I have known Tracy Graduate through her work experience with our firm during the past
summer, when she served as an Auditor Intern in our New York office.
Tracy became immediately involved in the annual audit of Zephyr Megalithic, conducting much
of the historical accounting research required for the audit. In addition to gathering the financial
information, Tracy was instrumental in the development of the final certification report. Tracy
also participated in several other smaller audits, including her instrumental role in the quarterly
audit of Alpha Bank, where she developed several Excel macros to audit the inputs at the PC
level. She later further developed these macros for use in future audits, which we have integrated
into our Auditors Toolkit.
Tracy has shown the kind of initiative which is necessary to be successful over the long-term in
the public accounting field. She has excellent forensic skills, yet remains focused on the overall
needs of the client. I believe she will be a strong Auditor and has an excellent future in the public
accounting field. She is a conscientious worker and has an excellent work ethic. We would gladly
have hired Tracy upon graduation if she were open to the New York City area.

The National Indian Gaming Commission (NIGC) has examined the Indian lands status of fee
land in North Tulsa, Oklahoma, and of trust land in Bartlesville, Oklahoma, on which the Osage
Nation (Tribe) plans to conduct gaming. We understand that the Tribe intends to begin gaming
on at least one of the parcels on August 3, 2005. We believe that the Tribe may conduct gaming
on the parcels because they lie within the Tribes reservation. Our opinion relies on several
previous Department of the Interior documents that reference the Osage Nation Reservation.
Consequently, we would appreciate your concurrence on our determination that the parcels are
within the Osage Nations reservation.
As you know, the Indian Gaming Regulatory Act (IGRA), 25 U.S.C. 2701 et seq. confirms a
Tribes right to game on lands within the Tribes reservation boundaries. Based on the
information we obtained, the following parcels meet the IGRA requirements for gaming.

plans for expenses.

I am writing to confirm our conversation of this morning regarding your access to our campus.
Your conduct yesterday created a serious disturbance, which required the attention of school
personnel, including the school police officer, assistant principal, teachers, and staff. You began
screaming in the main office and when staff met with you, you continued in this manner.
Furthermore, you made threats to the personal safety of the student accused of fighting with your
son. While I appreciate your concern for your son, such a disturbance to the instructional
program cannot be tolerated. Today you came to school several times and met with me three
times. So, obviously I cannot operate a school effectively and give that level of attention to all
parents. My time must be spent on behalf of all children.
If you have business on campus, please call my office in advance for an appointment and go
directly to the main office at the appointed time. You may not enter the campus without my
authorization.
Board Rules 1265 and 2002 provide that the presence on school campus of any parent,
community person, organization representative(s), concerned groups, or other individuals or
groups, regardless of affiliation, requires the principals consent and approval. The rules go on to
state that pupils, school personnel, classrooms, special programs or other activities, regardless of
their funding source, are not subject to visitation observation or any other external attention
without the school administrators endorsement. Further, visitors who defy the school
administrators authority can be reported to the appropriate police agencies and may be subject to
criminal charges under California Penal Code Sections 626.6 and 626.8 or Los Angeles
Municipal Code Section 63.94.
We intend to enforce the Board Rules and seek your cooperation.
