OBJECTIVES

To provide affordable housing and basic infrastructure facilities and amenities


for the slum dwellers in form of Up gradation, Redevelopment and Relocation
of slums.
To include people in the planning, implementation, monitoring, financing and
maintenance of slums in the form of community participation.
To strengthen institution arrangements and build local capacity building to
ensure operationalising, equipping and running the facilities provided in the
slums.
To integrate the slums into the economic and social network of the city

INTRODUCTION OF RAY


With an aim of creating a slum-free India, the Government of India has launched Rajiv
Awas Yojana (RAY) to facilitate affordable housing for slum dwellers.

The Centre would provide financial assistance to States to assign property rights to slum
dwellers for provision of shelter and basic civic and social services for slum redevelopment and for creation of affordable housing stock under the RAY scheme.

The scheme has been designed on the basis of experience of the Jawaharlal National
Urban Renewal Mission (JNNURM) sub-mission of Basic Services to the Urban Poor
(BSUP) and the Integrated Housing and Urban Development Programme (IHSDP).

Phases of RAY
Rajiv Awas Yojana will be in two phases:


Phase-I: for a period of two years from the date of approval of the scheme till the
preparation of Slum Free Plan of Action (SFPoA).

Phase-II: covers the remaining period of the Twelfth Five Year Plan 2013-17 RAY. It will
run in a Mission Mode.

SLUM SCENARIO IN JAIPUR


 Jaipur city has 30.73 lakh populations with 17 percent share of total urban population of
Rajasthan.
 Jaipur city has 32.2 percent decadal growth in population.
 6,88,430 (22.4 percent) urban populations have to reside in slum areas in Jaipur city in 2011.
236 slums location are listed by administration in 2011.
 Processes of slum development are jointly administered by Jaipur Municipal Corporation
(JMC) in 190 slums and by Jaipur Development Authority (JDA) in 46 slums.
 Near about 9.6 percent of total urban population of Jaipur city is residing in slums.
 Majority of the slums are located on forestland or on JMC land.

INTRODUCTION OF BAGRANA SLUM

Bagrana slum is situated in periphery of Jaipur city near Jaipur - Agra Highway .
Slum established at Rajasthan State Industrial Development and Investment Corporation(RIICO) land.
It is 16 kilometer away form Jaipur Railway Station it comes under the jurisdiction of JDA.
This slum is a transit camp of detained peoples from various locations of the city.
Total area of Slum is 5.46 hectares.
Total population of slum is near about 6593 and near about 1529 households are residing in the slum.

SLUM PROFILE OF BAGRANA


Housing Condition
 There are no pucca house in whole slum.
 They are relocated by JDA from various parts of city and not
allowed to construct pucca houses at present site.
 It's a transit camp of detained people from various part of city.
 All the houses are in scattered condition and there are no pucca
road in entire slum.

Work Profile:
 75% of slum dwellers are employed as casual labour, 20% are
self employed, 2.8 percent are salaried employs and 2.2 percent
are working as causal labourers.
 There are 4 social groups residing in Bagrana slum and they are
engaged in different works, such as people of Mirasi community
are expert in preparation of Vehicle beautification articles such
as choti & other colourful ribbons etc.
 People of Singhiwal community are earning their livelihood
from ear cleaning and selling of other daily use articles.
 The other community which is living in Bagrana slum is Gond
Chittodiya, they are basically Vadhys who earn their livelihood
from selling Jadi Booties etc.
 The Murtikars (Sculptor) are also livening in the slum. The
Murtikars are expert in making of various kinds of idols of
various God & Goddess.

Accessibility to safe water

Street Lights
There were 4 street lights placed by JDA, but due to the lack of
maintenance none of the street light is working

Electricity
There is no proper arrangement of electricity in Bagrana Slum.

Telecommunication Network
There is no telecommunication facility available in slum.

Existing Streets
There are no streets in Bugrana slum. All the huts are temporary and
scattered.

There is no piped water supply system in the slum. All slum dwellers
are dependent only on 4 hand pumps installed by JDA.

Sewerage Connection/Septic Tanks


There is no sewerage network or any other sanitation facility such as
community toilet in the city. All slum dwellers go in open areas on
nature's call. There is 100 percent open defecation in the slum

Drainage
There is no drainage system in slum. Water goes through the
temporary structure during rain & no drainage facility for waste water

Model Selected for Bugrana


Bagrana Slum is located on RIICO land thats why it is a part of RELOCATION MODEL.
There is lack of basic amenities, facilities and infrastructure and people are living in a very poor and
unhygienic conditions.
So after a rigorous consultation with JDA authorities, experts and slum dwellers, NGOs/CBOs we have
proposed RELOCATION of this slum under Rajiv Awas Yojana Scheme.
Nearly 2 km away there is a JDA land pocket available for relocation of slum.

MEANS OF LIVELIHOOD & ITS INTEGRATION


There are 6 different community living in the Bagrana slum viz Mirasi, Sculpture maker, Sindhiwals, Sansi
Chamars, Gond Chitodiya and Bans wale Nut. Each community has its different means of livelihood.
2.45% of population is employed as casual labour
23.20% is employed as skilled labour.
Out of total working population 74.75% are daily labourers,

 Community cum livelihood center is proposed.
