1.2 What is PanAfrican eNetwork Project?
PanAfrican eNetwork Project is a joint Initiative of
the African Union and the Government of India.
The network will provide e-Services with priority
on tele-education and tele-medicine services, and
VVIP connectivity (for Video-conferencing and VoIP
services) among the Heads of States.
The Pan-African e-Network project is being funded
by the Government of India with an approved
budgeted cost of INR 5.429 Billion i.e. about US$
117 Million. The Ministry of External Affairs, Govt.
of India has been designated as the Nodal
Ministry. TCIL has been designated as the turnkey
Implementing Agency. In this capacity, TCILs role
is to design the network, procure & install the
equipment, provide O&M support for 5 years after
commissioning
the
network
in
respective
countries and provide consultancy to the Ministry
of External Affairs, Government of India on all
matters related to the project. The project is to be
implemented in a phased manner progressively
over a period of 18 months from the date of
signing of agreement between TCIL and the
Ministry of External Affairs, It is tentatively
planned to commission the network in 15
countries in the first 11 months, 20 countries in

the next 4 months and the balance countries in


the last 3 months.
The network connects the following
elements:
India
1. A Data Centre at TCIL Bhawan, New Delhi (It
acts as a Hub for all the Indian sites & Super
Specialty Hospitals)
2. Tele-education set-up in 7
Universities/Educational Institutions
3. Tele-Medicine set-up in 12 Super Specialty
Hospitals
Africa
1. Satellite Hub earth Station at Dakar,
Senegal
2. Five Regional Leading Universities
3. Five Regional Super Specialty Hospitals
4. Fifty three Learning Centers (LC) for teleeducation, one in each country
5. Fifty three Patient-End Hospitals (PEH) for
tele-medicine, one in each country

1.3. Tele-Education learning centre at KIE


On 23 March 2007, a country agreement between
Rwanda represented by the Ambassador of the
Republic of Rwanda in India and the Chairman and
Managing Director of TCIL was signed. Thereafter,
the Ministry of Education has handed to KIE the
responsibilities of hosting the learning centre
which was officially inaugurated on 26th February
2009.
The first intake of students started in September
2009 and up to now, 157 Rwandese have
graduated from various programmes on offer by
Amity University,
under PanAfrican eNetwork
Project.
It is also important to highlight that apart from
Amity University four more Indian universities are
running their courses under Rwanda learning
centre hosted by KIE. These are Indira Gandhi
National Open University (IGNOU), University of
Madras (UNOM), Birla Institute of Science and
Technology (BITS) and Delhi University (DU).
