GUIDELINES FOR THE UTILIZATION OF THE FUNDS FOR CSO


ASSEMBLIES

Grassroots Participatory Budgeting Process requires the conduct of CSO (Civil Society Organizations)
Assembly. The Civil Society Assembly is an inclusive meeting of all CSOs, POs, community/grassroots organizations
facilitated by DILG through the Community Mobilizers at the municipal level, with the support of DSWD and NAPC
(where present), to gather, analyze and share results of poverty situation and other local poverty data in their locality,
identify strategies to address poverty and present them to the Local Development Council or the Local Poverty
Reduction Action Team (LPRAT), and local special bodies. It is also during this assembly that the CSOs shall be
oriented on their role in local governance and select CSO representatives to the LPRAT. To facilitate the conduct of
the CSO Assembly, Php 30,000 is allocated per city or municipality.
In view hereof, please be guided by the following guidelines:

The following expenses that will be incurred during the assembly will be charged to the Php 30,000
allocation:
i.

lunch and 2 snacks of participants including the resource persons and guests from the
RPRAT and LGUs;

ii.

reimbursement of transportation expenses of CSO participants who come from areas far
from the venue;

iii.

supplies for the assembly (like the meta cards, pentel pens, masking tape, etc.)

iv.

Honorarium of the documentor during the assembly (1,500/assembly)

v.

Honorarium of additional facilitators (if there is a need to conduct simultaneous CSO


assemblies to comply with the GB calendar of activities), (2,000/assembly)

vi.

Rental of LCD projector


All expenses are subject to accounting and auditing rules and regulations including those
for the prevention of irregular, unnecessary, excessive, extravagant or unconscionable
expenditure or use of government fund and properties.

If additional facilitators will be hired, the LPRAP facilitator assigned to handle those municipalities
and cities will take charge of briefing the additional facilitators.

There are cities/municipalities with more CSO participants than the other cities/municipalities.
Unused funds or fund balance from cities/municipalities with fewer CSO participants can be used
to augment the funds for cities/municipalities with more CSO participants as long as you work
within the total budget allocated for the CSO assemblies in your region.

All Regional Directors and LPRATs shall be responsible for the implementation of the provisions of this
memorandum subject to accounting, budgeting and auditing rules and regulations.
