 PASA
 has
 introduced
 some
 important
information
in
our
competition
system
to
create
a
talent
identification
ladder
to
 ensure
that
PASA
registered
swimmers
reach
their
full
potential.

We
will
also
be
using
the
 PASA
 STAR
 (Swimming
 Talent
 and
 Achievement
 Recognition)
 Database
 as
 the
 core
 application
 determining
 who
 is
 qualified
 to
 participate
 in
 the
 2010
 National
 Long
 Course
 Swimming
Championships,
as
well
as
to
manage
entries,
rankings
and
results.
 
 One
of
the
features
of
PASA’s
STAR
software
solution
kit
is
we
are
able
to
use
it
for
talent
 identification
 and
 selection
 purpose
 using
 a
 variety
 of
 age
 reckoning
 computations.

 However,
please
note
that
the
Age
Reckoning
for
the
2010
National
Long
Course
Swimming
 Championships
will
be

minimum
age
requirement
for
participation
in
this
year’s
Sr.
Nationals
is
11,
assuming
 that
the
swimmer
has
achieved
the
required
qualifying
time.

Scoring
and
awarding
will
be
 done
 on
 this
 basis,
 and
 no
 age
 group
 awards
 will
 be
 given.
 
 This
 competition
 is
 an
 Open
 competition,
 and
 will
 be
 swum
 in
 the
 Trials‐Finals
 format.
 
 Alternatively,
 the
 2010
 Short
 Course
(25m)
National
Championships
will
be
an
age
group
competition
for
those
11
years
 old
and
above,
with
awards
and
points
given
by
age

IMPORTANT
REMINDERS
ON
CHANGES
TO
THE
2010
SR.
NATIONALS
MEET
FORMAT:
 
 1. Entries
will
be
automated.

A
special
entry
form
has
been
created
and
attached
hereto,
where
 coaches
only
need
to
fill
in
the
events
they
want
to
add
for
their
qualified
swimmers.
The
PASA
 STAR
 Database
 will
 automatically
 determine
 their
 entry
 time
 and
 seeding
 depending
 on
 the
 swimmers’
result.
 2. All
 entry
 forms
 must
 be
 legibly
 and
 accurately
 filled
 out,
 and
 submit
 them
 with
 corresponding
 entry
fees
on
or
before
the
close
of
entries
stated
in
the
meet
entry
kit.


 3. Now
 that
 we
 have
 populated
 the
 PASA
 STAR
 Database
 with
 results
 from
 the
 G‐League
 Meet
 Series,
and
all
PASA
and
FINA
Sanctioned
and
Approved
competitions,
it
is
no
longer
necessary
 to
 fill
 up
 the
 usual
 entry
 forms.
 
 This
 process
 is
 now
 automated,
 and
 the
 Entry
 Fee
 collection
 process
now
simplified.
 4. Swimmers
qualifying
to
the
2010
National
Long
Course
Swimming
Championships
are
allowed
to
 complete
in
a
maximum
of
7
individual
events
plus
relays.


 5. Swimmers
with
only
one
or
two
qualifying
times
may
swim
up
to
a
maximum
of
three
individual
 events
plus
relays.


 6. Relays
will
be
swum
as
Timed
Finals
in
the
morning
Trials.

At
least
two
relay
participants
must
 have
 achieved
 the
 qualifying
 time
 in
 an
 individual
 event.
 
 Clubs
 may
 enter
 relay
 teams
 using
 swimmers
 that
 have
 not
 achieved
 individual
 qualifying
 times,
 but
 these
 swimmers
 may
 not
 participate
in
individual
events.
 7. No
Time
(NT)
entries
will
not
be
accepted.

All
entries
and
the
list
of
qualifiers
will
be
generated
 by
 the
 STAR
 Database
 automatically,
 depending
 on
 swimmer
 times
 achieved
 in
 the
 2010
 G‐ League
 and
 other
 PASA‐sanctioned
 or
 approved
 events
 held
 before
 the
 deadline
 of
 entries
 for
 the
2010
Sr.
National
Long
Course
Swimming
Championships.
 8. Since
the
meet
will
be
held
using
the
Trials
–
Finals
format,
the
Trails
will
begin
at
9:00
AM
each
 day.

There
will
be
a
4‐hour
break
between
the
Trials
and
the
Finals.

Depending
on
the
number
 of
 entries,
 and
 the
 timeline
 generated
 by
 our
 Meet
 Manager
 software,
 necessary
 adjustments
 can
be
made
to
ensure
that
there
is
enough
rest
time
between
Trials
and
Finals.
 9. Following
the
new
FINA
rule
allowing
the
use
of
10
lanes,
 Finals
shall
have
a
Consolation
Heat
 followed
by
the
Final
Heat.

The
top
20
swimmers
in
each
event
will
receive
points
towards
the
 Club
Championship
Trophy
(Men
and
Women),
and
the
Overall
Club
Champion
Trophy.

 10. The
 800
 and
 1500
 m
 Freestyle
 will
 be
 swum
 as
 Timed
 Finals
 during
 the
 Trials
 except
 for
 the
 fastest
heat,
which
shall
be
swum
in
the
Finals
Session.

Scoring
for
Team
Points
will
still
be
for
 the
top
20
swimmers
in
these
events.
 11. Trials
will
be
seeded
slowest
to
fastest
in
order
to
give
swimmers
adequate
time
to
recover
after
 swimming

The
2010
Sr.
National
Long
Course
Swimming
Championships
 is
open
to
all
PASA‐registered
competitors
in
good
standing.

 
 The
meet
shall
be
run
under
all
applicable
PASA
and
FINA
 Rules
and
Regulations.
 
 PASA
registration
numbers
are
part
of
the
entry
system,
and
 the
names
and
ID
numbers
of
swimmers
submitted
must
be
 the
same
as
that
indicated
on
their
PASA
Registration
 Application
Form.

Entries
using
nicknames
of
swimmers
will
 be
rejected.
 
 PASA
ID
cards
must
be
available
for
inspection.
It
is
your
 means
of
admission,
and
accreditation
from
the
organizing
 committee,
as
well
as
avail
of
other
benefits.
 
 All
Entry
Forms
herewith
provided
MUST
BE
COMPLETED
 AND
SUBMITTED
BEFORE
THE
DEADLINE
OF
ENTRIES.

PASA
OFFICE.

Late
entries
or
those
 unaccompanied
by
fees
will
not
be
processed.
 
 If
an
error
is
made
during
entry
processing,
where
it
is
on
the
 part
of
the
PASA
meet
organizers
will
be
corrected
without
 detriment
to
the
swimmer.

Where
it
is
on
the
part
of
the
 coach,
the
PASA
meet
organizers
will
do
their
best
to
correct
 it
but
cannot
fully
guarantee
to
do
so.

 
 All
events
will
be
run
using
the
Trials
‐
Finals
format
as
noted
 in
the
Reminder
on
Changes
for
2010
integral
to
this
kit.
 
 One
start
rule
applies
&
over
the
top
starts
if
necessary.
 The
2010
Sr.
National
Long
Course
Swimming
Championships
 is
in
the
pathway
of
the
16th
Asian
Games
in
Guangzhou,
 China
in
November
of
2010.

The
FINA
Age
Reckoning
Rule
in
 application
will
be
used.
AGE
AS
OF
31
DECEMBER
2010.

 
 The
minimum
age
for
a
participant
in
the
Sr.
Nationals
is
11
as
 of
31
December
2010.
 
 1. Swimmers
shall
be
placed
in
graduated
time
order,
 slowest
to
fastest.

 2. Swimmers
must
check
in
one
hour
before
published
 starting
time.

 3. Four
tables
will
be
made
available
for
swimmers
to
check
 in.
These
will
be
according
to
gender
and
alphabetized.

 Any
swimmer
failing
to
check
in
at
the
appropriate
table
 will
be
considered
not
to
be
swimming.
In
exceptional
 circumstances,
a
swimmer
who
is
late
to
register
may
be
 placed
in
an
earlier
heat
in
an
unoccupied
lane
at
the
 discretion
of
the
Meet
Director.
 4. A
list
of
heats
and
lane
assignments
will
be
posted.
It
is
 the
swimmers
responsibility
to
check
the
heat
sheet
and
 be
at
the
ready
bench
area
on

 QUALIFYING
TIMES


5. Fifteen
minutes
prior
to
the
start
of
the
session
or
three
 events
before
the
one
in
which
your
swimmer
is
 competing,
coaches
must
ensure
that
their
swimmers
 present
themselves
to
the
Clerk
of
the
Course.
It
is
each
 swimmers
responsibility
to
be
at
the
start
in
time
for
 his/her
event.

 6. The
Meet
Director
will
ensure
that
swimmers
with
 disabilities
are
allowed
to
participate
in
the
2010
Sr.
 National
Long
Course
Swimming
Championships.
 
 1. A
meet
committee
composed
of
the
Referee,
Meet
 Director,
a
Coach
representative,
an
athlete
 representative
and
one
(1)
PASA
–certified
Technical
 Official
acting
at
large
will
be
established
to
act
upon
any
 administrative
protest
filed
at
the
meet.
 2. A
P
5,000.00
protest
fee
must
accompany
formal
protest
 letters
to
be
considered
valid.
Protests
must
be
filed
 within
45
minutes
from
the
time
a
negative
decision
has
 been
rendered.
 3. The
committee
will
not
act
upon
any
technical
swimming
 Judgment
decisions,
as
these
are
under
the
jurisdiction
of
 the
Referee.
The
Referee’s
decision
is
final.
 4. This
committee
shall
act
as
a
review
section
in
the
need
 of
an
emergency
meeting,
and
their
report
may
be
filed
 with
PASA
for
administrative
review,
action
or
discipline
if
 so
called
for.
 5. A
P100.00
Scratch
and
No
Show
Fee
will
be
levied
for
 every
scratch/no
show
made
by
a
coach,
on
behalf
of
any
 swimmer
and
for
any
event.
 
 1. PASA
is
applying
a
QT
requirement
and
will
base
entries
 on
the
STAR
Database.

Coaches
should
use
their
best
 judgment
in
entering
swimmers
to
ensure
compliance
 with
PASA
Long‐term
Swimmer
Development
Framework.
 2. If
the
events
are
oversubscribed,
the
PASA
reserves
the
 right
to
limit
the
number
of
swimmers
per
event
to
 ensure
a
well‐managed,
quality

 1. Swimmers
 shall

in
their
favorite
events
in
order
to
achieve
personal
best
 times,
national
records,
national
team
qualifying
times
and
national
rankings.
 
 5. Three
 Outstanding
 Club
 Trophies
 will
 be
 awarded
 to
 Club
 Champions
 –
 for
 Men,
 Women
 and
 Overall
Championship
