Re: Downtown Charrette Report Recommendations
Mayor and City Council:
The Downtown Leadership Council (DLC) respectfully asks that you adopt the
Downtown Charrette Report prepared by H3 Studio, Inc. of St. Louis, Missouri. We are
also pleased to present our key recommendations from the Charrette Report. While there
are many exciting activities in this document, everything cannot be a priority. We have
identified the following projects as priorities:

Streetscape Enhancements
College Avenue urban boulevard
Broadway & College entryway
Walnut & College intersection
Broadway streetscape enhancements (1st Street 5th Street)

Creation of a downtown TIF district

Construction of the Short Street parking garage that preserves vehicular and
pedestrian access to the North Village Arts District

Formation of a downtown development entity to facilitate these and future

Charrette Report activities (not addressed by existing organizations).This is a
common practice in many cities in order to coordinate property development and
public amenities while also identifying financial resources. As stated on page 32
of the Charrette Report, this new downtown development entity of Columbia
would principally provide enhanced services in economic development and
implementation for the projects presented in such document

Further explore Form-Based codes through a partnership with Planning and

Zoning Commissions efforts on the revised comprehensive plan

It is important to remember that a key goal of the downtown charrette project was to
create a more dynamic downtown by identifying appropriate and compatible
development opportunities for public and private sector investment. As we proceed, we
must strive to better coordinate investments that will leverage significant positive change.

Also be aware, during the charrette process, individual and group interviews were held
with stakeholders, property owners and community residents. Since the completion of the
charrette report, presentations have been made to the Columbia Special Business District
(SBD) and Columbia Public Transit Advisory Commission. Information was shared at a
public open house (at City Hall) on January 11, 2011, and the entire document continues
to be available for review on the Citys web site.
On January 11, 2011, the Board of the Columbia Special Business District released the
following statement regarding the Downtown Charrette Report:
"The Columbia Special Business District is supportive of all downtown planning
efforts, including the Downtown Columbia Planning Charrette. We understand
this is a working document; these recommendations are voluntary and may
change as circumstances change. The board is very excited about many of the
proposals included in this plan and we look forward to discussing specific
initiatives as they are introduced."
We would like to schedule a work session to discuss details of our recommendations.
Thank you for your ongoing support as we all strive to further enhance downtown
Columbia, the most distinctive element of our great community.
