respect of Tahsildar office, Gudibanda for the month of 07/2015
CHAPTER

The Right to Information Bill, 2005 was passed by the Houses of


parliament received the assent of the President if India on 15-6-2005 and
it was published as Right to Information Act, 2005 in the Gazette of India
vide No. 25 on 21-6-2005 and it has come into force with effect from 156-2005.
As per the Act, each public authority has to fulfill certain obligations
before expiry of 100/120 days from the commencement of Act ie., by 239-2005/12-10-2005.
Section 4(1) (a) of the Act casts an obligation on each public
authority to maintain records. This section reads as follows:
Maintain all its records duly catalogued and indexed in
manner and the form which facilitates the right to information
under this Act and ensure that all records that are appropriate
to be computerized are, within a reasonable time and subject
to availability of resources, computarised and connected
through a network all over the country on different systems
so that access to such records is facilitated
Section 4(1) (b) of the Act casts an obligation on each public
authority to publish within expiry of 120 days from the commencement of
the Act, manuals on the 17 items contained in Chapters 2 to 17 herein for
easy access and understanding by citizens, Civil Society Organisations,
public representatives, Officers and Employees of public authorities
including public information officers and Assistant Public Information
Officer and Appellate Officers etc.,
Application fee to accompany request for obtaining information.
A request for obtaining information under the sub-section (1) of
section 6 shall be accompanied by an application fee by way of cash or by
demand draft or by bankers cheque payable to the Accounts Officer or
any other duly authorized officer of the Public Authority, against proper
receipt, at the following rates:
(a) In respect of public authorities at the Village Level No fee;
(b) In respect of public authorities at Mandal Level - Rs.5/per application.
(c) In respect of public authorities other than those covered

above - Rs 10/- per


application.
Fee to be charged for providing information.
For providing
information under Sub- Section (1) or
Sub-Section (5) of Section 7, a fee shall be charged by way of cash or
demand draft or bankers cheque payable to the Account Officer or any
other duly authorized officer of the Public Authority, against proper receipt
at the following rates:A) Priced material:
Publications printed matter, text, maps, plans, floppies, CDs,
Samples, models or material in any other form, which are priced, the
sale price thereof:
B) Other than priced material:
(i)

material in printed or text for ((in A4 or A3 size paper) R.2/- per


each page per copy.
(ii) Materiel in printed or Text for In larger that A4 and A3 size
paper-Actual cost thereof.
(iii) Maps and plans actual cost thereof:
(iv) Information in electronic format ,viz, Floppy, CD or DVD
(a)
(b)
(c)

rupees fifty for Floppy of 1.44 MB;


rupees on hundred for CD of 7oo MB: and
rupees two hundred for DC (DVD)

(V) Samples and model Actual cost thereof:


(VI) Inspection of records no fee for the first hour: and a fee for
rupees five for each fifteen minutes ( or fraction thereof) thereafter:
(VII) Material to be sent by post the actual postal charge in addition
to the charge payable as per these rules.

CHAPTER 2
Organization,functions and duties
Sec 4(1) b(i)
The name of the organization is Sub Collectors Office, Gudibanda.
The office is located on Bangalore Road on Northern side Gudibanda.
The normal functions of the Revenue Department are the
administration of land and land revenue may include among others,
efforts to bring more and more land under cultivation by prompt
assignment of land, to prevent un-authorised
encroachments on
Government lands, the conduct crop azmoish to demand and collect
punctually the water rate, NALA, to prevent un-authorised irrigation, to
appraise the Irrigation and Panchayat Raj departments of the need for
taking prompt action in respect of Irrigation sources in cases of breach
and require repairs, to develop ayacut, to undertake ameliorative and
relief measures
of all kinds during distress conditions and natural
calamities besides conducting elections and maintenance of law and order.
Finally the Revenue Department is the agency for general administration.
The organizational set up of Sub Collectors Office is as follows.

B-Section:
ROR Appeals, House site Appeals, A.P.Walt Act, Water Sheds,
Encroachments & Appeals, Impounding of Stamp duty of Stamp Act.
C-Section
All Elections, Law and Order Magisterial Cases Atrocities Bonded
Labour. Arms Act, Civil Supplies, Disciplinary cases.

CHAPTER 3

Powers and duties of Officers and Employees


Section 4 (1) (b) (ii)
Sub Collector:- The Tahsildaris the kingpin of the entire Division in the
District with enormous powers to exercise control and supervision over
the function of all other departments and serves as the Divisional
representative of all departments at the Divisional level. (M.P.D.Os, A.D.,
Agriculture, E.E., P.R., R.W.S., R&B and Irrigation including health and
Police Departments).
The Tahsildaris responsible implementation of the execution of
policy decision of the Govt.,
The Tahsildarshall exercise general supervision over the work of
Village Revenue Officer in the Division.
1. Magisterial cases enquiries (appointed by the District Collector).
2. Public Servants:
a) Confidential reports of all Village Revenue Officer in the Division.
b) Transfers and posting of Office Sub Ordinates (Divisional
Unit).
c) Submission of list of names for inclusion in the promotion
list
of Office Sub Ordinates.
d) Grant of C.Ls to the Village Revenue Officer in the Divisional
level.
e) Enquiry of Disciplinary Cases (Appointed by the District
Collector).
3. Review:
a) Supervision of Collection of Land Revenue, Nala and Water
Tax.
4. Civil Supplies:
a) Appointing authority of F.P.Shop dealers.
b) Monitoring M.L.S. Points in the Division.
c) Supervision of issue of New Ration Card.
5. V.I.Ps: Such of the duties in visits of that are assigned to the
Tahsildarby the Collector.
6. Inspection of Offices :a) Random inspection of Village Revenue Officer

7. Jamabandi:
a) Random conduct of Jamabandi in Tahsildar Offices.
8. Land Acquisition:
a) Tahsildaris Land Acquisition Officer, for Social Welfare and also
General Acquisition.
9. Assignment and Transfer of land:
a) Assignment of Lands, House sites.
b) Transfer of land one classification to another
c) Proposals will be submitted for change of classification to another
and also one Department to another Department.
10. Alienation:
d) Alienation of Govt., lands proposals will be submitted to the
Collector.
e) Relinquishment, proposals will be submitted to the Collector.
11. Encroachments:f) Supervision of Encroachments booked by the Mandal Revenue
Officers.
g) Proposals will be submitted to the Collector U/s 7A of Encroachment
Act 1905.
12. Cinematograph:
h) Tahsildaris a renewal authority under A.P. Cinemas (Regulation)
Rules 1962.
13. Land Reforms:
i) Tahsildaris Land Reforms Tribunal Authority under A.P. Ceiling on
Agricultural Holding Act 1961.
14. Mines and Minerals:
a. Fixing of compound fees under Mines and Minerals (Regulation and
Development) Act 1948.
15. Vital Statistics:
b.
Tahsildaris a registration authority under A.P. Registration of
Birth and Deaths Act 1899 (Act III of 1899).
16. Stamps:
a. Impounding of stamp under Indian Stamp Act 1899.

CHAPTER-4
Procedure fallowed in Decision making Process
including channels of Supervision and accountability.
Section 4 (1) (b) (iii)
The Village Revenue Officer are the reporting agencies to the
Tahsildarabout the day to day Developments and incidents in their
jurisdiction. Based on the reports received from the Village Revenue
Officer the decision will be taken by the appropriate authority as per the
delegation of powers to the Collector, the Joint Collector. The reports
received by the assistances will be scrutinized by the rules and Acts and
processed through the concerned section head to the decision making
authority through the Deputy Tahsildar.
