Township of Roxbury (1436)
Introduction
This municipal chapter is an element of the Morris County Wastewater Management Plan prepared by the Morris County Department of Planning and Development in accordance with N.J.A.C. 7:15. Incorporated in 1798, Roxbury Township contains some of the oldest settlements in the county. Original settlements include historic Succasunna, Ledgewood and Kenvil. The Morris Canal, fed by water from Lake Hopatcong, provided transportation and stimulated economic development in the Township. One of the earliest industrial uses was the Hercules Powder Plant, which manufactured munitions and encompassed about 900 acres in the eastern portion of the Township. Operations ceased in the 1980s and the property has been vacated and is now in the process of brownfields remediation. The Township of Roxbury is located in the western portion of Morris County and encompasses approximately 21.9 square miles. About 25% of the Township consists of parks and recreation areas, including Hopatcong State Park, Musconetcong State Park and Berkshire Valley State Wildlife Management Area. While a few vacant properties remain, the Township is largely developed with suburban residential and commercial development outside of the historic settlements. Commercial uses are located primarily along Interstate 80, Route 10 and Route 46 where large retail shopping areas are located. The Township zoning designations are shown on Map 4M. The Census Bureau estimates the Township of Roxbury had a population of 23,302 in 2008. The population has remained very steady since 2000, increasing by less than one percent (1%). Following are some important considerations for this municipality with respect to wastewater management planning: • • The Township of Roxbury is considered a non-urban municipality. About 31% of the Township of Roxbury is located in the New Jersey Highlands (Highlands) Preservation Area. The remaining 69% is located in the Highlands Planning Area. This WMP only addresses the portion of the Township of Roxbury located within the Highlands Planning Area.

In this document the following terms are used frequently: • EDUs – Equivalent Dwelling Units - a measure where one unit is equivalent to wastewater effluent from one dwelling unit. NJDEP defines a dwelling unit to mean any building or portion of a building, permanent or temporary, used or proposed to be used as a residence either seasonally or throughout the year. Most often, EDU is used in reference to a single family home.

type to estimate the minimum lot size needed to provide enough recharge to dilute nitrate to a specified target. This method is intended to be a guide for estimating the impact of nitrate from septic tanks on groundwater quality. The NDM uses the minimum lot size to calculate the number of EDUs possible for a given area. Non-discharge areas - areas where additional wastewater generation and/or discharge are prohibited. SSA – Sewer Service Area – represents the area to be served by a centralized treatment facility. Existing Infrastructure
Existing wastewater collection and conveyance infrastructure within this municipality consists of the following: • Collection System – Two main systems provide sanitary sewer service in the Township of Roxbury. The collection system and associated trunk sewers convey flow from the northern portion of the Township to the Musconetcong STP. The

collection system and associated trunk sewers convey flow from the southern portion of the Township to the Ajax Terrace WPCP. • Pumping Stations – There are no pumping stations in Roxbury Township.

Existing major wastewater treatment facilities located within the municipality include: • • Ajax Terrace WPCP serves the majority of the Township and is located near the southeastern border of the Township. Hercules Company WPCP- This facility only serves the Hercules site. The site is located just north and east of the intersection of Route 10 and Route 46 and south of Interstate 80.

Tables 1a and 1b include additional minor facilities in the Township of Roxbury that are regulated by the NJDEP and have individual New Jersey Pollutant Discharge Elimination System (NJPDES) discharge permits. Table 1a identifies facilities that discharge to groundwater (DGW) and Table 1b identifies facilities that discharge to surface water (DSW). The existing treatment facilities are illustrated on Map 2M.

Environmental and Other Land Features
County-wide environmental features are shown on maps 5A & 5B. The Township of Roxbury has multiple access points provided by Routes 206, 46 and 10 and by Interstate 80. Interstate 80 runs through the northern portion of the Township where it intersects with Routes 46 and 206, creating two major interchanges. Route 46 and Route 10 also intersect in the central portion of the Township. The Township includes many parks and open space areas including Hopatcong State Park, Musconetcong State Park and Berkshire Valley State Wildlife Management Area. There are also many small parks and recreational areas located in the Township including Morris Canal Park, Veterans Park and Horseshoe Lake. Lake Musconetcong, the Musconetcong River and Lake Hopatcong form the northwestern border of the Township. The Lamington River is located along the southeastern border of the Township, fed by multiple tributaries and associated wetlands. Chesler Lake, Horseshoe Lake and Marine Lake are some of the water bodies located in the southeastern portion of the Township. Drakes Brook and its multiple associated tributaries are located in the western portion of the Township.

Delineation of Service Areas and Planning Integration
Sewer Service Areas
Sewer service areas and related facilities located within the Township of Roxbury are identified below. The existing areas served and future SSAs are shown on Maps 2M and 3M, respectively. The facilities providing treatment to these service areas have an associated facilities table in the Appendix. • • • Ajax Terrace WPCP (NJPDES NJ0022675; DSW) – This SSA serves the majority of the Township south of Interstate 80. Musconetcong STP (NJPDES NJ0027821; DSW) – This SSA serves the northwestern portion of the Township. United Water Mid-Atlantic (Arlington Hills) STP (NJPDES NJ0065226; DGW) – This SSA serves approximately three lots along the border between Mount Arlington and Roxbury. Hercules Company WPCP (NJDPES NJ0000876; DSW) – The SSA for Hercules only serves the former Hercules site, now under going site remediation.

The following represent smaller defined service areas within the Township of Roxbury. These facilities do not have an associated facilities table. • County Concrete Corp (NJPDES NJ002861; Unknown Discharge) – This small SSA appears to serve the County Concrete Corp complex located in the eastern portion of

the Township just off Railroad Ave between Routes 10 and 46. Limited data was provided for this SSA. • Hopatcong State Park (NJPDES NJG0133311; DGW) – This small SSA serves Hopatcong State Park and is located in the northwestern portion of the Township just off County Road 607 on the west bank of the southern tip of Lake Hopatcong. Hopatcong State Park is in the process of connecting to the Musconetcong STP. Prudent Publishing Co. (NJPDES NJ0067482; DGW) – This small SSA serves the Prudent Publishing Co. located in the northwestern portion of the Township just north of Interstate 80. Days Inn - Ledgewood (NJPDES NJ0028304; DSW) – This small SSA serves the Days Inn located in the northern portion of the Township on the southwestern corner of the intersection of Route 46 and Interstate 80. Philips Accessories & Computer Peripherals (NJPDES NJ0077585; DGW) – This small SSA serves the Philips Accessories & Computer Peripherals store located in the northern portion of the Township off Route 46 just north of the intersection of Route 46 and Interstate 80. Swim & Sport Club Inc. (NJPDES NJG0138550; DGW) – This small SSA serves the Swim & Sport Club located in the southwestern portion of the Township off Emmans Road.

General Service Area
General Service Areas (GSAs) consist of those areas with discharges to groundwater of less than 2,000 gallons per day (i.e. residential septic systems) that are neither designated for sewer service nor as non-discharge areas.

Coordination and Compliance with the New Jersey Highlands Regional Master Plan
The Highlands Preservation Area encompasses 31% of the Township of Roxbury. The remaining 69% is located in the Highlands Planning Area. As of December 7, 2009, the Township of Roxbury has not chosen to conform to the Highlands Regional Master Plan for the Planning Area. Therefore, the standards in the NJDEP Water Quality Management Rules, N.J.A.C. 7:15-1 et seq., were utilized for the Township within the Planning Area.

Future Wastewater Demand and Facilities
For the purposes of evaluating capacity and future sanitary flow rates, the full build-out of undeveloped or underdeveloped land in the Highlands Planning Area portion of the Township was derived from the existing zoning and the development potential of land

parcels within the Township. The results of the build-out analysis were compared to the permitted treatment capacity analysis of major wastewater treatment facilities. This analysis was not required for the minor facilities listed in Table 1a and 1b above.

A portion of Roxbury Township is served by the Ajax Terrace WPCP. The allocated capacity for the Township of Roxbury from the Ajax Terrace WPCP is 2.000 mgd. Total projected build-out flow is 1.999 mgd, leaving a surplus in capacity of 0.001 mgd. Table 2a shows the Township of Roxbury has sufficient allocated capacity to match the expected build-out potential within the Township for the Ajax Terrace WPCP SSA. Another portion of Roxbury Township is served by the Musconetcong STP. The allocated capacity for the Township of Roxbury from the Musconetcong STP is 0.767 mgd. Total projected build-out flow is 0.681 mgd leaving a surplus in capacity of 0.086 mgd. Table 2a shows the Township of Roxbury has sufficient allocated capacity to match the expected build-out potential within the Township for the Musconetcong STP SSA. The Hercules Company WPCP only serves the portion of Roxbury formerly occupied by the Hercules Corporation. The projected buildout for this site, once remediation efforts are complete, is anticipated to be 0.989 mgd. The permitted capacity for the plant is only 0.190 mgd, therefore there is a deficit of 0.799 mgd. Additional analysis is required to address this issue. Undeveloped and underdeveloped parcels are shown on Map 3M. Flows for the additional minor facilities in the municipality are anticipated to remain the same through at least the term of this WMP, except for Hopatcong State Park which is in the process of connecting to the Musconetcong STP.

General Service Area Wastewater Capacity Analysis
Table 3 presents the results of the Build-out Analysis within the GSA for the portion of the Township that is located in the Highlands Planning Area only. GSAs in the Highlands Preservation Area were not evaluated. The GSA is shown on Map 3M.

The Build-out potential within this HUC 14 is for that portion within the municipal boundary. It does not represent the entire HUC 14 boundary within Morris County and only represents the portion of the HUC14 within the Township of Roxbury. GSAs in the Highlands Preservation Area were not evaluated.

For Table 3, equivalent dwelling units were calculated by adding [potential residential flow (gpd)/350] + [potential non-residential flow (gpd)/500]. The General Service Area (i.e., septic) build-out capacity analysis for the Township of Roxbury was based on the 2.0 mg/L statewide standard for the target concentration of nitrate in groundwater. Following are the results of this analysis shown in table 3 for the Township of Roxbury’s portion of the HUC14: • For HUC 02030103030040, 02030103030070, 02030105010020, 02030105050020 and 02040105150020 the build-out results based on existing zoning is less than the number of potential EDUs generated by the Nitrate Dilution Model (NDM) for septic capacity, and therefore, no change in zoning is required. For HUC 02030105010010, 02030105050010 and 02040105150030 the build-out results based on existing zoning is more than the number of potential EDUs generated by the Nitrate Dilution Model (NDM) for septic capacity, and therefore, further analysis of these HUCs will be required.

NOTE: Where the number of EDUs generated by zoning is greater than the number of EDUs generated by the NDM, zoning build-out and NDM will be run for the entire HUC 14 to

determine if the entire HUC 14 has sufficient nitrate dilution capacity to accommodate full zoning build-out.

Special Conditions
1. The Township of Roxbury desires to retain the permitting ability to sewer areas containing “failing septics” or areas that are “marginally suited” for septics which are located outside of the sewer service area. 2. There are existing package sewerage treatment plants within the Township of Roxbury which may at a future date request a connection to the Ajax Terrace Wastewater Treatment Plant serving the Township. The following properties may request connection to the Ajax Terrace Wastewater Treatment Plant at a future date: o Hercules (Block 6701 Lot 1) o Quality Inn (Block 9603 Lot 9) 3. There are properties within the Township of Roxbury which may require the development of a new package plant. The following properties may request a permit to upgrade or construct a new package sewerage treatment plants at a future date: o Hercules (Block 6701 Lot 1) 4. The Township of Roxbury currently has an on-going and funded I & I reduction program to reduce extraneous flows into the sanitary sewer system. In order to reduce the extraneous flows, the replacement of existing sanitary sewer mains within the Township may be required. 5. The Township of Roxbury Water Utility currently has a water rate structure in effect which promotes water conservation. Educational documents are distributed/made available for the public which describes effective ways to conserve water. 6. The Township of Roxbury would evaluate the new technologies for treatment (i.e. phosphorous removal and disinfection) which can be incorporated into a future expansion and/ or upgrades to the existing treatment plant. 7. As a result of the development of this wastewater management plan and the Highland Regional Master Plan, there are properties contained within the Township which have been removed from sewer service areas that were depicted in the prior wastewater management plans for the municipality. These properties may request the expansion of the sewer service area to include areas not in a sewer service area. o Hercules (Block 6701 Lot 1) The Township reserves its right to revise and/or supplement its chapter of the WWMP as it pertains to the Hercules property. This parcel is over 870 acres and for over 100 years was an active munitions and dynamite manufacturing plant with testing grounds sprawling across most of the tract. The Hercules property qualifies as a brownfields site, and redevelopment provides the economic backing to support its clean-up. Hercules (Ashland) is actively working with NJDEP in this pursuit and is awaiting comment from

the State on its remedial investigation. Zoning cannot be revised at this time until the full extent of contamination is known. The tract is located in the Highlands Planning Area and is situated adjacent to the Mount Arlington Train Station. Highland’s staff envisions clean-up and development of the site under the umbrella of Brownfields redevelopment. Development may include areas beyond the land designated as Existing Community Zone by the Highlands and the area depicted by the NJDEP as developable as part of this Wastewater Management Plan.
