ECDIS The Project

A way to Comply
Paul Welling
Sales Manager On Board Systems, Americas

Why ECDIS

The main reasons to switch to ECDIS :

Aside from the fact that there is a legal requirement

Reduced risk of accidents

Lowering ships running costs
Automation of routine navigation tasks
Access to additional information resources
New technology on the ships bridge
Path to future upgrades and paperless navigation

ECDIS The Project

Can ECDIS prevent incidents and casualties

The vessels.
Cosco Busan, LT Cortesia, Pride of Canterbury, CFL Performer, Federal Kivalina, Maersk Kendal,
Sichem Osprey, Beluga Revolution

all had something in common.

ISM systems and certificates were in place
They were using ECDIS
They were all involved in incidents which could (and should) have been avoided if the ECDIS
had been properly used
6 of the vessels ran aground
1 collided with the base of a suspension bridge tower
1 struck a dangerous submerged wreck
.. they still ended up involved in an incident.
Question is Why?

ECDIS The Project

ECDIS not managed and operated in a proper way

Causal factors includes:

Unauthorised use of ECDIS for primary navigation
Inadequate ECDIS training and familiarisation
Inadequate route planning and monitoring
Failure to activate safety settings
Over-reliance on ECDIS
Deficiencies in the standard of bridge watch-keeping and bridge resource management
how to prevent these factors when implementing ECDIS?

ECDIS The Project

Implementation of ECDIS from another perspective

From the notes to 4.23 you can read

Operators must be aware of the
fundamental changes in navigation that take
place with the use of ECDIS and a program
should be in place to ensure that the
transition is smooth, equipment installed
and masters and all bridge watch keepers
properly trained.

Breaking down regulations

ECDIS is a System which consists of many parts. All of them have to comply one
by one and together (Monitor-Computer-Keyboard-Software)
Makers responsibility

ECDIS carriage requirement means an ECDIS should be fitted

This does not automatically enable the vessel to sail paperless
as the requirement is for a single ECDIS

In order to comply with chart carriage requirement back-up is required

Second system or paper charts or in some countries chart radar

Official charts must be carried on-board

ENC, SENC, TADS, AVCS and in some few cases ARCS

Implementation of ECDIS From another perspective

What Can we expect.

Requirement found in OCIMF
4.24 If the vessel is equipped with an Electronic Chart Display and Information System (ECDIS),
are the Master and deck watch keeping officers able to produce appropriate
documentation that generic and type-specific ECDIS familiarization has been undertaken?

Yes No N/A Remark

ECDIS The Project

Implementation of ECDIS From another perspective

RESULT REMARK:

- Crew not able to produce evidence that generic or type specific training is
conducted.
- No procedures in vessels ISM or company policy to ensure such training is
compulsory or undertaken.
- Crew not able to produce or declare vessels flag state requirement.
HIGH RISK REMARK, significant lack of
important policy, procedures and system
to confirm that obligatory competence is
available and maintained to ensure
vessel safe navigation using ECDIS
