FORMER Delhi chief minister Sheila Dikshit may be
out of power and out of
daily news but a top babu
in her government has
brought the focus back on
the rampant corruption
that the previous administration was alleged to have
indulged in. On Friday, the
black money trail took a
curious turn with a Delhi
court which is overseeing
the prosecution summoning the wife of R. K. Verma,
an IAS officer and controversial power secretary in
the Dikshit government,
for allegedly stashing
unaccounted money in offshore banks of British
Virgin Islands.
The move against Ritu Verma came
after the court took cognisance of
the prosecution initiated by the
Income Tax department against her.

EVERY YEAR medical colleges
across India need to renew their
recognition from the Medical Council of India (MCI). But this year that
process is moving at a snail’s pace
as the government doctors who
assess these colleges are not getting
leave. All the medical colleges must
renew their MCI recognition by
March 31, but that seems to be a
tough task now. A desperate MCI
has now written to the government
hospitals and colleges to grant leave
to the doctors and professors so
that they get time to assess the
medical colleges.
MCI secretary-in-charge Reena Nayyar
recently reached out to deans and principals of all the government medical colleges and hospitals in this regard.

THE Faridabad crime branch

The accused, identified as
Rinku, has been living in Faridabad for the past three
months.
Police said that Rinku, who
hails from Uttar Pradesh’s
Badaun district, has been
accused of killing five people
during his stay in the town.
Apart from this, he has
allegedly murdered three
more people in Delhi as well.
“In the past few months, we
have found some bodies having similar wound marks. The
Faridabad police commissioner has constituted a special investigation team (SIT) to
probe whether all these
incidents were having any

reasons like patient care. But patient care is
a small issue because two to three doctors

MCI member Dr. Ajay Kumar.
Backing MCI over the issue, the Indian Medical Association (IMA) approached the Union
health ministry on Friday. “IMA has sought
the ministry’s intervention in public interest

medical colleges is done within the time

by the Supreme Court,” said IMA secretary Dr.

Police said Rinku attacked
the passengers after halting
his rickshaw at isolated places

police said.
The accused was also
involved in strangulating two
more passengers in similar
manner but failed when he
made similar attempts in old

police have registered two
FIRs of attempt to murder, in
which it was maintained that
a person driving a rickshaw

The accused has confessed to

according to the police. “The
accused has a habit of consuming liquor and banned narcotics,” Kumar said. Rinku was
arrested by the Delhi Police

PICTURE FOR REPRESENTATION

Tis Hazari Additional Chief Metropolitan Magistrate (Special Acts) D K Sharma has directed
Ritu Verma to appear before the court on February 9. When asked about the case against his
wife, R K Verma said: “All allegations against
her are wrong. There is nothing like that”.
The Income Tax Department’s Standing
Counsel Brijesh Garg, meanwhile, submitted
before the court that Ritu floated a company
‘Windsor Incorporation Inc’ which began operations in July 2007 with 50,000 shares of one dollar each which in Indian rupee equivalent
comes to `30 lakhs (at present conversion rate).
However, the memorandum of association
and other company documents say it is
involved in “investment”. “She was the sole
director of the proprietary company. She neither declared the company or `20 lakh in foreign shores in her income tax declaration
which meant that this was unaccounted
money,” Garg told the court.
A housewife, Ritu Verma, gave the official residential address of her husband when Windsor
was being incorporated. Her bank account in the
British Virgin Islands carries the same address.
It is to be noted that in October 2013, the
BJP Delhi unit had demanded a probe into
the matter of unaccounted money allegedly
stashed in foreign tax havens by the wife of R.
K.Verma, who was then serving
as Delhi government’s Power
Secretary. The party had
demanded
that
former chief minister Sheila
Dikshit should immediately
remove Verma.

“Since Ritu is a housewife, it
seems improbable for her to earn
such a huge amount of money to
own shares in a $50,000 company.
There is a possibility that the
unaccounted money may have
been channelled by her power
secretary husband, who has been
accused of being responsible for
several scams from Transport to
Power Department and is close
to the Delhi CM,” the BJP had
said. Verma was finally transferred on December 20, 2013 from
power to department of higher
education after Arvind Kejriwal
assumed charge as chief minister. Thereafter, Verma took voluntary retirement.
Verma’s is the third prosecution initiated by the Income Tax
Department after the Supreme
Court’s rap for going slow on the
black money trail.
After the Special Investigation
Team submitted its second
report, the SC has directed the IT department to go whole hog
with the probes and prosecutions.
The proceedings had gained
momentum when the court on
November 12 took cognisance of
the prosecution initiated by the
I-T department against Dabur
India Director Pradip Burman,
one of the seven businessmen
named by the I-T department
before Supreme Court. The case
against Burman has now been
fixed for hearing arguments
before framing charges.
The second prosecution that
was initiated was against a former Indian Naval officer Perbodh Nath Aggarwal.
Rear Admiral (retd) Aggarwal is
being probed for evasion of
approximately `24 crore. Aggarwal has been booked for tax evasion and non-disclosure (section
276c(1) and 277) of Income Tax
Act 1961 for the assessment year
2005-06 and he owned several
undeclared offshore accounts
which are estimated to hold
nearly another `60 crores for several other assessment years.

SHIV KUMAR’S
COUNSEL

THE COUNSEL of former Uber cab
driver Shiv Kumar Yadav on Friday
said an educated woman can’t be
intimidated and thus Section 506 of
the IPC slapped on the accused
isn’t “legitimate”. “Can a woman,
who is educated and physically

Defence counsel Alok Dwivedi contended in the court on Friday that as per
the victim’s statement Yadav had threatened of inserting a ‘sariya’ (rod) into her
body if she resisted him. “But the woman
is educated, was conscious at the time of
the event and there was no ‘sariya’ in the
taxi to be scared of. Then how is it a
legitimate case for Section 506 of IPC,
that is, criminal intimidation?” the
defence counsel said.

Strongly objecting to the defence statement,
Special Public Prosecutor Atul Shrivastav said
it was not just “any casual warning”. “Yadav

that. Also, it is not that only uneducated persons get intimidated. Educated persons get

H1N1 virus leaves
docs at wits’ end
PHOTO FOR REPRESENTATION

By Astha Saxena in New Delhi

THE National Centre for Disease Control (NCDC), which is one of the nodal
centres to confirm the samples of swine
flu, has itself not been able to protect
its employees from the virus. No wonder, doctors are demanding effective
methods to stop it from proliferating.
On Friday, a 67-year-old man from NCDC
tested positive for the H1N1 virus. Interestingly, even after repeated training sessions
conducted by the Delhi government at the
centre, the virus is spreading its tentacles.
According to sources, the Delhi health department has been regularly focusing on the safety
of the medical staff working in various health
centres and the government hospitals. However,
the department’s efforts are coming to nought.
Doctors suggest that the government should
adopt better methods. A senior NCDC doctor,
speaking on condition of anonymity, said: “They
have been asking us to wear masks, gloves and
head cover while dealing with the samples, and
we have been doing that. But still one of our
doctors fell ill. Our centre doesn’t have any
patients and we are only involved in research.
The government should look
out for better ways to deal with
this virus.”

It is Governor’s rule in
Jammu and Kashmir
A FRACTURED verdict after massive
participation in the Assembly elections and subsequent failure of both
the single largest party Peoples Democratic Party (PDP) and runner-up
Bharatiya Janata Party (BJP) to find
allies or stitch an alliance for forming
a government led to the imposition of
Governor’s rule in Jammu and Kashmir
on Friday.
A government spokesman said: “After
receiving concurrence from the President of India, under section 92(5) of the
Constitution of Jammu and Kashmir,
Governor N.N. Vohra issued a proclamation under section 92(1) of the Constitution of Jammu and Kashmir to
impose Governor’s rule in the state.”
With the November-December election results pushing the Congress and
the National Conference to the margins, outgoing chief minister Omar
Abdullah had tendered his resignation
on December 24. While accepting his
resignation, Vohra had requested him
to continue as the caretaker chief minister till alternative arrangements
were made.
The government said: “In the past
two weeks, the governor held consultations with the leaderships of both
the PDP and the BJP. However, no party
or group of parties has so far staked
claim to form the next government in
the state.”

Governor N.N. Vohra will control
administration after Omar
Abdullah’s decision to step down.
He said on the evening of January 7,
Abdullah informed Vohra that he had
decided to step down as the caretaker
chief minister of Jammu and Kashmir
with immediate effect.
The spokesman said: “As none of the
political party or parties so far staked
claim to form the next government,
the governance of the state cannot be
carried in accordance with the provisions of the Constitution of the state.”
The spokesman added: “Consequently,
with the approval of the President of
India, Governor’s Rule has been
imposed in the state under Section 92(1)
of the Constitution of Jammu and Kashmir with effect from January 8, 2015.”

TRYING to hardsell the story of India’s rising economy, Union Home Minister Rajnath Singh on Friday told the Indian diaspora that the BJP-led NDA government is

SO FAR, the Delhi Police does not
seem to have any explicit list of suspects. Sunanda’s husband and his
personal staff are on the radar,
though, because of the very public
spat the two had in the days before
her death on January 17, 2014.

MOTIVE

If Sunanda was indeed murdered,
what could the motive have been?
Many point to the fact that days
before her death, she had talked
about “protecting” then Union minister Tharoor during the 2010 IPL
controversy. Finding a valid motive is crucial
to justifying the murder angle: if the police
can’t determine the motive, the accused might
get an easy escape in court.

Karnataka coastal town that’s known for terror activities
comes under spotlight again after the arrest of IM trio
MAIL TODAY

T

HE Karnataka Police and intelligence agencies were under the
impression that the link
between
the
Indian
Mujahideen (IM) and the communally-sensitive coastal town
of Bhatkal, where the terror outfit took
shape nearly 10 years ago, was over.
However, with the arrest of three
alleged operatives of the IM on
Thursday, the focus has yet again
shifted to Bhatkal that witnessed several communal riots in the past.
Bhatkal had not been under the intelligence
scanner ever since Abdul Samad Siddibappa
Bhatkal —the younger brother of IM founder
Muhammad Ahmad Zarar Siddibappa (also
known as Yasin Bhatkal) — was let off by the
Maharashtra ATS after arresting him for his
suspected role in the 2010 Germany Bakery
Blast case in Pune. The ATS, according to
sources, could not establish his links in the blast
case. The police and agencies also learnt that
Riyaz Bhatkal also had shifted his base reportedly to the India-Nepal border.
“Since we found out that Yasin Bhatkal and
his friend Riyaz Ismail Shahbandri (Riyaz
Bhatkal) were not in touch with any youths
from Bhatkal, a minimum surveillance was
maintained. That’s how we were able to nab the
three Church Street blast suspects,” sources in
the police department said.
Yasin, a key conspirator in several bomb blasts, was arrested
from the Indo-Nepal border in
2013. However, the police and intel
agencies suspect that his friend

which is around 500 km from Bengaluru, was popular as “smugglers’
cove” as high-end electronic items
from Dubai were being sold at
small outlets in the town. It drew
the national attention after it was
found out that the founders of the
IM were from the town.
Long before the security agencies
could detect IM, Yasin, who was
familiar with the geography of the
Uttara Kannada district, which is
part of the Western Ghats, had set
up training camps in Bhatkal with
his friend Riyaz. In 2008, the police
stumbled upon the training camps
in the jungles of Uttara Kannada
district and the adjoining Dharwad
district. Since 2005, the jungles in
the two districts of Dharwad and
Uttara Kannada were the bases for
IM to plot attacks.
In 2008, the police came across
Pakistani flags, jehadi literature

and campaign materials at abandoned training camps in the jungles. A few patches of forests were
also cleared for training purpose.
The police were of the opinion
that IM operatives might have
carried out target practice and
training in assembling bombs in
the jungles. The police are
quizzing the three Church Street
blast suspects arrested on Thursday to ascertain how they learnt
to assemble a bomb.
“The influence of IM in Bhatkal
is strong. The police missed an
excellent opportunity to nab
Riyaz when he was organising
training camps in these jungles.

their surveillance on this town,” a

THE three terror suspects, who

A DAY before Prime Minister Narendra Modi’s
rally at the Ramlila Maidan in the Capital, the
Aam Aadmi Party (AAP) on Friday launched a
Twitter campaign #DelhiasksPMModi to rake
up the issue of giving full statehood to Delhi,
one of the prominent poll promises of the
Bharatiya Janata Party (BJP) during the last
Assembly and the Lok Sabha elections.
Attacking the saffron party for making tall
promises of conferring statehood to Delhi
and slashing electricity tariff, the Twitter campaign asks people about what they are expecting from Modi. “PM addressing Delhi tomorrow
for the first time. What are your expectations
from him tomorrow? Tomorrow Modi ji
addresses Delhi. He had promised full statehood to Delhi. Will he announce that tomorrow?
Or will BJP do a U-turn on this issue also?” former Delhi chief minister Arvind Kejriwal said in
a series of tweets.
The PM is expected to make major announcements in Saturday’s rally which will mark the
official launch of BJP’s campaign for the
upcoming Assembly polls in the Capital.
Kejriwal tweeted: “Before polls, BJP
announced 30 per cent reduction in electricity
rates. Delhi eagerly hoping that PM would
announce that tomorrow #DelhiasksPMModi.”
He accused the BJP of not only failing to slash
the electricity tariff, but also not being able to
curb inflation and corruption.
The AAP leader said: “Now I would like to
remind Modi ji about the promise that his party
had made before the last Delhi Assembly election. Not only me, but people of Delhi want to
know whether he will announce power tariff cut
by 30 per cent. Besides, inflation and corruption have also hit Delhiites very hard.”
Senior AAP leader and former minister in the
Kejriwal government Manish Sisodia said: “The
issue of statehood has aspects like law and
order, land transactions and multiciplity of
agencies. The law enforcement agency should
be under the direct control of the elected government of Delhi. There are many agencies in
the national Capital that hamper work.”

PM to kick-start BJP campaign today
grant full statehood to Delhi after coming to power. The promise was also part
of the manifesto of the Delhi BJP in the
2013 Assembly polls. “The promises
made by us in our manifesto will be fulfilled,” Jha assured ahead of the rally.
The reunification of the trifurcated
Municipal Corporation of Delhi (MCD)
could be another major announcement
during the rally. Unification of the three
MCDs was a key promise of the BJP in
the last Assembly polls.
Meanwhile, elaborate arrangements
have been made at the venue to make
the rally a grand success. Banners,
hoardings and life-size posters of

Narendra Modi have been erected at
Ramlila Maidan where more than one
lakh people are expected to turn up
for the grand show. BJP leaders said
the ‘Abhinandan Rally’ will also be a
celebration of the BJP’s unprecedented success in the recent Assembly
polls in Haryana, Maharashtra,
Jammu and Kashmir and Jharkhand.
The chief ministers of Haryana,
Jharkhand and Maharashtra will be
felicitated in the rally by Modi and
BJP president Amit Shah.
Shah, national general (organisation)
Ram Lal and Union ministers Arun Jaitley, M. Venkaiah Naidu and Piyush Goyal

will share the dais with Modi besides
the seven party MPs from Delhi.
The party has made a seating
arrangement of around 60,000 people
at the venue even though it claims that
over one lakh people will be attending
the rally. To woo minority voters, the
BJP has also set a target of bringing
over 10,000 Muslims to the rally. “We
want more people from the minority
community to attend the PM’s rally. We
are expecting over 10,000 people from
the Muslim community to attend the
rally,” said Atif Rasheed, president of
BJP’s minority cell.

The hostage, named as Michel Catalano, who
was taken by Said Kouachi, 34, and his brother,
Cherif, 33, is believed to have been rescued.
Gunfire and explosions had been heard at the
first hostage siege after police had surrounded
the gunmen at an industrial estate in
Dammartin-en-Goele, 25 miles from Paris. The
siege reached a bloody climax, with the brothers
reportedly ‘coming out fighting’. They had earlier told police negotiators: “We are ready to die
as martyrs.”
At around 4.30pm, people living nearby
reported hearing three or four explosions followed by several gunshots. More explosions followed and smoke could be seen rising from the
building. Others reported seeing ambulances
race to the scene.
A short time later three French special forces
officers could be seen on the roof
of the building.
Then, at around 5.30 pm, three
large helicopters arrived at the
scene and landed on the roof.
A few minutes later, several
explosions were heard at a second hostage siege in Paris where
an accomplice, identified has
Amedy Coulibay, was threatening to kill at least six captives if
police stormed the Kouachis. At
least one hostage is believed to
have survived that siege while
four are reported to have been

A COLONY of Musahars was
allegedly attacked by over two
dozen attackers on Thursday
night at Veersinghpur village in
Varanasi district. The attackers
allegedly torched 12 houses of
the Musahars and injured 10
people. Musahars, who are
considered the most downtrodden among the Dalits,
alleged that certain builders
were behind the attack who
wanted the villagers to vacate
the land. The villagers alleged
that the builders want to construct apartments on the land.
Police has registered cases
against 22 people and arrested
two persons, identified as
Ramkesh Pandey and Ramagya

been deployed in the village.

Lalji Musahar, a village resident.
Prema Devi Musahar, a woman
who sustained injuries, said: “All

firing in the air. Since it was very

cold in the night and our children
were sleeping, we decided not to
venture out of our huts. But they
started sprinkling kerosene on
the huts and torched them. We
left all our belongings and ran
out with our kids. On seeing this,
they attacked us with rifles

sustained injuries.”
Senior Superintendent of

According to villagers, Kumar

Memphis remembers Elvis on his 80th birthday
SEVERAL hundred fans braved
freezing cold on Thursday to
join Elvis Presley’s family in
Memphis, Tennessee, on what
would have been the King of
Rock ‘n’ Roll’s 80th birthday.
Cheers went up as Presley’s former wife Priscilla and their only
child Lisa Marie, along with Elvis’
grandchildren, sliced an eighttier cake, then sang happy birthday to the king. Fans got a chance
to get a bite of the cake at a diner
across the street from Graceland, the Presley residence that
has become a shrine to his life,
work and rich musical legacy.
In a ceremony held at Graceland, January 8 was declared to
be Elvis Presley Day in Memphis,
Tennessee. “My gosh, I’m in total
shock. So many of you here!”
said Priscilla Presley, 69, adding

that Elvis “would have been
amazed” to see so many fans
come out for his birthday.
“There’s really nowhere else
we’d rather be,” added Lisa
Marie, 46, accompanied by her
four
children

Riley and Benjamin Keough and
six-year-old twins Harper and
Finley Lockwood.
The twin girls were born in 2008
to Lisa Marie’s fourth husband,
guitarist and music producer,
Michael Lockwood.
Elvis Presley was born in
poverty in Tupelo, Mississippi on
January 8, 1935, and as a teen
moved to Memphis with his parents and absorbed the mixture
of blues, rhythm and blues, and
African-American gospel from
which rock music emerged.

1970s before his untimely death.
His legacy includes 108 songs
on Billboard magazine’s Hot 100
pop music chart as well as 129

records in the Billboard 200
album chart — most recently in
2002 with a greatest hits set.
“He has stayed on top all these
years,” said Scotty Moore, 83, of
Nashville, the guitarist and last
man standing from the recording session that yielded the 1954
hit That’s All Right.
“That first session at Sun Studios
in Memphis changed everything
in popular music and culture,”
said Peter Cooper, writer and
editor for Nashville’s Country
Music Hall of Fame and Museum.
“It changed all of our lives, even
those of us who weren’t born

and the way we talk. It was a

States of America,” Cooper
added.

There has been a furore over BJP MP Sakshi Maharaj’s remark

WHIPLASH

Tharoor must
end hostility
towards cops
From accusations of harassing his
staff, to doubting the probe, Tharoor’s stance does him no good
NE WOULD have expected
Shashi Tharoor to welcome the
fact the police were re-investigating the Sunanda Pushkar case.
But he has instead raised eyebrows
by dashing off a letter to Delhi
Police Commissioner BS Bassi,
accusing his officers of “harassing”
his staff. Given that the police have
started re-investigating the case
this is not a fair allegation to make.
Tharoor has not stopped there.
He held a press conference where
he said “there should be a professional investigation without any
pre-determined outcome.” This
implies he neither thinks the
police are being professional, nor
are they capable of being impartial. These are serious implications to make, which ill behoves a
man of his standing.
Though Tharoor has said he will
“cooperate fully with the investigators” his confrontationist stance is
something the Delhi Police will not
take well. His saying he has no reason to believe there was “foul play”
serves no purpose. The fact is the
murder case was registered after
the police received expert opinion
from AIIMS stating that Sunanda
was poisoned, perhaps forcefully.
While Tharoor’s concern about
distortion of facts is understandable, he must repose some confidence in the police and criminal
justice system. This is the beginning
of the investigation as far as the
murder angle is concerned. It is still
not clear what poison killed
Sunanda and what could be the
possible motive for the murder.
A year after the incident, the
investigators have their task cut
out. It’s not an easy investigation
and more than anybody else, it
should be Tharoor providing the
finer details to investigators about
Sunanda, that can provide the necessary leads to this case.
But if he questions the probe from
the onset, it will create an atmosphere of mistrust between him and
the cops. That will only make things
ugly and do little to get to the truth.
This is something neither Tharoor
nor the police would want.

Fighting terror
with humanity

O

BY ABHISHEK BHALLA

by Peter V.
Rajsingh

T

HE BRUTAL massacre of journalists in
Paris has brought people together the world
over, unified by firm
resolve to stand up
against barbarous acts of terror.
Violent extremism, practiced by private
citizens or states, must be denounced.
Terrorism, is a global scourge. An irony of
contemporary life is that stability and
security were supposed to be the payoffs
for living in an era of united nations and
welfare states. Also disturbing is that the
perpetrators were “home grown,” rather
than “other” – alien outsiders incapable of
appreciating a country from within.

Condemnation
When suspects were connected to Reims,
the capital of the bucolic Champagne
region, emails from IM Ghaziabad friends
who studied in Reims, flooded my inbox.
How could this delightful city breed a terrorist? Curiously, the prominent hotel in
Reims’ central square is called l’Hotel de la
Paix (Hotel of Peace). Attempts to understand perpetrators of atrocities confront a
fallacy – that engaging with explanation is
tantamount to justifying heinous acts or
mitigating agency of the actors.
Interrogating conditions surrounding
what occurred is neither defending the
indefensible, nor is it rescinding moral
authority to condemn without condoning.
If we’re to combat terrorism meaningfully,
we need to recognize its causal roots,
wrench them out, and avoid providing
pathways for recruitment and radicalization of those vulnerable to extremism.
It’s also wrong conflating Paris with
Mumbai, and other terrorist acts, as some
have done. The French case shares similarities, but it’s also freighted with a particular colonial history, along with the contemporary reality of dystopic French
banlieues, populated with disaffected
North African youth where law and order
have broken down. Construed as an
affront to liberty, the Paris attack strikes
at a core value of secular democratic pluralism. Liberty unpacked includes freedom
of expression and of the press. But despite
consensus about the general concept of
liberty, disagreements have always existed
around what particular conceptions

A memorial to the slain journalists
killed by militants in Paris
instantiate the concept. Let’s consider
press freedom through the following example, with a caveat: this is not a defence of
terrorist religious extremism, nor suggesting we should capitulate to it.
A hypothetical rag Down Under, known
for irreverent satire and critique, purveys
cartoonish portrayals of aborigines — casting them as drunks, on the dole and a drain
on public coffers. It’s an opinion I’ve heard
people privately express. Yet no reasonable
publication, no matter how provocative or
puerile, would print anything like this. Simply unacceptable, it transgresses bounds of
decent and responsible journalism.

Satire
In tandem, the same rag puts out caricatures of aboriginal animistic religious
ceremonies, portraying them as primitive, superstitious and at odds with
mainstream Aussie values. Both depictions would be deeply offensive to aborigines, a point that takes little imagination to conceive. Were the religious
caricatures more acceptable and defensible than the cartoons? And would they
be more palatable if aboriginal extremists were specifically singled out?
John Stuart Mill argued liberty, and by
extension freedom of the press, is an
absolute right conditioned only by a harm
principle. On this account, any form of censorship takes us down a slippery slope;
press freedom is viewed as a sine qua non of
a properly functioning democracy. Yet,
even in the most liberal regimes, lines of
demarcation do exist. Electing to privilege

the most extensive liberty possible, liberalism also entertains the notion that certain things are repugnant and should never
be endorsed. At issue is how are boundaries drawn, by whom and where.
Rightfully, the people are cast as the
major arbiters in the marketplace of ideas.
A free press is balanced by plurality of opinion from diverse press sources. In addition,
principles of journalistic integrity and
responsibility hold sway. Liberalism also
demands neutrality about religion, religious practice being a personal matter relegated to the private domain within a secular state. As such, there’s an enduring
tension for religious people who might seek
to have their values spill over into the public arena, particularly when those values
cannot be justified on secular grounds. It’s
a tradeoff. The religious receive tolerance
and respect in return for giving up the will
to impose religious convictions on those
who do not share their views. This is the
basis for a truce which avoids a culture war.

Conviction
Today we see sophistic politicians stirring
up the mob with claims that they’re at war.
The idea of polarising the situation as a
battle over ideology is hardly something to
be invoked as a sensible discourse within
the body politic. George Bush set the stage
after 9-11 when he came up with the binary
“you’re either for us or against us.” Rather
than tapping into a global sentiment of solidarity and goodwill, he chose to be divisive, preferring sectarianism over humanism. It was the best thing that ever
happened for extremists. People taking to
the streets across the world demonstrates
a glorious picture of personal engagement
spurred by moral outrage. In this context,
brute nationalism and wholesale identification with a magazine in a slogan that
smacks of a PR campaign, should give us
pause. The rallying cries should be repudiating violence and expressing grief at the
vicious slayings of other human beings.
Freedom of expression in the West is not
at risk at all. Extremists of every ilk must
face the reality that they’re a small minority and their cause is already lost. Immigration also is here to stay which right wing
parties have to accept. Tolerance and
respect for persons are principles that
trump all others. On occasion, artistic freedom too perhaps must yield to the imperatives of an ethic of responsibility. As the
world becomes more porous and permeable, and enclaves of ethnic and value
purity erode, the only currency we have is
our thread of common humanity and need
to get along. “Je suis Charlie” really ought
to read: “Je suis anti-violence, Je suis
respectueux des autres, Je suis humain!”

THE PULP PIT
VINAYAK CHAKRAVORTY

AGE-OLD
IMAGE FIX
IRONIC isn’t it, the more she tries
dodging the image trap, the more
it returns to bog down Sonakshi
Sinha. This week’s Tevar (pic left)
opened with all intentions clear
for Bollywood’s shuddh desi heroine. She has been tagged the chosen co-star for ‘senior stars’ such
as Salman Khan, Akshay Kumar,
Ajay Devgn — even Rajinikanth and
Saif Ali Khan — for long. Tevar, a
mainstream biggie opposite the
very happening Arjun Kapoor, was
meant to reverse that situation. It
was meant to remind us Sonakshi
actually belongs to GenNow —
that, hey, she is just 27.
The problem is Tevar offers us no
solid reason to think that way. Just
like R... Rajkumar, her only other
commercial flick opposite a
below-35 hero (Shahid Kapoor),
Tevar is also all about setting up
retro masala that lugs a heroine
template straight off the good
old eighties.
In crazy cruel showbiz, ‘good
old’ is never gold. Younger male
actors must be wary Sonakshi’s
image is not young enough. Sonakshi must know it, too. She needs
an overhaul, pronto.

USHANT Singh Rajput on the
first-look poster of Detective
Byomkesh Bakshy! cuts a fantastic picture, leaping across
Howrah Bridge with largerthan-life swagger as only heroes do in films. That bit of over-the-top
heroic, however, is contrasted by the
stark realism about Sushant’s sartorial
statement in the picture.

S

Like the true Bhadralok of pre-Independence
era that Byomkesh was, Sushant teams a dhoti
(or dhuti as Bengalis call it) with socks and shoes,
coat and antique watch, hair neatly oiled in place.
The poster is more than just a publicity tool for
the Dibakar Banerjee film. It defines the new-age
Bollywood hero, smoothly leaping into largerthan-life glamour realm without losing touch with
realistic packaging. Even five years ago an action
hero of a mainstream Hindi thriller produced by
Yash Raj Films would be deemed ‘uncool’ wearing
a dhoti, so what if he belonged to pre-Independence Bengal.
Stardom, Bollywood’s new generation seems to
be learning fast, will no longer just be about picture perfect look, dapper style statement or rippling brawn — not unless a script demands it.
The era of smartly-packaged, slyly-marketed charisma that snubs authenticity may actually end
with Salman and Shah Rukh Khan.
Going by their choice of films in
store, filmdom’s new lot is realising
that bit, too.
Ranbir Kapoor is obviously the
one who started it all for the current generation, varying his roles

Super real

Bolly cool

Stardom is no longer
about picture-perfect look
from the lovestruck chocolate hero
in his debut Saawariya to the commitment-phobic youth of Wake Up
Sid to the pragmatic salesman
Rocket Singh and the cunning
politician of Raajneeti in the very
first phase of his career. Ranbir’s
experiment with roles has continued. Even though it would be hard
to define him as an offbeat hero, his
roles have surely remained offbeat
by Bollywood standards and his
success as a star has rubbed off on
newcomers.
You find an Aamir Khan syndrome here of course, in this welcome attempt to mix believability
with box-office ambition. But there
is a shift in attitude from what
Aamir does. In his entire commercial career so far, Aamir has judiciously avoided portraying inherent
evil — unless you count Deepa
Mehta’s very arty 1947: Earth.
NewGen heroes led by Ranbir
however are taking the Aamir syndrome a step forward. Most among

LOOKING GOOD: Sushant Singh Rajput in Detective Byomkesh Bakshy!
the new crop seem to relish portraying evil. Sidharth Malhotra’s
title role act running high on psychotic edge in Mohit Suri’s Ek Villain or Varun Dhawan’s violent
avenging youth in Sriram Raghavan’s upcoming Badlapur underlines as much. Arjun Kapoor
started off on a sinister note in
Ishaqzaade and Aurangzeb before
setting out to prove he could do
masala in Tevar.
A few years ago Shah Rukh Khan

had stated he was the last superstar of India. He obviously meant it
would be difficult for Bollywood’s
budding lot to match his largerthan-life glamour (he clearly never
did foresee threat emerging from
his very generation, by way of
Salman Khan).SRK might have
been wrong in reading the next generation. The new lot will not court
superstardom with exaggerate
glamour. They will make that tag
synonymous with super-realism.

IT’S not just the case in Bollywood. The Forbes list of
Hollywood’s highest earners for 2014 brings to fore
familiar gender disparity in
western showbiz, too.
Topping the list was
Robert Downey Jr. whose
bank balance swelled by a
whopping $75 million even
as Angelina Jolie and Sarah
Jessica Parker, Hollywood’s
highest earning female
stars for 2014, have managed less than half that
figure, at $30 million each.
Downey Jr.’s much-discussed paycheque was
Marvel’s dole-out for
Avengers: Age Of Ultron,
where he returns as Iron
Man. Ex-wrestler Dwayne
Johnson proved he is now a
saleable Hollywood actor,
drawing $52 million thanks
to his hit Hercules and the
upcoming earthquake
drama, San Andreas.
Bradley Cooper ($46 million), Leonardo DiCaprio
($39 million), Chris
Hemsworth ($37 million),

IF it’s not dark, it’s not
hot. Hollywood seems
wholly sold on that idea
lately what with directors
across genres adding that wee
touch of the sombre to whatever they show to make us
laugh, cry or go mushy.
On cue, the lovable pesky
spirits of the 1980s ghost-com
series Ghostbusters will get a
dash of the dark when the
franchise reboots in
2016. Veteran director Paul Feig, who
starts filming soon, declared a while back that the
new sequel will be
sinister fare, leaving only
that much room for LOL stuff.
While a ghost movie is
expected to give you the
creeps, it is surprising Ghostbusters should follow that
trail. The franchise has
always appeared a spoof of
the genre in the past. Given
Paul Feig’s roster as director,
maybe he has brainwave to
tweak that formula.

The great

moolah

MONEY-MAN: Downey Jr. in
his lucrative Iron Man suit
Liam Neeson ($36 million),
Ben Affleck ($35 million),
Christian Bale ($35 million),
Will Smith ($32 million) and
Mark Wahlberg ($32 million) completed the top 10.

Mail Today story
I WANT to draw your attention to the story ‘UP’s top

darshan’ published in M AIL
TODAY on December 28, 2014.
It was false, distorted and published with an intention to
defame and bring bad repute
to Uttar Pradesh Chief Secretary Alok Ranjan.
No version was sought from
the officer concerned or the
chief secretary’s office or the
official government spokespersons—the office of principal
secretary information or of
director information. It had
comments of only politicians.
The story was intended to
malign the office as is clear
from the fact mentioned that
20 generators and 23 air conditioners were especially placed
for the visit.
The fact is that nothing new
was installed or bought. Further,
all facilities, including ACs, heaters and generators that existed
at the forest guest house, was
missing in the news story. The
fact that the guest house is also
available for tourists and
booked for commercial use was
intentionally hidden.
The chief secretary had gone
on an official visit during which
he reviewed the law and order
in Pilibhit district with DM and
SP of Pilibhit and of Bareilly
division with commissioner
Bareilly, IG zone and DIG. He
also took stock of development
works. A meeting was held for
the development of Pilibhit
Tiger Reserve while addressing
problems of forest officials.

SEHGAL’s letter only focuses
on the ACs and generators. It
clarifies that Alok Ranjan was
there on a government visit to
distribute Samajwadi pension
to 1,000 beneficiaries and 1,593
cycles besides attend and
review meetings—facts that
were in the news story.
The published story only
raised questions: (1) as to how
his family accompanied him in
a government chopper and
stayed in the guest house for
three days, (2) a Bhojpuri
singer was hired and a programme held in the tiger
reserve, (3) a helipad was constructed in the reserve to facilitate landing of the chopper.
Local reporters say no facilities (ACs and generators) were
available before Ranjan’s trip
and that these are now not
being removed to prove the
government’s point. Besides,
media can’t enter the reserve
after the news came out. The
DM and forest officials are also
mum as to how a helipad was
constructed in the reserve.

she has a career-defining
role in the film.

RANBIR KAPOOR

HE leads the pack of challengers. After no release last year,

OR the aging superstars of Bollywood, the
next 12 months will be as much about
gunning for blockbuster records as
it will be about fending against
the burgeoning surge of the
new lot. Salman and Shah
Rukh Khan will reign for now
(Aamir Khan has no release in
2015) but filmdom’s newgen
stars are rising fast.

The fresh bunch has lately proved it
relishes the challenge of the boxoffice game. Indeed, budding superstars such as Varun Dhawan, Sidharth Malhotra, Arjun Kapoor,
Alia Bhatt and Shraddha Kapoor
tasted 100-crore blood last year
to declare they are now in the
game. It is no longer just about
whether Ranbir Kapoor will
manage to topple Khan
supremacy and neither is the
fight for the cat’s crown
restricted
to
Deepika
Padukone and Katrina Kaif.
The exciting thing about
Bollywood’s new lot is they
are mixing experimental
roles with box-office glory.
So, as Varun Dhawan gets
going with Sriram Raghavan’s sombre Badlapur and
Alia Bhatt tries another
unusual act after last year’s
Highway by way of Raj Vikas
Bahl’s upcoming Shandaar,
you get a fair idea how notions
of a ‘good role’ in mainstream
Bollywood is changing.
As the year wears on, Bollywood
is bound to throw up surprises by
way of many more new faces — that
is the one constant in the forever
dynamic world of showbiz. Right now,
it is time for a stock of what lies ahead
for those who have shown promise so far.
(Release schedules are subject to

have been listed for each star)

a predictable climax and you couldn’t
care less if the hero beats the villain in
the end.
Tevar adheres to every cliché of the formula film, banking on the trust that the
audience will flock to watch the same setpieces all over again just because the
hero is a fresh option.
On his part, Arjun is diligent in staking
his claim as a mainstream star. He adds
swagger to his already known screen presence, and remains a big draw of the film.
In comparison, Sonakshi has started looking jaded playing these desi girl stereotypes.
Tevar offers nothing new to her. Manoj Bajpayee salvages mundane scenes adding a
shade of the sinister to his bad guy
avatar. He is a treat to watch.
For a film titled Tevar, this one
banks more on hype than attitude
for moolah. That’s ironic.

THE government has permitted dual use

SC allows Sahara to raise loan for Roy’s bail
By Mail Today Bureau in New Delhi
THE Sahara Group’s persistent efforts to
raise `10,000 crore for securing bail for its
incarcerated chairman Subrata Roy got a
shot in the arm on Friday with the Supreme
Court (SC) allowing it to go ahead with
its proposed transactions for a loan of
around $1,050 million from abroad.
However, the apex court put conditions, including the Reserve Bank of
India’s (RBI) approval for transfer of
funds raised in the US to India to
meet the requirement set for release
of Roy, who is in Tihar jail for more
than nine months for non-refund of
over `20,000 crore with interest to
depositors. The SC,
which had asked Roy
to pay `10,000 crore

to get bail, out of which `5,000 crore should
be paid in cash and rest in bank guarantee,
extended its August 1 order for conference
facility for him in the jail to deal with the
nitty-gritty of transactions till February 20.
A Bench headed by Justice T.S. Thakur
passed the order after the Securities and
Exchange Board of India (Sebi) and senior advocate Shekhar Naphade, who is
amicus curiae, agreed with the plea of
Sahara that there is no risk for the
court in allowing the transaction for the
loan. “In the circumstances and keeping in view the submissions of counsel
for Sebi and amicus curiae and other
safeguards, there is no reason why we do
not allow the prayers,” the Bench
said while making it clear that

permission for transaction of loans would be
subject to certain conditions.
The Bench said that Sahara will move the
RBI at appropriate level or before its competent authority and make representation for
clarification for bringing the amount arranged
in the US and deposit it in the account of
Aamby Valley Limited, Mauritius, a fully
owned subsidiary of Sahara India’s Aamby
Valley Limited. Further, the Bench said that
the entire loan amount generated from the
US shall be deposited with Aamby Valley Limited, Mauritius, and not utilised or transferred
by the Indian subsidiary for any other purpose
except for being deposited with Sebi in the
Sebi-Sahara refund account. Thirdly, Sahara
will not be free to claim any equity on the
amount raised as loan from overseas and
deposited with Aamby Valley Limited, Mauritius, for the purpose of bailing out Roy.

LikeGoyal, Sinha reckons that
coal auctions will galvanise activity in the what had become a litigious and dormant sector. “It will
lead to competition and increase
efficiency in mining thereby raising not just output, but availability. Most big private power developers are preparing their bids
and have shown tremendous
interest. We are following a
reverse auction methodology and
for starters will be putting up

already-producing and near-toproduction mines so that there is
a seamless transfer to the new
players. The bigger problem is to
effectively deal with stranded
assets—both coal and gas fired.
We have initiated a gas pooling
proposal, but this has been in the
works for long and as long as
availability of domestic gas is
zero; it is a struggle. With the
pooling policy we hope to pool it
with LNG and provide it to end
users at an affordable price, but it
is extremely challenging.

Achieving the milestone is a
tall order given India’s recent
history with power sector
reforms, but coal and power
minister Piyush Goyal and
power secretary P.K. Sinha
are adamant on delivery. In a

one of the focus areas in the
forthcoming Budget.

ONGC & Oil
may not
have to pay
fuel subsidy
this fiscal
THE government is likely to
exempt Oil and Natural Gas Corporation (ONGC) and Oil India Limited
(Oil) from payment of fuel subsidy
during the rest of this fiscal due to
the steep decline in global oil
rates to around $50 per barrel.
Upstream producers ONGC and
Oil made good nearly half of the
revenue loss, or under-recoveries, that fuel retailers incurred on
selling cooking fuel and diesel
until recently at governmentcontrolled rates. This subsidy
contribution was by way of discount on crude oil they sold to
downstream firms and it was
capped at $56 per barrel in 2013.
But with global oil prices tumbling to its lowest level since April
2009, the continuation of the subsidy-sharing formula would mean
that ONGC will not just have to sell
crude oil to refiners like Indian Oil
Corporation (IOC) for free but also
pay another $6 per barrel from its
pocket. In such a scenario, the
government is considering
exempting ONGC and Oil from payment of subsidy during reminder
of the current fiscal, sources privy
to the development said.
Oil minister Dharmendra Pradhan stated on Thursday that the
government is reworking the
subsidy-sharing formula. Sources
said that the subsidy burden on

upstream oil companies has
increased from `32,000 crore, or
30 per cent of the total underrecovery in 2008-09, to `67,021
crore (48 per cent of the total
under-recovery) in 2013-14. In
2013-14, ONGC paid a record
`56,384-crore subsidy. This has
significantly constrained the
capacity of these companies to
increase their exploration efforts
in difficult areas thereby
adversely affecting the domestic
oil production.
Under-recoveries during current
fiscal are pegged at around
`73,000 crore. Of this, about `51,000
crore has already been accounted
for in first half, when ONGC paid
`26,841-crore subsidy, Oil `4,085
crore and Gail (India) `1,000 crore.
The government provided cash
subsidy to cover the rest of it. For
the remainder of the fiscal,
another `21,000-`22,000 crore of
under-recoveries are estimated,
which can easily be met by government subsidy from budget and
sparing ONGC, they said.
Sources said that the oil ministry is of the view that unless sufficient funds are available for
increased oil recovery and
enhanced oil recovery schemes
from the ageing oil fields, the
country may notionally lose
more than 70 million tonnes of
indigenous crude oil production
during next 10 years. This may
increase the import bill by
`3,33,000 crore. However, if this
crude is produced indigenously,
it will cost only `112,000 crore
resulting in a substantial saving of
`2,21,000 crore.

Australia captain
Steve Smith topscored with 71 on Day
4 of the fourth Test in
Sydney on Friday.

Brilliant Smith
makes his mark
on record books
By Ajay Naidu in Sydney
AUSTRALIA captain Steve
Smith continued his magical
form with the bat to reach a
beautiful cricketing crescendo
at the SCG on Friday.
The 25-year old, who scored 71
in the second innings, eclipsed
Sir Donald Bradman’s 65-yearold record of 715 runs in an
India-Australia series. Smith
accumulated 769 runs in the
series at an average of 128.16
runs, scoring hundreds in the
first innings of all four Tests.
Only four other Australians
have ever hit a century in four
straight matches — Jack Fingleton, Neil Harvey, Matthew
Hayden and Bradman.
Amazingly, Hayden and Bradman completed the feat twice,
while Bradman also holds the
overall record after hitting six
hundreds in as many matches
from January 1937 to July 1938.
Only England captain Alastair
Cook made a better start to his
captaincy career, making a ton
in each of his first five Tests as
skipper.
Indeed captaincy is not everybody’s cup of tea. History is full
of instances when a good batsman struggles to get runs when
weighed down by the burden of
captaincy.
However, much like Virat
Kohli — who has made 646 runs

from the series and can add
some more on the final day —
responsibility seems to be
bringing out the best in him.
Smith clearly has taken his
batting to another level on moving from number five to number
four. Now, there are chances he
may shift to number three, a
position held proudly by the
great Ricky Ponting.
Heading into this series, Smith
had made four Test centuries
from 22 Tests. And, in a matter
of five weeks he has doubled
that total, and in the process
has taken his average beyond 50
from a fairly average 40.39.
Now that Smith is finished
wielding the willow in the series,
he needs to tick a box in terms
of his captaincy. Smith was
heavily criticised for being
overly defensive in Melbourne.
He will, hopefully, correct that
with a good declaration on the
final day.
The shadow of Australia’s conservative declaration in the Melbourne Boxing Day Test hangs
over Smith in his debut series as
captain.
Smith set India 384 to win in
70 overs in Melbourne and it
simply wasn’t enough time as
the Indians held on for a draw
on a lifeless pitch, scoring 174/6.
This time the series result is
not on the line and history is on
Smith’s side.

The pace of Umesh Yadav and

One-day and Twenty20

They lack patience, consistency, planning and the will to

Service tax
woes for BCCI
By Qaiser Mohammad Ali

T

HE Supreme Court of
India on Wednesday delivered a crisp, 81-word
order on service tax that
might have far-reaching
impact on the finances of
the Board of Control for Cricket in
India (BCCI).

While upholding a judgement of the
Customs, Excise & Service Tax Appellate
Tribunal (CESTAT), Mumbai, in a service
tax matter involving video graphing of
matches by the BCCI, the two-member
bench, comprising chief justice H.L.
Dattu, said that it has “no reason to interfere in these matters”.
The BCCI was levied service tax on
income generated from the production
and sale of live feeds of matches, played
between 2006 and 2010, and the tax
amount was around `18 crore.
The BCCI-service tax department tussle involves hundreds of crores of rupees.

STAN STAMPS HIS
CLASS ONCE AGAIN
STAN Wawrinka’s burst of
brilliance in the last few minutes of the match had the
stadium gasping in admiration as the defending champion outgunned Gilles Muller
6-2, 7-6 (7/4) to set up a semifinal clash with Belgian
David Goffin in the Aircel
Chennai Open on Friday.
The second semi-final pits
Spaniard Roberto Bautista
Agut against hot qualifier
Aljaz Bedene of Slovenia.
‘Stan The Man,’ as the
Australian Open champion
has been hyped, was in the
zone at the start but there
was some sluggishness in the
second set.
The Chennai crowd was
backing the underdog and
Muller had his brief moment
of fame under the arc lights.
All of a sudden, like a thunderstorm coming unannounced, Wawrinka burst
into brilliance in the tiebreaker stringing three
points of the highest order.
First, he ran full stretch to his
backhand side and whipped
a full blooded crosscourt
pass which caught Muller
wrong-footed.
Then he rifled a serve at 213
kmph which flummoxed the
left-hander from Luxembourg, and then put the finishing touch with a neat ace.
