Adalah difahamkan bahawa seramai lebih kurang 1,000 orang peserta dari Negara-Negara Asia-Pasifik menghadirkan diri di Persidangan ini untuk membincang isu-isu semasadari segi kesan kegawatan ekonomi kepada masyarakat dan peranan yang dapat dimainkan oleh Kelab KiwanisMalaysia untuk menangani masalah-masalah sosial yang timbul.I am happy to note that representation at this Convention has been extended to cover the Asia Pacific Region. It thusgives me great pleasure to extend a warm and cordial "Selamat Datang" to all of you especially our participants fromoverseas, on behalf of the people and the government of Malaysia.Syabas dan tahniah diucapkan kepada pihak penganjur yang telah bekerja keras untuk menentukan Persidangan inidapat dikendalikan dengan jayanya. Saya berasa bangga dengan inisiatif yang telah ditunjukkan oleh Kelab Kiwanis
 
Malaysia khususnya Kelab Kiwanis Petaling Jaya bukan saja di peringkat kebangsaan tetapi juga di peringkatantarabangsa kerana berjaya menyahut cabaran untuk menganjurkan Persidangan ini untuk kali yang ketiga. Sayadifahamkan bahawa kali terakhir Persidangan ini diadakan di Malaysia adalah pada tahun 1991. Kejayaan yang telahdicapai oleh tuan rumah, iaitu Kelab Kiwanis Kuala Lumpur yang menjadi penganjur pada tahun tersebut,menjadikan negara kita di pilih sekali lagi untuk menganjurkan Persidangan yang bertaraf antarabangsa ini.Saya juga mengambil kesempatan di sini untuk mengucapkan setinggi-tinggi penghargaan kepada orang yang bertanggungjawab untuk membawa pergerakan Kiwanis ke negara kita iaitu tidak lain dan tidak bukan BAPAKIWANIS kita – Y.Bhg. Tan Sri Khir Johari. Jika tidak kerana beliau, Majlis seumpama ini dengan kehadiran tuan-tuan & puan-puan sekelian tidak akan diadakan pada hari ini. Walaupun Kelab Kiwanis Malaysia mempunyaisejarah yang pendek tetapi telah berjaya mengendalikan berbagai projek yang boleh dibanggakan dan bermanfaatkepada masyarakat umum. Projek seperti penubuhan Pusat-pusat Jagaan Harian Kiwanis bagi kanak-kanak DownSyndrome dan Pusat-pusat Rawatan Dialisis Buah Pinggang di seluruh negara merupakan tanda kejayaan Kelab ini.Tuan-tuan dan puan-puan yang dihormati sekelian,Baru-baru ini saya telah dijemput untuk melancarkan projek `Mencari Harta Karun’ yang Ke –15 di Pusat KiwanisDown Syndrome, Petaling Jaya. Lanjutan dari itu, saya di fahamkan bahawa Kiwanis di Malaysia telah mencatatkansatu rekod bagi projek ini sebagai projek yang terlama pengendaliannya (longest running motor Treasure Hunt in thecountry). Sekali lagi syabas kepada mereka yang bertanggungjawab dan semoga projek seumpama ini dapatditeruskan dan dipertingkatkan di masa-masa hadapan.Kejayaan yang ditunjukkan dan beberapa projek lain yang dikendalikan oleh 17 buah Kelab Kiwanis di Malaysiamembuktikan komitmen dan keprihatinan oleh kepimpinan dan ahli-ahli Kelab Kiwanis yang berkenaan dan sayayakin sifat kesukarelaan yang ditunjukkan juga wujud di seluruh dunia di mana sahaja simbol Kiwanis ini wujud.Dalam negara menghadapi kegawatan ekonomi yang melanda beberapa negara Rantau Asia Pasifik sekarang, peranan yang dimainkan oleh Pertubuhan Bukan Kerajaan seperti Kelab Kiwanis adalah sangat penting khususnyadalam usaha meringankan kesan-kesan ekonomi kepada kebajikan dan kesejahteraan masyarakat yang kurang bernasib baik. Konvensyen dua hari ini, saya percaya, membuka peluang kepada pergerakan Kelab Kiwanis untuk membincang dan membuat perancangan yang menyeluruh dalam membantu Kerajaan negara masing-masingmenghadapi masalah kegawatan yang dihadapi dengan pengendalian dan pembiayaan projek-projek komuniti untuk meningkatkan kesejahteraan dan pembangunan masyarakat yang memerlukan.Ladies and Gentlemen,We in Malaysia believe very strongly in the non-governmental organisations taking an active role in supplementingand complementing Government service delivery. To this end, Government reciprocate by providing the necessarysupport, both in the form of incentive and monetary assistance, to meet their financial commitments in implementingvarious programmes and activities for the different deprived groups of society. Needless to say, there is a lot that can be done through the voluntary movement, as evident from the service delivery and projects initiated by the KiwanisClub and Movement. What we see is just a small portion of the reservior of community goodwill and effort that can be put into action through cooperation and support enhancement. Efforts are being made to tap this latent energy of volunteerism through the non-governmental organisation sector. One of the strategies adopted by the Ministry of  National Unity & Social Development to achieve its desired goal towards a well-being and developed society is toforge strategic alliancies or smart partnerships with NGO’s at all levels. Through such partnerships, it is hoped that both parties can worked together, sharing resources, and through coordinated efforts, provide the essential servicesand programmes that can alleviate social and economic problems faced by those sectors of society that are in need of assistance in whatever form they may be.Ladies and Gentlemen:It is internationally known that Malaysia is embarking towards a fully industrialised nation by the year 2020 but weare very much aware that such economic policy for development should also contribute towards achieving the goalof producing a harmonious society. In times when we are constantly being made aware of the social ills of society asa result of rapid socio-economic changes, a reassessment of our development approach perhaps need no further emphasis. The progress of any country cannot be sustained without making human welfare concerns an integral part.Given our unique social, cultural and historical circumstances, the effects of industrialisation are still unclear 
 
although new and emerging social issues are an indication. It is however possible to predict and forecast and evenmanage these consequences to some extent. We do not have to be overwhelmed by the situation but we will need todefine our own problems and devise solutions that are more relevant to our circumstances. There is no doubt one of the most important priorities for social development is to evolve capability for responding to social problems in atimely and effective fashion. Such a capability will not come about at the initiative of government alone, the problems are often complex and widespread. They demand equally complex solutions. I believe that no agenda for social development can be complete without specifying the role for government, the community, the business sector,the voluntary sector and the family. It must be emphasied that social development must build upon a durable partnership between these sectors of society.Realising this, Malaysia formulated its National Welfare Policy in 1990 with the ultimate objectives of ensuring asecure and stable society for the nation’s progress. This is in line with Malaysian’s vision 2020 but equal emphasisis given on enchancing the well-being and social stability of the people and the establishment of a fully caringsociety. Malaysia’s policies and programmes for the underprivileged population are guided by the strategic goals of the National Welfare Policy which emphasised on the attainment of self-reliance, equalisation of opportunities for the less fortunate and fostering the spirit of mutual help and support towards enhancing the caring culture. Westrongly believe that society as a whole can play a crucial role in providing a better and secure future for the poor and underprivileged groups of society. Although much have been achieved there is still much more that need to bedone. The task ahead of us is indeed enormous. But through the cooperation of all sectors of society, the family,community, business and government, and the voluntary sector like the Kiwanis Clubs, our burden will indeed belighter. A 'Fully Caring Society’ is not likely to evolve without such a partnership. Most importantly and asemphasised earlier, a partnership of all these sectors will prevent social development and welfare programmes from being segregated into mere charity based, remedial activities that have little relevance to the new challenges we willencounter as industrial nations.Ladies and Gentlemen:In conclusion, I would like to thank the Kiwanis International & Kiwanis Clubs of Malaysia for their support andtechnical assistance and to Kiwanis Club Petaling Jaya who have put tremendous effort in ensuring the success of this meeting. To the delegates, it is my hope that this Convention will stimulate fresh ideas that will help forge newdirections with regards to the Kiwanis movement worldwide and what Kiwanis can do to make the world a better  place. May your deliberations here be both stimulating and fruitful.In the midst of discussions and deliberations, please do find time to enjoy our beautiful capital city of Kuala Lumpur and enjoy the numerous places of interests. Once again, I wish all of you, especially the delegates, a fruitfuldiscussion and enjoyable stay in Malaysia.With this note, I now have the pleasure to declare the Kiwanis International 23
