On 06/18/15 at approximately 10:32 am the Shelby police department dispatched a call to

patrol in reference to a suspicious vehicle, on U.S. 74. Officer Burris advised me
after reading the note`s a caller advised he thought he was behind the vehicle being
operated by a male that committed the homicide in Charleston South Carolina.
I radioed to dispatch that officer Burris and I would be enroute from Grover ST, towards
the intersection of Polkville Rd and U.S 74 west bound. As Officer Burris and I was
enroute the the location dispatch stated that the vehicle was passing Carter Chevrolet.
Dispatch further the South Carolina Registration number plate on the vehicle was
LGS-330. Dispatch further stated that the registration plate came back to a 1995 Mazda.
Once Officer Burris and I arrived at the intersection I parked the patrol vehicle on the
right shoulder of U.S. 74. Officer Burris advised me that a black in color vehicle
displaying a South Carolina registration plate had just passed us. I observed a black in
color 4 door vehicle traveling in the left (fast) lane of U.S. 74 west bound.
As I DBB merged the patrol vehicle onto U.S. 74 the target vehicle abruptly moved over
to the right lane in front of a traveling vehicle. I traveled west on U.S. 74 getting
behind the vehicle near U.S. 74 and Washburn switch R.D. I confirmed the registration
plate displayed on the vehicle with dispatch. I observed the vehicle traveling too close
to a tractor trailer that was in front of the target vehicle.
I DBB conducted a felony vehicle stop on U.S. 74 at Plato Lee R.D. As I approached the
left rear of the vehicle I observed a Young white male sitting in the driver`s seat. I
DBB gave a loud verbal command to the driver to place his hands on the steering wheel.
The driver complied I DBB made a tactical approach on the driver`s side of the vehicle.
I advised the driver to slowly turn the vehicle off with his right hand. I DBB then
ordered the driver to slowy step out of the vehicle placing his hands on the roof of the
car above the driver`s door. I ask the driver his name he stated Dylann Roof. I DBB
conducted a frisk of Mr. Roof`s persons for weapons nothing was located at at this time.
I DBB placed handcuff`s on Mr. Roof advising him that he was not under arrest but being
detained.

I DBB placed tactical gloves on my hands, Officer Ledford and I cleared the trunk of the
vehicle. Officer Burris advised me that a gun was in the back seat of the vehicle.
Officer Ledford opened the right rear door of the vehicle, on the seat I observed a
white in color pillow, officer Ledford raised the pillow, under the pillow I observed a
black in color handgun laying on the seat. The handgun appeared to be a glock semi
automatic handgun.
Officer Ledford and I secured the crime scene by placing crime scene tape around the
vehicle. Officer Burris and I cleared the scene enroute to the Shelby police Department
at 12:19 p.m. No further
