Query on how funds shall be released/ transferred to the LGU:
What is the percentage of fund releases per quarter?
Shall fund be released net of tax?
The LGU proposes to use the entire allotted amount to Phase IV (West) and dropping altogether Phase III
(East) because the budget may not be sufficient if it will be used in two different locations. Hence, the LGU
opted to complete only one.
The municipality finds the P520, 580 budget for the construction/ establishment of Center
insufficient, hence, the LGU is proposing the item Provision of Equipment with a budget of
P300,000 be used to augment the construction budget. Moreover, since there is a separate proposal
under the DTI-SSF program to provide food processing equipment to the Center, the purchase of
equipment under the GPB would be a duplication

If proposed modifications of LGUs Tuao and Baggao constitute a replacement of project as

contemplated under JMC No. 121 since the original projects are neither declared not implementable
by DTI as Participating Agency nor abandoned.
Clarification on the hierarchy of authorized unit to implementable the GPB Project in case the LGU is
not eligible or cannot comply with the documentary requirements.

Can the LGU use the fund to purchase starter kit comprising of small tools and equipment to be used by the
beneficiaries to start a livelihood project or expand an existing one?
One of the requirements is an organizational chart of the LGU showing the department to implement the
GPB project. Is the office of the Senior Citizens (OSCA) be the one to supervise the implementation of project
in as much as the proposed project is for of Abulug? Under R.A. 9994 or the expanded Senior Citizens Act of
2010, OSCA is under the Office of the Local Chief Executive.
Can the LGU use part of GPB fund to finance the trainings in connection with BPLS?
When is the DTI schedule of meeting and action planning with LPRAT partner LGU, including lunching

of the 5 identified projects

LGU have mentioned if the DTI have business models which can be adapted or expanded for their
industry projects.
Regarding resolution authorizing the Mayor to sign the MOA and all other papers relative to the
implementation of the GPB Project- What if the Sangguniang Bayan does not want to issue said
resolution, is there an alternative?
Could the LGU replace/ realign/ adjust the particulars of a certain item but with the same cost?
What items can be charged to the 3% administrative cost?
Our SDO has only a 200 thousand ceiling on the checks she can sign, if the check to be issued under
the GPB project is more than 200 thousand, who will be the co-signatory of the Director for the
checks to be issued to the LGU?
