Narrative

The above listed subject was arrested following an investigation


into a property damage accident on Elm Street. The Village of
Potsdam Department of Public Works contacted the Potsdam
Police Department reporting that a vehicle had struck the rear of
a payloader that was removing snow on Elm Street. Patrols
arrived on scene and further investigation revealed that Atems
was intoxicated. Atems was taken into custody and was
transported to the Potsdam Police Department where he was
processed. Atems refused to provide an adequate breath sample
and was subsequently arraigned.
