EXPEDITED REVIEW
Dear Mr. Hughes, Mr. Rosenstein, Mr. Loucks, & Mr. Bordley:
This is a Freedom of Information Act (FOIA) demand for two (2) limited categories of
information in your possession regarding the U.S. Marshals Service, District of Maryland: (A)
All information in your possession relating to the non authorized use of the U.S. Marshals
Services indoor/outdoor gun range(s) in Maryland for the last ten years; and, (B) all information
in your possession regarding protocols the U.S. Marshals Services Office of Protective
Intelligence division must follow when, in their investigations, they find substantial evidence
that self-reported threats and/or inappropriate communications against a U.S. judge are false
and/or are bogus on their face, and that there is, additionally, substantial evidence that a subject
self-referred U.S. judge has committed a past state and/or federal crime; and/or committed
serious judicial ethical misconduct.1
I ask that the review of this matter be expedited because of the important public policy issues
raised, including that the Maryland-based executive branch has been giving the Maryland-based

judicial branch an unauthorized thing of value, systemically, over a long period of time; and
that this conduct is also evidence of an illegal Maryland-based quid pro quo and/or other
Maryland-based governmental misconduct.
(A) THE U.S. MARSHALS (USMS) MARYLAND INDOOR/OUTDOOR GUN RANGE(S)
Please provide all documents, materials, and/or any information in your possession relating in
any way to the following:
1) All location(s) of Maryland U.S. Marshals Services gun range(s) for the last ten (10) years,
either permanent or temporary.
2) All EPA and/or any other health certificate(s) for the subject gun range(s) for the last ten (10)
years.
3) All visitor logs for non U.S. DOJ visitors to the subject gun range(s) for the last ten (10) years.
4) All documentation and/or correspondence with non U.S. DOJ visitors relating in any way to
the subject gun range(s) for the last ten (10) years.
5) Records of any payments and/or donations of any kind received from non U.S. DOJ visitors to
the subject gun range(s) for the last ten (10) years.
6) The (Maryland & National) U.S. Marshals Services rules and regulations, including all
changes or modifications, for the subject gun range(s) for the last ten (10) years.
7) The name and/or names of the Maryland Deputy U.S. Marshals and/or Maryland U.S. DOJ
personnel in charge of the subject gun range(s) for the last ten (10) years.
8) The names of all U.S. judges, whether magistrate, district, or appellate, who have used the
subject gun range(s) in the last ten (10) years, including the dates and times of each usage.
9) All photographs of any U.S. judge(s) taken while at the subject gun range(s) for the last ten
(10) years.
10) Any targets left at the subject gun range(s) and/or with the Maryland U.S. Marshals Service
by any U.S. judge for the last ten (10) years.
11) All information as to the use at the subject gun range(s) of photographic and/or enhanced
photographic-style pistol and/or rifle and/or shotgun targets, i.e., targets with the photos of
citizens and/or other persons upon them, by any U.S. judge for the last ten (10) years.
12) Documentation of any firearms instruction of any kind given to any U.S. judge(s) while at
the subject gun range(s); and, if so, the names of any, and all, instructor(s), for the last ten (10)
years.

(B) PROTOCOLS OF THE U.S. MARSHALS SERVICES OFFICE OF PROTECTIVE


INTELLIGENCE DIVISION
Please provide all documents, materials, and/or any information in your possession relating in
any way to the following:
1) Provide all the protocols a local (i.e., district) U.S. Marshals Services Protective Intelligence
Officer follows when a U.S. judge claims to have received a threatening and/or inappropriate
communication(s).
2) Provide all the protocols a U.S. Marshals Services Protective Intelligence Officer follows
when there is evidence that a U.S. judge is misusing the U.S. Marshals Services Protective
Intelligence System to intimidate U.S. citizens who have legitimate concerns about the subject
U.S. judges character and/or past acts.
3) Provide all protocols for a U.S. Marshals Services Protective Intelligence Officer to make a
confidential complaint, of any kind, regarding a referring U.S. judges character and/or past acts,
including if there are criminal and/or judicially ethically sanctionable violations discovered
during the course of a self-referring investigation.
Please affirmatively grant or deny this request by the limited time required under the FOIA, 5
U.S.C. 552, which is twenty (20) days from the receipt of this email. I certify that my statements
concerning the need for expedited review are true and correct to the best of my knowledge.
Please feel to contact me if there is anything I can do to help the government narrow and/or
better define their search for the requested information.
I request that all communications in this matter be in real time, to my supplied email
address, and copied, if necessary only, by regular U.S. mail.
