EXECUTIVE SUMMARY
Terracon Consultants, Inc. (Terracon) conducted a noise survey for the Vance Brand Municipal
Airport facility located at 229 Airport Road, Longmont, Colorado. The purpose of the survey was
to document community noise levels at six Client-selected locations near the airport during
weekend skydiving operations. The skydiving operations are performed by two aircraft, a
DeHavilland Twin Otter aircraft and Beechcraft King Air aircraft. The aircraft only operate
between dawn and dusk.
The results of the survey indicate that the measured noise levels for noise sources at the six
locations ranged from 58.8 dBA to 82.9 dBA. Most of the noise measured at all locations was in
the mid to higher frequency range. The average noise level for noise sources for the six
locations was 69.3 dBA. The average noise level attributable to the Twin Otter aircraft was 70.3
dBA at the six locations. The highest noise level recorded of the Twin Otter aircraft was 74.4
dBA while the Otter was flying above the intersection of North 65th Street and Galatia Road.
The average noise level attributable to the King Air aircraft was 69.0 dBA at the six locations.
The highest noise level recorded of the King Air aircraft was 82.9 dBA during it’s ascent at the
intersection of Nelson Road and Sunset Street location. However, during most of the survey
two or more activities were occurring during the 5 minute measurement period that contributed
to the average noise levels recorded while the Twin Otter and King Air were flying. These
activities included noise sources other1 than the Twin Otter or King Air and sometime included
both the Twin Otter and King Air flying at the same time.
The average noise level attributable to all other background noise sources (not including the
Otter or King Air) at the six locations was 68.1 dBA. The highest noise level recorded for a
background noise source was 76.3 dBA attributable to heavy traffic on Ken Pratt Boulevard to
the east of the Nelson Road and Sunset Street (Flower Bin) location.
Based on the results of this survey it is Terracon’s opinion that noise levels attributable
specifically to the DeHavilland Twin Otter aircraft and Beechcraft King Air aircraft were not, in
general, significally higher than the background noise sources except in very specific, short
duration instances.
Day/night average measurements were not performed at the request of the Client, but Terracon
could perform such tests if requested.

Other noise sources identified during the survey included small aircraft, jet planes, a helicopter, cars, trucks, a
tractor and a lawnmower.

INTRODUCTION

Terracon Consultants, Inc. (Terracon) conducted a noise survey for the City of Longmont Vance
Brand Municipal Airport (Client) located at 229 Airport Road, Longmont, Colorado. The
assessment was conducted on September 27, 2014 in general accordance with our proposal
P25140583 dated September 15, 2014. Mr. Kurt L. Streeb, Certified Hazardous Materials
Manager (CHMM) with Terracon, performed the field work for this project in response to a request
by Tim Barth, Airport Manager, Vance Brand Municipal Airport.
The scope of this project includednoise monitoring of six Client-selected locations near the
Vance Brand Municipal Airport during scheduled flights of a DeHavilland Twin Otter aircraft and
Beechcraft King Air aircraft and logging of the noise generated at each location.

2.0

PROCESS DESCRIPTION

The Vance Brand Municipal Airport has a single runway and operates 24 hours a day, 365 days
a year. Neighbors surrounding the facility have complained about noise from skydiving
operations during the weekends. Skydiving generally occurs between dawn and dusk daily and
is performed by two aircraft, a DeHavilland Twin Otter and a Beechcraft King Air.

3.0

REGULATORY OVERVIEW

The City of Longmont does not have specific community noise limits for the airport, but has a
voluntary noise abatement program and has specified a process for complaints from its citizens.

4.0

METHODS

On September 27, 2014, Terracon measured sound pressure levels at six Client-selected
locations to north, south, east and west of the Vance Brand Municipal Airport. The Clientselected testing locations were:

Intersection of 10th Avenue and Fordham Street
(east side of the Twin Peaks Golf Course, adjacent to a dense single-family
residential development)

Intersection of Nelson Road and Sunset Street (Flower Bin)
(a commercial development, approximately 400 feet northwest of Ken Pratt
Boulevard (Highway 119))

The measurement locations were selected by the Client based upon previous testing conducted
by the Client and the history of citizen noise complaints in the vicinity of these locations.
The measurements were made using a Quest Technologies SoundPro Type 1 sound level
meter set on slow response. One-third octave bands and Z-weighted measurements were
taken. The microphone of the sound level meter was aimed at the noise source(s), per the
manufacturer’s instructions, and the five-minute readings were recorded on the instrument’s
datalogger for later analysis with Detection Management Software (DMS®) provided by Quest
Technologies. Measurements ranged in duration from 36 to 59 minutes depending on the flight
schedules of the two above-referenced aircraft. The above-mentioned testing methodology
followed standard protocols for conducting environmental noise measuments. Since noise
values tend to fluctuate significantly, the readings were averaged over five minutes to allow for
more stable readings
The measurements were collected during a sunny fall day with very little wind. Temperatures
during the measurements ranging from 66°F in the morning to 88°F in the afternoon.
The sound level meter was calibrated on site using a calibrator provided by the manufacturer.
The sound level meter and calibrator are calibrated by a third party using equipment traceable
to NIST.

FINDINGS AND CONCLUSIONS

5.1

Sound Pressure Level Measurements

The results of the sound pressure level measurements are provided in Table 1 and observations
made during the survey are provided in Appendix B. Since noise levels were recorded over a
five-minute period, some of the variation is reduced.

Discussion of Sound Level Measurements

The sound level measurements provided in Table 1 above are snapshots in time and were
averaged over 5 minute intervals by the Quest SoundPro meter. During most of the survey, two
or more activities were occurring during the 5 minute measurement period that contributed to
the average noise levels recorded while the Twin Otter and King Air were flying. The highest
average noise level recorded for the Twin Otter aircraft was 74.4 dBA while the Otter was flying
above the intersection of North 65th Street and Galatia Road. The highest average noise level
recorded for the King Air aircraft was 82.9 dBA during the ascent of the aircraft at the
intersection of Nelson Road and Sunset Street location. The highest average noise level
recorded for a background noise source (without the Otter or King Air) was 76.3 dBA due to
heavy traffic on Ken Pratt Boulevard (Highway 119) to the east of the Nelson Road and Sunset
Street (Flower Bin) location. Additional sound level readings (not averaged or included in the
above tables) recorded by the field personnel are found in Appendix B.
Based on a comparison of the average sound levels at each location, the average sound levels
generated by the Twin Otter and King Air aircraft, the average background noise levels, and the
highest sound levels generated by all sources; it appears that noise levels attributable
specifically to the DeHavilland Twin Otter aircraft and Beechcraft King Air aircraft were not, in
general, significally higher than the background noise sources except in very specific, short
duration instances.

GENERAL COMMENTS

The level of effort and associated tasks completed for this assessment were limited to the scope
of services outlined in our proposal P25140583 dated September 15, 2014. Terracon did not
attempt to identify every potential exposure or hazard present at the site.
The results, findings, conclusions, and recommendations expressed in this report are based on
conditions observed on September 27, 2014. Many factors such as atmospheric conditions,
outdoor temperatures and variations in aircraft and traffic patterns can affect noise monitoring
results. The information contained in this report should not be relied upon to represent conditions
that existed previously or at a later date. Terracon does not warrant the services of regulatory
agencies, equipment providers, or other third parties supplying information, which may have been
used in the preparation of this report. No warranty, express or implied is made.
This report is prepared for the exclusive use of our Client for the specific application to the project
