RUSSIA
On behalf of UniGroup Relocation, we will be coordinating the shipment of your goods to Russia. To simplify the
process, we have outlined the necessary steps to ensure a smooth transition. This will also review your responsibilities
in assisting with this process In addition to the points below; the following pages will outline the requirements, which
will be facilitated by our local representative in Russia to complete the clearance. They will assist with each item
specific to your shipment so please be assured they will do whatever is necessary to facilitate a quick and efficient
clearance. The documentation process, for example, passports, visas, power of attorney, etc., can take one week to 14
days plus the transportation airfreight three to four weeks and ocean six to eight weeks, depending on the origin.

It is extremely important that you take a few moments to review these important requirements, as they will allow us to
process the release of your personal property through foreign Customs.
Customs and immigration requirements are established by the country of import and not by UniGroup Relocation. This
guide has been designed to assist clients understand and comply with country-specific requirements. Substantial effort

Visa Requirements Details


Please advise your local representative or UniGroup Relocation Representative of the Type of passport or visa you
will be travelling under (working visa, temporary visa, diplomatic, etc.).

Required Documents

Details

Visitors/Tourists
Single-Entry Visa

A single-entry visa is valid for one visit to Russia with specified dates of arrival
and departure.

Double-Entry Visa

A double-entry visa is issued for two entries (arrival and departure dates must
be indicated).

Multiple-Entry Visa

The Russian Ministry of Foreign Affairs must authorize a multiple-entry visa. The
validity period of the visa indicates the length of time the foreigner may spend in
Russia. An original of the invitation is required.

Tourist Visa

Issued not longer than 30 days.


Required documents for a tourist visa:
A completed visa application form (one per person).
National passport (original) valid for at least six months after the
intended date of departure from Russia (with a blank double page).
One professional passport-sized (3 x 4 cm.) photo on a white
background, printed on black-and-white or color matte paper. Indicate
name in capital letters on the back of the photo and staple as
indicated on the application form.
A standard tourist confirmation ("podtverzdeniye") from an authorized

hosting Russian travel agency, registered with the Russian Ministry of


Foreign Affairs. The confirmation letter must contain the agency's
special reference number.
A valid tour voucher.
A cover letter containing:

Applicant's name and tour group (if applicable).

Arrival and departure information and means of transport.

Itinerary while in Russia.

The name of the hosting Russian company and its


reference number (in the case of business).
Along with a tourist visa, applicant may be required to present his/her tourist
confirmation, voucher and a return ticket with a fixed date of departure from
Russia, as well as evidence of applicants ability to support himself/herself
during the travel.
Visa processing time starts only after the Consulate has received all necessary
documents.
Guest Visa

Single-entry, not longer than 90 days.


Required documents for a guest visa:
A completed visa application form (one per person).
National passport (original) valid for at least six months after the
intended date of departure from Russia (with a blank double page).
One professional passport-sized (3 x 4 cm.) photo on a white
background, printed on black-and-white or color matte paper. Indicate
name in capital letters on the back of the photo and staple as
indicated on the application form.
Applicants relatives or friends in Russia should obtain an invitation
from a local division of the Ministry of Internal Affairs and send it to
applicants address. The period of stay must not exceed 90 days.
Applicants are required to present the original invitation.
In case of emergency (unexpected illness, death of relatives), visas
can be obtained upon submitting a certified cable or fax message from
a doctor of a Russian clinic or a copy of death certificate. In this case,
as a rule a visa can be issued for ten days only.
Visa processing time starts only after the Consulate has received all necessary
documents. Please note that drop-off day is not counted as a business day.

Transit Visa

A transit visa permits travel through the Russian territory without stay.
Required documents for a transit visa:
A completed visa application form (one per person).
National passport (original) valid for at least six months after the
intended date of departure from Russia (with a blank double page).
One professional passport-sized (3 x 4 cm.) photo on a white
background, printed on black-and-white or color matte paper. Indicate
name in capital letters on the back of the photo and staple as
indicated on the application form.
The visa of the country of destination.
A copy of the air, railway or other ticket with "OK" status.

Businesspeople
Business Visa

Required documents for a business visa:


A completed visa application form (one per person).
National passport (original) valid for at least six months after the
intended date of departure from Russia (with a blank double page).
One professional passport-sized (3 x 4 cm.) photo on a white
background, printed on black-and-white or color matte paper. Indicate
name in capital letters on the back of the photo and staple as
indicated on the application form.
A letter of invitation (printed on company letterhead and containing the
official round seal and legal address of the agency, registration
number and date, signature and the name of the official authorized to
invite foreign citizens on behalf of the company, travel itinerary, dates
of stay, and full names and dates of birth of the persons invited) from
one of the following:
The Russian Foreign Ministry or its regional representative
office.
The Ministry of the Interior or its local office.
An authorized Russian host organization.
In the case of a multiple-entry invitation, the Consulate reserves the
right to request the original or copy of a cover letter from the Russian
host organization with information about the traveler, destinations,
terms and purpose of visit.
A valid HIV test certificate is required if applicant is going to stay in
Russia more than three months (required multiple-entry visa). HIV test
should be conducted not more than three months before the date of
application.
Apart from the business visa, applicant may be required to present his/her
invitation from the Russian host organization, as well as evidence of applicants
ability to support himself/herself during the travel.

Diplomats
Diplomatic Passport or Card

Students
Student Visa

A completed visa application form (one per person).
National passport (original) valid for at least six months after the

A letter of invitation from the Ministry of Foreign Affairs or its regional


office. If there is no regional office, the university, institute or college
must issue the invitation on official letterhead, signed by the rector
and certified either by the Office for International Affairs of the local
administration or by the local office of the Ministry of the Interior.
Copy of applicants current diploma or educational certificate, certified
by state or federal authorities.
General health certificate. A valid HIV test certificate is required if
applicant is going to stay in Russia more than 3 months. HIV test
should be conducted not more than three months before the date of
application.
A confirmation of the payment arrangement from the university,
institute or college the applicant is going to study at.
Apart from the student visa, applicant may be required to present an invitation
from a Russian host organization, as well as evidence of his/her ability to
support himself/herself during the travel.

Documents Requirements Details


When moving to Russia, some specific documents will be required in order to satisfy local immigration officials.
Effective June 14, 2010:
Household good for non-diplomatic clients arriving in Moscow by road will be cleared at a new customs terminal in
Moscow, following ongoing changes to the Russian customs system.
Shipments for non-diplomatic clients will be cleared at the Schelkovskaya customs terminal, while those for diplomats
will be cleared at Ryabinovy. Currently, the Ryabinovy customs terminal is responsible for both non-diplomatic and
diplomatic shipments.
Customs clearance documents for Schelkovskaya will remain the same.

PERSONAL & HOUSEHOLD GOODS


Documents (number and kind) required importing personal & household goods are slightly varied based on the
shipment method and on your visa status. Import air shipments can be customs cleared under duties and taxes only. In
most cases they include the following:

Customs Form TD-10

Declaration Form TD-10 (for unaccompanied luggage available at airport when


entering Russia) must be filled out, completed and signed by shipper, and
stamped by airport Customs. Shipper should enter "Red Channel" and request
that Customs officer sign and stamp TD-10 form. A copy of Inventory List
should accompany the traveler in case requested by Customs Agent.

Power of Attorney for Customs

Power of attorney signed by shipper at notarys office in Russia. This authorizes


the moving company to complete customs clearance formalities on your behalf.
The Power of Attorney form should be supplied by your destination agent or it
will be available at the Notary's office in Russia.

Registration

Three copies of the registration at ministry of Foreign Affairs that is the passport
stamped by the company.

Lack of Moscow Registration

In case of lack of Moscow registration the local service representative


should be informed in advance and other options should be also
discussed in advance.
Three copies of Letter from the company stamped and signed by
responsible person.
Pro-forma invoice that should be issued by origin agent as well as
CMR according to our instructions (except for air shipments).
Power of attorney (issued by a notary office in Russia) and two
notarized copies of the power of attorney authorizing the local service
representative to act on shippers behalf. It has to be made in
Moscow. (If it is a container going via St. Petersburg port then one
more Power of Attorney must be prepared by the client for the local
service representative to be able to pick up the container, one original
plus two notarized copies).
In case of other destinations (not Moscow), the options must be discussed
in advance.
Temporary import obligation, if the client would like to avoid payment
of duties and taxes for surface shpt only, as air shpts can be cleared
under duties only.
Packing list (serial number & model for the electrical appliances, avoid
PBO or attach detailed list for that, photos for cultural items).

Letter from the Embassy

Three copies of Letter from the Embassy stamped by the Embassy and signed
by the responsible person.

Diplomatic Card

Three copies of the diplomatic card, stamped by the Embassy (must inform in
advance if diplomatic card wont e ready on the day of custom clearance as lack
of it might cause problems at customs).

Power of Attorney

Three copies of the Russian notarized power of attorney (sample provided by


destination agent).

channel at the Moscow airport and declare household goods and

Proforma invoice, packing list and CMR must be shown to the
customs officer when declaring unaccompanied luggage, without
these documents

Power of attorney (issued by a notary office in Russia) and two


notarized copies of the power of attorney authorizing the local
representative to act on shippers behalf. It has to be made in
Moscow.
IMPORTANT :
T6 form must be filled by customer at the airport upon arrival in Moscow.
Customer must ensure the T6 form is stamped and signed by customs officer at
the Moscow airport. DO NOT LET CUSTOMS OFFICER KEEP T6 FORM. In
the event that the customer cannot produce a signed, stamped T6 form
declaring household goods and personal effects shipments, duty-free clearance
is impossible and the customer will have to pay applicable duties.
(One set of T6 form is needed regardless how many shipments the client has,
but it has to be detailed on the form e.g. 1 CTR + 10 PCS by air).

Customs Form TD-10

A completed TD-10 form specifying the number of pieces in shipment and then
signed and stamped by a customs agent at the point of entry. Shipper should
enter "Red Channel" and request that Customs officer sign and stamp TD-10
form. A copy of Inventory List should accompany the traveler in case requested
by Customs Agent.

Duties

Effective July 1, 2010: The Russian Government is cancelling the temporary import authorization of Household
Goods significantly impacting all EXPAT shipments into Russia.

Personal & household goods can be imported duty-free under the following conditions:

Household goods and personal effects must be used. Duty-free durable goods include: clothes, furniture,
household electronics, kitchenware, books, etc. Items such as foodstuffs and detergents are subject to
import duties.
The goods must be imported on a temporary basis (temporary import Customs control) by an accredited
employee. If the goods are not re-exported or an extension is not sought by the time the visa expires, then
Customs duties must be paid. The expiration date of your Export Obligation can be extended in accordance
with your Accreditation Card.
Employees who are not accredited are subject to pay import duties. Customs concessions are usually
applied to household furniture and effects; camera, radio, and video equipment; TVs; bedding, linen, and
clothing; movie and slide projectors; china, glassware, and silverware.
Russian citizens returning from overseas must prove a six-month continuous period of living outside Russia
(verifiable with a passport) and complete a TD-10 customs form from their shipment that specifies the
number of pieces in order to qualify for duty-free import. The Customs form must be signed by a Russian
customs agent at the point of entry. This applies if total value of the shipment is not more 65 000 rub
(accompanied luggage, air and surface together, regardless the size of the shipment). If the total value is
more than 65 000 rub the shipment can be imported under duties and taxes only. 18% VAT also applies and
in this case the customer will pay 30% duties and taxes from the rest amount of the custom value. If there is
no T6 form or it is filled out incorrectly or a client has not been abroad more than six months without visiting
Russia, then the shipment can be imported only with duties and taxes payment. The local representative will
pay duties and taxes will charge 15% on top (from the total value of duties and taxes) for handling and
transferring.
Returning Russian citizens may import the first US$5000 worth of used household goods duty free. A
stamped and right filled out T6 form is required and the original stamped foreign passport stating that they
were abroad more than six months and have not entered Russia within those six months.
Copy of detailed packing list (serial number & model for the electrical appliances, avoid PBO or attach
detailed list for that, photos of cultural items).
The rest is subject to import duties.

Details:

Shipper must be present in Russia at the time of Customs clearance.


Shippers who import goods which are released into free circulation will pay Customs duties of approximately
50% of the value of goods, as determined by Customs.
Inventory must be exhaustive. Shipper must include all serial numbers, literature details and artistic and/or
cultural items.
Russian customs reserve the right to inspect contents of any shipment. If this is the case, the shipper will be
responsible for additional terminal handling and storage fees.
Import Customs documents must be filled out in Russian and should be provided by destination agent upon
the shipper's arrival in Russia.
Artwork (including paintings, hand-made carpets, rugs, statues of value, musical instruments (not electrical),
icons, collectibles (stamps, coins, postcards, etc.), samovars (except electrical) and antiques (anything over
50 years old) require special attention and should be registered with Russian customs at the time of import
clearance. Supply the moving company with two photos of any item of cultural value prior to the shipments

arrival along with a detailed list with a description of each item (item name, description, date and place of
manufacture, date and place of purchase, dimensions (for paintings and carpets only), serial number of
musical instruments and author, title, and publisher of each book, and the title and artist for works of art,
including paintings and drawings). Contact your moving agent to ensure paperwork is filled out properly.

Note:

As of March 1, 2008, items of fine art will not be cleared at the Butovo customs terminal in Moscow. Recent
changes in customs regulations have prompted this temporary situation, which will remain in place until the
Russian State Customs Committee issues further instructions. As such, all household good shipments with
fine art items arriving in Butovo customs by sea or road will remain in bonded storage for an unspecified time
after unloading and inspection, which will incur extra charges. The same holds true for any outbound
container or road shipments.

Restricted and Prohibited Imports


All countries, including Russia prohibit and restrict the importation of certain dangerous or sensitive items.
According to the Russian legislation there are only two ways of importing goods into Russia for foreigners:
1. The goods can be imported under duties and taxes. The regime when the client has to pay duties only once
during import custom clearance and then the client is free to do whatever he/she would like to do with the
shipment. Duties and taxes are calculated by the customs, a certain percentage is taken by the customs from
value of the shipment which is based on the volume and weight and also on what kind of goods are being
shipped to Russia.
2. The goods can be imported under Temporary Import Obligation (then the shipment must be re-exported (the
same amount of the goods or more but not less that were imported as under this regime it is not allowed to do
anything with the shipment), this regime is valid till visa is valid and when visa expires this regime must be
prolonged according to a new visa one. Every time for prolongation a separate set of documents needs to be
submitted to the customs so the regime can be prolonged.
Extra charge for opening this regime is 250 Euro. According to the Russian law all cultural items must be registered
at Ministry of Culture and Russian Customs upon arrival.

Import of Art Effects, Carpets and Antiques:

All items such as rugs, art, paintings, musical instruments, and other items of cultural value need to be
registered upon arrival (detailed list is available if needed). Registering your goods upon arrival is needed to
receive the export permits when the time comes. The process takes from one day to one week. This is
particularly useful for cultural objects of more than 100 years old (you cannot take them out otherwise) and of
more than 50 years old (it's a long procedure to receive a permit for those).

For registering them on arrival we need the following:

The list of cultural objects (author, size, date of creation and manner of performance, for example oil /
aquarelle for pictures).
Two photos (color) of each cultural object (from the same angle). Photos should be numbered according to
the list. If you use digital cameras, please use photo papers for printing, because the black and white photos

on normal paper cannot be accepted.


Importing stuffed animals, antlers, trophies, animal skins require CITES and vet certificate from the origin
country.

Import of Antique Swords:

It is possible to import it to Russia duty and tax free but we have to get Permission of Russian Ministry of
Culture for import of antique items (we have to get decision of the commission of the experts that sword is
really antique) and MOC registration at customs

Documents required to bring antique swords into Russia are:

Original receipts from the antique shops or auction.


T6 Customs Declaration Form.
Two copies of photos of each item (with the dimensions, year of production, author, origin, material, etc).
Copy of passport.
Moscow registration.
Power of attorney (issued by a notary office in Russia) and notarized copy of the power of attorney
authorizing to act on shippers behalf.

Precious metals, precious and semiprecious stones and any items made from these items
Figurines, sculptures, statues, icons and samovars, plates, decorations, medals, seals, decoration orders,
etc.
Currency
Alcohol, cigarettes
Gifts (valued over US$1,000)
Still cameras
Artwork (including paintings, carpets, rugs, statues of value, etc.) and antiques (anything over 50 years old)
Musical instruments
o Keyboard instruments (piano, grand piano, harpsichord, etc.).
o Stringed bow instruments (violin, viola, viol, double-bass, etc.), bows.

Collections and items of any collection, which are of any interest to zoology, botany, paleontology,
mineralogy and anatomy:
o Animals bottled/tinned in a dry or liquid surrounding, stuffed animals for collections.
o Insects dried or bottle/tinned in liquid; spare/empty shells of nuts for the exception of those which
are used in manufacturing.
o Seeds and plants, dried or bottle/tinned in liquid, herbarium
o Samples of minerals.
o Osteological samples (skeletons, skulls, bones, etc.).
o Samples of fossils (of disappeared animals, which left their remains or imprints in/on geological
layers).
o Geological samples for studying fossils of animal or vegetable origin.
Fresh meat, fruits and vegetables
Politically subversive photographs and printed matter
o Printed materials which have historical, scientific, literature, or art value: books, music sheets,
cartographic materials.
o Printed works of great political, state, science, or art figures which were printed during their life and
have their signatures, autographs, book-plates or notes (excluding the works of contemporary
figures).
o Unique samples of art, illustrated and polygraphic samples.
o Editions which dont count more than 1,000 copies, editions with official and other seals/stamps.
o Original documents on any repository, manuscripts and typewritten works, film sound/tape/phonodocuments, etc.
Item which belong to traditional peoples trade.
Parts and fragments of architectural, historical or art monuments.
High-frequency radio electronic devices and means of communications (unless with permit from State
Communications Supervision Authority under the auspices of the Ministry of Communications of Russia)
Sturgeon roe in the amount exceeding 250 g (in factory packaging (unless with License from Ministry of
Economical Development of Russia)
All types of sturgeon fish and products made of sturgeon fish (unless with License from Ministry of
Economical Development of Russia)
Items and collections which have historical, scientific, art or cultural value (unless with a permit from License
from Ministry of Culture). Items which are connected to the events of life of peoples, society and state
development, history of science and technique, culture and daily life:
o Memorial items which belong to the life of political, state leaders, national heroes, scientists, people
of art and literature.
o Items and collections of industrial or war/army uniform.
o Items which belong to techniques, devices, and instruments of scientific, industrial, army/war
sphere (including its parts).
o Ethnographic items and collections (instruments, weapon, items of daily life and clothes of ancient
peoples).
Art items of non-serial origin made of any material (and their copies), including:
o Paintings, sculptures, set designed items.
o Graphics.
o Copyright design projects, installations, art compositions and arrangements.
o Items which belong to religious sphere including icons and other attributes which have

authorship (non-serial, handmade).


Decorative-ornamental items:
Items made of ceramics.
Items made of bronze, copper, cast-iron, German silver (cuprous-nickel),iron, and other
metals; also items decorated with enamel.
Unique items made of precious metals and their fusions, natural or cultivated pearl,
precious or semi-precious stones (natural, synthetically or reconstructed).
Items made of timber/wood (including furniture), stone, leather, horns, bone, shell
bone, shell, coral, mother-of-pearl, amber, other materials of animal, vegetable or mineral
origin.
Items decorated with painting, inlay.
Tapestry, trellis (lattice-work), printed cloth, hand-woven rugs.
Items made of beads.

Restricted and Prohibited Exports


Documents needed for export of household goods:

Packing list.
Copy of passport (stamped by the company).
Copy of Russian visa (stamped by the company).

Export of Art Effects, Carpets and Antiques:

Exporting antiques from Russia is prohibited unless the shipper has MOC registration at customs which
was obtained during the import process. Exporting artwork is a very long process and it can take up to 6
months to obtain export permits. It can be very difficult or even impossible to export some icons - they
must be physically presented to the MOC (Ministry of Culture) and undergo an examination as to whether
they have been stolen.
Permits are required for all artwork and antiques regardless of where they were purchased or imported
from. The MOC in Russia grants the export permits. Some galleries will clear artwork through customs for
you if you give them at least two days to do so.
Export permits are required for icons, paintings, carpets, rugs, samovars, instruments and firearms. In
addition, any item over 50 years old requires an export permit. Items over 100 years old cannot be
exported unless they were registered upon arrival.

Documents required to get an export permit from the Ministry of Culture are:

Two photos (from the same angle) of every item requiring a certificate.
Copy of passport.

Books need to be taken to the Main Public Library in Moscow where it will be determined whether an export permit is
needed. Any book published over 100 years ago cannot be taken out of Russia. Books with a publishing date greater
than 50 years ago, all dictionaries and art books purchased in Russia should also be cleared for customs and we need
permission from the Ministry of Culture. It is easier to clear books than other cultural items, but there are no rules
governing it.

A small number of items can be exported without any kind of export permit, including:

Souvenirs (matryoshka dolls, wooden souvenirs, lacquer boxes, Gzhel and other porcelain items, etc.)
Contemporary books (no older than 50 years)
Contemporary posters, reproductions, lithographs (no older than 50 years)
Electrical devices (their serial numbers must be recorded on the packing list)

Motor Vehicles Imports


One motor vehicle per shipper may be imported into Russia. Diplomats may import a vehicle duty-free. Non-diplomats
must pay import duties when importing a vehicle.

the container going via St. Petersburg port, then an additional Power of Attorney
must be prepared by the client so the container can be picked up. One original
and two notarized copies.

Diplomats may import a vehicle duty free. All others must pay import duties.
The amount of import duties will depend on the value of the car, year of manufacture, engine type and
horsepower, and volume measured in c.c.
The importer must pay a deposit in advance to Moscow Customs. The deposit amount depends on the
engine volume (in c.c.) and the year of manufacturing (between Euro 1500 and 15,000). The deposit may be
applied toward payment of import duties.

The car can be imported as temporary import according to validity of Moscow Registration (only possible in
case of foreigners).
Duties and taxes apply in case of Russian Citizen. These are calculated by Russian Customs Authorities,
based on make, engine type, volume, horsepower, year of production, etc.
If the household goods and the car are sent together the clearance takes minimum two days. The clearance
will be done at two terminals (vehicles can be imported on a special terminal only). The truck or container
needs to arrive under one TIR Carnet but two proforma invoices (one for the household goods and one for
the car) and two CMRs (for the two terminals).

Motor Vehicles Exports


Vehicles for export have to be deregistered to get transit number. We are able to apply for export customs clearance
after this has been completed.
For deregistration the following is needed:
Copy of clients passport.
Copy of clients visa.
Technical card of the vehicle (original).
Purchase invoice (showing the value of the vehicle).
Temporary import obligation and documents (if the vehicle was imported earlier under temporary import).

Export duties are not charged on personal motor vehicles. The procedure for exporting cars from Russia is always

WOOD PACKAGING MATERIAL


International wood packing requirements are in accordance with ISPM 15 (International Standards for Phytosanitary
Measures: Guidelines for Regulating Wood Packaging Material in International Trade*) as of 5 July 2006:
*ISPM 15 is produced by the Secretariat of the International Plant Protection Convention (IPPC) of the United Nations'
Food and Agriculture Organization (FAO).
ISPM 15 requires certain phytosanitary procedures, in particular heat treatment or methyl bromide fumigation, relating
to wood packaging material (including dunnage) made of raw wood in use in international trade; the phytosanitary
procedures are meant to minimize the risk of introducing and spreading certain pests that live and breed in raw wood.

Display a mark with:
o The two-letter ISO Country Code (in place of XX in
the image below)
o A code identifying the producer (in place of 000 in
the image below)
o The code identifying the approved measure applied
to the wood packing material in the mark as
specified in Annex II to FAO ISPM 15 (in place of
YY in the image below; examples are HT For Heat
Treatment and MB for Methyl Bromide
Fumigation)
o Where debarking is required, the letters DB
shall be added to the abbreviation of the approved
measure included in the said mark
o The logo as specified in Annex II to FAO ISPM 15
(this logo is the ippc trademarked graphic symbol
shown in the image below on the left side)
