1. Gujarat industrial development corporation (GIDC)

Gujarat Industrial Development Corporation (GIDC) was established under the Gujarat Industrial
Development Act of 1962, with a goal of accelerating industrialization in the state of Gujarat, India.
Main role of the GIDC is to identify locations suitable for industrial development and create industrial
estates with infrastructure such as roads, drainage, electricity, water supply, street lights, and readyto-occupy factory sheds. The infrastructure of certain estates has been built for specific industries;
there is an electronics estate at Gandhinagar, ceramics estates near Bhavnagar, chemical estates
at Vapi, Ankleshwar, Panoli, Nandesari,Naroda.

GIDC has been created for securing the orderly establishment and organization of industries in
industrial areas and industrial estates in the state.
To fulfill the above mandate, the Corporation has established 186 industrial estates, ranging
from mini to mega sizes, in 25 of the 33 districts of the state. It has also developed 6 Special
Economic Zones.

GIDC land is classified as non-agricultural, thus eliminating the need for NA/NOC
permission and need for verification of titles

GIDC offers reasonable allotment price with soft repayment options

The price of land / building fixed by GIDC is acceptable by financial institutions for loan

GIDC provides social and commercial infrastructure like Housing, Schools, Banks, Post
Office, Dispensaries etc in major estates

GIDC's chemical estates have the requisite clearance from Gujarat Pollution Control Board

The chemical estates are equipped with environment management infrastructure

GIDC also provides sites / land for solid waste disposal and for CETPs at concessional rate

Major GIDC estates have been declared as Notified Areas

GIDC has promoted sector specific estates for IT, BT, electronics, apparels, chemicals,
engineering, brass parts etc.

GIDC has developed SEZs for Apparels, Chemicals and Petrochemicals, Electronics, IT, BT,
Handicrafts etc.

GIDC estates facilitate cluster benefits related to raw material, market, technology, common
services, linkages etc. Any upgradation programme of an estate provides direct advantage to
all industries located therein.

The Government of Gujarat constituted the Gujarat Pollution Control Board (GPCB) on 15
October 1974 with a view to protect the environment, prevent and control the pollution of water
in the State of Gujarat, that occupies a prominent niche in progressive and industrial
development of the country. The Board has been over the years entrusted with the Central Acts
and relevant Rules for pollution control as notified thereof from time to time.
GPCB has its Head Office in Gandhinagar, Gujarat and 10 Regional Offices in Ahmedabad,
Bharuch, Bhavnagar, Godhra, Jamnagar, Mehsana, Rajkot, Surat, Vadodara and Vapi.


The major objectives of the Board are centered around the Pollution Control and the protection
of the environmental quality. These are outlined as under:

Bring about all round improvement in the quality of the environment in the State by
effective implementation of the laws.

Control of pollution at source to the maximum extent possible with due regard to
technological achievement and economic viability as well as sensitivity of the receiving
environment. This objective is being fulfilled through laying down the disposal standards
as well as gaseous emission standards.

Identifications of sites and development of procedures and methods for the disposal of
hazardous wastes.

Maximization of re-use and re-cycle of sewage and trade effluent on land for irrigation
and for industrial purpose after giving appropriate treatment and thereby economizing
and saving on the use of water. The practice also helps in stopping pollution of water
due to reduction in discharges of waste into water bodies.

Minimization of adverse effect of pollution by selecting suitable locations for the
establishment of new industrial projects.

Co-ordination with other agencies of the State Government and local authorities to
encourage the Common Effluent Treatment Plants and Treatment Stabilization Disposal

Close co-ordination and rapport with educational institutions, non government
organizations, Industries Associations, Government organizations, etc. to create
environmental awareness.

2.3 Functions and priorities:

The function of the Board is to enforce the provisions of the following Acts, Rules and Directives
issued by the Authorities from time to time.

iNDEXTb was set up with a noble intention to function as a ‘facilitating’ organization to ensure
smooth and hassle-free experience for a prospective investor.
The same guiding principles are hidden in the name of the organization popularly known as
iNDEXTb. The letters in lowercase i.e. ‘i’ and ‘b’ encompass the entire philosophy.
Professional dealings with a prospective investors should not get eclipsed in pursuit of
‘I’ or ‘ego’ and that is why letter i is small.
‘b’ for bureaucracy, often conjured up by a prospective investor as an intimidating entity
most difficult to deal with, is given a touch of humbleness by keeping it in lowercase.

 To disseminate the information through mass media and to create and
accelerate industrial tempo regarding the growth of the industrial development
with the help of facilities and incentives available to the entrepreneurs and the
future prospect of setting up new industrial units in the state of Gujarat.
 To search, encourage and identify the prospective entrepreneurs, technicians,
artisans and investors and to motivate them in establishing industrial unit in the
state of Gujarat.
 To locate and contact prospective entrepreneurs residing in or outside Gujarat
as well as those living abroad and to organize special campaigns to motivate
them to set up industrial units or participate in any industry in Gujarat.
 To organize training, guidance or information camps and courses for the benefit
of the entrepreneur.
 To organize sponsor, associate or participate in any fair, exhibition, celebration
or campaign aimed at promotion of industrial development.
 To organize libraries, reference and information systems, tools, rooms,
demonstration and common service centers relevant to attain the objective of
the bureau.

International business division:

This division is looked after by Advisor (IB). The Division mainly handling the following activities


Enquiries for projects involving NRI investment and FDI.
Enquiries relating to export opportunities and formalities thereon.
Follow-up of all projects involving NRI and FDI approvals.
GITPC activities offering counseling on export opportunities and formalities thereof, for
promotion of exports from Gujarat.
Coordination with Indian embassies abroad/Foreign Missions based in India for
promotion of FDI.
Interaction with foreign trade and industry delegation.
Planning and executing all functions relating to publicity and advertisements including
under Joint Publicity Campaign programmes and activities.
Conceptualizing, designing and printing of literature, preparation of exhibition materials
depending upon the participation in Trade Fairs/Exhibitions and maintenance of JPC
account for the purpose.
To process individual cases involving NRI investment, Foreign Direct Investment and
100% EOUs, relating to departures from prevalent policy on a case by case basis
keeping in mind the overall public interest, for those industrial units which may achieve
viability as a result of specific Government and other interventions for consideration.
To process and submit statistical information with analysis of industrial approvals granted
by Government of India for locations in Gujarat, in respect of the projects involving NRI,
Foreign Direct Investment and 100% EOUs.
To submit progress of implementation of projects involving NRI investment, Foreign
Direct Investment and 100% EOUs, for which approvals have already been granted.
To process proposals to take steps for the promotion of exports from Gujarat.

Investment promote division:

This division is looked after by General Manager (IP) I/C. The Division mainly handling the
following activities 

 Enquiries for domestic projects coming from all over the country, other than Gujarat
and their follow up.

 Follow up of projects involving domestic investment.

 Coordination for monitoring of Industrial Approvals with Industries Commissionerate,
iNDEXTb Offices/Officers, Computer Centre and presentation of reports.

 Organizing promotional campaigns in major cities of India.

 Conceptualization, designing, printing of literature, preparation of exhibition materials
as may be required depending upon participation in Fairs and Exhibitions.

 Maintaining and updating of Website.

 To process the proposal to formulate new policies relating to industrial development in
the State or making amendments in the existing policies.

 To submit proposals of individual cases relating to departures from prevalent policy on
a case by case basis keeping in mind overall public interest, for industrial units
involving domestic investment for consideration of the Board.

 To submit the proposals to ensure that Gujarat industry achieves and maintains
competitive advantage nationally as well as internationally.

 To submit the review of the situation of labour issues, and law and order from time to
time in so far as it relates to industrial development in Gujarat.

 To process the proposal to study and suggest appropriate steps to reduce the
incidence of industrial sickness in the State of Gujarat.


Project and technology division:

This division is looked after by Advisor (P & T). The Division mainly handling the following
activities 

 Enquiries of general nature from within Gujarat as well as enquiries requiring
technical/project information.

 Compilation of technical information, studies/reports, preparation and updating of
project profiles, project briefs etc.

 Preparation and updating of industries status reports in various sectors/special
studies and dissemination of information.

 Locational studies, area potentiality surveys, preparation and updating of Taluka

 Organizing technical seminars and Conventions.

 Sourcing the technology and arrange match-making for Gujarat-based industries
through database created during the events of Intechmart 98, Resurgent Gujarat:
Business Partnership Meet 2002 and through the projects of TBSE and TBIIP (UNIDO

 Establishing and operation of Industrial Data Bank activities.

 Compilation and presentation of statistical data.

 To study, monitor and analyse the industrial situation of Gujarat from time to time.

 To submit proposal(s) to take steps for the upgradation of technology in Gujarat
industry in keeping with world trends.

 To submit proposal(s) to take steps for the inculcation of quality consciousness in
Gujarat industry and to promote the adoption of internationally accepted
product/quality standards and adoption of internationally acceptable certification

 To submit proposal(s) to take steps to ensure that the skill and potential of the
workforce of Gujarat is suitably developed, keeping in view the needs of the industrial
and service sectors from time to time.

 To submit proposal(s) for creating awareness and steps for capacity building in the
industry for adhering to the environmental norms.

The Centre also specializes in handling post examination related work, result processing
and on-line admission work, online recruitment work etc.
