AAC TRAFFIC SAFETY POLICY

1. PURPOSE
The purpose of this procedure is to define the requirements for
using vehicles and tricycles at AMINAT Company

2. SCOPE
This procedure defines the minimum requirements for the use of
any and all types of vehicles and tricycles operated by employees,
visitors and contractors. Unless otherwise stated, these
requirements apply to all areas of AMINAT Company including the
main plant, administration building artea, parking lots and entrance
roads.

3. DEFINITIONS

4. PROCEDURE
4.1 All AMINAT employees are required to attend Defensive Driving
course (DDC) once every 4 years as.
4.2 DRIVING RULES.
4.2.1 Traffic Regulations
Traffic signs and painted markings (e.g., crosswalks, center
lines, parking strips, etc.) shall be observed at all times.
4.2.2 Speed Limit
All drivers shall adhere to posted speed limit signs. For roads
which do not have signs posted, 25 KPH shall be the speed
limit. Drivers shall not exceed the limit, except for emergency
vehicles responding to a plant emergency using emergency
lights and/or siren.

4.2.3 Roads
Vehicles shall only travel on designated roads. Vehicles are not
permitted to travel or cut across dirt or graveled open areas or
medians. Roads which are temporarily closed using barricades
and signs shall not be traveled upon. Vehicles are not
permitted to enter operating areas without proper
authorization (see 4.2.10).
4.2.4 Parked Vehicles
Vehicles shall only be parked in designated parking areas,
unless authorized by the responsible operating department.
The driver shall turn the vehicle ignition off before leaving the
drivers seat, set the parking brake, and close all doors. Drivers
of vehicles permitted to park in undesignated parking areas,
such as within operating areas, shall leave the vehicle keys in
the ignition and not lock the doors when exiting. Unless
permitted by the IS&S Department (Fire Section), no driver
shall park a vehicle in front of or blocking access to a fire
hydrant or monitor.
Drivers shall not leave their vehicles unattented with the
engine running (the only exception being large diesel vehicles,
in which case the air brake shall be set before leaving the
vehicle unattended).
Vehicle shall not be parked within Five (5) meters of the fire
hydrants, in the driving lanes. Or entrances/exits to parking
lots or buildings.
4.2.5 Seat Belts
Seat belts shall be worn by the driver and all passengers in all
vehicles equipped with seat belts.
4.2.6 Plant Emergency Alarms
If the plant emergency alarms sounds, any driver inside the
main plant shall immediately pull the vehicle off to the side of
the road (being careful to not block the road) and turn the
engine ignition off (leaving the keys in the ignition). The driver
and all passengers shall then exit the vehicle and immediately
walk crosswind to the nearest Safe Assembly Area or
Emergency Assembly Point.

4.2.7 Right-of-Way
Vehicle drivers shall always yield the right-of-way to
pedestrians, tricycles, heavy vehicles, and emergency vehicles
operating with emergency lights and/or siren. Drivers shall stop
at all occupied crosswalks to allow pedestrians to cross. Special
care shall be taken on congested areas such as adjacent to an
operating area having turnaround maintenance.
4.2.8 Authorized Drivers
Employees, contractors and visitors shall have a valid drivers
license recognized by the Kingdom of Saudi Arabia, with them
at all times while driving. Additionally, contractors shall have
written permission to drive a vehicle not owned by their
contract company.
4.2.9 Vehicle Accidents
The driver of any vehicle involved in an accident of any kind,
shall report it immediately to the Security Control Room (SCR)
(Telephone XXXX) or the Main Gate (Telephone XXXX), without
moving the vehicle from the accident site, unless it is causing
an obstruction hazard.
Drivers shall not leave the incident site unless there is an
emergency need. Drivers shall take all necessary precautions
at the scene to prevent additional accidents at the scene.
4.2.10 The driver wishing to operate a vehicle within an
operating area shall request permission from the operating
department. This may require a written hazardous work permit
or a verbal permit depending on conditions.
4.2.11 Smoking in Vehicles
Smoking is prohibited inside all vehicles inside the main plant
and logistic area.
4.2.12 Long/Extended Cargo

Red, orange or yellow warning lights (day or night) or flags


(day use only) shall be placed at the end of long cargo loads
which extend beyond the body of the vehicle. Escort vehicles
driven in front of and behind the over-size load, shall also be
used when the load extends into the other lane of the road.
Cargo shall be loaded and secured to prevent it from sliding,
shifting, or falling.

4.2.13 If the load extends 1.2 m (4 feet) or more beyond the


body of the vehicle rear of front, a red flag or cloth at least 0.2
m (12 inches) or reflective lights or other type of warning lights
should be provided at the extreme end of the cargo to provide
greater visibility. No charge should extend over the sides.
4.2.14 Load-securing equipment (e.g., ropes, chains, chocks,
straps wire) shall be visually inspected before use to ensure
that it is free of defects and in good operating condition.
4.2.15 Back-up- Alarms
Heavy vehicles shall have a backup alarm which sounds when
backing up, or the driver shall use the horn to alert others
before backing up. A signalman shall direct any heavy while
backing if visibility is obscured.
4.3 VEHICLE OPERATING CONDITION
4.3.1 Before operating a vehicle, the driver shall check the
vehicles condition and verify it is safe to operate. This
shall include assuring that the vehicles fuel system is not
leaking; the tires are inflated properly and have sufficient
tread; the lights, turn signals, horn and windshield wipers
are operating correctly; and the exhaust (muffler) system
has no leaks, brake system working properly.
4.3.2 All vehicles entering the main plant and the logistic area
shall be equipped with at least a 2-3/4 pound dry
chemical ABC fire extinguisher (for cars and small
pickups) or 20 pound dry chemical ABC fire extinguisher
(for larger vehicles).

4.3.3 When visibility is limited, flagman should be used or other


appropriate precautions shall be taken to ensure that
backing of motor vehicles can be done safely.
4.3.4 Headlights shall be turned on any time there is insufficient
visibility to see pedestrians or other vehicles.
4.4 PASSANGER RULE
4.4.1 Seat belts shall be worn by all passengers in all vehicles
equipped with seat belts.
4.4.2 For truck equipped in the back with sides, seating and a
closed tailgate, passengers shall be seated in a seat and
remain seated at all times while the vehicle is moving.
4.4.3 The maximum number of passengers to be carried in the
vehicle shall be in accordance with the design seating as
per the class of all vehicles. Passengers riding AMINAT
vehicles shall not be allowed to ride in the bed of pick-up
truck driven outside AMINAT properly.
4.4.4 Materials shall not be carried with passengers riding in the
back or bed of a truck.
4.4.5 Passengers of vehicle shall not get on or off while vehicle
is in motion.
4.4.6 Unless specifically designated for this purpose, motor
vehicles should not be used to push or pull other vehicles.
4.4.7 Passenger shall not ride in the back of a flatbed truck not
equipped with sides and a closed tailgate.
4.4.8 Passengers shall not ride on mobile cranes, forklifts, frontend loaders or other heavy vehicles unless the
manufacturer has provided seating.
4.5 TRICYCLE RULES
4.5.1 Tricycles shall be ridden only on designated roads and in
the same direction as vehicle traffic. The driver shall obey
all posted traffic regulation signs and shall yield the rightof-way to pedestrian, heavy vehicles and emergency
vehicles operating with emergency lights and/or siren.
4.5.2 Tricycles ridden at night shall be equipped with reflectors
or reflective markings on all four slides.

4.5.3 Tricycles shall not be ridden in offices, shopes or buildings.


4.5.4 The tricycle basket shall only be used to carry light loads
that properly fit into the basket. Tricycles shall not be
used to carry passengers.
4.5.5 Tricycles shall not be parked at building entrance,
walkways, behind cars etc.
4.5.6 Bicycles are not allowed within AMINAT facility.
4.6 TRAFFIC VIOLATION
4.6.1 Violations to the above traffic rules within AMINAT facility
will expose the driver to disciplinary actions as per the
government relation traffic violation penalties guidelines.
4.7 VEHICLE ENTRY TO PLANT & LOGISTIC AREA
4.7.1 Company owned or rented vehicle will be allowed to enter
the plant and the logistic area, provided that the vehicles
are provided with spark arrestors and meet all the traffic
requirements.
4.7.2 Contractors vehicle required inside the plant will be
issued vehicle sticker and shall meet all the traffic
requirement and contractor shall provide the vehicle with
spark arrestor.
4.7.3 ISD department shall not issue any plant vehicle entry
sticker if the vehicle is not meeting the traffic
requirement and provided with spark arrestor.
4.7.4 Visitor vehicle may be allowed to entering the plant with
the coordination between security department and
responsible department. The responsible department
shall provide escort.
