Web Developer/Web Administrator

The Innovative Agricultural Research Initiative (iAGRI), a USAID-funded project based at Sokoine University of
Agriculture (SUA) in Morogoro, Tanzania, is seeking a full-time, long-term consultant to manage a redesign of the SUA
website.
Job description
The Web Developer/Administrator will provide technical and management expertise to a team that is responsible for
delivering a new website for SUA. The team will be coordinated by a member of SUA Computer Centre staff, but the
Web Developer/Administrator will manage the design process and share ownership of the delivery and success of the new
site. Our ultimate goal is to build the capacity of the SUA Computer Centre to create and manage the website, and we
expect the person in this role to assist in making this happen.
The Web Developer will lead the functional and technical design, development, testing, integration, and training for
ongoing support of the SUA website. He or she will work with the SUA Computer Centre to direct aspects of the
development lifecycle. The primary responsibility of this position is to clearly define, manage and maintain priorities. The
developer will work closely with the staff of the SUA Computer Centre to implement a website that fulfills the needs of
the university while using technology appropriate for the area and available resources. A large component of this project
will be to provide training to SUA staff on website design, planning and maintenance.
The successful candidate will be responsible for:
• Defining and implementing technical direction for the website;
• Selecting and implementing a CMS software solution including, but not limited to, template creation, security and
approval levels, WYSIWYG content editor, versioning, content scheduling, etc.
• Performing and reviewing systems analysis, design, programming, testing, debugging, and documentation for all
projects;
• Providing technical and user training and manuals to Computer Centre staff;
• Leading process improvement;
• Providing technical leadership to team and department members, leading through example, mentoring/
influencing others and effectively working with peers, team members, and other departments;
• Creating mechanisms to enable members of academic staff to create and maintain online profiles;
• Creating templates for content storage;
• Implementing website archiving strategies.
Knowledge, Skills, and Abilities
• Creative, dynamic, and forward thinking individual;

• Managing websites, including management of design and developer staff;
• Extensive Web User Interface Design (UI), Debugging and Cross-Browser Compatible Development Experience;
• Knowledge of online Security Principles;
• Knowledge of automatic backup and mirroring;
• Intermediate or expert knowledge of HTML5, CSS, PHP, Javascript, jQuery, XML,CSS, API implementation;
• Knowledge of web multimedia technologies a plus;
• Analytical capabilities to measure performance and weigh tradeoffs;
• Problem solving and project management skills, with ability to balance competing project and resource demands;
• Cross-cultural interaction across language barriers;
• Team player who can work independently.
Required Qualifications/Experience
• BS in Computer Science, Web Development or related field and/or equivalent work experience. Masters
preferred;

Experience managing the development of a complex website;
At least five years of experience related to the Web Developer/Web Administrator position;
Experience with open source content management systems like Joomla, Drupal or WordPress;
Experience in coaching, training and mentoring staff;
Familiarity with server administration;
Excellent verbal and written communication skills;
English language fluency required, Kiswahili language skills a plus;
Background and experience in the East Africa region preferred.

Position Information
This position will be hired on 9-12 month contract with an anticipated start date of March 2015. A competitive
compensation package will be offered to the successful candidate. Relocation assistance may also be available.
This position is located in Morogoro, Tanzania and we expect the successful candidate to spend 100% of working time on
location. As this is a contract position, reasonable requests for unpaid leave will be granted.
About iAGRI and SUA
iAGRI aims to strengthen training and collaborative research capacities of SUA and the Tanzanian Ministry of
Agriculture, Food Security and Cooperatives (MAFC) with the goal of improving food security and agricultural
productivity in Tanzania.
The project purpose is aligned with the themes and road map of the USAID Feed the Future (FtF) initiative and the
Government of Tanzania (GoT) Comprehensive Africa Agricultural Development Programme Compact and Agricultural
Sector Development Programme (ASDP).
SUA is the only agricultural university in Tanzania and is the second oldest public university in the country. SUA offers
34 undergraduate, 37 postgraduate and five non-degree programs in agriculture, forestry, veterinary medicine,
environmental sciences, education, ICT and allied disciplines at four campuses.
