This towing plan has been produced to


outline details of the basic voyage and
operation plan for the tow of Cutter Suction
Dredger
ORION,
from
Paramaribo
(Suriname) to Rio de Janeiro (Brazil) in single
tow voyage.

Coast of South America of the Atlantic
Ocean. Every precaution will be taken to
avoid any active Tropical Storm that may
affect the tow route.
The unit to be towed is the Cutter Suction
Dredger ORION, without means of
propulsion. Its principal particulars are:

para evitar cualquier tormenta tropical activa que
pueda afectar la ruta del remolque.
Las unidades a ser remolcada son las Draga de
corte y succin ORION. Sus caractersticas

TRIPULACION

The tug will be manned by experienced crew


required under the safe manning regulations
of the flag state, which is Panama. The

WEATHER FORECASTING

3.0

Weather forecasting and routing advice for


the whole voyage will be supplied once daily
by the tug Operators. These forecasts will
also be communicated to all concerned
recipients as request by the units Operators.
The following personnel will be forwarded
with copies of the weather forecast:

In the event a Tropical Storm is in the area or
will affect the tow route, the Office will update
the position, strength, track and forecast
position, etc. of the Tropical Storm every
twelve hours or more frequently as required
by the Tow Master.
In addition to the Office forecasts and
Tropical Storm warnings, the tug will monitor
regular forecasts transmitted by local coastal
radio stations in the area they are transiting.
The decision for deviating from the intended
route will rest with the Tow Master who will
exercise his discretion while en-route for the
safety of the tow. When circumstances allow,
approval will be sought prior to any deviation
from the intended route.

PRONOSTICO DEL TIEMPO

El Pronstico del tiempo y las recomendaciones


para la totalidad del viaje sern proporcionados
diariamente por el Operador del remolcador.
Estos pronsticos tambin sern comunicados a

requieren los operadores de la unidad.

En el caso de que una tormenta tropical est en el
rea o que pueda afectar la ruta del remolque, la
oficina actualizar la posicin, la fuerza, la ruta y
el pronstico, etc. de la tormenta tropical cada
doce horas o con ms frecuencia segn los
requisitos del Capitn del remolque.
Adems de los pronsticos de la oficina y de las
advertencias tropicales de la tormenta, el
remolcador supervisar los pronsticos regulares
transmitidos por las estaciones de radio costeras
locales en el rea que transitan.
La decisin para desviarse de la ruta prevista
ser tomada por el Capitn del remolque quin
ejercitar su discrecin mientras que est en
curso para la seguridad del remolque. Cuando las
circunstancias lo permitan, la aprobacin ser
requerida antes de cualquier desviacin de la ruta
prevista.

The below sketch is an indication of the


arrangements that would be acceptable to the
warranty surveyor, but the specific towing
arrangement will be finalized upon inspection
of the tows after the tugs arrival in the place
of departure. This gives the tug master the
chance to decide upon the optimum
arrangement of this particular towing
operation. All towing equipment to be two
times the tow line MBL.

aparejos que pudieran ser aceptables para el
inspector de garanta, pero los aparejos de
remolque especficos sern confirmados al
inspeccionar el remolque al arribo del remolcador

NAVIGATIONAL SIGNALS

5.0 SEALES DE NAVEGACION

5.1

Lights and Shapes

5.1 Luces y Formas

The lights and shapes displayed by the tug


and unit(s) shall conform to the International
Regulations to Prevent Collision, 1972, as
amended.
The tow will be fitted with green, red and
white aft lights as per COLREGS regulations.
These three lights with a consumption of 24V
and 25W (Total 75 Watts), with an estimated
consumption of 3.125 Amp and will be
powered by a photo electric cell (2* 3.1 amp *
12 volt) or alternatively by a battery of 452
Am. Hour (2 * 452 Amp*Hour x 12 Volts).
The units navigation lights should be
illuminated during the tow. The units
obstruction lights should be extinguished
during the tow.
The unit should be equipped with a proper
towing day shape of a black diamond, for
display once under tow.

Las luces y formas exhibidas por el remolcador y


la unidad remolcada cumplirn con las
regulaciones internacionales para prevenir el
Abordaje, 1972, y sus enmiendas.
El remolque estar dotado de las tres luces
reglamentarias (Verde, Roja y blanca de alcance)
de acuerdo al COLREGS, Estas luces sern de
24 Voltios y 25 vatios (Total 75 vatios) con un
consumo estimado de 3.125 amperios y sern
alimentadas con celdas fotoelctricas (2~ 3.1 amp
* 12 voltios) o alternativamente con una batera
de 452 Amp/hora (2 * 452 amp/hora x 12 voltios).
Las luces de navegacin de la unidad remolcada
se deben iluminar durante el remolque. Las luces
de la unidad remolcada que no sean de remolque
se deben apagar durante el remolque.
La unidad se debe equipar con una forma diurna
apropiada para remolque de forma de un
diamante negro, para la exhibicin una vez est
bajo remolque.

warnings regularly received and transmitted

The route from Paramaribo (Suriname) to Rio


de Janeiro (Brazil), is across the Atlantic
Ocean, in coastal navigation through the East
Coast of Suriname, French Guiana, and
Brazil, ending at Rio de Janeiro (Brazil).
Fueling for the whole voyage will be done in
Paramaribo (Suriname). But, If necessary the
tug will disconnect from the tow for refueling.
The unit may, at the discretion of the Tow
Master, drop a stern anchor to assist with
station keeping.
This is the more direct route through the
South Atlantic Ocean seasonal tropical zone.
However, the tow may be subject to
prevailing adverse ocean currents. It also
provides for possible ports of refuge and
helicopter access for medical emergencies.

PORTS/PLACES OF REFUGE

It is agreed that, in reality, there are no Ports


of Refuge as it is unlikely that any
government agency of the countries through
whose water the tow will be transiting will give
Safe Haven in the event the tow has to
enter their waters. This is based on recent
events involving crippled or damaged tows
and vessels, however permission should be
granted for the convoy to seek shelter close
by. The ports and places listed below may be

as well as internally should fit flush, be
watertight with good gasket material and
fitted with functioning closing devices. All

fitted indicating that the door is to remain
closed after use while under tow.
All windows and/or portholes should be
closed, watertight and those fitted with
deadlights (i.e. storm covers) should have
their deadlights ready to be installed if and
when necessary.
At least two anchors should be available for
use in ports of call or emergencies and
should be raked tight and secured. Any
anchors stowed on deck should be secured
with steel straps to gussets welded to the
deck.
All remaining loose tools and spares should
be boxed in containers below deck and the
containers secured against motion by way of
chains, welded steel straps or wire rope to
conveniently placed pad eyes.
Drums should be bunched together in a
shelter above the main deck and secured
with wire rope. All remaining loose items
should be secured with chains or wire ropes
to pad eyes or welded down with steel
brackets.

All cranes should be secured for ocean tow
as per their manufacturers recommendations
with booms tied down in their respective
cradles.
Navigation lights should be checked for
proper operation prior to departure.
Obstruction lights should be extinguished
during the tow. The unit should be equipped
with a proper towing day shape for display
once under tow. The units whistle should be
checked for proper operation for use in
reduced visibility as directed by the master of
the lead tug.
The primary and emergency towing
assemblies should be in good condition.
Diagrams of the towing assemblies actually
used (tugs or units) should be faxed to the
underwriters surveyor as soon as the
arrangements are determined.
All communication equipment should be
operational before departure.

Los diagramas de los aparejos de remolque
usados realmente (del remolcador o de la unidad
remolcada) se deben enviar por telefax al
Inspector del Asegurador tan pronto como se
determinen los aparejos. Todo el equipo de
comunicacin debe estar operativo antes del
zarpe.

DEPARTURE CRITERIA

10.0 CRITERIO DE ZARPE

The appointed Meteorological Office will


provide weather forecasts to the tug. A three
day weather window of wind conditions force
4 or less, slight /moderate seas, is required
prior to departing Paramaribo (Suriname).
Visibility of at least one mile is required on the
day of departure.
The actual criteria for departure will be as
directed by the Paramaribo (Suriname)
Harbor Authorities.
The number of assisting and escort tugs will
be as required by the Harbor Pilots from
Departure Port. It is envisaged that at least
two tugs for un-docking and stern tail escort
to assist all the way to the pilot station will be
necessary.
The assisting tug must be connected at the
aft end of the tow in order to provide
steerage. The assisting tugboat must remain
connected until the convoy has safely
navigated out of the port environs.
The Marine Warranty Surveyor, will issue a
Certificate of Approval for Towage prior to the
commencement of the tow.

If there are two tug and should one of the


tugs suffer a total breakdown and it becomes
apparent that a substitute tug is required

contact with brokers who will provide updates
