due to delays in rebuilding the educational system. Just one
of many success stories includes Kentucky, the first state to adopt the standards and as a result,
has the most recordable data. That data shows an increase in their college readiness by moving
from a benchmark of thirty-four percent readiness to over sixty percent in just four years. North
Dakota should not fall behind, especially as our economy is expanding. We think the bill is illadvised and wrong for students, their parents, and for North Dakota businesses.

Dear Andy Peterson and Legislators:
Andy, I notice how you state in your email below: "currently no independent student information is transferred to the
federal government". "Currently". Very careful choice of words on your part, huh.
I believe your assumption is correct---Currently.. However, that is due to the current practices. We are barely at the
beginning of this disaster called Common Core and its ramifications. Unfortunately, that is not what will be happening
in the future.
Please read the SBAC documents and sub-documents that are out there but not being disclosed. There are also
numerous video presentations available from various insider Common Core advocates that disclose the goals of data
gathering by the insiders in Common Core. There is a lot of truth out there---if one desires to look for it.
I echo Senator Dever's question below. Will you, the ND Chamber and all of your consortium friends support a bill in
the 2015 ND Legislative session to absolutely prohibit the sharing and distribution of any and all individual student
data to any entity outside of North Dakota, including all vendors, the Department of Education, and any other entity
the SBAC and any other Common Core entity outside of North Dakota.
Please let all of us Legislators know your answer by replying to all of us on this email.
Please be specific in your answer.

Gary - Couldn't agree more. Currently no independent student information is transferred to the
federal government. Only agregate scores by district and grade level is made available. Hence
privacy is protected and concerns about data mining are addressed.
