G odina u kojoj Jugoimport SDPR J.P. slavi šezdeseti The year in which Yugoimport SDPR is celebrating its 60th
rođendan, u poslovnim analima preduzeća ostaće zabeležena ne samo kao jubilarna, već kao i jedna od najuspešnijih. U toku je realizacija drugog po vrednosti pojedinačnog robnog ugovora u istoriji preduzeća, što je obezbedilo da Jugoimport SDPR ostvari najbolji poslovni rezultat u poslednjih 18 godina, od raspada SFRJ. Ovakav uspeh daje razlog za optimizam i veru da će se započeti rast preduzeća nastaviti i u budućnosti.

anniversary will be marked in the business annals of the Company not only as a Jubilee Year, but also one of its most successful years. At the moment the Company is executing the second largest single sales contract in its history, which has ensured that Yugoimport SDPR has achieved the best business result in the last 18 years, since the disintegration of the SFRY. Such a success is a reason to be optimistic and to believe that the initial growth of the Company will continue in the future. During the last five years the management strategy of the Yugoimport SDPR business system, which has brought it to the position of the leader among the biggest Serbian exporters in the three first months of 2009, has extended in several directions. A significant step along the road to success was the decisive start of the restructuring process, which was a task assigned by the Government to all state-owned companies. With Yugoimport SDPR it involved the sale of the interest in all the subsidiaries within the system whose business was not related to the core business of the Company. At the same time, the complicated financial and legal cases inherited from the past were addressed. This activity led to the settlement of the relations with numerous business partners, and it also raised the credit-worthiness of the Company with banks. The financial relaxation created space for investment in new armaments and military equipment, which has improved the range of products that could be offered on the ever more demanding and more competitive world market. In order to earn the reputation of a modern system able to respond quickly and adjust to the current trends in the armaments and military equipment business, which Yugoimport SDPR now rightfully enjoys, we had to expand the network of our representative offices and project a stronger presence on some markets where we had not succeeded in achieving the desired results before. Here, I mean primarily the winning over buyers from the countries of the European Union, Africa and Latin America. The crucial moment for the implementation of such an offensive strategy was the Company’s decision to expand its basic mission and grow into a business system that integrates all the processes of market research, development, production, promotion and sale of complex weapons and military equipment. Since December 2007, when the formal license was obtained, Yugoimport SDPR has managed to expand its business activity in the production segment as well. Since then ten systems of weapons and military equipment have

U poslednjih pet godina, strategija upravljanja poslovnog sistema Jugoimport SDPR, do liderske pozicije na listi najvećih srpskih izvoznika u pr vih tri meseca 2009. godine, imala je nekoliko pravaca. Važan korak na putu ka uspehu bio je odlučan ulazak u proces restruktiraranja, koje je vlada kao zadatak i cilj postavila pred sva javna preduzeća. Za Jugoimport SDPR J.P. to je značilo prodaju udela u zavisnim preduzećima u okviru sistema koja nisu bila vezana za osnovnu delatnost. Paralelno sa ovim procesom, rešavani su komplikovani finansijski i pravni slučajevi nasleđeni iz prošlosti. Ova aktivnost je omogućila raščišćavanje odnosa sa brojnim poslovnim partnerima ali i podigla kreditni rejting preduzeća kod banaka. Finansijska relaksacija stvorila je prostor za ulaganje u razvoj novih borbenih sredstava kojim je obogaćena gama proizvoda za nastup na sve zahtevnijem i konkurentnijem svetskom tržištu. Za reputaciju modernog sistema sposobnog da brzo reaguje i prilagodi se savremenim trendovima u poslovima naoružanja i vojne opreme, koju Jugoimport SDPR J.P. sada zasluženo nosi, morali smo da širimo predstavničku mrežu i pojačavamo prisustvo na tržištima na kojima nismo imali željene rezultate. Tu pre svega mislim na pridobijanje kupaca iz zemalja Evropske unije, Afrike i Latinske Amerike. Bitan momenat za ostvarenje ovakakve ofanzivne strategije bila je odluka da preduzeće proširi svoju osnovnu misiju i preraste u poslovni sistem koji objedinjuje kompletne procese istraživanja tržišta, razvoja, proizvodnje, promocije i prodaje složenih sredstava naoružanja i vojne opreme. Od decembra 2007. godine, kada je dobijena zvanična licenca, Jugoimport SDPR J.P je bio u prili. ci da svoju poslovnu aktivnost proširi i na segment proizvodnje. Od tada je razvijeno i u serijsku proizvodnju uvedeno, što kroz neposrednu realizaciju, što uz asistenciju Jugoimport SDPR, deset sistema naoružanja i vojne opreme.

Ponosni smo na sve ove projekte, ali bih ipak izdvojio dva koja imaju veliki tržišni potencijal. Prvi je razvoj samohodne tophaubice NORA – B/52. Drugi je koncept savremenog višenamenskog oklopnog transportera LAZAR, koji su stručnjaci Jugoimport SDPR J.P. uspeli da dovedu do faze koja omogućava serijsku proizvodnju. Razume se da ovakav iskorak ne bi bio moguć bez intezivne saradnje i jačanja strateškog partnerstva sa preduzećima iz srpske odbrambene industrije, kao i institucijama i u s t a n o v a m a Ministarstva odbrane. Tu pre svega mislim na Generalštab, Vojnotehnički institut (VTI), Tehničko-opitni centar (TOC), tehničke remonte zavode. Takva pozicija, uz činjenicu da u konkurenciji preko stotinu domaćih kompanija koje su registrovane za promet naoružanja i vojne opreme jedino Jugoimport SDPR J.P. ima status javnog preduzeća, omogućila je da se profilišemo kao integrator nastupa srpske odbrambene industrije na inostranim tržištima. Prošlogodišnji izvozni rezultati ovog sektora sugerišu da Jugoimport SDPR JP uspešno sprovodi svoju novu misiju i da zaista predstavlja «integrišuću snagu» domaće odbramene industrije. Na kraju, ali ne kao i najmanje važno, želeo bih da primetim da su za sprovođenje svake strategije glavni resurs – ljudi. Jugoimport SDPR J.P. tokom svoje duge istorije nikada nije oskudevao u stručnjacima, o čemu govori i sadašnja profesionalna struktura zaposlenih. Ali, konkurencija na svetskom tržištu naoružanja i vojne opreme postaje sve oštrija, gde se većina aktera nalazi u permanentnoj tenderskoj utakmici u kojoj nema povlašćenog položaja i pozivanja na tradiciju. Zbog svega toga, uslov da Jugoimport SDPR J.P. nastavi svoj put uspeha podrazumeva i dodatna ulaganja u ljudski kapital. Drugim rečima, biće neophodno kadrovsko osvežavanje zapošljavanjem mladih visokoobrazovanih stručnjaka , kao i angažovanje spoljnih eksperata za realizaciju konkretnih projekata. Znam da nas u budućnosti očekuju ozbiljni izazovi ali sam uveren da imamo potencijal i «integrišuću snagu» za još veće domete.

been developed and introduced into serial production either through direct implementation or with the assistance of Yugoimport SDPR. We are proud of these projects, but I would like to single out two which have a great market potential. The first one is the development of the self-propelled Gun-Howitzer NORA – B/52. The other is the concept of a modern multi-role armored combat vehicle LAZAR, which has been developed by Yugoimport SDPR experts to the phase that enables its serial production. It goes without saying that such a breakthrough would not have been possible without intensive cooperation and strengthening of the strategic partnership with Serbian defense industry companies and MoD institutions. Here I primarily mean the General Staff, the Military Technical Institute (VTI), the Technical Test Centre (TOC), the technical overhaul depots, etc. Such a position, along with the fact that, among over one hundred domestic companies registered for trade in armament and military equipment, only Yugoimport SDPR has the status of a state-owned company, have enabled us to develop as the integrator of the Serbian defense industry offer on foreign markets. Last-year's export results in this sector suggest that Yugoimport SDPR has been successfully carrying out its mission and that it represents the «integrating force» of the domestic defense industry. And last, but not least, I would like to point out that people are the main resource for the implementation of any strategy. Yugoimport SDPR has never in its long history lacked experts, and this is proven by the professional structure of its present employees. However, the competition on the world market of armaments and military equipment is becoming stronger and stronger, with most of the participants taking part in a tendering race in which no one enjoys a privileged position or may be privileged by references to their tradition. With regard to all this, additional investment in human resources is also a necessary condition for Yugoimport SDPR to continue its journey on the road of success. In other words, it will be necessary to refresh the personnel by employing young highly-educated experts for the implementation of concrete projects. I am well aware of the serious challenges we are going to encounter in the future, but I am also certain that we have the potential and the «integrating force» for yet greater achievements.

ada je već izvesno da je srpska odbrambena industrija izašla iz perioda revitalizacije i da je na putu ozbiljne ekspanzije. Uporište za ovakvu optimističku prognozu je čvrsto i nalazi se u egzaktnim pokazateljima. Tokom prošle godine, domaća preduzeća ostvarila su rekordnu proizvodnju naoružanja i vojne opreme koja je najvećim delom plasirana na inostrana tržišta. Time je odbrambena industrija postala važna izvozna grana srpske ekonomije. Da ovo nije prolazna epizoda već kontinuirani uzlazni trend, svedoči i podatak da su samo u januaru 2009. godine zaključeni izvozni poslovi u vrednosti od 50 miliona dolara. U najavi su novi aranžmani koji ulivaju nadu da će u ovoj poslovnoj godini domaća odbrambena industrija nastaviti uspešan prodor na inostranom tržištu. Dinamični oporavak ovog sektora domaće privrede važan je ne samo zbog uticaja na platni bilans zemlje, već ima dodatnu socijalnu i bezbednosnu dimenziju. U vremenu nezapamćene svetske recesije kroz koju prolazimo, suvišno je obrazlagati značaj očuvanja svakog produktivnog radnog mesta. S druge strane, stabilizovana produkcija osvojene nove game poizvoda i razvoj sistema naoružanja nove tehnološke generacije, olakšava obnovu i osavremenjivanje sistema odbrane iz domaćih izvora i tako reklasira prenapregnuti budžet Srbije. Racionalnost nalaže da država svojom aktivnom politikom pomogne razvoj

It is now beyond doubt that the Serbian Defense Industry

has come out of the revitalization period and that it is on the way of a serious expansion. The grounds for such an optimistic forecast are solid and based on exact indicators. During the last year, our companies achieved record level in production of armaments and defense equipment, sold mostly on foreign markets. Thus the defense industry became an important export branch of the Serbian economy. That this is not a passing episode but a continuously ascending trend is witnessed by the fact that only in Januar y 2009 the signed contracts amounted to $50 million worth. New arrangements are announced, which offers hope that the domestic defense industry will continue its successful breakthrough into the foreign markets during this business year. Dynamic recover y of this sector of economy is important not only because of its impact on the countr y’s balance of payments, but it has an additional social and security dimension. In the time of an unprecedented world recession we are facing, it is superfluous to explain the importance of preserving each productive workplace. On the other hand, stabilized production of the mastered new product range and the development of new technological generation of defense systems facilitate the renewal and modernization of defense systems from domestic sources, thus relaxing the over-strained budget of the Republic of Serbia.

svih onih industrijskih grana koja imaju kapacitete za tržišni uspeh. Zbog hroničnog debalansa u spoljnotrgovinskoj razmeni, industrije koje imaju realni izvozni potencijal, u ovom trenutku zaslužuju poseban tretman. Da odbrambena industija Srbije spada u tu kategoriju, dokazali su prošlogodišnji poslovni rezultati i rekordni rast prodaje na inostranim tržištima. Neke od domaćih fabrika naoružanja i vojne opreme već sada imaju rasprodatu proizvodnju za ovu godinu što dovoljno govori o konkurentskoj sposobnosti ove industrije. Indikativan je primer fabrike «Prvi partizan» iz Užica koja nema dovoljno kapaciteta da zadovolji svetsku tražnju za svojom proizvodnom gamom municije širokog spektra, od kalibra 5,56 za NATO standard, do ostale pešadijske i municije za sportsko naoružanje. Osim uspostavljanja stimulativnog makroekonomskog okvira, što se praktično svodi na brigu da devizni kurs i cena novca ne ugrožavaju tekuće poslovanje, država ima i dodatne mehanizme kojima može pomoći razvoj domaće odbrambene industrije. Pr vo, da stimulativnom kreditnom politikom podrži izvoznu ekspanziju ove industrije. Zatim, da koristeći diplomatsko-ekonomsku mrežu i spoljnopolitičke kontakte na državnom nivou, širi prostor za plasman poizvoda domaće odbrambene industrije na inostranim tržištima. Dalje, da kupovinom opreme i naoružanja za sopstvene bezbednosne potrebe, podstiče unutrašnju tražnju. Restrikcije na rashodnoj strani srpskog budžeta ne ostavljaju prostora da tokom ove godine država bude značajan kupac. Međutim, činjenica je da na državnu asistenciju u proboju na inostrana tržišta, preduzeća iz domaće odbrambene industrije mogu da računaju sa mnogo većom izvesnošću. Svaka spoljnopolitička aktivnost Ministarstva odbrane uvek uključuje i mogućnost razvoja vojnoekonomske saradnje što izvesno dovodi do većeg interesovanja i za proizvode naše odbrambene industrije. Jugoimport SDPR J.P kao javno preduzeće sa najdužom . tradicijom u spoljnotrgovinskom poslovanju, ima specifičnu ulogu u okviru domaće odbrambene industrije. Šezdestogodišnja poslovna istorija ovog preduzeća imala je više faza, ali i jednu konstantnu. Jugoimport SDPR J.P. bio je i ostao glavni kohezioni faktor u probijanju domaće odbrambene industrije na inostrana tržišta. Mada sada u tržišnoj utakmici ima žestoku konkurenciju ne samo u inostranim već i u mnogobrojnim domaćim preduzećima srodne delatnosti, nastavlja da bude integrišuća snaga srpske odbrambene industrije tako što njen nastup na inostrana tržišta podržava marketinški, komercijalno, a u pojedinim slučajevima i finansijski. S druge strane, orijentacija na sopstvenu proizvodnju, od velikog je značaja za sistem odbrane jer kompenzuje gubitak onih fabrika koje su ostale van granica Srbije posle raspada bivše države.

Rational thinking implies that the state should assist, by its active policy, the development of all industrial branches having potential to bring market success. Due to a chronic imbalance in the foreign trade, industries with a realistic export potential deserve special treatment at this moment. The fact that the defense industry belongs to that category was proven by the last year business results and the record growth in sales on the foreign markets. Some of the domestic producers of defense equipment have already sold out their current year production, which speaks by itself about the competitiveness of this industrial branch. Indicative example is the factor y «Pr vi Partizan» from Uzice, which has not sufficient capacity to meet the international demand for its wide range of ammunition, running from cal. 5.56 for NATO standard to other types of small caliber and sports ammunition. In addition to creating a stimulating macroeconomic framework, which practically means not to allow the foreign exchange rate and the price of money to jeopardize current business operations, the state has other mechanisms to assist the development of the domestic defense industry. First, to support export expansion of this industry by a stimulating loan policy. Then, to use its diplomatic-economic network and foreign trade contacts at the government level to widen the area for marketing domestic defense products on foreign markets. Furthermore, to stimulate local demand through procurement of weapons and defense equipment for its own security requirements. Restrictions at the spending side of the Serbian budget do not leave any space for the State to become a significant buyer this year. However, domestic defense companies can count with a much higher certainty on the assistance of the State in their struggle to break into foreign markets. Each international political activity of the Ministry of Defense always involves the possibility of developing military-economic cooperation, which certainly leads to a higher interest in our defense industry products. Yugoimport SDPR PC, as the public company with the longest tradition in foreign trade, has a specific role in the local defense industry. In its 60-year business history, the company has gone through several stages, but with one invariant. Yugoimport SDPR PC was, and has remained the main cohesive factor in the break-through of the domestic defense industry into foreign markets. Although faced with severe market competition, not only by foreign, but also by numerous local companies with similar area of activity, it continues to be the integrating power of the Serbian defense industry, by supporting its presence on foreign markets in marketing, commercial, and sometimes even in financial aspects. On the other side, orientation toward own production is of great importance for our defense system, as it compensates for the loss of the factories that remained beyond the Serbian borders after the dissolution of the former state.

Razvojni projekati Jugoimport SDPR, koji su kompatibilni sa realnim tehnološkim mogućnostima metalskog i elektro kompleksa privrede zemlje, pružaju mogućnost da se Vojska Srbije snabdeva domaćim složenim sistemima naoružanja koji će po svojim osnovnim performansama i ceni biti konkurentni proizvodima odbrambene industrije iz razvijenih zemalja. Tu konkretno mislim na samohodnu haubicu NORA B/52, višenamensko oklopno vozilo LAZAR, modernizovani tenk M 84, komandno informacioni sistem... Ovi i drugi razvojni projekti predstavljaju veoma interesantne programe potencijalnog opremanja Vojske Srbije, o kojima su u ustanovama sistema odbrane ozbiljno razmišlja. Poznato je da je javnom preduzeću Jugoimport SDPR J.P. Uredbom vlade Srbije povereno da obavlja poslove spoljnotrgovinskog prometa naoružanja i vojne opreme za potrebe Ministarstva odbrane. Već i zbog ove činjenice, ali i zbog iskustva i razgranate poslovne mreže ovog preduzeća, za očekivati da je će, kada to budu dozvolile finansijske mogućnosti zemlje, Jugoimport SDPR J.P omogući. ti da se Vojska Srbije na ekonomski najracionalniji način snabdeva složenim sredstvima naoružanja.

Development projects of Yugoimport SDPR, compatible with the real technological capabilities of the metalprocessing and electric-complex of the Serbian economy, open up the possibility to supply the Serbian Armed Forces with complex domestic weapon systems, which will be competitive in their basic performance and price to the products of defense industries of developed countries. Here, I very specifically have in mind the self-propelled howitzer NORA B/52, multi-purpose armored vehicle LAZAR, modernized M 84 tank, control-information system... These and other development projects are very interesting for potential equipping of the Serbian Armed Forces, and are the programs that are very seriously considered in our defense institutions. It is well known that, by the Decree of the Government of Serbia, the Public Company Yugoimport SDPR was entrusted with the task of carrying out foreign trade of armaments and defense equipment for the needs of the Ministry of Defense. This fact only, but also the company’s experience and a wide business network, indicate that, state finances permitting, Yugoimport SDPR PC will help provide the Armed Forces of Serbia with state-of-the-art weapons under the most rational commercial terms.

Kompanija JUGOIMPORT-SDPR je od svog osnivanja sastavni deo sistema odbrane i kao takva svoju poslovnu politiku formuliše kroz tri osnovne misije: • Misija integratora nastupa srpskog odbrambeno-industrijskog kompleksa na svetskom tržištu naoružanja i vojne opreme • Misija razvoja i proizvodnje složenih borbenih sistema u ulozi Sistem integratora • Misija uvoznika složenih borbenih sistema za potrebe Ministarstva odbrane Republike Srbije Brojna sopstvena iskustva, kao i iskustva proizvođača iz industrijski visokorazvijenih zemalja pokazuju da su razvoj i proizvodnja NVO za opremanje sopstvenih oružanih snaga i za potrebe izvoza u tesnoj korelaciji. Prilikom izrade koncepata sredstava NVO iz razvojnih programa Jugoimport-SDPR, uvek se, pored zadovoljavanja projektovanih ili unapred zadatih potreba ino-partnera, ima u vidu i potencijalni značaj tih s re d s t a v a z a S i s t e m o d b r a n e R e p u b l i ke S r b i j e . Saglasno ustaljenoj praksi, ustanovama Sistema odbrane se o po izradi pr vog predloga koncepta rešen j a s re d s t v a N V O č i j i s e r a z v o j p re d l a ž e , v r š i prezentacija datog predloga, kao i posle završetka svake faze razvoja, kada se organizuju prezentacije i funkcionalne demonstracije sredstava za sve nadležne institucije odgovorne za razvoj i opremanje Vojske Srbije. Na naše veliko zadovoljstvo, u suret su nam izašli g e n e r a l p o t p u ko v n i k M i l o j e M i l e t i ć , n a č e l n i k Generalštaba Vojske Srbije, brigadni general Danko Jovanović, načelnik Uprave za odbrambene tehnologije, general-major dr Božidar Forca, načelnik Uprave za planiranje i razvoj Generalštaba Vojske Srbije i pukovnik Srdjan Novaković, načelnik Uprave za snabdevanje Ministarstva odbrane Republike Srbije, koje smo zamolili da prokomentarišu saradnju sa našom kompanijom i razvojne projekte koje trenutno realizujemo. Since its establishment, Yugoimport-SDPR has been an integral part of the Defense System and accordingly, its business policy has been built around three primar y missions: • Integrator of the Serbian Defense-Industrial Complex presentation on the world market of armaments and defense equipment • Development and production of complex combat systems in its role of system integrator • Importer of complex combat systems for the needs of MoD of the Republic of Serbia According to our own experience and that of highly developed industrial countries, there is close correlation between the development and production of defence items for the needs of own armed forces and the export-oriented development and production. When devising defence equipment concepts within its development programs, Yugoimport-SDPR places its focus on meeting the designed requirements or those assigned to it by foreign partners, but also takes into account potential relevance of such items for the Defence System of the Republic of Serbia. To our great satisfaction, Lt. general Miloje Miletić, Head of GHQ, Brigadier General Danko Jovanović, Head of Defense Technologies Department, Major General Božidar Forca, S.D., Head of the Department of Planning and Development of the General H e a d q u a r t e r s o f t h e S e r b i a n A r m e d Fo rc e s a n d Colonel Srdjan Novakovic the Head of Procurement Department of the Ministr y of Defence have met our requirement and commented on the cooperation with our company, as well as on the development projects we are currently implementing. Kako ocenjujete ulogu JUGOIMPORT-SDPR kao integratora nastupa odbrambene industrije Srbije na svetskom i domaćem tržištu NVO?
Veoma je značajno da se naša vojna industrija razvija jer će njena tehnološka obnova povoljno uticati na odbrambenu moć naše zemlje. Poznato je da raspoloživa budžetska sredstva nisu dovoljna za razvoj novih, sofisticiranih vrsta naoružanja, kao i za osvajanje njegove proizvodnje. Zbog toga, izvoz predstavlja glavnu šansu za revitalizaciju vojne industrije, što će omogućiti ukupni privredni rast, a samim tim i veća sredstva za modernizaciju Vojske Srbije. Dakle, to je jedna pozitivna sprega. U tom smislu, zadovoljni smo što je zahvaljujući aktivnostima Jugoimport-SDPR i njegovom pozicioniranju na svetskom tržišzu NVO, porastao obim izvoza i krenula značajnija obnova vojne industrije. Obnavljaju se stare i pokreću nove tehnološke linije i razvijaju novi proizvodi od čega će svakako korist imati i naša vojska. U tom kontekstu mogu posebno da istaknem primer projekta školskog aviona LASTA, koji je potpisivanjem ugovora za izvoz sa iračkim Ministarstvom odbrane dobio podršku u smislu dopunskog finansiranja za završetak razvoja, finansiranja obnove pogona fabrike UTVA i priprema za serijsku proizvodnju. Na taj način su stvorene pretpostavke za izvođenje serijske proizvodnje aviona LASTA za Vojsku Srbije bez potrebe da se u to ulažu sredstva iz ionako skromnog budžeta.

How do you see the role of Yugoimport-SDPR Company as integrator of the Serbian Defense Industry presentation on the world and domestic market of armaments and defense equipment?
It is of utmost importance that our defense industry keeps developing as its technological renewal will have beneficial effect on our country’s defense capability. We are aware that the available budget is not sufficient for the development of new, sophisticated types of armament or for acquiring their production. That is why export represents the best chance for revitalization of the military industry as it may be expected that it will boost the economy and thus make it possible to allocate more funds to the modernization of MS. It is, therefore, a positive synergy. In this sense, we are satisfied that owing to the activities conducted by Yugoimport-SDPR and to its positioning on the world market of armaments and defense equipment, there is evidence of growth in the volume of our exports and of an intensified renewal of the defense industry. Old technological lines are being restored, new ones are being set up, and new products are being developed which will bring obvious benefits to our armed forces. In this context, I would like to highlight the example of LASTA trainer aircraft project which, after an export contract was signed with the Iraqi MoD, was granted support in terms of additional funding necessary to complete its development, financing the reconstruction of UTVA production facilities and their preparation for series production. Consequently, preconditions have been created to organize series production of LASTA aircraft for the needs of MS, with no need to make further investments using an already modest budget.

In recent years, Yugoimport-SDPR has been making a lot of efforts to develop complex combat systems and launch their production. Have any of these systems been presented to you and what are your impressions?

raspadom SFRJ proizvodni kapaciteti za finaliziranje složenih borbenih sistema dobrim delom ostali van naših granica. Razvoj složenih sistema NVO i njihova proizvodnja je veoma kompleksan, dugotrajan i skup proces koji zahteva ne samo finansijska sredstva, već i kvalitetno upravljanje čitavim projektom. U tom smislu, opredeljenje Jugoimport-SDPR da sopstvenim snagama finansira i organizuje razvoj i proizvodnju složenih sistema NVO je od velike koristi za sistem odbrane Republike Srbije. Predstavnicima GŠ VS i Ministarstva odbrane su u više navrata prezentovani naoružanje i borbeni sistemi koji se razvijaju u JugoimportSDPR-u. Vaša kompanija je na primeru artiljerijskog sistema NORA pokazala da može da proizvode jedan savremen borbeni sistem koji je u svojoj klasi u rangu najboljih svetskih rešenja, što znači da može da odgovori i potrebama Vojske Srbije. Siguran sam da u procesu razvoja složenih borbenih sistema postoji prostor za unapređenje saradnje i uspostavljanje partnerskog odnosa na obostranu korist.

We are all aware of the striking disproportion between the need of armed forces to be equipped with capital defense systems and the possibilities available so far to the Serbian Defense Industry to execute and deliver these systems, primarily due to the fact that after disintegration of SFRY production capacities for finalizing complex combat system have to a great extent stayed out of the country. Development of complex defense systems and their production is a very complicated, time consuming and expensive process that, besides considerable financial means, also requires high quality project management. Consequently, YugoimportSDPR's decision to use its own resources to finance and organize development and production of complex defense systems is highly beneficial for the Serbian Defense System. Representatives of GHQ of MS and of MoD have on several occasions attended presentations of armaments and combat systems being developed by Yugoimport-SDPR. With the example of NORA artillery system, your Company has demonstrated that it is capable of producing a modern combat system that ranks among the best world solutions in its class, which means that it can respond to the needs of the Military of Serbia as well. I am confident that in the process of development of complex combat systems there is room for further promotion of cooperation and establishing of mutually beneficial partnership.

How do you perceive the process of procuring defense equipment through import?
Taking account of the total needs of MS for a technical upgrading, it is obvious that a part of armaments and defense equipment must be purchased on foreign markets. It is known that all the countries in transition had to go through a long process of defining their procurements systems in the field of defense equipment in accordance with general legal regulations which prescribe mandatory use of tender procedure for the budget users. Despite an undeniable benefit as to its transparency and cost-effectiveness, this requirement has additionally complicated and slowed down the procurement process, considering that institutional capabilities of the Defense System in this area are not yet properly established. We believe that with the Decree issued by the Government of the Republic of Serbia whereby YugoimportSDPR has been authorized as prime importer of complex combat systems for the needs of MoD, and given your capacities and your long-term experience in foreign trade in armaments and defense equipment, prerequisites have been created to speed up the process of procurement of defense items from abroad, while fully ensuring state control over this process. After all, this was one of the main reasons why Yugoimport-SDPR was founded 60 years ago.

Kako gledate na procese nabavke vojne opreme iz uvoza?
Uvažavajući ukupne potrebe Vojske Srbije za tehničkom modernizacijom, evidentno je da jedan deo NVO mora biti nabavljen na stranom tržištu. Poznato je da su sve zemlje u tranziciji prošle dugotrajan proces definisanja sistema nabavki NVO u skladu sa opštom zakonskom regulativom kojom se zahteva da budžetski korisnici opremanje vrše kroz tenderski proces. Pored neosporne dobiti u vidu transparentnosti i ekonomičnosti, ovaj zahtev je dodatno usložio i usporio proces nabavke, imajući u vidu i da su institucionalne sposobnosti sistema odbrane u ovoj oblasti nedovoljno izgrađene. Mislimo da su se donošenjem uredbe Vlade Republike Srbije, kojom je Jugoimport-SDPR ovlašćen za nosioca uvoza složenih borbenih sistema naoružanja za potrebe Ministarstva odbrane, a uvažavajući vaše kapacitete i dugogodišnje iskustvo u spoljnotrgovinskom prometu NVO, stvorili preduslovi da se ubrza proces nabavki NVO iz inostranstva uz istovremeno omogućavanje potpune državne kontrole nad tim procesom. Uostalom, to je bio i razlog zbog koga je Jugoimport-SDPR osnovan pre 60 godina.

Gospodine generale, kako gledate na ulogu kompanije JUGOIMPORT-SDPR u svojstvu integratora nastupa srpske odbrambene industrije?
Srpska odbrambena industrija ima dugogodišnju tradiciju, koja datira intenzivno već skoro dva veka. Naročito treba napomenuti jaku vazduhoplovnu industriju, a sa tim u vezi poznato je da su se u Srbiji proizvodili pre avioni nego kamioni. Jedinstvena škola raketne tehnike stara je koliko i VTI, znači preko 60 godina. Poslednjih godina, raspadom bivše Jugoslavije, prestao je da funkcioniše i jedinstveni vojno-industrijski kompleks proizvodnje NVO na jugoslovenskom nivou. Stvaranjem države Srbije, prestankom sankcija i povećanjem zahteva stranih kupaca, oživljava i proizvodnja, integriše se i razvija istarživačko-razvojni potencijal i vojna proizvodnja počinje uspešno da predstavlja značajnu industrijsku granu. U svemu tome Jugoimport-SDPR ima itekako značajnu ulogu da sa svojim resursima podrži i integriše sve delatnosti koje su važne da bi kvalitetan proizvod iz naših fabrika dospeo do kupca.Osvajanje novih tržišta, zapošljavanje kapaciteta namenske industrije, osvajanje novih tehnologija, finansiranje istraživačko-razvojnih zadataka značajno je za fabrike ali i za sistem odbrane jer na taj način modernizujemo i razvijamo proizvodne kapacitete čime kroz kontinuitet proizvodnih procesa i podmlađivanje kadrova čuvamo i kapacitete za ratnu proizvodnju. Na taj način Jugoimport-SDPR kao javno preduzeće ima značajnu ulogu jer kroz svoj dugogodišnji rad i stvaranje značajnih deviznih prihoda doprinosi očuvanju i poboljšavanju proizvodnje i stvaranju novih značajnih proizvoda što je širi aspekt od komercijalnog, kad je sistem odbrane u pitanju. Zbog napred iznetih činjenica i značaja dugogodišnjeg iskustva i resursa sa kojima raspolaže Jugoimport-SDPR, u potpunosti je opravdano što je kao takvo određeno kao preduzeće od posebnog interesa za državu.

How do you see the role of Yugoimport-SDPR Company as integrator of the Serbian Defense Industry presentation?
The tradition of the Serbian Defense Industr y dates back almost two centuries. A particularly remarkable part has been its powerful aviation industry; it is wellknown that Serbia produced aircraft earlier than trucks. The unique school of rocket technique is as old as VTI, which means over 60 years. Recently, following disintegration of former Yugoslavia, the integral militar y-industrial complex ceased to function on Yugoslav level. Upon creation of the state of Serbia, after the sanctions were lifted and foreign customers increased their demands, the production was revitalized, coupled with integration and development of R&D potential so that militar y production began to represent an important branch of industry. In this entire framework, Yugoimport-SDPR has indeed an important role to play in supporting and integrating with its available resources all the activities that are of relevance for a good quality product from our factories to reach the customer. Acquiring new markets, providing employment to the defense industry capacities, mastering new technologies, financing of R&D development activities is important for the factories but also for the overall defense system as it helps upgrade and develop production capacities; by maintaining continuity of the production processes and renewing personnel we preserve our capacities for defense production. Yugoimport-SDPR, as a public company, has an important role inasmuch as, through many years of its activity and making important hard currency proceeds, it has been contributing to the improvement of production and creation of new important products which is a broader aspect than the commercial one, when it comes to the defense system. In view of all these facts and the importance of Yugoimport-SDPR's long experience and available resources, it is fully legitimate that it has been designated as a company being of special interest for the state.

Yugoimport-SDPR makes particular efforts in the processes of development and design of defense systems, in cooperation with our defense industry. Since 2007 it has been licensed to perform these activities. What is your comment?
Restructuring of our defense system has led to a decrease of all the potentials, primarily owing to traumatic dismissals of personal, poor financing for many years back, and discord between the needs and the possibilities. Over the last several years, an idea came about in Yugoimport-SDPR to bring together scientific and R&D personnel who conceived and successfully implemented important projects of complex combat systems. The complex combat systems assume integration of several scientific, technological and development resources, in the course of research, development and production. Yugoimport-SDPR materializes its ideas primarily with VTI which celebrated last year its 60th anniversary, but also with other scientific and research institutions and defense industry facilities licensed for the production of defense equipment. For this activity, Yugoimport-SDPR has been granted a license for the production of defense equipment, and intensively associates a military quality control authority to supervise the production and carry out verification of the finished products. It is ver y important and helpful for the Ministr y of Defense that Yugoimport-SDPR Company uses its capacities to acquire production of capital combat systems. Illustrative examples of this statement are: acquiring the production of NORA 155mm SP gun-howitzer, 105 mm upgraded Howitzer, etc. Certification of its production process by the Defense Technologies Department means that Yugoimport-SDPR has fully met the set requirements, in an adequate and professional way, and that it is fully qualified to fulfill the assignments dictated by such complex processes. An important area of Yugoimport-SDPR's work is its involvement in the organization and management or in financing of development projects, which, among other things, gives a more active role to VTI which is reflected in the cooperation it has with your company by working together on new equipments which, owing to the use of modern concepts and new technologies, are competitive on the world market. These newly acquired solutions should be used in creating defense weapons that will be suited to the needs of our defense system with the aim to be introduced in service in MS. The role of Yugoimport-SDPR defined in such a way contributes to an enhancement of technological capabilities, to the mastering of production of new types of defense equipment and to an overall progress of our military industry (with which Yugoimport-SDPR has aligned after starting own production of complex combat systems), which coincides with the objectives of the Defense Technologies Department whose task is to help achieve better and more efficient defense system by continuous management and improvement of technologies.

JUGOIMPORT-SDPR posebne napore ulaže u procese razvoja i projektovanja sistema NVO u saradnji sa našom odbrambenom industrijom za šta od 2007. godine ima licencu. Kakvo je vaše mišljenje?
Reorganizacijom sistema odbrane, došlo je do smanjenja svih potencijala, prvenstveno bolnim otpuštanjem kadrova, slabim finansiranjem godinama unazad, kao i nesklada potreba i mogućnosti. U Jugoimport-SDPR tokom nekoliko poslednjih godina rodila se ideja da se okupi naučno istraživački kadar, koji je osmislio i u velikoj meri uspeo da realizuje značajne projekte kompleksnih borbenih sistema. Ti sistemi podrazumevaju integraciju više naučnih, tehnoloških i razvojnih resursa, tokom istraživanja, razvoja i proizvodnje. Svoje ideje Jugoimport-SDPR realizuje prvenstveno sa VTI, koji je prošle godine slavio 60 godina svog postojanja, ali i sa drugim naučno-istraživačkim ustanovama i fabrikama namenske proizvodnje koje imaju dozvolu za proizvodnju NVO. Za navedenu delatnost Jugoimport-SDPR ima dozvolu za proizvodnju NVO, uključuje intenzivno vojnu kontrolu kvaliteta, da vrši nadzor nad proizvodnjom i verifikaciju gotovih proizvoda. Za Ministarstvo odbrane je vrlo značajno i korisno da kompanija Jugoimport-SDPR koristi svoje kapacitete za osvajanje proizvodnje kapitalnih borbenih sistema, što na najbolji način ilustruje osvajanje proizvodnje samohodne haubice 155mm Nora, modernizovane haubice 105 mm i dr. Sertifikovanje procesa proizvodnje od strane Uprave za odbrambene tehnologije znači da je Jugoimport-SDPR potpuno ispunio zahtevane uslove i da je potpuno osposobljen da na adekvatan i profesionalan način ispuni zadatke koje ovako kompleksni procesi zahtevaju. Takođe je značajan rad Jugoimport-SDPR na organizaciji i vođenju ili finansiranju projekata razvoja, što između ostalog znači i aktivniju ulogu VTI-a koja se ogleda u saradnji sa vašom kompanijom na projektovanju novih sredstava koja su, zbog implementiranja savremenih koncepcija i novih tehnologija, konkurentni na svetskom tržištu, i da se tako osvojena nova rešenja iskoriste za stvaranje sistema naoružanja koji će odgovarati potrebama našeg sistema odbrane sa ciljem da isti budu uvršteni u naoružanje VS.

Ovako definisana uloga Jugoimport-SDPR doprinosi povećanju tehnoloških mogućnosti, osvajanju proizvodnje novih tipova NVO i sveukupnom napretku vojne industrije (u koju se ulaskom u proizvodnju složenih borbenih sistema svrstao i Jugoimport-SDPR), što jeste cilj Uprave za odbrambene tehnologije koja ima zadatak da kontinuiranim upravljanjem i unapređivanjem iste, doprinosi boljem i efikasnijem sistemu odbrane.

What is your experience, as Head of the Defense Technologies Department, about arming of MS units with complex defense systems from import?
The role of Yugoimport-SDPR in the import of combat systems and related services for the needs of MoD of the Republic of Serbia defined by the Government's Decision regulating special-purpose equipment, presumes, among other things, procurement of complex combat systems and related ser vices. Close cooperation between the Defense Technologies Department, Military Depot ''Moma Stanojlović'' and Yugoimport-SDPR in the project of overhaul and upgrading of MIG – 29 aircraft, which is being successfully completed, indicates that it is the proper way to implement such complex projects. Any service provided within maintenance and upgrading of complex combat systems is much more complicated than an individual procurement of finished products. In addition to legal and commercial affairs, contracting of complex international affairs necessitates intensive cooperation and coordination between all participants in the implementation of the work, starting from the foreign supplier of ser vices, user of equipment, Defense Technologies Department, its institutes, customs authorities, up to banks and other factors of relevance for the successful implementation of the work. In this entire context, Yugoimport-SDPR has been assigned a task by the Government of the Republic of Serbia to carry out this important job, with no commission or any other compensation except for the real costs. To the satisfaction of all interested parties, this job has almost been wrapped up.

Gospodine generale, kakvo je Vaše iskustvo, kao načelnika Uprave za odbrambene tehnologije, sa opremanjem jedinica VS složenim sistemima NVO iz uvoza?
Uloga Jugoimport-SDPR u uvozu borbenih sistema i usluga vezanih za te sisteme za potrebe Ministarstva odbrane Republike Srbije, definisana Vladinom uredbom o sredstvima posebne namene, podrazumeva, između ostalog, nabavku složenih borbenih sistema i pripadajućih usluga. Tesna saradnja Uprave za odbrambene tehnologije, VTRZ ''Moma Stanojlović'' i Jugoimport-SDPR na projektu za remont i modernizaciju aviona MIG – 29, koji se uspešno privodi kraju, pokazuje da je to pravi način za realizaciju ovako složenih projekata. Svaka usluga na održavanju i modernizaciji složenih borbenih sistema, daleko je složenija nego pojedinačna nabavka gotovih proizvoda. Pored pravnih i komercijalnih poslova pri ugovaranju ovako složenih međunarodnih poslova potrebna je i intenzivna saradnja i koordinacija svih učesnika u realizaciji posla, od inostranog isporučioca usluga, korisnika sredstava, Uprave za odbrambene tehnologije, njenih zavoda, carine, banke i drugih faktora bitnih za uspešnu realizaciju posla. U svemu tome Jugoimport-SDPR je dobio zadatak od Vlade Republike Srbije da bez provizije, uz nadoknadu samo stvarnih troškova odradi ovaj značajan posao, što se uspešno privodi kraju na opšte zadovoljstvo. Gospodine generale, kako gledate na razvojne projekte JUGOIMPORT-SDPR?
Uprava za planiranje i razvoj Generalštaba Vojske Srbije, u okviru svojih nadležnosti prati i analizira razvoj naoružanja i opreme u nas i u svetu, pa u tom smislu i projekte kompanije JUGOIMPORT-SDPR, samostalno ili u neposrednoj saradnji s drugim upravama Generalštaba i Ministarstva odbrane. Smatramo da je vaš aspekt poslovanja u smislu razvoja i proizvodnje složenih borbenih sistema u ulozi Sistem integratora veoma ozbiljan. Posebno bih pomenuo projekte samohodne top-haubice NORA B/52, višenamenskog oklopnog vozila Lazar, kao i daljinski upravljane borbene stanice, opto-elektronski sistem, komandno-informacioni sistem, koji su razvijeni u okviru projekta modernizacije tenka M 84 AB1. Smatram da posedujete kapacitete za kvalifikaciju ulaska u propisani verifikacioni proces razvoja, što može rezultovati uvođenjem (navedenih sistema) u naoružanje Vojske Srbije.

General, what is your view of YUGOIMPORT-SDPR's development projects?
The Department of Planning and Development of the Serbian Headquarters watches and analyzes development of weapons and defense equipment in the country and abroad, including the projects of YUGOIMPORT-SDPR, either alone or in direct cooperation with other Headquarters departments and the Ministry of Defense. We believe that this aspect of your business activities, i.e. development and production of complex combat systems in the capacity of System Integrator, is very important. Some of them deserve to be particularly stressed: NORA B/52 gun-howitzer, multi-purpose armored vehicle Lazar, remotely controlled combat stations, opto-electronic system, command and information system developed within the framework of the M84 AB1 tank upgrade program. My opinion is that you have the capacity to qualify for entering the prescribed development verification process, which can result in introduction (of the said systems) into service of the Serbian Armed Forces.

Gospodine generale, u kojoj meri su naši razvojni projekti kompatibilni sa potrebama Vojske Srbije?
Na osnovu analiza konceptualnih karakteristika vaših sredstava, jasno je da su ona ne samo optimizovana za stranog kupca, već i da ste vodili računa prilikom koncipiranja karakteristika samih sredstava, o njihovoj mogućoj upotrebi u jedinicama Vojske Srbije. Mi smo spremni da svojim sugestijama i predlozima pomognemo da ta sredsva budu u prilagođena potrebama naše Vojske. Poznato je da se Vojska Srbije nalazi u složenom procesu transformacije. U tako delikatnom trenutku mi smo svesni da nabavka kapitalnih borbenih sistema treba da bude posebno pažljivo planirana.

General, to what extent are our development projects compatible with the needs of the Serbian Armed Forces?
The analysis of conceptual features of your ordnance has clearly shown that they are not only optimized for foreign customers, but that your design has taken into account the possibility of their use in the Serbian Armed Forces. We are ready to provide suggestions and recommendations that can help customize these weapons to suit the needs of our Armed Forces. You know that the Serbian Military is going through a complex transformation process. At this delicate time, we are aware that the purchase of capital combat systems requires exceptionally careful planning.

What do you think of cooperation with our company?

Can you make a comment on our latest project – the multi-purpose armored vehicle LAZAR?
We've had an opportunity to study LAZAR in detail. Since your concept combines high level of ballistic and anti-mine protection, possibility of observation and action of the crew from the vehicle, firepower, as well as high mobility over rugged terrain, with a big personnel capacity and rapid crew embarkment/disembarkment, we believe that this vehicle can compete with powerful sophisticated solutions, and as such, be suitable for the use in Serbian armed forces.

Kako komentarišete naš najnoviji projekat višenamenskog oklopnog vozila LAZAR?
Bili smo u prilici da se detaljno upoznamo sa LAZAR-om. Budući da u svom konceptu kombinujete visok nivo balističke i protiv-minske zaštite, mogućnost osmatranja i dejstvovanja posade iz vozila, vatrenu moć, ali i visoku pokretljivost na različitim teškim terenima, uz velike kapacitete prevoženja ljudstva i mogućnost njegovog brzog ukrcavanja – iskrcavanja, smatramo da ovo vozilo može da konkuriše savremenim svetskim rešenjima i, kao takvo, da bude pogodno za upotrebu u jedinicama Vojske Srbije.

Da li Uprava za razvoj i opremanje Generalštba Vojske Srbije smatra još neke projekte kao perspektivne za potrebe jedinica naše armije?
Osim ovih navedenih sredstava, Uprava je više puta bila upoznata sa nizom aktuelnih projekata, među koje bih pomenuo: komandno-informacioni sistemi (KIS) nižeg taktičkog nivoa posebno razvijenog za pojedine rodove oružanih snaga, (kao npr. KIS i SUV za artiljeriju za podršku, KIS pešadije, KIS oklopnih jedinica) koji funkcionišu sa upravo nabavljenom komunikacionom opremom firme TALES, zatim zaštitna oprema, naoružanje helikoptera kao i raketni sistem ALAS koji po svojoj koncepciji predstavlja avangardu i po taktičko-tehničkim karakteristikama svrstava se rame uz rame sa rešenjima tehnološki najrazvijenijih zemalja sveta. Naš je stav da se u uslovima opšte i finansijske situacije u zemlji, okrećemo domaćoj industriji i razvojnim rešenjima, a u slučaju nabavki iz inostranstva da prednost imaju oni koji kooperiraju sa našom industrijom. Are there any other projects that are seen as up-andcoming by the HQ Department of Development and Equipping?
Apart from the stated ordnance, the Department has been briefed on a range of current projects, such as: command-information systems (CIS) for lower tactical level, developed for a particular arm of the armed forces, (e.g. CIS and FCS for artillery support, infantry CIS, CIS for armored units) that operate with the newly bought THALES communications equipment, protection equipment, helicopter weapons, and ALAS with its pioneering concept that rubs shoulders with the solutions of the most advanced industries. Under the general and financial circumstances in the country, we have to turn to and focus on indigenous industry and development solutions, or in case of imports to support the ones who are willing to cooperate with our companies. The ball is set rolling, and the best options for equipping the Armed Forces will be sought by competent authorities. Gospodine pukovniče, kakvo je Vaše dosadašnje iskustvo po pitanju učešća JUGOIMPORT-SDPR u procesu nabavke složenih borbenih sistema, kao na primer MIG-29?
Uloga JUGOIMPORT-SDPR u uvozu složenih borbenih sistema i usluga vezanih za te sisteme za potrebe Ministrastva odbrane Republike Srbije, definisana vladinom Uredbom o sredstvima za posebne namene, podrazumeva, između ostalog realizaciju donacija iz inostranstva, spoljnotrgovinsko poslovanje koje je predmet posebnih ugovora o vojno- tehničkoj saradnji sa vladama i ministarstvima drugih zemalja i nabavku složenih borbenih sistema i pripadajućih usluga, kao i nabavke i prodaje koje su odlukom ministra određene kao državna tajna i kao strogo poverljivo. Pored ovoga, vrlo značajan segment učešća JUGOIMPORT-SDPR u procesu nabavke složenih borbenih sistema je omogućavanje dobijanja podataka potrebnih za efikasno planiranje tih nabavki i njihovu uspešnu realizaciju, što je neophodan uslov za uspešano i kvalitetno opremanje oružanih snaga svake zemlje.

Colonel, what is your experience regarding participation of YUGOIMPORT-SDPR in the purchases of complex combat systems, such as MIG-29?
The role of Yugoimport-SDPR in purchasing complex combat systems and related services for the needs of the Ministry of Defense of the Republic of Serbia, defined by the Government's Ordinance on special-purpose goods, includes among other things execution of foreign donations, foreign trade projects that are the subject of separate contracts on military and technical cooperation with the governments and ministries of other countries, purchasing of complex combat systems and related services, as well as sales and purchases declared state secrets or strictly confidential by the Minister’s decision. In addition, a ver y important part that YUGOIMPORT-SDPR plays in purchasing complex combat systems is provision of information required for efficient planning and successful implementation of these purchases, which is a prerequisite for successful and high-quality outfitting of armed forces in every country.

Jugoimport-SDPR na svetskom tržištu NVO Tokom 60 godina poslovanja, Jugoimport-SDPR je sve vreme bio aktivan učesnik na svetskom tržištu NVO, prateći i prilagođavajući se, kroz transformacije organizacione strukture i način poslovanja, promenama poslovnog okruženja. Osnovna ciljna tržišta Jugoimport-SDPR umnogome su definisana početkom 50-tih godina: politički-poslovnim okruženjem, tehničko-tehnološkim nivoom odbrambene industrije države osnivača SFRJ i kasnije Republike Srbije, prirodom i sadržajem ponude. Iz političkog okruženja poslovanja, proizilazi bazična usmerenost naše kompanije prema zemljama u razvoju tokom 50-tih godina, pri čemu prioritet dobijaju zemlje Jugoistočne Azije, a nešto kasnije i zemlje Bliskog Istoka i Afrike, kao i Južne Amerike. I pored brojnih i burnih transformacija u političkom okruženju, koje su se odvijale tokom svih 60 godina postojanja naše kompanije, upravo ti prvi ostvareni poslovni rezultati 50-ih, 60-ih i 70-ih godina u značajnoj meri određuju naše mesto i značaj na svetskom tržištu koje se projektuje i do današnjih dana. Ta činjenica se može objasniti pre svega izgradnjom odnosa poverenja i međusobnog uvažavanja izmedju Jugoimport-SDPR i kupaca, kao i državnih institucija naše zemlje i zemlje kupca. Yugoimport-SDPR on the world market of armaments and military equipment (AME) Throughout all its 60 years of business operation, Yugoimport-SDPR has been an active participant on the world market of armaments and militar y equipment (AME), transforming the organizational structure and changing the business environment. The basic target markets of Yugoimport-SDPR have been mainly predetermined since the beginning of the 50’s, by the political-business environment, the technical-technological level of the defense industry of the founder state the SFRY and later of the Republic of Serbia, and by the nature and the contents of the offer. The basic business orientation of our Company towards the developing countries – primarily the south-east Asian countries, somewhat later on, the countries of the Middle East, Africa and South America during the 50’s – was the consequence of the political environment. In spite of numerous transformations of the political environment occurring over the 60 years of the existence of our Company, these first business achievements in the 50’s, 60’s and 70’s significantly determined our position and significance on the world market, as projected until today. This fact can be explained first of all by the building of the relations of trust and mutual respect between Yugoimport-SDPR and customer countries and with the government institutions of our country and of customer countries. In direct concurrence with the above stated is also the level of quality and reliability of the products of our defense industry, fair prices and financial arrangements for the executed contracts, as well as the good quality and long-term after-sales service for each export deal, including the supply of spare parts, the organization of the maintenance sys-

The aforementioned quality of business relations enabled the bridging of the periods of severe crises at the time of the disintegration of the SFRY, and it has certainly influenced the latest business results of Yugoimport-SDPR. Today as well, in the new millennium and in spite of an increase of the global competition in the offer of armaments and military equipment, our Company makes great efforts to further develop and advance the relations with the institution of the customer countries with which we have had good traditional cooperation. There are many individual examples. It is clear that in spite of the changes that have occurred in our country and the Republic of Iraq, the tradition of mutual trust and the constant efforts of Yugoimport-SDPR have led to the restoration of full-scale cooperation. There are also cases where Yugoimport-SDPR is significantly contributing to the restoration and consolidation of cooperation between the government institutions of our country and of the customer country owing to its business policy, which includes long-term cooperation and its presence on certain markets.

Azija i Australija Azija i Australija su regioni koji predstavljju najstarije i tradicionalno jedno od najjačih tržišta Jugoimport-SDPR. Prvi izvozni projekti preduzeća ostvareni su 1953. godine sa Burmom (Unija Mijanmar) i obuhvatali su isporuku brdskih topova M48 B1 kal.76 mm, kao i isporuku pešadijskog naoružanja. Ovaj posao, kao prvi izvozni uspeh od osnivanja kompanije, značajan je za nas iz dva razloga: 1. Top M48 B1 kal.76 mm je bio pr vi projekat samostalnog razvoja artiljerijskih sistema u našoj zemlji 2. Ovim poslom je započela saradnja sa Burmom (Unijom Mjanmar) koja traje već punih 56 godina, bez zastoja, a krunisana je realizacijom izvoza samohodnih tophaubica NORA 155/52 mm, što je u tehnološko-tehničkom smislu najkompleksniji i najznačajniji izvozni posao u poslednje dve decenije. Pored ovih poslova, vezanih za izvoz artiljerijskih sistema, Burmi su početkom 90-tih godina prodati: školsko-brobeni avioni G4, čiji je remont uspešno realizovan pre nekoliko godina, patrolni brodovi i dr. Pored Unije Mijanmar, u regionu Azije i Australije, izuzetno značajan izvozni partner je i Indonezija, u kojoj smo takođe prisutni od 50-ih godina do danas. U ovu zemlju smo izvezli artiljerijska oruđa, municiju, školski brod i druga sredstva NVO.Na tom smo tržištu i danas vrlo aktivni. Jugoimport je bio jedan od osnivača Društva prijateljstva Srbije i Indonezije – Nusantara, koje već broji par stotina članova. Značajni aktuelni partneri iz ovog regiona, sa kojima je već ostvarena saradnja ili se očekuje uspostavljanje saradnje u kapitalnim projektima, jesu Malezija, Tajland, Vijetnam, Šri lanka, Bangladeš. Azijski giganti Kina i Indija, spadaju u vrlo značajna tržišta gde smo realizovali nekoliko projekata vezanih za transfer tehnologija, od koji se mogu pomenuti izgradnja fabrike baruta u Bandari, Indija i transfer tehnologije za proizvodnju municije 30 mm u Kini.

Nowadays we manage to expand our presence on target markets by the implementation of our marketing-development strategy, which includes intensive participation at international global, regional and national AME shows, through direct contacts with the institutions of partner countries and by investing significantly in the development of market attractive AME products. The organizational structure itself of Yugoimport-SDPR today is adjusted to its presence in the three regional groups: Asia and Australia Asia and Australia is the oldest and the most traditional market of Yugoimport-SDPR. The first export projects of the Company were realized in 1953 with Burma (Union of Myanmar) and they included the delivery of M48 B1 76 mm mountain guns, as well as the delivery of small arms. This deal, as our first export since the establishment of the Company, is significant to us for two reasons: 1. The M48 B1 76 mm mountain gun was the first project resulting from the independent development of artillery systems in our country, 2. With this deal we started our cooperation with Burma (Union of Myanmar), which has been going on for 56 years now, and it reached its high point with the export of NORA 155/52 mm self-propelled gun-howitzers, which is in technological-technical terms the most significant export deal realized so far. Besides these deals, related to exports of artillery systems, Burma has also bought: in the 90’s, G4 training – light striker aircraft, whose overhaul was successfully completed a few years ago, patrol boats, etc. Indonesia too is a significant exports partner of ours, where we have been present since the 50’s. To this country we have exported artillery weapons, ammunition and a training ship.

Bliski i Srednji Istok Saradnja sa zemljama Bliskog i Srednjeg Istoka, počela je da se realizuje posle kontakata sa zemljama Jugoistočne Azije, donevši našoj kompaniji najobimnije i najznačajnije ugovore koje je preduzeće realizovalo, posebno u oblasti izgradnje objekata odbrambene infrastrukture i prenosa odbrambenih tehnologija. Najznačajniji partner Jugoimport-SDPR, je Republika Irak, sa kojom je krajem 2007. godine potpisan ugovor o isporuci sredstava NVO, koji uključuje isporuku školskih aviona LASTA 95, minobacača i pripadajuće municije, lične balističke zaštitne opreme, uniformi, pištolja,u vrednosti od 234 miliona USD, čija je uspešna realizacija u toku. U međuvremenu, posebna pažnja se poklanja poseti delegacije Republike Srbije na čelu sa Ministarstvom odbrane Republici Irak, kao i druge aktivnosti usmerene prema daljem proširivanju i intenziviranju saradnje sa ovim partnerom, pre svega u oblasti isporuke kapitalni borbenih sistema od kojih su neki ugovori već potpisani. Sa Kuvajtom, kao bliskoistočnim partnerom, imali smo potpisan najznačajniji pojedinačni ugovor u istoriji Jugoimport-SDPR, a to je isporuka tenkova M84AB. Poslednjih godina uloženi su veliki napori, na planu razvoja modernizovane verzije tog tenka - M84AB1, koja je prikazana kupcu u kuvajtskoj pustinji. U poslednjem periodu intenzivirali smo saradnju sa UAE, očekuju se značajni poslovi sa Egiptom i Jordanom, intenzivira se ranije ostvarena saradnja sa Alžirom, a među značajnim partnerima ističe se i Libija , od zemalja podsaharske Afrike, značajni partneri su Kenija, Nigerija, Gana, Ruanda, Kamerun i Burkina Faso.

We are still active on this market. Yugoimport was one of the founders of the Friendship Society between Serbia and Indonesia. Our significant present partners from this region, with whom we have established or are expecting to establish cooperation in capital projects are: Malaysia, Thailand, Vietnam, Sri Lanka, Banglades. The Asian giants, China and India, are very significant markets for us, where we have realized several projects related to technology transfer, including the construction of the Gun Powder Factory in Bhandara, India, and production of 30 mm ammunition. The Middle East and the Far East Our cooperation with the Middle East and Far East countries has followed cooperation with SE Asian countries, and has brought our country the largest and the most significant contract the Company has carried out, particularly in the area of the construction of defense infrastructure facilities and the transfer of defense technology. The most significant partner of Yugoimport SDPR is the Republic of Iraq, with which we signed a contract by the end of 2007 for delivery of armaments and military equipment (AME), including the delivery of LASTA 95 training aircraft, grenade launchers and accompanying ammunition, personal ballistic protection equipment, uniforms and pistols, to the value of 234 milion USD, which is now being successfully carried out. In the meantime the visit of the delegation of the Republic of Serbia to Iraq, headed by the Minister of Defense, as well as other activities, are intended for the purpose of the further development of a more intensive cooperation with this partner, primarily in the area of the delivery of capital weapon systems, for which some contracts have already been signed.

We signed the most significant single contract in the history of Yugoimport-SDPR with Kuwait, as a Middle East partner, and that was for the delivery of M84AB tanks. During recent years we have been making great efforts in the development of a modernized version of the M84AB1 tank, which has been demonstrated to the Buyer in the Kuwait desert. Over recent years we have intensified our cooperation with the UAE, and we are expecting to conclude significant deals with Egypt and Jordan. The already established cooperation with Algeria is being intensified, and among our significant partners, Libya takes a prominent place. As to the Sub-Saharan African countries, our significant partners are Kenya, Nigeria, Ghana, Rwanda, Cameroon and Burkina Faso. Amerika i Evropa Na tržištu Latinske Amerike smo prisutni od 60-ih godina. Ostvarili smo saradnju sa više zemalja - Peruom, Hondurasom, Salvador i Gvatemalom. Poslednjih godina, u velikoj meri smo prisutni na tržištu Južne Amerike, pre svega u Peruu, Kolumbiji, Boliviji i Brazilu. Poslednjih godina intenzivirana je saradnja sa kompanijama iz zapadne Evrope i iz SAD sa ciljem otvaranja novih tržišta. To se pre svega odnosi na saradnju sa američkim partnerima u poslu snabdevanja koalicionih snaga u Avganistanu i Iraku, sredstvima NVO iz redovnih proizvodnih programa srpske odbrambene industrije. Kompanija Jugoimport-SDPR kao Sistem integrator srpske odbrambene industrije i američki partner, kao jedna od najvećih svetskih kompanija za proizvodnju artiljerijske municije sklopile su partnerski odnos (Jugoimport SDPR je dobio ekskluzivno partnerstvo) u snabdevanju koalicionih snaga u Iraku i Avganistanu sredstvima NVO. Ovo je samo deo angažmana naše kompanije sa ovim američkim partnerom, koji participira u poslu snabdevanja ovih zemalja nestandardnom municijom u naredne tri godine, pod okriljem Vlade SAD. Američki partner smatra da će im ekskluzivno partnerstvo sa Jugoimport-SDPR povećati šanse za uspeh u dobijanju ovog posla, smatrajući našu kompaniju kao najkonkurentiju u proizvodnji i isporuci mina i granata za minobacače i haubice. Američki partner razmatra saradnju sa našom kućom u više oblasti: – Kupovina gotovih proizvoda NVO – Modernizacija postojećih sistema NVO – Zajednička ulaganja u razvoj i proizvodnju NVO. Saradnja kompanije Jugoimport-SDPR sa američki partnerom realizuje se već petu godinu za redom, isporukom ugovorenih sredstava NVO. S obzirom na veliku potražnju za nestandardnom municijom i usled nedostatka kvalitetnih proizvođača, američki partner zaiteresovan je za dugoročnu saradnju koja uključuje i zajednička ulaganja u proizvodnju ove vrste municije. Poziv upućen kompaniji JugoimportSDPR od strane američkog partnera, da bude njegov ekskluzivni partner predstavlja značajno priznanje kvalitetnom poslovanju naše kompanije, a posebno nas raduje činjenica sa smo izabrani ispred konkuretskih kompanija iz centralne i istočne Evrope (Češke, Slovačke, Poljske, Mađarske, Bugarske i Rumunije). America and Europa As to the markets of Latin America, we have been present there since the 60’s, and we have established cooperation with a number of countries, including Peru, Honduras, Salvador and Guatemala. During recent years we have been significantly present in the market of South America, primarily in Peru, Columbia and Brazil. Cooperation with the Western European Countries has been intensified over recent years, with the aim of entering new markets. This refers primarily to cooperation with American partners in supplying the coalition forces in Afghanistan and Iraq with AME from the regular production program of the Serbian defense industry. Yugoimport-SDPR as the systems integrator of the Serbian defense industry and the American partner, as one of the world’s largest companies for production of artillery ammunition, have concluded a partnership agreement ((Yugoimport SDPR has been awarded an exclusive partnership status) for the supply of AME to the coalition forces in Iraq and Afghanistan. This is only a part of the arrangement of our Company with this American partner, who participates in the arrangement for supplying these countries with non-standard ammunition over the three coming years, under the auspices of the US Government. The American partner believes that the exclusive partnership with Yugoimport-SDPR would increase their chances to win this contract (finding YugoimportSDPR the most competitive producer and supplier of mines and grenades for grenade launchers and howitzers). The American partner is considering cooperation with our Company in a number of areas: – Purchase of finished AME products, – Modernization of the existing AME systems, – Joint investments in AME development and production. The cooperation of Yugoimport-SDPR with the American partner has been going on for five successive years now. With regard to the great demand for non-standard ammunition and the lack of quality producers, the American partner is interested in long-term cooperation that will include joint investments in the production of this type of ammunition. The invitation of the American partner to Yugoimport-SDPR to be its exclusive partner is a significant recognition of the quality work of our Company, and we find it particularly gratifying because of the fact that we have been chosen over competing companies from Central and Eastern Europe (Check Republic, Slovakia, Poland, Hungary, Bulgaria and Romania). Ugovorene su i isporuke municije i naoružanja proizvedenih po istočnim standardima za potrebe obuke američkih oružanih snaga. Projekti koji se trenutno realizuju u saradnji sa ovim firmama, jasan su znak da je kompanija Jugoimport-SDPR povratila ugled i slavu koju je imala do pred raspad SFRJ i da se danas uzima sa respektom, kao siguran i kvalitetan partner, po mnogo čemu ispred kompanija iz centralne i istočne Evrope, koje su mnogo zastupljenije u ovim poslovima od nas. Sredstva kojim se opremaju koalicijone snage Avganistana i Iraka su bazirane na istočnom (ruskom) standardu, koji je bio osnovni standard za opremanje snaga sredstvima NVO u ranijem periodu. Prednosti naših sistema NVO je ta što se odlikuju visokom pouzdanošću, savremenim dizajnom i savremenim rešenjima, a kompatibilna su sa ranije nabavljenim sredstvima u tim zemljama. Naša sredstva NVO odlikuje pouzdanost, kvalitet i cena, koja je znatno niža nego cena novih sredstava, koja bi se nabavljala od zapadnih partnera. S obzirom da se radi o kupcima koja imaju skromnije vojne budžete, naši proizvodi su primamljiviji nego isti ili slični koji bi bili nabavljeni od zapadnih (američkih) kompanija. U tom smislu, ideja koja nas vodi u tom poslu, nije da samo vršimo prodaju sistema NVO, već i da vršimo remonte, modernizaciju i prenos tehnologija za modernizaciju i remont sredstava koja se baziraju na ruskoj tehnologiji ili su originalnog ruskog (sovjetskog) porekla. Naša dostignuća u modernizaciji složenih borbenih sredstava NVO pre svega se mogu primeniti na artiljerijska sredstva, borbena i neborbena vozila i na neke komponente sistema PVO. Ovi postupci modernizacije ( pre svega integracija savremenih podsistema) po odnosu cena - kvalitet imaju izvesnu prednost u odnosu na ponudu zapadnih proizvođača. Cena, koja je u ovom slučaju i po nekoliko puta niža u odnosu na istu koju daju kompanije sa zapada, ničim ne umanjuje kvalitet izrade, šta više, sistemi NVO koji se modernizuju po našim standardima, nadvišuju i određene standarde, koji se prema istim ili sličnim sredstvima primenjuju u tim zemljama.

have also been reached for the delivery of ammunition and armaments produced according to the Eastern standards for the training needs of the American armed forces. The current projects that are being executed now in cooperation with these companies are a clear sign that YugoimportSDPR has restored its reputation and the renown attaching to it before the disintegration of the SFRY, and that it is nowadays treated with respect as a reliable and quality partner, in many aspects standing in front of relevant companies from the Central and Eastern Europe, which have a much bigger share in this business than our Company. The armaments and equipment with which the coalition forces in Afghanistan and Iraq are equipped are based on the Eastern (Russian) standard, which used to be the basic standard for equipping their armed forces with AME in the previous period. The advantages of our AME systems are high reliability, modern design state-of-the-art solutions and their compatibility with the previously purchased AME in these countries. Our AME are distinguished by their reliability, quality and prices which are substantially lower than the prices of the new AME obtainable from the Western partners. As these are countries with more limited military budgets, our products are more attractive than the same or similar ones they can buy from Western (American) companies. In this light, our guiding idea in this business is not only to sell AME systems, but also to overhaul and modernize them, as well as the technology transfer for the modernization and overhaul of AME based on Russian technology or originating from Russia (Soviet Union). Our achievements in the modernization of complex combat AME can be applied primarily to artillery weapons, combat and non-combat vehicles and to some components of AA systems. These modernization procedures (primarily the integration of contemporary sub-systems) have the advantage as regards their price-quality ratio over the offer of the Western producers. The prices, which in this case may be several times lower than the prices offered by Western companies, do not affect the quality of workmanship. On the contrary, the AME systems modernized according to our standards are superior to certain standards applied to the same or similar AME in such countries. The marketing strategy of Yugoimport-SDPR is significantly supported simply by the achieved quality of the armaments and military equipment offered, and consequently we are becoming competitive even in the areas in which companies from the Western countries have dominated so far. Of course, our strategy is not to push out our partners from the West, but to conquer, in cooperation with them, new markets and increase* the sales and cooperation with our former market countries. This cooperation with “foreign partners“ is reflected also in the production cooperation, the integration of our products in the complex technological processes of production of AME with partners from the West, and primarily in the production of ammunition, aircraft technology components, etc.

Naša strategija nije da istiskujemo partnere sa zapada, već da u kooperaciji sa njima osvajamo nova tržišta i da pospešujemo prodaju i saradnju sa zemljama na ranijim tržištima. Saradnja sa ino-partnerima ogleda se i u proizvodnoj kooperaciji, integraciji naših proizvoda u složene tehnološke procese proizvodnje sredstava NVO sa partnerima sa zapada, a pre svega u proizvodnji municije, komponentama vazduhoplovne tehnoligije i dr. Poslovi sa ino-partnerima ogledaju se i u učešću naših istraživačko-razvojnih timova u procesima istraživanja, odnosno razvoja sistema NVO kroz internacionalne projekte razvoja, ali i u poslovima sa internacionalnim korisničkim i proizvodnim timovima. Srpska odbrambena industrija sa svojim razvojnim i proizvodnim kapacitetima, pristupila je razvoju sredstava po takozvanom "NATO" standardu, odnosno proizvodnji sredstava NVO koja se koriste u zemljama članicama NATO pakta, ali i ostalim odbrambenim partnerima Amerike. Marketinškim probojem prema svetu osvojili smo neka tržišta Evrope, kao što je slučaj sa Austrijom i Kiprom, sa kojima imamo već ugovorene izvozne poslove. Tradicija i poverenje Period od 2002. godine do danas, karakterišu vrlo visoki napori našeg preduzeća u pogledu maksimalnog intenziviranja prisustva na svim tradicionalnim tržištima, kao i proširenje našeg prisustva na novim tržištima. Uvođenjem misije Sistem integratora omogućeno je da naša kompanija znatno direktnije, efikasnije i agresivnije nastupa na tržištima. Pristup poslovanju sa stanovišta ove koncepcije, već je uspešno rezultovao sa nekolicinom značajnih izvoznih projekata, od kojih je pomenuta samohodna top-haubica Nora B, čiji je razvoj upravo završen za potrebe ino-partnera, sa kojim je već postojala dugogodišnja saradnja. Tu je upravo postignuta uspešna integracija dva značajna aspekta pristupa tržištu, negovanjem višegodišnje tradicije i poverenja sa jedne strane i ponudom sredstva koja se nalaze u razvoju i čiji se koncept bazira na analizi potreba partnera, analizi svetskih trendova u razvoju naoružanja određene kategorije, imajući u vidu mogućnosti odbrambenog kompeksa, odnosno internih i eksternih razvojnoproizvodnih resursa Jugoimport-SDPR. Our cooperation with foreign partners is reflected in the participation of our research & development teams in AME research & development processes within the international development projects, but also in some projects with international user teams and international production teams. The Military Technical Institute (VTI) is engaged most frequently on these projects with its laboratories and institutes (air tunnels and other up-to-date laboratories), as well as other institutions from the civil and military sectors. The Serbian defense industry, with its development and production capacities, has started the development of AME according to the "NATO" standard, i.e. the production of AME used in NATO member countries, as well as by other American defense partners. We have conquered some European markets as well by the global marketing breakthrough, and primarily in cooperation with Austria and Cyprus, with whom we have concluded contracts for exports. Tradition and trust The period from 2002 until now has been marked by the great efforts of our Company to intensify its presence on all its traditional markets, and to expand our presence into new markets. The introduction of the Systems integrator mission enabled a more direct, more efficient and more aggressive market presence, which is based on the offer of products, primarily complex AME systems which are conceptually adjusted to the projected or real needs of particular markets, and the requirements of our actual partners. This concept of business approach has already resulted in several very significant export projects, including the above mentioned NORA B self-propelled gun-howitzer, whose development has been just completed for the needs of a foreign partner with whom we have had long-time cooperation. Here we have just achieved the successful integration of two significant market approach aspects, through the cultivation of long-term tradition and trust on one hand, and on the other hand, the offer of AME under development whose concept is based on the analysis of the partner’s needs and the analysis of the world trends in the development of armaments of particular categories, taking into consideration the capability of the defense complex, and the internal and external development and production resources of Yugoimport-SDPR. Our experience shows that successful business operations on target markets require a long-term systematic market approach and significant marketing investments, which need not always give positive results, particularly in the short term. Likewise, a certain discontinuity in business operations on some significant markets can be overcome exclusively by and intensive presence in such markets. The emergence of significant competition, and the intensive development of high technologies, as well as changes as to how suppliers are selected by our traditional partners, which have been present over the recent years, also make our market position more difficult and call for greater effort, expense and patience, which all together contribute to the creation of a realistic picture of the global AME market.

In its 60-year existence, the Company went through many organizational and structural transformations followed by corresponding changes in the business environment, but maintained over the years its basic business approach to be persistently present on the world market of defense equipment. Despite a considerable rate of growth of sales achieved by Yugoimport-SDPR in recent years, the level of sales or production for the needs of export respectively has not yet reached an appropriate level to match the quality of the technological basis, of R&D establishments and, of course, of expert personnel of the Serbian Defense Industry. This is of particular relevance nowadays when Serbia regains the markets from which it was driven out in the beginning of the nineties, as a consequence of the disintegration of the former SFRY. Ulaganje u obnovu prizvodnih objekata i tehnološke opreme, kao i nabavku nove savremene tehnološke opreme za proizvodnju komponenata konstrukcije vazduhoplova i kompletnih vazduhoplova u preduzeću UTVA iz Pančeva 3. After receiving a positive opinion about the project, Yugoimport-SDPR undertook a large part of obligations, investing material and financial resources into the project finalization, in the technological line for the production of this aircraft and in the promotion of the finished aircraft at domestic and international exhibitions of armaments and defense equipment.

U toku 2008. godine ugovor je realizovan isporukom tih čamaca. To je prvi korak u uspostavljanju čvršće saradnje izmedju naše kompanije i Direkcije policije Ministarstva unutrašnjih poslova Republike srbije. Patrolni camac Zodiac SRHD 850 je po svojoj konstrukciji RIB (Rigid Inflatable Boat),što podrazumeva da je to čamac sa čvrstim koritom i kobilicom izrađenim od poliestera, a oko korita se nalaze pneumatske komore. Boja korita i kabine je bela, a boja pneumatskih komora je siva. Pneumatske komore su celom dužinom obrubljene sa ekstra jakom crnom gumom. Jacina materijala od kojeg su izradjene pneumatske komore je 1880 dct. Reč je o čamcu koji svojim dimenzijama, modernom konstrukcijom, motorizacijom, kao i ugrađenom opremom u svemu zadovoljava najsavremenije karakteristike za takav tip čamca. FC 470 je čamac koji je u svetu najvise korišćen u profesionalne svrhe. U kombinaciji sa mnogobrojnom dodatnom opremom dobijamo visenamenski čamac sposoban za razne vidove profesionalne upotrebe. Čamac FC 470 MIB je izrađen od hypalon neoprena u crnoj boji. Jacina materijala je 1880 dcx.

Sećanje na promene i transformacije kroz koje je preduzeće prolazilo dokazuje vitalnost i sposobnost kompanije da se prilagodi različitim uslovima. Poslovni i razvojni rezultati koji stoje iza imena Jugoimport-SDPR demonstriraju moć i snagu kompanije poznatu u zemlji i inostranstvu. Jugoimport-SDPR je započeo svoje postojanje 1949. godine kao malo preduzeće od nekoliko desetina radnika koje je osnovala Vlada FNRJ sa zadatkom da obavlja poslove na opremanju Jugoslovenske Narodne Armije. Prilagođavajući se promenama koje su određivale ambijent i uslove u kojima obavlja svoju osnovnu delatnost, preduzeće je prolazilo kroz brojne i radikalne transformcije. Uprkos tome, Jugoimport-SDPR tokom svog postojanja nije nikada napustio svoju osnovnu delatnost. U uslovima i u vremenima koji su bili izuzetno teški za opstanak kompanije, Jugoimport-SDPR je uspevao da sačuva svoj identitet i reputaciju kao kompanija koju u svetskoj trgovini naoružanja i vojne opreme karakteriše poslovnost, pouzdanost, kvalitet, istrajnost i zakonito poslovanje. Preduzeće je nekoliko godina po svom osnivanju (1954. godine) pretrpelo svoju pr vu transformaciju. Prateći proces uvođenja samoupravljanja u tadašnjoj državi i pretvaranja državne u društvenu svojinu, ono je rešenjem Saveznog izvršnog veća dobilo status privrednog preduzeća za spoljnotrgovinski promet proizvoda i usluga, kao i promet naoružanja i vojne opreme (NVO) za potrebe Jugoslovenske Narodne Armije. In 2009 Yugoimport-SDPR is celebrating the 60th anniver-

sary of its existence and successful operation. The recollection of the changes and transformation the Company has undergone shows the vitality and ability of the Company to adjust to the different conditions the Company has been exposed to. The business and development achievement behind the name of Yugoimport-SDPR demonstrates the strength for which the Company is renowned both in Serbia and abroad. Yugoimport-SDPR started its life cycle in 1949 as a small enterprise with several score workers after it had been established by the Government of the FNRY with the task of equipping the Yugoslav National Army. Having to adapt itself to the changes which determined the ambiance and conditions under which it carried out its core business activity, the Company has undergone numerous and radical transformations. In spite of that, Yugoimport-SDPR never abandoned its core business during the course of its existence. Under conditions and during times which were very hard for the survival of the Company, Yugoimport-SDPR managed to preserve its identity and reputation as an armaments and military equipment trading company characterized by business efficiency, reliability, perseverance and legal business operations. A few years after its establishment, in 1954, the Company underwent its first transformation. In compliance with the introduction of the self-management process in the country at the time and the conversion of stateowned into socially-owned property, the Company was given by a Decision of the Federal Executive Council the status of a business enterprise for foreign trade in products and services, as well as for trade in armaments and military equipment for the needs of the Yugoslav National Army (JNA).

proizvoda domaće industrije osnovana je Savezna direkcija za promet i rezerve proizvoda sa posebnom namenom (SDPR) koja je ušla u sastav Saveznog sekretarijata za narodnu odbranu. SDPR-u se pripaja preduzeće „Jugoimport“, koje ima zadatak da vrši poslove prometa i stvaranja rezervi proizvoda od interesa za Federaciju. Donošenjem Zakona o Saveznoj direkciji za promet proizvoda sa posebnom namenom 1991. godine iz delatnosti se eliminišu poslovi stvaranja rezervi, a Savezna direkcija za promet proizvoda sa posebnom namenom obavlja poslove od interesa za ostvarivanje funkcija Federacije u oblasti spoljnotrgovinskog prometa naoružanja i vojne opreme (STP NVO). Konačno, kompanija je dobila svoj današnji naziv Jugoimport-SDPR 1996. godine kada je donet Zakon o Javnom preduzeću Jugoimport-SDPR. Ovim zakonom Savezna direkcija transformiše se u javno preduzeće koje nastavlja pravni kontinuitet Savezne direkcije za promet proizvoda sa posebnom namenom. Zadatak JugoimportSDPR je da kao javno preduzeće obavlja delatnost odnosno poslove od opšteg interesa u oblasti spoljnotrgovinskog prometa naoružanja i vojne opreme. Godine sankcija i raspada Jugoslavije predstavljaju najteži period poslovanja i opstanka Jugoimport-SDPR. Razvijena i savremena infrastruktura vojne industrije, u čiji je razvoj Jugoimport-SDPR uložio ogromna sredstva i znanje se raspala dezintegracijom zemlje i izbijanjem građanskih ratova. Tradicionalni strani partneri sa kojima su realizovani višegodišnji složeni projekti koji su vredeli više milijardi dolara, i koji su bili jedinstvena referenca JugoimportSDPR i jugoslovenske privrede, morali su da se prekinu. Saradnja sa najvernijim partnerima nastavljena je u najtežim uslovima blokade i sankcija. I u tim uslovima Jugoimport-SDPR uspeva da preživi i sačuva svoje ime. Jedan od izlaza iz teškog stanja je pokušaj kompanije da dobije zakonsko ovlašćenje da obavlja i druge delatnosti iz tzv. „civilnog programa“ pod uslovom da njihovo obavljanje ne dovodi u pitanje potpuno i blagovremeno izvršavanje osnovne delatnosti. Statutom JugoimportSDPR J.P., na koji je Savezna vlada dala saglasnost 1997. godine, određene su ove delatnosti i izvršena registracija kod nadležnog suda. Raspad Državne zajednice Srbije i Crne Gore zahtevalo je redefinisanje osnivačkih prava Jugoimport-SDPR. Na osnovu odluke Vlade Republike Srbije 05 br. 023488/2006 od 08.06.2006. godine, o vršenju osnivačkih prava u javnim preduzećima, javnim ustanovima i organizacijama u kojima je osnivačka prava imala Savezna Republika Jugoslavija, Republika Srbija preuzela je osnivačka prava koja je u Jugoimport-SDPR-u imala Savezna Republika Jugoslavija, čime je Jugoimport-SDPR postalo javno preduzeće u Srbiji. Republička Vlada kao osnivač dobija nadležnost da imenuje i razrešava predsednika i članove Upravnog odbora, predsednika i člana Nadzornog odbora, osim članova koji se biraju iz redova zaposlenih u Jugoimport-SDPR.

The next significant change in the status of the Company occurred in 1974, when all foreign trade activities were consolidated. The Federal Directorate for Supply and Procurement of Special Purpose Products (SDPR) was established as a part of the Federal Secretariat of National Defense for the purpose of the import of armaments and military equipment, spare parts and reproduction materials for the JNA and the military industry of the SFRY, and for the export of the products of the domestic industry. The "Yugoimport" enterprise merged with SDPR and the task of this company was to carry out trade and create reserves of products which are of the importance for the Federation. The tasks of the creation of reserves were eliminated from the business activities of the Company by the adoption of the Law on the Federal Directorate for Supply and Procurement in 1991, and the Federal Directorate for Supply and Procurement carried out the tasks for the purpose of the functioning of the Federation in the area of foreign-trade in armaments and military equipment. The Company finally got its present name YugoimportSDPR in 1996, when the Law on the State-Owned Company Yugoimport-SDPR was adopted. By this Law, the Federal Directorate was transformed into a state-owned company which has maintained the legal continuity of the Federal Directorate for Supply and Procurement. The task of Yugoimport-SDPR, as a state-owned company, is to carry out business and tasks of general interest in the area of foreign trade in armaments and military equipment. The years of economic sanctions and the disintegration of Yugoslavia in the 90’s were the hardest period for the business and survival of Yugoimport-SDPR. The developed and modern infrastructure of the military industry, in whose development Yugoimport-SDPR had invested enormous resources and expertise, was torn apart by the disintegration of the country and the outbreak of the civil wars. The traditional foreign partners with whom billions-of-dollarsworth of long-term complex projects had been realized and who used to be a unique reference for Yugoimport-SDPR and the Yugoslav economy had to be suspended. Cooperation with the most loyal partners was continued in the most difficult conditions of the embargo and the sanctions. Even in such conditions, Yugoimport-SDPR managed to survive and preserve its name. One of the ways out of the difficult situation was the effort of the Company to obtain the legal license to carry out also other businesses from the so-called “civil program”, on condition that their performance would not jeopardize the complete and timely performance of its core business. These business activities were defined by the Statute of Yugoimport-SDPR, which was approved by the Federal Government in 1997, and they were registered with the competent court. The dissolution of the State Union of Serbia and Montenegro required a redefinition of the founding rights of Yugoimport-SDPR. According to the decision of the Government of the Republic of Serbia 05 No. 02-3488/2006 of 08.06.2006 on the exercise of founding rights in stateowned companies, public institutions and organizations in which the Federal Republic of Yugoslavia had the rights, the

Jugoimport-SDPR u „zlatnom periodu“ svoga postojanja osamdesetih godina dvadesetog veka je sa svojim komitentima bio jedan od najvećih izvoznika Jugoslavije, koji je u spoljnotrgovinski bilans zemlje svake godine upisivao milijarde dolara prihoda od izvoza. I u teškim vremenima koja su sledila, Jugoimport-SDPR je uspevao da se ne finansira iz budžeta, već da svoje poslovanje finansira iz vlastitih prihoda ostvarenih spoljnotrgovinskim prometom NVO. Danas, na rad i poslovanje Jugoimport-SDPR se primenjuju odredbe zakona kojim se uređuje pravni položaj preduzeća, ukoliko to nije u suprotnosti sa Zakonom o Javnom preduzeću Jugoimport-SDPR, kao i odredbe zakona kojim se uređuje proizvodnja i spoljnotrgovinski promet NVO. Uslovi u kojima Jugoimport-SDPR danas posluje su prilagođeni mogućnostima i kapacitetima domaće vojne idustrije, potrebama Vojske Srbije i uslovima koji vladaju u međunarodnom okruženju. Jugoimport-SDPR sa dosta uspeha nastoji da se vrati i obnovi partnerske odnose sa zemljama u kojima je pre uvođenja sankcija uspešno realizovao velike projekte. Istovremeno, kompanija se prilagođava novim zahtevima međunarodnog tržišta naoružanja i vojne opreme, pomažući i stimulišući domaću vojnu industriju da razvije kapacitete i sposobnosti da odgovori novim potrebama. Obavljanje spoljne trgovine naoružanjem, vojnom opremom i robom dvostruke namene, u savremenim uslovima, predmet je preciznih i rigoroznih procesa koje je uvela međunarodna zajedica u borbi protiv globalnog terorizma. Prilgođavajući se novim uslovima, Srbija je donela Zakon o spoljnoj trgovini naoružanjem, vojnom opremom i robom dvostruke namene marta 2005. godine koji je postavio novi model i uslove pod kojima se vrši spoljna trgovina, transport i tranzit naoružanja, vojne opreme i robe dvostruke namene. Donošenje Zakona predstavljalo je preduslov za uključivanje Srbije u međunarodnu trgovinu naoružanjem i vojnom opremom. Ovim zakonom izvršeno je usaglašavanje nacionalnog zakonodavstva sa međunarodnim propisima i standardima u oblasti izvoza i uvoza naoružanja, vojne opreme i robe dvostruke namene. Krajnji cilj je borba protiv proliferacije oružja za masovno uništenje i kontrolisana upotreba konvencionalnog naoružanja, kao i smanjenje upotrebe malog oružja i lakog naoružanja. Donošenje nacionalnih kontrolnih listi koje su usklađene sa EU, kao i sa međunarodnim kontrolnim režimima (Vasenarski sporazum, australijska grupa, Grupa nuklearniih snabdevača, Konvencija o zabrani hemijskog oružja, Režim kontrole raketne tehnologije i dr.) omogućava harmonizaciju klasifikacije roba i sprovođenje postupaka na međunarodnom planu, tj istovetan pristup izdavanju dozvola, na koji način je Republika Srbija EU Kodeks ponašanja pri izvozu oružja implementirala u nacionalno zakonodavstvo i učinila ga obaveznim za primenu. Republic of Serbia took over the founding rights which the Federal Republic of Yugoslavia had in Yugoimport-SDPR, whereby Yugoimport-SDPR became a Serbian state-owned company. The Republic Government as the Founder was vested with the power to appoint and dismiss the Chairman and the Members of the Management Board, except for the members elected from among the employees of YugoimportSDPR. In the “golden period” of its existence in the 80’s of the 20th century Yugoimport-SDPR was, with its business partners, one of the biggest Yugoslav exporters, recording every year an income from exports worth billions of dollars in the foreign trade balance of the country. Nevertheless, in the hard times that followed, Yugoimport-SDPR managed to operate without any state budget support, and financed its operation from its own income from the foreign trade in armaments and military equipment. Today, the work and business operation of YugoimportSDPR is subject to the provisions of the Law regulating the legal status of companies, if they are not in contradiction with the Law on the State-Owned Company YugoimportSDPR, as well as the provisions of the laws regulating the production of and foreign trade in armaments and military equipment. The conditions under which Yugoimport-SDPR operates nowadays have been adjusted to the capabilities and capacities of the domestic military industry, the needs of the Serbian Army (VS) and the conditions prevailing in the international environment. Yugoimport-SDPR is making successful efforts to restore and revive the partnership relations with the countries in which it had realized some great projects before the imposition of the economic sanctions. At the same time, the Company is adapting to the new requirements of the international market of armaments and military equipment, supporting and encouraging the domestic military industry to develop its capacities and capabilities so to be able to respond to the new requirements. The performance of the foreign trade in armaments, military equipment and dual-use goods in the current environment is subject to precise and rigorous processes introduced by the international community in order to combat global terrorism. In order to adjust to the new requirements, Serbia adopted the Law on Foreign Trade in Armaments, Militar y Equipment and Dual-Use Goods in March 2005, setting thereby a new model and conditions in which foreign trade in armaments, military equipment and dual-use goods is carried out, as well as their transport and transit. The adoption of the Law was a precondition for the inclusion of Serbia in the international trade in armaments and military equipment. By this Law, the national legislation has been adjusted to the international regulations and standards in the area of exports and imports of armaments, military equipment and dual-use goods. The ultimate goal is the combat against the proliferation of weapons of mass destruction, as well as the reduction of the use of small arms and light weapons. The adoption of national control lists, which are adjusted with the EU and with the international control regimes (Wassenaar Arrangement, Australia Group, Nuclear Suppliers

Pravni okvir za spoljnotrgovinsko poslovanje kontrolisane robe je samo pr vi korak. Pravilna i efikasna implementacija je kontinuiran zadatak ne samo svih nadležnih institucija već i preduzeća, jer sistem interne kontrole spoljne trgovine u preduzeću koji je u saglasnosti sa sistemom kontrole koji je propisan zakonom, štiti preduzeće od nelegalnih isporuka za program oružja za masovno uništenje i održava njegov kredibilitet. Uslovi i procedure koje propisuje Zakon, usložili su postupke dobijnja dozvola i učinile su proces izvoza NVO komplikovanijim i dužim. Jugoimport-SDPR se prilagodio novim uslovima, shvatajući da je ta procedura u najboljem interesu države Srbije. Primenom ovog procesa u većoj meri dolazi do izražaja kredibilitet JugoimportSDPR. Ukrupnjavanje i uvođenje reda u oblast spoljnotrgovinskog prometa NVO predstavlja novu šansu Jugoimport-SDPR i namenske industije da se na transparentan način povrate i obezbede nove pozicije na međunarodnom tržištu NVO. Moderan menadžment, sposobnost prihvatanja savremenih tehničko-tehnoloških zahteva u oblasti NVO, umeće i kapacitet prilagođavanja zahtevima međunarodnog tržišta NVO, siguran oslonac i ulaganje u mlad i školovan kadar su osnovi poslovne politike JugoimportSDPR, koji treba da obezbede uspešnost poslovanja i budućnost našoj kompaniji.

Group, Chemical Weapons Convention, Missile Technology Control Regime, etc.), enables the harmonization of the classification of goods and the implementation of the procedures on the international level, i.e. the same approach to the issue of licenses. In this way the Republic of Serbia has incorporated the EU Code of Conduct on Arms Exports into the national legislation and made its application obligatory. The new provisions in the Law are: the introduction of the control of foreign trade in dual-use goods, defining the list of goods within the national control list of dual-use goods for which export and import licenses are required, the separation of production and trade in armaments and military equipment in the country from foreign trade in these goods by defining the national armaments and military equipment control lists, as well as defining the term “comprehensive control”, where it is necessary to determine whether export and import licenses are required for the goods which are not on the lists, with regard to their intended use and the end user. The legal framework for foreign trade in controlled goods is but the first step. Appropriate and efficient implementation is a continuous task, not only of the responsible institutions, but of the companies, as the system of internal control of foreign trade in a company which is in accordance with the control system prescribed by the law, protects the company from illicit deliveries for WMD programs and preserves its credibility. The requirements and procedures prescribed by the Law have made the procedures for obtaining licenses more complex and made the process of export of arms and military equipment more complicated and longer. Yugoimport-SDPR has adapted to the new conditions, having understood that such a procedure is in the best interests of Serbia. The credibility of YugoimportSDPR is manifested to a greater extent by the application of this process, and numerous companies trying to develop their business trading in armaments and military equipment are being eliminated. The consolidation and introduction of order in the area of foreign trade in armaments and military equipment is a new chance for Yugoimport-SDPR and the military industry to restore their position and achieve, in a transparent way, a new position on the international market of armaments and military equipment. Modern management, the ability to accept the contemporary technical-technological requirements in the area of armaments and military equipment, the ability and capacity to adapt to the requirements of the international market of armaments and military equipment, relying on and investing steadily in young and educated personnel, are the bases of the business policy of Yugoimport-SDPR, to ensure successful business operation of our Company.

azvoj i implementacija adekvatnog sistema menadžmenta kvalitetom u skladu sa zahtevima standarda ISO 9001:2000, odnosno ISO 9001:2008, koji je objavljen 14. 11.2008.godine, jedan je od veoma značajnih uslova za uspešno poslovanje preduzeća. Adekvatan sistem menadžmenta kvalitetom podrazumeva sistem koji je projektovan za stalno poboljšavanje efektivnosti i efikasnosti performansi preduzeća razmatranjem potreba svih zainteresovanih strana (korisnici, isporučioci, rukovodstvo, zaposleni i dr.), a koji je istovremeno usklađen sa postojećom praksom i potrebama preduzeća. Projekat razvoja i implementacije sistema menadžmenta kvalitet (SMK) u skladu sa zahtevima standarda ISO 9001:2000 u J.P. Jugoimport-SDPR uspešno je okončan 31.01.2005.god. kada je obavljena sertifikaciona provera od strane sertifikacionog tela SGS, nakon čega je dobijen sertifikat QMS ISO 9001:2000, kao zvanična potvrda usaglašenost SMK J.P Jugoimport-SDPR sa zahtevima stan. darda ISO 9001:2000 za delatnost: • Projektovanje i razvoj NVO • Spoljnotrgovinski promet, a posebno spoljnotrgovinski promet NVO i pripadajućih usluga • Usluge inženjeringa Neposredno po dobijanju serifikata QMS ISO 9001:2000, a u cilju poboljšavanja SMK J.P Jugoimport-SDPR i u skladu . sa organizacionim promenama i potrebama prakse usledilo je detaljno preispitivanje uspostavljenog SMK, kao i dalje unapređenje i usaglašavanje sa Informacionim sistemom J.P . Jugoimport-SDPR. Uspostavljeni SMK integrisan je sa Informacionim sistemom i predstavlja originalno rešenje poslovnog alata za efektivno i efikasno upravljanje realizacijom poslovnih procesa i aktivnosti, koje je kao takvo dobilo niz pohvala od stane kompetentnih institucija. Opredeljenje menadžmenta Jugoimport-SDPR je stalno unapređenje poslovnih procesa, a moto poslovne politike – „budimo izvrsni“ i ostvarenje liderstva u svojoj branši u zemlji, regionu i šire, što se ogleda u nalazima i ocenama

Development and implementation of an adequate quality

management system in accordance with the requirements of ISO 9001:2000, i.e. ISO 9001:2008 standards, completed on 14 November 2008 are important conditions for successful company operation. An adequate quality management system means a system designed for permanent improvement of effectiveness and efficiency of company performance, through consideration of the needs of all stakeholders (interested factors) (users, suppliers, top management, employees etc..), which is at the same time harmonized with the current practice and needs of the company. The project of development and implementation of an adequate quality management system (QMS) in compliance with the requirements of the ISO 9001:2000 standard in the PC Yugoimport-SDPR was successfully completed on 31 January 2005, when certification audit was performed by the certification body of the SGS, followed by the QMS ISO 9001:2000 certificate, as the official proof PC YugoimportSDPR’s QMS is compliant with the requirements of the ISO 9001:2000 standard for its area of activity, i.e.: • Design and development of armaments and defense equipment • Foreign trade, and specifically the foreign trade in armaments and defense equipment and pertaining services • Engineering services Immediately upon receipt of the QMS ISO 9001:2000 certificate, and with an aim to enhance the PC YugoimportSDPR’s QMS and in accordance with the organizational changes and the requirements of practical activities, detailed analysis of the established QMS was carried out, as well as its further enhancement and coordination with the Information System of the PC Yugoimport-SDPR. The established QMS was integrated with the Information System, which is an original solution of a business operation tool for effective and efficient management of implementation of business processes and activities, which received many compliments from competent institutions. Yugoimport-SDPR’s management is oriented towards constant improvement of business processes, and the motto of our business policy is „let us be excellent“ as well as to

Sadržaji pripadajućih aplikacija definisani su za svaki proces pojedinačno u skladu sa njihovim karakteristikama i potrebama, a njihov razvoj i poboljšavanja kontinuirano se obavljaju pod kontrolom vlasnika procesa Upravljanje informacionim sistemom imajući u vidu predloge i sugestije kako svih vlasnika procesa, tako i svih zaposlenih nosilaca aktivnosti pojedinih procesa. U cilju efikasnog organizovanja, upravljanja, kontrole i osiguranja bezbednosti informacionog sistema, za sve implementirane baze i aplikacije definisane su precizne liste pristupa koje se redovno proveravaju i ažuriraju. Pojedinim bazama i aplikacijama imaju pristup svi zaposleni koji su planom predviđeni da pristupaju resursima informacionog sistema, dok određenim procesnim bazama i aplikacijama imaju pristup samo zaposleni čiji je to domen rada. Na ovaj način obezbeđen je kontrolisan pristup korisnika informacionog sistema bazama podataka i aplikacijama. Za sve baze podataka i aplikacije informacionog sistema svakodnevno se automatski generišu rezervne kopije. Resusi informacionog sistema su centralizovano zaštićeni od svih vrsta malicioznih softvera i specifično razvijenom hardversko-softverskom intranet strukturom i postavkom ser vera maksimalno obezbeđeni od bilo kavih neregularnih i štetnih pristupa van definisanih resursa sisteama.

The Information system of the PC Yugoimport-SDPR is based on the process-oriented ERP platform and postulates of the ISO 9001:2000 QMS. It was developed in accordance with the practical needs of the company and as such it represents the main strategic and commercial business tool of the company management for efficient planning, organization, management, monitoring and control of business processes. Contents of the pertaining applications were defined for each process separately, according to its characteristics and requirements, while their development and improvements are carried out continually, under the control of the process owner. Management of the information system is done bearing in mind proposals and suggestions of all process owners, as well as of all employed bearers of activities within specific processes. Aimed at efficient organization, management, control and ensuring the safety of the information system, for all implemented bases and applications precise access lists were defined which are regularly checked and updated. Certain bases and application can be accessed by all employees foreseen for such access to the information system resources, while certain process bases and applications can be accessed only by the employees with specific working domain. This ensures a controlled access of the information system users to databases and applications. Back-up copies are automatically and daily generated for all data bases and applications of the information system.

Savremena mrežna infrastruktura i ser veri najnovije generacije obezbeđuju dovoljno potencijala za stalno unapređenje informacionog sistema po svim osnovama. Samostalan i sinhronizovan razvoj SMK i informacionog sistema doprineo je najboljoj postavci korporaivnog integrisanog temelja za efikasno i efektivno funkcionisanje svih predviđenih poslovnih procesa i celog poslovnog sistema J.P. Jugoimport-SDPR. Na kraju je značajno napomenuti da je pr va redovna nadzorna provera SMK J.P. Jugoimport-SDPR, od strane sertifikacionog tela SGS, obavljena 01.02.2006.godine, druga redovna nadzorna provera SMK 09.02.2007.godine, reocenjivanje SMK 05.02.2008.godine, prva redovna nadzorna provera SMK 03.02.2009.godine, pri čemu nije bilo definisanih neusaglašenosti, što je potvrda dobre postavke sistema menadžmenta kvalitetom i informacionog sistema J.P. Jugoimport-SDPR, kao i njihove uspešne primene i integracije. U skladu sa „Zakonom o bezbednosti i zdravlju na radu“ je izrađena pravna regulativa J.P. JugoimportSDPR, čime je podignut nivo bezbednosti i zdravlja na radu zaposlenih. U toku je usklađivanje SMK J.P. Jugoimport-SDPR sa novim standardom ISO 9001:2008, kao i uspostavljanje upravljanja sistemom bezbednosti hrane (HACCP) u “Restoran” J.P. Jugoimport-SDPR prema CODEX ALIMENTARIUS i nacionalnom zakonodavstvu.

Information system resources have a centralized protection from all kinds of malicious software and by a specific hardware-software intranet structure and the server setup they have the maximum protection from any irregular or harmful accesses beyond the defined system resources. The contemporary network infrastructure and servers of the newest generation provide for a sufficient potential for constant improvement of the information system in all aspects. The independent and synchronized development of the QMS and information system contributed to the best setup of the corporative integrated foundation for the effective and efficient functioning of all foreseen business processes and the complete PC Yugoimport-SDPR business system. Finally, it should be mentioned that the first regular supervisory audit of the PC Yugoimport-SDPR QMS by the certification body SGS was performed on 01 February.2006, the second regular supervisory audit of the QMS on 09 February 2007, QMS re-assessment on 05 February.2008, that the first regular supervisory audit of the QMS on 03 February 2009, with no defined incompliance, which is the proof of the good setup of the quality management system and information system of the PC Yugoimport-SDPR, as well as of their successful implementation and integration. Pursuant to the „Law on Safety and Health Protection at Work“ the legislation was made in the PC. YugoimportSDPR, whereby the level of safety and health protection at work was improved. Presently, harmonization of the PC Yugoimport-SDPR QMS with the new ISO 9001:2008 standard is underway, as well as establishment of the food safety management system (HACCP) in the “Restaurant” unit of the PC. Over the last ten years or so there has been a marked trend in the increase of the number of international AME shows, which mainly makes AME producers’ choice as to which of them they should take a part in more difficult in order to cover the market as evenly and efficiently as possible, resulting in inevitable increase of their promotion expenses. This very fact indicates the increased significance of company presence at international AME shows.

Poslednjih desetak godina postoji uočljiv trend povećanja broja međunarodnih izložbi NVO, što za proizvođače NVO u principu usložnjava izbor izložbi na kojima je potrebno učestvovati u cilju što ravnomernijeg i efikasnijeg pokrivanja tržišta, te dovodi i do neminovnog povećanja promotivnih troškova. Sama činjenica ukazuje na povećan značaj prisustva na međunarodnim izložbama NVO.

Na primer, u periodu od 1953. godine do 1998. godine, Jugoimport-SDPR je učestvovao na oko 30 međunarodnih izložbi naoružanja i vojne opreme, dok je u periodu od 2003. do 2009. godine ostvario učešće na skoro isto toliko međunarodnih izložbi NVO. Te izložbe sve više gube, osim izuzetaka, regionalni i poprimaju izrazit nacionalni karakter. Osim tendencije porasta broja zemalja organizatora međunarodnih izložbi odbrane, prisutan je i trend povećavanje broja učesnika i odgovarajućeg izložbenog prostora na nekim najznačajnijim izložbama NVO. Broj učesnika na izložbama DSEI (London), EUROSATORI (Pariz) i IDEX (Abu Dabi) već više godina premašuje cifru od 1000 pojedinačnih kompanija. Jugoimport-SDPR je ustanovio strategiju prisustva na dve globalne izložbe (globalne po konceptu, imajući u vidu broj učesnika i broj i sastav zvaničnih delegacija, koje na njima učestvuju, kao broj posetilaca koji na njima učestvuju) – EUROSATORI (Pariz) i DSEI (London). Takođe, ostvaruje se prisustvo na regionalno – globalnoj izložbi IDEX (Abu Dabi – UAE), zatim na regionalnim izložbama DSA (Malezija), DEFEXPO (Indija), LAAD (Brazil), SOFEX (Jordan), kao i povremeno prisustvo na izložbi DEFENCE ASIA (Tajland) i ASIAN AEROSPACE AND DEFENCE (Singapur). Ove 2009. godine, prvi put je ostvareno učešće na izložbi SITDEF koja se održava u Peruu. Izložbe SITDEF, SOFEX, DEFEXPO i donekle DSA imaju naglašen pre svega nacionalni karakter. Naime, značaj pojedinih zemalja na tržištu kao pojedinačnih kupaca postaje sve veći u uslovima enormno pojačane međunarodne konkurencije, tako da se u cilju očuvanja prisustva na tržištu ovih zemalja praktično mora učestvovati ukoliko se želi opstati na njima. Svetske izložbe NVO karakteriše, kako je napomenuto, trend povećanja izložbenog prostora, kao i grupisanja kompanija iz vodećih zemalja u svetu, te iz zemalja sa narastajućim tržišnim ambicijama u prometu NVO u takozvane nacionalne paviljone. Osim ovoga, uočljiv je trend ostvarivanja nastupa na sajamskom prostoru, uređivanjem prostora korišćenjem monumentalnih arhitektoskih rešenja, a uz multimedijalne prezentacije i grafički dizajn, koji je češće uočljiviji od samih eksponata – sredstava NVO.

For example, in the period from 1953 to 1998, Yugoimport took part in about 30 international shows of armaments and military equipment, while only in the period from 2003 to 2009; it took part in nearly the same number of international AME shows. Consequently, international AME shows lose their regional and assume a primarily national character. Besides the trend of the increase/increasing trend/increase in the number of countries organizing international defense shows, there is also a trend in the increase in the number of participants and the required show space at some most prominent AME shows. The number of participants at the DSEI (London), EUROSATORI (Paris) and IDEX (Abu Dhabi) has for several years exceeded the figure of 1000 individual companies. Yugoimport SDPR has established a strategy of its presence at two global shows (global as regards the number of participants and the number and composition of official delegations taking part at them, as well as by the number of visitors in the wider sense) – EUROSATORI (Paris) and DSEI (London). We are also present at the IDEX (Abu Dhabi – UAE) regional-global show, then at the DSA (Malaysia), DEFEXPO (India), LAAD (Brazil), SOFEX (Jordan) regional shows and occasionally at the DEFENCE ASIA (Thailand) and ASIAN AEROSPACE AND DEFENCE (Singapore) shows. This year 2009 we took part for the first time at the SITDEF show held in Peru. The SITDEF, SOFEX, DEFEXPO and partly DSA shows have a marked national character. In fact, the significance of particular countries on the market as individual buyers is increasingly growing under conditions of enormously increased international competition, so

Osim klasične postavke, na svetskim izložbama se sve više uočava trend prikazuvanja sredstava, tzv. krupne tehnike, i to kako u zatvorenom, tako i na otvorenom sajamskom prostoru. Osnovu naše ponude čini streljačko, pešadisjko, protivoklopno naoružanje i odgovarajuća minicija, sredstva vatrene podrške, borbena i neborbena vozila, programi modernizacije sistema PVO i borbenih vozila, modernizacija vazduhoplova i vazduhoplovnog naoružanja, opto-elektronski sistemi, sistemi C4I, lična zaštitna oprema, sredstva ABHO zaštite, komponente vazduhoplovne industrije, sredstva za elektronsko ratovanje i drugo. Programi pratećih manifestacija i funkcionalnih demonstracija nemaju podjednak tretman od pojednih organizatora izložbi NVO.

To se posebno odnosi na funkcionalne demonstracije poktretljivosti borbenih i neborbenih vozila i demonstracije sredstava naoružanja bojevim gađanjem; na primer izložbe IDEX je do skora karakterisalo značajno ulaganje prikaza bojevih gađanja, što je na poslednjim izložbama svedeno samo na skromno gađanje iz streljačkog naoružanja. Funkcionalne demonstracije pokretljivosti na ovoj izložbi su vrlo upečatljive, dok na primer potpuno izostaju, kao i bojevo gađanje, na izložbi DSEI – po broju učesnika, najvećoj izložbi, koja se održava u Londonu. Jugoimport-SDPR je multimedijalne prezentacije realizovao, pre svega u vidu osnovnog promotivnog filma, dok grafički dizajn nastupa podrazumeva prikaz kapitalnih sredstava NVO, koja se zbog racionalizacije troškova ne mogu prikazati uživo. Krupna sredstva ratne tehnike iz razvojnih i proizvodnih programa, koja se zbog nephodnosti racionalizacije troškova ne mogu prikazati na izložbama u vidu eksponata, prikazuju se i u vidu modela – maketa . As already mentioned, world AME shows are marked by the trend towards increasing the exhibition space, and the grouping of companies from world leading countries and from the countries with growing AME trade market ambitions into so-called national pavilions. Also noticeable is the trend of the presence at the fairs with such exhibition space arrangements as the use of monumental architectural solutions, with multimedia presentation and graphic design, which are often more striking than the very exhibits – AME items. Yugoimport SDPR always appears as the integrator of the marketing efforts of the Serbian defense industry, as well as the systems integrator, with the pronounced symbols of the Republic of Serbia at stands up to 60 m2, ranking it among medium size exhibitors. For example, in the announcement of the DSEI show in London 2005 Yugoimport SDPR was announced among the first 200 most significant exhibitors from among the total of 1000 registered ones. Besides the classical exhibition arrangement, there is an increasing trend of showing large pieces of defense equipment in the world shows, both in closed and open exhibition spaces.

Počevši od 2004. godine, Republika Srbija, odnosno grad Beograd, domaćin je međunarodne izložbe NVO – Partner, koja u ovom trenutku ima izraženi nacionalni karakter, sa tendencijom da poprimi i izvestan regionalni karakter, pre svega na bazi pokrivanja zemalja regiona bivše Jugoslavije, odnosno zapadnog Balkana, budući da na teritoriji tih zemalja još nije ustanovljena nijedna druga nacionalna izložba NVO. 2005. godine je ustanovljen koncept održavanja izložbe na svake dve neparne godine. Nacionalni karakter izložbe je naglašen pre svega na osnovu dva osnovna pokazatelja - prvi - prisutna je integrisana ponuda proizvođača NVO srpske odbrambene industrije, i drugi - naglašeno je prisustvo inostranih kompanija koje imaju prvenstveni cilj da na odabrani deo svoje ponude, na osnovu rezultata istraživanja srpskog tržišta, namenski usmere pre svega prema potencijalnim korisnicima iz sastava Vojske Srbije i MUP-a Republike Srbije i jedinicama MUP-a. Jugoimport-SDPR nastupa saglasno uobičajenoj praksi sa do sada realizovanih izložbi, kao integrator nastupa odbrambene industrije Republke Srbije, s tim što svaki od naših saizlagača ima status učesnika na izložbi.

The basic items of our offer include small arms, infantry weapons, anti-armor weapons and corresponding ammunition, fire support weapons, combat and non-combat vehicles, modernization programs of AME systems and combat vehicles, modernization of aircraft and aircraft weapons, optronic systems, C4I systems, personal protection equipment, CBR protection equipment, aircraft industry components, electronic warfare equipment, etc. Accompanying manifestations and functional demonstration programs are not equally treated by individual organizers of AME shows. This particularly applies to functional demonstrations of the mobility of combat and non-combat vehicles and the live-ammunition firing demonstration of weapons; for example IDEX shows had been marked until recently by significant investment in the demonstration of live ammunition firing, which was reduced only to modest small-arms firing at the recent shows. The functional demonstration of the mobility was very impressive, while, for example, there has been no live ammunition firing at the DSEI show held in London – the biggest show by the number of participants. Yugoimport SDPR has made multimedia presentations, primarily in the form of basic promotion films, while graphic design presentations included the presentation of capital weapons which cannot be exhibited at the shows because of indispensable expense rationalization. The large weapons from the development and production programs, which cannot be exhibited at the shows because of the indispensable expense rationalization, are shown in the form of models – mock-ups. The architectural solution of Yugoimport-SDPR stands from 2003 until now has undergone a transformation from the simplest fair solutions of a modular fair structure to a modern architectural stand solution which is not inferior to the solutions of the leading world producers, and notably more up-to-date than the stands of the companies and national pavilions of the neighboring countries from Eastern Europe and competitor companies from the developing countries. Yugoimport-SDPR and Serbian defense industry at the PARTNER Show

Since 2004 the Republic of Serbia, or Belgrade, has hosted the international AME show – PARTNER, which still has a marked national character, with the intention to assume certain regional character as well, primarily on the basis of covering the countries of the former Yugoslavia region, and the Western Balkans, as no other national AME show has been established on the territory of these countries. The concept of the organization of the show every two odd years was established in 2005. The national character of the show was marked on the basis of two basic indicators: first - it presents an integrated offer of the AME of the Serbian

Osim šest preduzeća sa većinskim državnim kapitalom (Zastava Oružje, Krušik, Sloboda, MBL, Prva Iskra i Prvi Partizan), na štandu Jugoimport- SDPR prisutni su i predstavnici preduzeća čiji su pojedini kapaciteti (tehnološke celine) ili organizacione celine u tehnološkom i/ili organizacionom smislu orijentisani prema proizvodnji sredstava NVO, sredstava dvostruke namene (vazduhoplovi, vozila) odnosno komponenata, sistema i podsistema namenjenih ugradnji u proizvode odbrambene industrije (Prva Petoletka, UTVA, Teleoptik Žiroskopi, EI Opek, Sandra obuća, Gepard, EDEPRO, Elektronski fakultet Niš, Senzor Infiz, IRITEL, INSA AD, ZASTAVA Kamioni, Vatrosprem). Sa druge strane, Ministarstvo odbrane RS kao pokrovitelj izložbe, na svom sajamskom prostoru integriše nastup ustanova i remontih zavoda Vojske Srbije, a to su pre svega VTI, TOC, tehnički remontni zavodi Kragujevac i Čačak i VTRZ Moma Stanojlović iz Batajnice, kao i neka preduzeća neposredno uključena u relizaciju razvojnih projekta. Takav koncept podele prinadležnosti između Jugoimport SDPR i Ministarstva odbrane RS je ustanovljen od početka održavanja ove izložbe i u biti se nešto razlikuje od koncepta nastupa Jugoimport-SDPR-a na stranim izložbama, gde naša kompanija nastupa ne samo kao integrator odbrambene industrije Srbije, već i kao zastupnik tih instituta i remontnih zavoda. Taj navedeni «dualizam» prinadležnosti će na izložbi PARTNER 2009 biti prevaziđen fizičkim rasporedom - konfiguracijom, oblikom i prostornom orjentacijom sajamskog prostora i eksponata na sajamskom prostoru MO i Jugoimport-SDPR. To je posebno značajno kad se ima u vidu kontinuitet u procesima razvoja i proizvodnje sistema NVO te i njihovog remonta, modernizacije i modifikacije, tako da bi sva sredstva iz proizvodnih i razvojnih programa srpske

Following its usual practice at the shows so far, Jugoimport SDPR appears as the integrator of the defense industry of the Republic of Serbia, where every co-exhibitor has the status of a participant at the show. Besides the six companies with the state controlling interest (Zastava Arms, Krušik, Sloboda, MBL, Prva Iskra and Prvi Partizan), present at the Yugoimport-SDPR stand are also representatives of companies whose certain capacities (technological units) or organizational units in technological and/or organizational terms are oriented towards the production of AME, dual-use products (aircraft, vehicles) and components, systems and sub-systems intended for integration into the products of the defense industry (Prva Petoletka, UTVA, Teleoptik Gyroscopes, EI Opek, Sandra Footwear, Gepard, EDEPRO, Electronic Faculty of Niš, Senzor Infiz, IRITEL, BELOP INSA AD, ZASTAVA Trucks, , Vatrosprem). On the other hand the Ministry of Defense of the Republic of Serbia, as the sponsor of the show, integrates on its exhibition space at the fair the presence of institutions and overhaul depots of the Serbian armed forces, and among these are first of all the Military Technical Institute (VTI), the Technical Testing Centre (TOC), the technical overhaul depots in Kragujevac and Čačak and VTRZ Moma Stanojlović - Air Force Engineering Overhaul Depot from Batajnica, as well as some companies directly participating in the implementation of certain development projects. Such a concept of the division of competencies between Yugoimport SDPR and the Ministr y of Defense of the Republic of Serbia was established at the start of this show and it does not substantially differ from the concept of the presentation of Jugoimport-SDPR at the shows in other countries where Jugoimport - SDPR appears not only as the integrator of the defense industry of Serbia, but also as the representative of these institutes and overhaul depots. This professed «dualism» of competencies will be overcome at the 2009 PARTNER Show through the physical arrangement, configuration, form and the orientation of the exhibition space and the orientation of exhibits in the exhibition space of the MoD and Jugoimport SDPR. This is particularly important considering the continuity in the processes of development and production of AME systems and their overhaul, modernization and modification, so that all the AME from the production and development programs of the Serbian defense industry should be conditionally grouped in one organization unit – the defense industrial complex of the Republic of Serbia. There has been a relatively limited presence of the leading producers of complex and highly sophisticated AME systems from the highly developed countries at the PARTNER shows held so far, except for the very marked presence of the Italian group FINMECANICA at the 2005 PARTNER Show, and the relatively more modest presence of the French giant TALES.

Na do sada održanim izložbama PARTNER zabeleženo je relativno ograničeno prisustvo vodećih proizvođača složenih i visokosofisticiranih sistema NVO iz razvijenih zemalja, sa izuzetkom veoma zapaženog nastupa italijanske grupacije FINMECANICA na izložbi PARTNER 2005, kao i relativno skromnijem nastupu francuskog giganta TALES. Na PARTNERU 2009 učestvuje nešto veći broj značajnih svetskih proizvođača NVO, uključujući izraelski ELBIT, doajen u elektronici i informacionim tehnologijama u odbrani, ECI Telecom, THALES, poljska grupaciju odbrambene industrije BUMAR i dr. Izostanak svetskih giganata u razvoju i proizvodnji NVO, čije je učešće na većim međunaronim izložbama NVO inače veoma zapaženo, jednostavno se može objasniti još uvek relativno niskim planiranim ulaganjima VS u nabavku visokosofisticiranih podsistema i sredstava NVO, kao i složenih sistema naoružanja iz inostranstva. Poslednjih godina učinjeni su pomaci na tom planu, te se polako odvajaju značajnija materijalna sredstva, što će svakako značajno doprimenti većem odzivu proizvođača svetskih proizvoda NVO. Tu se može još jednom naglasiti i uloga JugoimportSDPR kao Sistem Integratora, koja podrazumeva i integraciju nekih vitalnih visokosofisticiranih podsistema proizvedenih od strane vodećih svetskih proizvođača u složene sisteme NVO iz projekata razvoja i proizvodnje našeg preduzeća, u kojoj je ostvarena saradnja sa vodećim svetskim proizvođačima kao i misija preduzeća - uvoznika složenih borbenih sistema za potrebe Ministrastva odbrane Republke Srbije.

A somewhat greater number of significant world AME producers will take part at the PARTNER 2009, including Israeli ELBIT – a doyen in electronics and defense information technologies, ECI Telecom – the French giant THALES, BUMAR – the Polish defense industry group, etc. The absence of the world AME development and production giants, whose presence at bigger international AME shows has usually been very distinguished, can be simply explained by the still relatively low planned investments by the Serbian armed forces in the purchase of highly sophisticated sub-systems and armaments and military equipment, as well as complex weapon systems from abroad. Some advances have been made in this light over recent years, and significant funds are being allocated little by little, which will certainly attract more world producers of armaments and military equipment. Here, we can once again point out the role of YugoimportSDPR as the systems integrator, which includes also the integration of some vital highly sophisticated sub-systems produced by the leading world producers into the complex AME systems from the development and production programs of our Company, which is the result of our cooperation with the leading world producers, but also the third above mentioned mission of the Company – the importer of complex weapon systems for the needs of the Ministry of Defense of the Republic of Serbia. Yugoimport-SDPR has made significant progress towards the intensification of cooperation with the leading world producers in both business missions.

We expect that, concurrently with the development of these forms of cooperation, the PARTNER Show will develop into a truly significant regional show of armaments and military equipment in the Western Balkans. The 2009 PARTNER Show will be a good opportunity for Jugoimport-SDPR, as it has been so far, to make a highly integrated, quality and detailed presentation of our complete technological potential in the area of defense technology, to all potential foreign partners, including, of course, official delegations of armed forces, and a wider circle of commercial visitors, among whom there is still a significant number of long-term partners of Jugoimport-SDPR. This is especially important with regard to the fact that such a detailed presentation of our capabilities in terms of the exhibition space, the number and quantity of exhibits, and personnel support, and the number representatives of AME producers, would require very high material investments if we wanted to exhibit all this at some world show. Here Jugoimport SDPR has a stand occupying an area between 500 and 650 m2 in a hall, while it occupies a much bigger area outdoors for the presentation of large AME exhibits, which is a much larger exhibition space than the exhibition space we use at AME shows abroad. The Serbian defense industry, as the main strategic partner of Jugoimport-SDPR, will show, within individual complete exhibition units with own visual identity of each exhibitor separately, its latest products from the development and production programs, including graphic and multimedia presentations. We should be always aware of the importance of such a show for the Serbian defense industry too, and for the defense system as a whole, in the light of education and promotion of defense technologies among the young generation, particularly among school children and students, and the general public.

U obe ove poslovne misije Jugoimport-SDPR ostvareni su do sada značajni pomaci ka intenziviranju saradnje sa vodećim svetskim proizvođačima. Očekujemo da će uporedo sa razvojem ovih oblika saradnje, izložba PARTNER prerasti u istinski značajnu regionalnu izložbu naoružanja i vojne opreme za prostor zapadnog Balkana. Izložba PARTNER 2009 će za Jugoimort-SDPR predstavljati dobru priliku za izvođenje jedne visokointegrisane, kvalitetne i detaljne prezentacije naših ukupnih tehnoloških potencijala u oblasti odbrambenih tehnologija, svim potencijalnim ino-partnerima, uključujući naravno i zvanične delegacije oružanih snaga, te i širi krug komercijalnih posetilaca, među kojima je uvek prisutan i značajan broj dugogodišnjih partnera Jugoimport-SDPR. Ovo je posebno značajno kad se ima u vidu da bi takva detaljna prezentacija naših mogućnosti u smislu izlagačkog prostora, broja izloženih eksponata, kao i kadrovske podrške, u smislu predstavnika proizvođača, ako bismo to želeli da prikažemo u sastavu neke svetske izložbe, zahtevala vrlo visoka materijalna ulaganja. Jugoimport-SDPR nastupa na štandu površine od 500 do 650 m2 unutrašnjeg prostora hale 3 Beogradskog sajma, dok je znatno veći prostor na otvorenom rezervisan za prikaz sredstava krupne tehnike. To predstavlja značajno veći izložbeni prostor u odnosu na onaj na izložbama NVO u inostranstvu. Srpska odbrambena industrija kao osnovni strateški partner Jugoimport-SDPR, prikazaće u vidu pojedinačnih zaokruženih izložbenih celina sa sopstvenim vizuelnim identitetom, svoje najnovije proizvode iz razvojnih i proizvodnih programa, uključujući i grafičke i multimedijalne prezentacije.

Uvek treba imati u vidu i značajnu ulogu ovakve izložbe za budućnost srpske odbrambene industrije, te sistema odbrane u celini, u smislu edukacije i popularizacije odbrambenih tehnologija među mladima, posedno školskom i studentskom populacijom, te i široj javnosti. Ta šira javnost je po iskustvu sa do sada održanih izložbi, pokazala veliko interesovanje i entuzijazam, za proizvode SOI posebno u smislu njene otvorenosti za medije kakva je još uvek nedovoljno prisutna. Na prethodno održanim izložbama PARTNER broj predstavnika medija koji se bave odbrambenim tehnologijama bio je značajan, a oni su imali prilike da svetskoj javnosti pruže značajne podatke o tehničkim mogućnostima i dostignućima srpske odbrambene industrije. Kada se govori o potencijalnom proširenju sadržaja izložbe, može se pomenuti raspoloživa poligonska infrastruktura u okruženju, a to su pre svega objekti TOC-a u Kumodražu i Nikincima, kao i strelišta u Bubanj Potoku, koja predstavljaju solidnu osnovu za izgradnju savremenih namenskih kapaciteta za izvođenje kvalitetnih funkcionalnih demonstracija, pre svega pokretljivosti borbenih i neborbenih vozila i demonstracija bojevih gađanja raznih sistema naoružanja, počevši od pešadijskog naoružanja, oruđa kupolne ugradnje, protivoklopnih raketnih sistema, do sistema artiljerije.

According to the experience from the shows already held, it was precisely the general public who showed great interest in and enthusiasm about the products of the Serbian defense industry, particularly with regard to its openness to the media, which is still insufficient. The number of defense-technology-oriented media representatives at the previously held PARTNER shows has been significant, and they have been in position to present to the world public considerable information about the technical capabilities and achievements of the Serbian defense industry. When we speak about possible expansion of the contents of the show, we can mention the infrastructure of the test ranges in the surroundings, primarily the facilities of the Technical Test Centre (TOC) in Kumodraz and Nikinci, as well as the shooting ranges in Bubanj Potok, which represent a solid basis for the building of modern military industry capacities and for quality functional demonstrations of live ammunition firing from different weapon systems, starting from small arms, turret-mounted weapons, anti-armor missile systems and artillery systems.

Nikinci - izložba Nikinci – sa istorijom exhibition with history
P iše Aleksandar Lijaković edan od osnovnih elemenata marketinško-promotivnog potencijala Jugoimport-SDPR jeste stalna izložba sredstava NVO u Nikincima. Potreba za formiranjem ovakve izložbe proistekla je iz značajnog porasta obima ugovaranja, kao i porasta ukupnog potencijala ponude preduzeća JugoimportSDPR, odnosno jugoslovenske odbrambene industrije, karakteristične za drugu polovinu 60-ih godina. Lokacija za formiranje ovakve izložbe odabrana je na osnovu ideje da se inopartnerima po statičkom prikazu izvrše i odgovarajuće funkcionalne demonstracije, gde je idealnu mogućnost pružao centralni poligon JNA u Nikincima, za ispitivanje sredstava NVO. Izložba je prvobitno formirana u okviru sedam paviljona površine 5500 m2 pokrivenog prostora i predstavljala je istinski ekskluzivan promotivni objekat jugoslovenske odbrambene industrije. Organizator ove izložbe bio je pukovnik Turina. Za skoro 40 godina postojanja izložba je posećena od strane velikog broja inostranih posetilaca i svakako doprinela uspešnosti poslovanja kuće. Poslednjih godina na prostoru izložbe i prostoru poligona Nikinci koji se nalazi u sastavu Tehničkoopitnog centra, organizovan je niz kompleksnih prezentacija složenih sistema NVO, koje su rezultovale potpisivanjem vitalnih ugovora za naše javno preduzeće. Tu se mora naglasiti vrlo tesna saradnja našeg preduzeća sa Tehničko-opitnim centrom i samim poligonom Nikinci, koja je omogućila izvođenje složenih prezentacija, dinamičkih prikazivanja i ispitivanje sredstava NVO, a u saradnji sa preduzećima srpske odbrambene industrije. Tako integrisan proces promocije izveden je u vrlo značajnom obimu tokom procesa obeležavanja 55. godišnjice Jugoimport-SDPR kada je na prostoru poligona Nikinci i stalne izložbe NVO prikazana praktično kompletna ponuda naše kompanije, odnosno SOI sa tehničkim zborom, prezentacijom, kratkom paradom i funkcionalnom demonstracijom sa bojevim gađanjem iz nekih kapitalnih odbrambenih sistema. O ne of the basic elements of the marketing and pro-

motional potential of Yugoimport SDPR is the Permanent Exhibition of Armaments and Defense Equipment in Nikinci. The need to establish such an exhibition arose from the significant increase in the contracting volume, as well as from the growth of the total offering potential of Yugoimport, i.e. the Yugoslav Defense Industry of the late 60-ies. Location for the exhibition was selected on the basis of the idea that, besides static presentations, appropriate functional demonstrations could be provided for foreign partners, where the central test range of the YPA in Nikinci, which served for testing the armament and defense equipment, offered ideal conditions. The exhibition was originally set in seven pavilions, occupying an area of 5500 m2 of covered space, and it represented a truly exclusive promotional facility of the Yugoslav defense industry. The exhibition was set up by colonel Milan F. Turina. In almost 40 years of its existence the exhibition was visited by a large number of foreign visitors and it certainly contributed to the successful operation of the company. During the last couple of years, a series of complex presentations of sophisticated weapon systems was organized in the exhibition area and the Nikinci test range belonging to the Technical – Test Center, and they resulted in signing of vital contracts for our public company. We have to underline a very close cooperation between our company and the Technical-Test Center and the Test Range of Nikinci, providing for performance of complex presentations, dynamic presentations and testing of weapons and other defense equipment, all in cooperation with the SOI companies.

Izložbu je davne 1970. godine postavio pukovnik Milan Turina te je uspešno vodio do 1982. godine, kada brigu o izložbi preuzimaju pukovnik Svetomir Stevanović i Zdravko Vasić. Gospodin Vasić, zastavnik u penziji, danas je doajen ove izložbe, u velikoj meri je zaslužan što izložba svih ovih godina fukcioniše kao jedan od najznačajnijih promotivnih instrumenata Jugoimport-SDPR. Naš Zdravko pamti mnogo - seća se poseta predsednika Tita, predsednika Gadafija, maršala Jazova, nekadašnjeg ministra odbrane SSSR-a.

The exhibition was designed by colonel Milan Turina back in 1970, who was in charge until 1982 when it passed into the hands of colonel Svetomir Stevanovic and Zdravko Vasic. As a retired sergeant major, Mr. Vasic is seen today as the doyen of this show, and much can be said to his credit for keeping the exhibition as one of the most important promotional instruments of Yugoimport-SDPR. Zdravko`s memories go far back – he remembers the visits of President Tito, President Qaddafi, and former USSR Minister of Defense, Marshal Yazov.

Thus integrated promotion was carried out largely during the celebration of the 55th anniversary of Yugoimport SDPR, when the area of Nikinci Test Range and the Permanent Exhibition of Armaments and Defense Equipment hosted the presentation of practically the complete offer of Yugoimport SDPR, i.e. SOI including technical meeting, presentation, short parade and functional demonstration with live firing from some capital defense systems. Thanks to a good cooperation with defense companies and institutions and the Ministry of Defense, the setup of the Permanent Exhibition was supplemented with exhibits from R&D and production programs of defense companies, as well as with prototypes of many major weapons and defense equipment, so that presently the exhibition represents the essence of our technical capabilities. The level of the exhibition setup and functional demonstrations make a significant impression on potential buyers and visitors. In compliance with the challenges of the market, and primarily with the trend of considerable investments, and putting an emphasis on the aesthetic, that is visual and multi-medial presentation, the activities of thorough reconstruction of the exhibition space were started. The exhibition space will be reconstructed in line with the state-of-the-art trends in the development of architectural solutions of exhibition areas of the most prominent producers of armaments and defense equipment in highly developed countries.

Zahvaljujući dobroj saradnji sa preduzećima i institucijama odbrambene industrije i Ministarstva odbrane Republike Srbije u sastav stalne izložbe uvedeni su i eksponati iz razvojnih i proizvodnih programa preduzeća odbrambene industrije kao i prototipovi mnogih kapitalnih sredstava NVO, tako da izložba danas predstavlja sublimat naših tehničkih mogućnosti. Postavka izložbe kao i dostignuti nivo i praksa izvođenja funkcionalnih demonstracija, ostavljaju značajan utisak na potencijalne kupce i posetioce. U saglasnosti sa izazovima tržišta, a pre svega tendencijom izrazito značajnih ulaganja i davanje značaja estetskom, odnosno vizuelnom, te multimedijalnom doživljaju prezentacije, započete su aktivnosti temeljne rekonstrukcije samog izložbenog prostora.

Prostor izložbe biće rekonstruisan u skladu sa najnovijim trendovima u razvoju arhitektonskih rešenja izložbenih prostora najeminentnijih proizvođača NVO iz visokorazvijenih zemalja. Značajan deo nove postavke biće posvećen raznim metodama simulacije ambijenata borbenih dejstava uz simulaciju različitih uslova eksploatacije sistema NVO (razni terenski i zemljišni uslovi sredstava NVO), kao i multimedijalnim prezentacijama i demonstracijama.

Significant part of the new setup will be dedicated to various methods of combat environment simulation, along with the involvement of various simulated conditions of exploitation of armaments and defense equipment systems (various field and soil conditions for the operation of armaments and defense equipment), as well as to multi-medial presentations and demonstrations.

Imidž jedne od vodećih kompanija u oblasti prometa naoružanja i vojne opreme ne samo u regionalnim okvirima već i šire, u svetu JUGOIMPORT-SDPR je ostvario i očuvao zahvaljujući, pre svega, snažnom korporativnom duhu oslikanom u ljudima koji čine preduzeće. Kada je 27. juna 1949. godine osnovano preduzeće za međunarodnu trgovinu ''Jugoimport'', odnosno kada je zvanično počelo da radi početkom aprila naredne godine zapošljavalo je trinaestoro radnika. Sixty years of successful operation of Yugoimport-SDPR

is the proper moment to revert to that component of every organization which forms its basis, strength and future – its employees, who represent its identity by their knowledge, experience and skills. YUGOIMPORT-SDPR achieved the image of one of the leading companies in the field of trade in armaments and military equipment not only at the regional, but even at a wider, world-wide level, and maintained it due to, first of all, a strong corporate spirit, reflected in the people who make the company. When the Enterprise for International Trade “Yugoimport” was founded on 27 June 1949, i.e. when it started its official operation at the beginning of April of the following year, it had thirteen employees. By the end of 1950, thirty people set the grounds for development of one of the most important export companies of the country. Today Yugoimport – SDPR has over 300 employees. Celebration of the important jubilee is a nice opportunity for the company to present its successful business results, but also to emphasize that they are the outcome of energy, knowledge, devotion and persistence of all people working within the Yugoimport –SDPR system. In recent years, the experienced members of our company have been joined by a large number of young people, graduated engineers, economists, IT specialists, philologists ... The company offers them full support for building up their knowledge, either through PhD or MSc studies, or through attendance of various seminars and professional trainings. The goal of Yugoimport-SDPR is to combine the invaluable experience and knowledge of senior colleagues with the new technologies and fresh information brought in by the new generations.

Moto naše Politike kvaliteta, kao integralnog dela poslovne politike sistema je – BUDIMO IZVRSNI. Da to nije tek obična fraza, potvrđeno je dobijanjem međunarodnog standarda kvaliteta ISO 9001:2000, koji je prvi put sertikatovan februara 2005. godine i čija je važnost produžena do februara 2011. godine, posle prošlogodišnje uspešne provere. Poslovni koncept preduzeća podrazumeva permanentnu brigu o adekvatnom radnom okruženju gde je poštovanje propisa o bezbednosti na radu visoko na listi prioriteta. Kontrola zdravstvenog stanja zaposlenih je sistematska i redovna. Razume se da se naša afirmacija i posvećenost ideji korporativne društvene odgovornosti ne završava samo u okviru kuće. Kompanija Jugoimport SDPR J.P. je donatorskim prilozima pomogla na desetine projekata i akcija koje su zbog svog humanitarnog karaktera imale širi društveni značaj, u zemlji ali i u svetu. Na primer, pokušali smo da novčanim prilogom olakšamo patnje stanovnika onih područja koje je 2005. godine katastrofalno pogodio cunami. Ipak, najveća donatorska podrška bila je u zemlji. Učestvovali smo u mnogim akcijama i, u skladu sa finansijskim mogućnostima, trudili se da utičemo na razvoj lokalne samouprave, pomognemo ustanove, institucije i pojedince. Posebno smo ponosni što smo svojim donacijama pomogli Fond za Kosovo i Metohiju, dovršetak hrama Svetog Save na Vračaru, izgradnju TV tornja na Avali, kupovinu pr vog pokretnog digitalnog mamografa u Srbiji i dr. Ovakav odnos naše kuće prema okruženju nije ostao neprimećen.

Our slogan for the Company's quality policy as an integral part of the whole system business policy is LET US BE EXCELLENT. It is more than a mere phrase, as the Company has been certified in international quality standard ISO 9001:2000; the first Certificate was granted in February 2005 and its validity has been extended until February 2011, after it was successfully audited last year. Our company's business concept implies permanent concern for an adequate working environment, with safety at work regulations being placed high on our priority list. Our employees are subjected to regular and systematic checkups... Naturally, our support and devotion to the idea of corporate social awareness is not limited to our company. By its donations, Yugoimport-SDPR J.P has helped tens of projects and undertakings of broader social and humanitarian interest, in our country and abroad. For instance, we tried to reduce suffering of people from the regions struck by catastrophic tsunami in 2005 by donating a sum of money. Yet, our greatest contributions have been made in our country. We took part in many actions and, in proportion to our financial capabilities; we made efforts to support development of local governments, to help various establishments, institutions and individuals. We are particularly proud of our donations to the Fund for Kosovo and Metohia, to the completion of works on the St. Sava Temple in the Municipality of Vračar, erection of TV tower on the mount Avala, purchase of the first mobile digital mammography apparatus in Serbia... This attitude of our company towards the community has not remained unnoticed.

Privredna komora Srbije je procenila da se među preduzećima i ustanovama koje su u 2008. godini najviše doprineli razvoju i unapređenju privrede Srbije, nalazi i Jugoimport SDPR J.P. Ovo značajno priznanje u ime preduzeća primio je generalni direktor Stevan Nikčević, koje mu je decembra prošle godine uručio Miloš Bugarin, predsednik Privredne komore Srbije. Drugo vredno priznanje stiglo je nedavno iz Privredne komore Beograda. Formalno gledano, nagrađen je pr vi čovek naše kompanije Stevan Nikčević, koji je proglašen «Poslovnim čovekom godine» za 2008. Da je ovo ipak i posredno priznanje preduzeću Jugoimport SDPR J.P., najbolje ilustruje obrazloženje za dodelu nagrade, u kojem, između ostalog, piše. «Pod profesionalnom palicom Stevana Nikčevića, poslovni sistem Jugoimport SDPR aktivno pomaže revitalizaciju domaće obrambene industrije i dovodi je u poziciju da ponovo postane izvozna uzdanica srpske ekonomije. Dokaz: u pr va tri meseca ove godine, Jugoimport SDPR lider je na listi domaćih preduzeća po ostvarenom izvozu». Trudimo se da budemo izvrsni.

The Serbian Chamber of Commerce decided that Yugoimport-SDPR J.P should find its place among the enterprises and establishments that had made the biggest contribution to the development and promotion of the Serbian economy in 2008. This valuable recognition was awarded to our company and handed over to our Director General, Mr. Stevan Nikčević in December last year by Mr. Miloš Bugarin, Chairman of the Serbian Chamber of Commerce. Another worthy appreciation came recently from the Belgrade Chamber of Commerce. Formally, it was the leading person of our company, Mr. Stevan Nikčević, who has been honored by being proclaimed «businessman of the year 2008». In a way, it is also recognition to Yugoimport SDPR Public Company as it may be concluded from what was said as a comment of this award. Among other things, it says «Under professional direction of Mr. Stevan Nikčević, Yugoimport-SDPR business system is actively helping the revitalization of the local defense industry, largely stimulating its efforts to become again the mainstay of the Serbian export industry. The proof: in the first three months of this year, by the criterion of accomplished export deals, Yugoimport-SDPR is the leader on the list of local export companies ». We are trying to be excellent.
