Afterthiscompanydecidedthattomakethetaxcollectioneasy,a
body should be formed consisting of English men as well as local

ThecorporationcameintoexistenceonSeptember,29,1968which
consistedofaMayor,12Aldermenandfrom60to120Burgesses.
It was decided that every year new Mayor will be elected from
Aldermen by aldermen and burgesses and retiring Mayor can be
reelectedbythem.
ThealdermenandBurgessesgotthepowertoremovetheMayorif
heisunabletoperformhisduties.
OnlyEnglishmancanbecometheMayor.
TheAldermenholdtheofficeaslongastheystayedinMadrascity.
Indirectlytheyholdtheofficeforlifelong.
MayorandBurgessesholdthepowertoremovetheAldermenfrom
officealsoifhedidnotperformwell.
Among the Aldermen minimum 3 were required to be British

ThiswasthenatureofFirstCorporation.
TheMayorandthe3seniorAldermenweretobetheJusticesofthe
peace.
TheMayorandAldermenweretoformaCourtofrecordwhichwas
authorizedtotrycivilaswellascriminalcases.
ThiscourtwasknownasMayorsCourt.
TheMayorscourtwasauthorizedtogivefollowingpunishments.
Fine,amercement,imprisonmentandcorporalpunishment.
The convicted persons got right to file appeal at the Admiralty
court.
AsMayorandAldermendidnothavelegalknowledgetheprovision
wasmadefortheappointmentoftheRecorderofthecourt.
HehelpedtheMayorregardingthecasesandhealsogotthepower
tovotejustlikeAldermen.
The recorder of the court was required to be skillful in the law as
wellastheservantofthecompany.
ThecharterappointedtheJudgeAdvocateSirBiggsasthe
firstRecorder.
Onlyintheyear1712thecourtgotpowertogivedeathsentenceto
nativepeople.
TheMayorCourtdidnotfollowuniformpunishmentforthesame
crime it depend on the judges discretion for this the reason was
thattheMayorandhisteamdidnothaveanylegalknowledge.
SirBiggsgottheexperienceofworkingasarecorderintheLondon
but here in Madras the problem was that Sir Biggs sat in the
AdmiraltyCourtasJudgeAdvocatewhereappealsfromtheMayors
Courtwerewent.
Butcompanyignoredthisfact.
AfterthedeathofSirBiggsnoRecorderwasappointed.
Like this in the period of 1686 to 1726 in Madras city 3 Courts
functioned.
MayorsCourt,ChoultryCourtandAdmiraltyCourt.
After 1704, Governor and Council heard the appeals from the
MayorscourtasAdmiraltycourtstoptofunction.
Inthisperiodalsothecriminalsweresolongkeptinjailsthateven
peopleforgotthecrimes.
Justicesystemwasveryslowandnoonebothered.
ThecapitalpunishmentwasgivenbyHanging.
RobberywaspunishedwithDeath.
Witchcraftwaspunishedwithfineandpillory.
